Homework Discussion

Does anyone have questions or comments on importing NEI data into TEISS?

Page 3: 1 Quality Assurance Project Plans Melinda Ronca-Battista, ITEP/TAMS Center

3

What is a QAPP

Tool for project managers and planners to document the type and quality of data needed for environmental decisions

Describes the methods for collecting and assessing those data

The QAPP is an integral part of the fundamental principles and practices that form the foundation of the EPA Quality System

Required by EPA

4

Why is a QAPP important?

EIs are the Foundation of Decisions

Sets Goals and Objectives

Road Map of How to Conduct EI

Provides Long-term Guidance

Makes Writing the EI Report Easier

Inventory Planning

Determine the Audience

Determine the Uses

Chose a Category Level

9

Determine the Use

Air quality program planning

Assess contributions of future new sources

Assess need for tribal permitting program

Support development of TIP

Support participation in regional AQ planning efforts

Levels of EI

After collection of existing NEI data is completed, decide which of two paths to take

Path 1 – Develop a Level 4 EI, QAPP might not be required, check with EPA Project Officer Path 2 – Write a QAPP for a Level 1, 2, or 3 EI

How do you know which path to take?

Page 11: 1 Quality Assurance Project Plans Melinda Ronca-Battista, ITEP/TAMS Center

11

Levels of EI

Do Level 4 report if tribe’s land area is very small AND you don’t have sources

Write report summarizing what you foundWhich sources put out the most pollution?Which are closest to you?Which are upwind of you? What pollutants concern you the most?

These data are NOT submitted to NEI by tribe— unless you want to claim a portion of those emissions to be assigned to reservation

12

Levels of EI

Do QAPP for Level 1, 2, or 3 EI ifYour tribe’s land area is larger AND/OR you have sources on tribal land

List sources on tribal land you will estimate emissions forUse TEISS calculators to determine data you will need to collect to estimate emissionsSummarize off-reservation data in a separate section of the report

QAPP Introduction – Scope of the Inventory

DefineGeographic area – include a map!Pollutants: Criteria and/or HAPsSource types – point, nonpoint, mobileTime period

Annual – state which yearSeasonal (e.g., Ozone season)

Page 14: 1 Quality Assurance Project Plans Melinda Ronca-Battista, ITEP/TAMS Center

14

QAPP Introduction – Data Quality Objectives and

IndicatorsData Quality Objectives (DQOs)

Establish to ensure accuracy, completeness, representativeness, and comparability of the EIExample, Completeness DQO: Point and Nonpoint NEI data obtained for area of concern

Data Quality Indicators (DQIs)Use to measure progress towards each DQOExample, Completeness DQI: 100% of Title V sources in the NEI within the area of concern included in EI

Page 15: 1 Quality Assurance Project Plans Melinda Ronca-Battista, ITEP/TAMS Center

15

QAPP Introduction – Summary of QAPP

OrganizationInclude a summary of how the rest of the QAPP is organized

Page 16: 1 Quality Assurance Project Plans Melinda Ronca-Battista, ITEP/TAMS Center

16

What Else to Include in a QAPP

Project Organization SectionOrganization chart

Establish staff and resources requirements

Inventory implementation timeline

Data Source Types SectionsFor each source type (point, nonpoint, etc.), list the sources

For each source, list the data you need to collect and the method used to estimate emissions

You can get this from the TEISS calculators

Have a separate section of the QAPP for on-reservation and off-reservation sources

Page 17: 1 Quality Assurance Project Plans Melinda Ronca-Battista, ITEP/TAMS Center

17

What Else to Include in a QAPP (cont.)

Quality Assurance/Quality Control (QA/QC) Section

How are data collected?

How are data documented?

How are data checked?

Where are the data stored?

How are the data reported?

Example of Details –Data Management and

ReportingDescribe how data will be stored

In TEISSPaper and electronic filing system

Data collection and calculations on paper

Calculations done in spreadsheets

Final Products of EICompleted TEISS project – has ALL the detailsPaper report – gives general details, summarizes resultsPresentation – summarizes results

Homework due in 5 days:

1. Make a list of Point Sources in the NEI data that you plan to include in your EIa. Look at the map in your TEISS project and

list the facilities in the NEI that are on the reservation

b. List any additional facilities in the NEI that are off the reservation that you plan to include in your EI

c. Email your lists to the instructors

2. Draw out an organization chart
