Legal basis
Regulation (EC) No. 998/2003
lays down the animal health requirements for both the non-commercial movement of pets between Member States and from third countries
What is pet animal?• ‘pet animals’ means animals of the species listed in Annex I
which are accompanying their owners or a natural person responsible for such animals on behalf of the owner during their movement and are not intended to be sold or transferred to another owner:– Dogs, cats and ferrets – Birds (except poultry*) (See ....)– Domestic rabbits and rodents – Reptiles and amphibia – Invertebrates (except bees and crustaceans) – Ornamental tropical fish* Poultry means fowl, turkeys, guinea fowl, ducks, geese,
quails, pigeons, pheasants, partridges and ratites (Ratitae) reared or kept in captivity for breeding, the production of meat or eggs for consumption, or for re-stocking supplies of game.
What are covered by EC legislation?
• Cats, Dogs, and Ferrets
• Special requirements for pet birds are established for pet birds accompanying their owners (Com. Dec. 2007/25/EC)

What is the purpose?
• Primarily Rabies control
• For some MS – Control of Ticks – Control of Tapeworms
• For pet birds – certain protection measures in relation to highly pathogenic avian influenza

General principles of certification• The representative of the competent authority of dispatch issuing a certificate to
accompany a consignment of products of animal origin must sign the certificate and ensure that it bears an official stamp. This requirement applies to each sheet of the certificate if it consists of more than one.
• The original version of the certificate must accompany consignments on entry into the Community.
• Certificates must consist of:
(a) a single sheet of paper; or
(b) two or more pages that are part of a single and indivisible sheet of paper; or
(c) a sequence of pages numbered so as to indicate that it is a particular page in a finite sequence (for example, ‘page 2 of 4 pages’).
• Certificates must bear a unique identifying number. Where the certificate consists of a sequence of pages, each page must indicate this number.
• The certificate must be issued before the consignment to which it relates leaves the control of the competent authority of the country of dispatch.

Pet animals brought into Community territory from a third country other than Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland and The Vatican are subject to documentary and identity checks by the competent authorities at the following travellers' points of entry:
