1. Aim, Tasks and Planned Results of the Program

The professional master study program “Archive Studies” is currently the only study

program in Latvia, where archive workers of different levels, specialists of institutions and

companies having higher education, whose work is related to archiving of documents can

obtain a professional Master’s degree appropriate to their competences.

The aim of the study program is to ensure successive integrated professional master

archive studies for the individuals working in the field of archiving in order to train

specialists with theoretical comprehension about research topicality of contemporary fields

of science as well as their link with particularity of archive work; to develop creation of

academic and professional competences appropriate to the theory of archive studies.

The tasks of the program are:

1) to impart deepened theoretical knowledge in archive studies and related fields of

sciences (auxiliary disciplines of history, social sciences, etc.);

2) to develop skills of analysis and abilities of research and evaluation of archive

documents appropriate to contemporary methodology;

3) to deepen and widen competences of archive workers for implementation of IT

technologies in systematization of documents, creation of data bases, storage and

protection of documents;

4) to ensure acquisition of integrated management theories, project development, and

pedagogy and psychology of law to stimulate communicative potential of students as

well as their competitiveness in the labor market;

5) to promote development of students scientific skills, to facilitate their possibilities in

creative, scientific research work motivating them to continue the studies for a doctor’s

degree.

Anticipated result: improved intellectual, professional and practical competences of

archive workers, that ensure their knowledge and skills to individually trace, formulate,

analyze and discover theoretical and practical solutions in archive work: ability to apply

acquired theoretical knowledge and research skills in scientific research and in

popularization of archive documents; skills to create and administrate systems of archive

documents, to stock documents, thus ensuring storage, accessibility and usage of collected

documents; comprehension about professional ethics and archive documents system

operation in compliance with legislation.

2. Program Organization

Implementation of the study program at Rezekne Higher Education Institution is

regulated by RHEI Senate accepted regulations On RHEI Academic and Professional and

Study Programs. Organization and management of the study program is performed by the

director of the study program. His activities are regulated by the regulations On the Study

Program Director at Rezekne Higher Education Institution.

Professional master study program Archive Studies is licensed on 09.06.2005 for three

years (see Appendix No.2 for the copy of license). Practical implementation of the study

program has started in January 2006, except the group of part-time students. The second

group of students has begun full-time studies on September 1, 2007.

Currently changes have been made to the part-time studies program in comparison with

the program, which has been introduced for the licensing, changes are as follows:

1) students requested to include the study course Banks and their Documentation in the

module of the theoretical part,

2) in order emphasize integration of related fields of sciences in archivist’s competences,

several closely related, but small in the sense of volume courses were combined:

Management Theory and Management of Archive Work, Record Keeping and Documents

Management, Global Communication and Intercultural Communication, Administrative

History of Latvia, State Power and Administration Institutions History, History of Latvia

State and Law, Courses of elective module were changed too (see the study program in

Appendix 4).

3) full-time students have possibilities to acquire novelties about the EU archives work

within the framework of ERASMUS/SOCRATES exchange programs or during lectures of

visiting lecturers of collaboration partners.

2.1. Compliance of the Curriculum with the Aim and Tasks of RHEI

The aim of RHEI is to impart students academic and professional higher education,

which is competitive in the European education space and complies with the science

development level as well as Latvian culture traditions, to develop culture, science and

education in Latgale region and thus in all Latvia. The aims and tasks fully comply with

higher education institution strategy. European Higher Education ministers communiqué,

accepted in Bergen in 2005, determine that accessibility towards higher education should

be widened – “appropriate conditions for students should be made, so that they could

successfully graduate…”. Bologna declaration states that only acquisition of a Master

degree is higher education. Hence the offered study program from the point of view of

RHEI and Latvia state interests should be valued as topical for all specialists who work in

the sphere of archiving in Latgale and Latvia. Currently there are 600 workers of archives

in the Republic of Latvia, basing on the data gathered by the State Archive of Latvia, and a

majority doesn’t have professional higher education and a qualification in the

corresponding field. Special archive workers education with qualification – 4 historians-

archivists, 3 archivists–record keepers, who have obtained education at Moscow Institute of

Archive studies in the 1980s and earlier. 10-12 people have obtained qualification

certificates in courses for archive workers, which once were organized by Moscow

National Economy institute, or during probation abroad. A majority of the persons working

in state archives and a few persons working in institutional archives have acquired the

knowledge and skills of archiving in courses, some students have acquired an archive

studies course within bachelor study programs at LU or RHEI, including archive practice.

Thus the offered master study program:

1) ensures succession of professional education for the individuals working in the

field of archiving;

2) integrates theoretical knowledge and the latest methods of research in archive

studies and auxiliary sciences of history, as well as in management science,

communicative sciences, economics, informatics, juridical, pedagogical and other

sciences,

3) is flexible, follows demand in Latvia and the EU labor market,

4) anticipates to engage lecturers from RHEI collaboration universities in

implementation of the study program.

Study plans of professional master study program “Archive Studies” ensure free

choice of study modules, topics of research and methodology. (see Appendix No.5 Study

Plans).

2.2. Operation of the Internal Quality Mechanism of the Study Program

The internal quality mechanism of the professional master study program “Archive

Studies” is developed basing on Control System of Studies Quality Evaluation at Rezekne

Higher Education Institution (htpp://staff.ru.lv/senata_lemums_2005.02.28.doc). The

quality system of studies divides the following spheres:

1. Compliance of the study process with RHEI development strategy.

2. Quality of academic staff.

3. Quality of the study program.

4. Quality of collaboration between applicants and graduates.

5. Quality of the study process.

6. Quality of infrastructure.

7. Financing and quality of economic activities.

Evaluation of the quality of the academic staff, program, and study process is

considered to be important in the internal quality system of the study program “Archive

Studies”, these are controlled by normative acts, persons involved in the quality evaluation

process, revealed by the scientific researches of students and lecturers and the results of the

study process.

The quality of the academic staff is determined by:

- its quality conformity to the requirements of normative acts,

- activities of scientific work, results,

- professional competence, creativity (see chapter 8).

The criteria of the quality of the study program are as follows:

- clarity of the aims and tasks of the study program, its approachability, conformity to

RHEI development strategy (see chapters 1 and 2),

- conformity to the content of the LR education and academic education standards,

other normative acts of the EU, flexibility and variety for development of the study

program (see chapters 3 and 6),

- observation of the democracy principle in management of the study program, and

interrelations of students and academic staff (see subchapter 7.4.), methodological

(including study course programs, and calendar thematic plans), informative and

materially technical provision (see chapter 9),

- annual self-evaluation of the study programs, discussing pros and cons, changes and

development possibilities as well as improvement of the study programs (see

chapter 12),

- contribution of the study program director to the management of the study program

(see chapter 2 and subchapter 2.1.).

The quality of the study process in RHEI quality mechanism is evaluated by the

following parameters:

- load of studies, organization of independent work – planning, amount, kinds of

tests, etc.; possibilities of consultations; innovative study process methods, clear

format of the results anticipated in the studies, solution of problems, application of

new information technologies (see chapter 5),

- fairness of assessing knowledge and skills; usage of these results for improvement

of the study process. (see chapter 4),

- involvement of students in scientific research work (topicality of the theme and

relation to the content of the program), contests of students’ scientific works

(awards, prizes, special grants), creative activities (see sub-chapters 7.6., and 8.4.),

- international collaboration, students exchange with other universities, possibilities of

students practice in Latvia and abroad (see sub-chapter 10.2).

The compulsory module “Traditional Aspects and Novelties in Archive Studies”

including the theoretical study courses in archive studies (40 CP) comprises 50% of the total

volume of the program, the professional specialization module “Archivist and Society” (33

CP) comprises 41,25% of the total volume of the program, but the elective courses of 7 CP

in total comprise 8,75% of the study program volume.

The courses included in the theoretical (compulsory) part of the program impart

knowledge about archive studies, outline its field of operation, discuss tendencies and

problems of contemporary archive studies development, and strengthen innovative

theoretical knowledge and methodology skills respecting particularity of contemporary

archive studies.

Archive workers, who meet with the vertical limit of information on daily basis

between the generations and in comparatively narrow territory are offered to consider

information stream in the horizontal level – between peoples and cultures, it is offered by

the analytical course “Global Communication and Intercultural Communication”. The study

course allows to comprehend the tendency of globalization, its impact on world society as

well as to impart knowledge about theories of information society.

Since nowadays different historical documents are selected and prepared for

publishing, the courses of auxiliary disciplines of history as Paleography, Archaeography

are included and they are closely related to archive studies while the usage of ancient

historical documents and edition of documents of different ages are impossible without

acquisition of these courses. State administrative and law history knowledge is also an

essential precondition for systematization of provided information as well as an ability to

orient oneself in the collection of archive documents.

Particularity of Master paper is related to the basic conception of the program – to

ensure successive integrated theoretical knowledge and practical skills of archive work, as

well as comprehension of regularities about contemporary fields of sciences and their link to

particularity of archives, therefore development and defense of a Master thesis is one of

compulsory conditions for successful acquisition of the study program (25% from the total

volume of courses).

Considering the particularity of archive studies – its tie relationship with closely

related sciences, a research problem advanced in the Master paper is discussed in complex

and research methods of humanities and social sciences are used. General guidelines of

Master paper development can be found in Methodological Guidelines for Bachelor, Master

development of Master paper for archive studies program (available in philosophy

department).

The professional specialization module “Archivist and Society” (18CP) is developed

in two parts taking into consideration that students previous higher education differs in

content. Acquisition of 12CP is compulsory to ensure the unity of archiving theory and

practice in work with documents and clients. The compulsory part of the module comprising

22,5% of the total volume of the study program includes the courses which not only

consolidate theoretical knowledge, but also practically ensure the implementation of master

students’ scientific research, creative activities and professional ethics (see chapter 5). In the

selective part (5 CP) students choose the study courses of various branches of science being

the most appropriate to widening and deepening their professional competences.

It is compulsory for all students to have the module ensuring practical skills of

archive work (16 CP). The module in general is tended towards more flexible application of

archivist’s competences in the labor market. The practice module anticipates research and

qualification practice (6CP) of master studies in compliance with the standards of the 2nd

level higher professional education as well as professional practice of 10CP according to

licensing regulations. Practice comprises 20% of the total volume of practice. During the

practice students have to get introduced with the entire operation of archives as well as to

develop skills and abilities that were not acquired during previous work. A part of the

practice time can be used for making researches about problems put forward in the Master

paper. Practice documents should be arranged in compliance with methodological

guidelines about practice in professional master study program “Archive Studies” (see at

History and philosophy department).

Students can develop the elective module according to their previous education,

work obligations or interests. One can choose either from the study courses offered by the

department (see the program), or from any courses of other fields of sciences offered by the

faculty of RHEI.

4. System of Evaluation

The knowledge assessment system is determined by the Regulations on the State

and Final Examinations at RHEI (http://staff.ru.lv/senats/nolikumi), as well as regulations

on examination and testing session procedure at RHEI

(http://staff.ru.lv/macibu_dalas_informacija).

Evaluation is done in qualitative (verbal) system (seminars, discussions, tests) and

quantitative system (marks) – exams, differentiated tests, final tests. Since the study courses

included in the master program anticipate development of research skills, a great role is

devoted to students’ individual work, preparation of reports, multimedia presentations,

analysis of documents, and schemes. Work forms of the definite practical work are assessed

complex – basing on qualitative and quantitative parameters.

The criteria for assessing knowledge as well as forms of testing in the study courses

are determined by the lecturers, registering it in thematic plans (according to the program

approved in the department meeting).

Evaluation of students’ knowledge can be theoretically divided into two stages:

formative and summative (resumptive). Formative evaluation provides feedback to lecturers

and students about the organization of the further study process. The evaluation gives

information to the participants of the study process, but doesn’t affect the status of students.

It encourages students to supplement knowledge, but allows to reason the usefulness of the

chosen methods; shows how the study course is acquired in general. This kind of evaluation

(tests, exams) approves achieving the aim. Application of summative forms of evaluation

(tests, reports, software, etc.) helps the lecturer to evaluate the level of acquisition of a

definite topic or the entire study course.

History and philosophy department has developed criteria for evaluating students’

research skills, practice, as well as Master paper development results.

The system of evaluation is developed basing on the results of students

questionnaires (for information see http://staff.ru.lv/Mācībudaļa/aptauja “No sesijas līdz

sesijai”). Basic principles of assessing students’ achievements are common to all the study

programs implemented at Rezekne Higher Education Institution:

principle of summing positive achievements;

principle of obligation of testing;

principle of evaluation criteria and clarity;

principle of variety of assessment forms;

principle of testing accessibility.

The requirements for a definite study course are determined by the lecturer in the

particular programs and calendar thematic plans. They anticipate practical work of students

during lectures, independent work, as well as the requirements for the test or exam which

make the final assessment of the exam (test). Traditionally 60% of requirements are

devoted to the assessment of knowledge demonstrated during the exam or test, while the

rest 40% make fulfillment of requirements of the practical lessons: a research of theoretic

cognitions, a presentation or an activity (creation of exposition, participation in the

conference). Usually a lecturer chooses a written form (test, document, scheme of analysis,

review, etc.) to prepare students during the study courses and it comprises 20% of the final

result of a differentiated test or exam. Such practical works mobilize students for deepened

research of the problem systematically, while it makes a lecturer to assess students’

academic/professional competences and knowledge more objectively.

Tests are organized in an oral and written form, and then they are advanced towards the

definite discourse analysis of problematic situations of the archive studies; paying respect

to master’s experience, discussion skills about a definite issue. When offering the

requirements of the particular study course, a lecturer considers the usefulness of

development of research skills in drafting a Master paper, and stimulates the involvement

of students in archive research projects. Theoretical knowledge acquired in the study

courses is integrated into other study courses.

5. Practical Implementation of the Study Program

Practical implementation of the study program is determined by LR Higher Education

Law, RHEI Regulation on Academic and Professional Studies and Study Programs.

Lecturers from RHEI Faculty of Humanities and Law, the Department of History

and Philosophy, International and Public Relations Offices as well as from the Faculty of

Engineering, Computer sciences department, Faculty of Economics, Management

department and Faculty of Pedagogy, Pedagogy and psychology department are engaged in

implementation of the study program (see subchapter 8.2.). The lecturers from Daugavpils

University and professionals from the State Archive of Latvia are invited too. Collaboration

with lecturers from foreign universities is planned to be implemented in the next study

year.

Currently part-time and full-time studies are implemented. Full-time students obtain

20 CP a semester, part-time students – 16 to 20 CP. If full-time studies are taken, duration

of studies is 4 semesters, and a bit more than two semesters are devoted to acquisition of

theoretical and specialization courses, an incomplete semester to practices, and the final

semester is anticipated for development and defense of the Master paper. There are 5

semesters of part-time studies where a student acquires less than 20 theoretical or practical

credit points per semester. Study plans can be found in Appendix No.5

40% of contact hours and 60% of individual work comprise 1 credit point of full-

time studies, consequently in part-time studies this is 25% and 75% (see Appendix No.6

The procedure of full-time studies is planned at weekends (~ 8-10 contact hours a

week), and once or twice a week at weekends for part-time students; their forms depend on

the peculiarities of a particular study course (see Appendix Chronogram of Studies).

Students acquire 2 or 3 study courses at a time. Tests are organized within limits before

beginning new courses. Thus, the implementation of the study course respects the thematic

and time unit of the module to be acquired.

Lecturers of all study courses anticipate to balance lectures and practical lessons

(seminars, discussions, colloquiums, presentation of projects, writing of creative essays,

role plays, simulations, and other elements of interaction). Diversification of the content

helps to adapt theoretical knowledge to practical skills, to ensure the variety of approaches

and solutions, as well as develops an ability to respect the particularity of the addressee.

The role of interaction elements in the study process is very topical for master students of

archive studies, since the sphere of their professional activity is related to the process of

communication and research presentation. Lecturers’ individual consultations pay an

important role for encouraging the development of original researches. E-mailing is also

widely used for contacting master students and consulting on individual questions.

Lecturers try to give comprehensive tasks for independent work and gradually prepare

teaching methodological aids. Some of them use the aids, for example, I. Feldmane, who

also uses her publications about the study courses for discussing the issues (prof.A.Ivanovs,

mg. hist. I.Šķinķe etc.).

Great attention is paid to the use of the latest information technologies in the study

courses: master students work in data bases, carry out analysis of documents text. Lecturers

use audiovisual materials and multimedia presentations for teaching theory.

The academic staff involved in implementation of the study course carry out various

research projects (see appendix No.17 Academic Staff CVs). It helps to renew and to

develop study courses supplementing them with the latest methods and cognitions as well

as to involve students in research activities.

A group of master students from LR Ministry of Foreign Affairs archive were

involved in an exhibition of archive documents in honor of the 15th anniversary of Latvia

independence renewal and international recognition in 1991. There was conducted search

and selection of documents, there were written annotations and materials exposed on

stands. The exhibition was opened on September 27 in Riga Aspazijas bulvaris 20, in the

gallery “Riga”, where participated such persons the minister of foreign affairs of Latvia,

former ministers of foreign affairs of Latvia and representatives of foreign embassies. The

exhibition proved that the materials were selected reasonably and arranged successfully.

According to master students’ opinion the knowledge and skills acquired in the course of

archeography were extremely useful. The master students also fulfilled the duties of

excursion guides.

Considering the particularity of researches of the Department of History and

Philosophy as well as students’ researches is directed to the research of issues of integrated

history and archive studies. Observation of innovative methodological principles in

development of master students’ scientific works is emphasized.

Various themes of master theses will give contribution to solving theoretical and

practical issues of archival science: “Development of Quality Management System and

Implementation in the State Zonal Archive of Valmiera”, “Classified Information –

Problems and Solutions in National Legislation”, “Evaluation of Consular Documents as a

Part of Archive Fund of the Ministry of Foreign Affairs of the Republic of Latvia: Terms of

Storing”, “Improvement of Function of Archives Inspection Control to Ensure

Accountancy of Documents and Order of their Usage”, “Legal Aspect of Documentation of

Education Institutions – Experience and Perspective” and others.

The Faculty of Humanities and Law annually hold an international students’ scientific

conference “We in Time, Space, Development”, where the students of professional master

study program “Archive Studies” will participate approbating the cognitions on the

mentioned topics. The conference is traditionally supported by bachelor and master

students from Kaunas Vitautas Magnus University, University of Siauliai, LU, DU, and

RTEMA.

The most active master students participate in other conferences, representing archives

where they work in, they also participate in international conferences and seminars. Master

student S. Igaune has participated in an international congress of archivists in Spain, in

April, 2007 master student M.Šāvēja participated in an international conference devoted to

the problems of archive studies of publishing diplomatic documents in Dublin.

6. Perspective Evaluation of the Study Program

Bologna declaration is the basis of inclusion in the EU education space, which

anticipates implementation of studies succession, as well as the length of studies,

conformity of credit points at higher education institutions. The model of studies (3+2) in

academic studies of Latvia is implemented at LU; the same model is also implemented at

higher education institutions of university type in Poland, Estonia, and France. The

professional master study program is grounded on the conformity to the orientation of

Bologna declaration to:

- link of studies to the labor market is confirmed by the offered study courses Writing

and Submission of Projects, Professional Ethics, Information Systems of Electronic

Documents, etc., which allow to acquire definite practical skills for writing projects,

their implementation, particularity of the ethic style of archive workers;

- integrated study programs, introduced by the following study courses: Banks and

their Documentation, Administrative and Municipality Law, Archive Pedagogy;

- inclusion into the EU education space, thus there are offered study courses Global

Communicative Problems and Intercultural Communication, practice possibilities

in foreign archives, which promote more intensive students’ exchange, as well as

widened the range of their research.

Accordingly, it increases the competitiveness of students, efficiency of usage of

human resources and facilitates development of a regional higher education institution,

because at the moment this professional master study program is unique at higher education

institutions of Latvia.

It is developed basing on the requirements of LR Education Law, Law on Higher

Education and MK regulations No. 481 “Regulations on the Second Level Professional

Higher Education State Standard”, as well as “Law on Archives” (accepted in 1991),

considering the conception of the new Law on Archive (accepted in the Cabinet of

Ministers as basic on February 10, 2004). Particular content of the program was based on

the profession standard. See the standard at the Department of History and Philosophy.

The topicality of preparation the professional master study program of archive studies

is determined by many important factors: 1) rapid application of electronic technologies in

record keeping, appearance of electronic documents and the state archive of electronic

documents, that determine higher demands for selection, evaluation and storage of

documents; 2) systematization and description of documents included in the Central

Register of National Documents Heritage (NDH) regardless the information medium, as

well as creation of electronic version of NDH, which would widen the document

accessibility emphasized in the conception of the new archive law; 3) creation of private

archives as well as anticipated rights basing on foreign archives practice „to create

untraditional archive value, including recorded verbal history as one of the archive

functions, especially in the spheres not included in operation of public institutions”; 4)

accession of Latvia into the European Union require Latvia archives to count on the EU

recommendations in the sphere of the archives policy: European Council

Recommendations for Member States No. R (200) 13 on the European policy of archives

accessibility (accepted on July 13, 2000 in the authorized meeting of the Committee of

Ministers); 5) growing interest of society in history; willingness of historians to research

civil society deeper and to comprehend the complicity of general historical processes,

especially in the 20th century in order to facilitate the comprehension of recent European

history, further adjustments of archive work and accessibility of documents for the society

by improving qualification of archive workers.

Thus, currently RHEI professional master study program is an optimal solution for

in-service training of the workers of archives, because they already have higher education

and particular practical skills, as well as knowledge obtained in various courses.

Implementation of the study program gives a possibility for archive workers’ in-service

training, especially in zonal archives and those of institutions. Development of master

papers, in its turn, will promote researches of practical and theoretical archive studies. The

issue about the creation of a bachelor program is topical in Estonia, but Lithuania provides

study courses of archive studies in the bachelor programs of historians, the same applies to

RHEI academic study program “History”. Graduates of the professional master study

program currently are a part of the archive workers of Latvia regions. Thus, there is

maintained succession of acquisition of education anticipated by Bologna declaration.

6.1. Program Compliance with the Standards of Profession and Professional Higher Education

The content of the study program to be accredited complies with the requirements of

professional higher education standards of professional master study programs, determined

by the Regulations of the Cabinet of Ministers No. 481 (20.11.2001). Compliance of

requirements of standard and the content of the program is included in the table below:

Professional master study program “Archive Studies” complies with the standards

of the University of Latvia, State Archive of Latvia as well as profession employees

developed zonal archive “Archivist” standards (registration No. PS 0309, approved by IZM

decree No. 288 (22.04.2005)). The standard is available in the Department of History and

Philosophy.

The study program includes study courses necessary for acquisition of the archivist

standard. Knowledge indicated as necessary for comprehension can be obtained in the

study module ”Traditional Aspects and Novelties of Archive Studies” (I), for its part

professional specialization module (II) includes courses as well as professional practice

(III), which facilitates the awareness as well as theoretical knowledge, but also its practical

application in daily work. Elective module (IV), according to previously obtained education

and interests, as well as fields of scientific work is chosen by students themselves.

6.2. Employers Questionnaires about Graduates Employment for Six Coming Years

Employers questionnaires of current master students about employment for six

coming years of the professional higher education master study program ”Archive Studies”

showed that there is no employee possessing a professional Master’s degree in the

corresponding specialty. Employers (questionnaires results can be found at the Department

of History and Philosophy) support their employees’ studies in this study program

indicating that the improvement of quality and education are preconditions for successful

competition in the labor market. Latvia national economy development plans anticipate

raising requirements for specialists of different spheres, thus the graduates of the

professional master study program “Archive Studies” will only gain under conditions of

competition.

7. Students7.1. Number of Students Acquiring the Program

In January 2006, 11 people were enrolled for part-time studies and all of them continue

second year studies. Second year students’ studies are financed by individuals or legal

entities. On September 1, 2007, 17 students were enrolled for the 1st year full-time studies;

they have the state financed studies.

First graduates of the study program are planned to be in the summer of 2008.

7.2. Questionnaires of Students and their Analysis

Students’ questionnaires were provided in the spring semester of the study year

2005/2006 and autumn semester of 2006/2007. The aim of the questionnaire was to clarify

lecturers’ skills and proficiency of contacting with students, provision of comprehensible

information, putting tasks forward precisely and assessing students’ knowledge adequately.

Such a questionnaire was carried out because of the condition that the study course

implementation involved participation of lecturers from different departments and

universities, as well as practitioners from the State Archive of Latvia.

Evaluation of the results of the questionnaire shows that practically all lecturers are

able to work successfully with students. The main objections concerned the necessity of

consultations in the period of preparing, because unexpected official journeys of lecturers,

illnesses occasionally messed up with the plans of the consultation schedule or individual

meetings. Other objections concerned insufficient formulation of tasks, as well as fast pace

of lectures, which didn’t allow taking qualitative notes. Simultaneously students agreed that

there is enough time for doing a task, assessment of study materials is adequate to students’

knowledge, skills and abilities.

Lecturers are suggested to use more supplementary aids for visualization of the

study course content, for example, PowerPoint, different visual materials, copying and

offering abstracts or plans of the lectures as well as notes.

The most significant regulations for improvement of the study course were

suggested by 2nd year students in the conference, which was organized by History and

Philosophy Department after practice. Evaluation of the 1st semester experience at Rezekne

Higher Education Institution as well as getting introduced with the study plans for

remaining semesters and considering observed during practice students suggested:

to introduce a new study course about the particularity of archiving of bank systems

documents (introduced in the study year 2006/2007);

to organize a collective trip to the State Archive of History (was organized; will be a

tradition);

to develop a differentiated program for provision of professional practice, which

anticipate 10 CP upon licensing. Students are willing to compare the requirements of

professional practice with the EU countries experience in the training of archivists

(developed, approbation is currently in progress);

to find possibilities of studying at one of the EU universities within the framework of

ERASMUS/SOCRATES programs (accepted at the Council of Faculty of Humanities

and Law on May 8, 2007. Planned for the academic year 2007/2008);

to introduce the study course about scientific research skills, because archivists have to

orientate in various kinds of documents, ensure their analysis and evaluation;

to search the possibilities of getting introduced with archives work of neighboring

countries – Russia, Lithuania, and Estonia.

The countries of the European Union implement a fairly different policy of training

archivists notwithstanding particular recommendations, basing on previous traditions of

university traditions as well as training centers with diverse programs. Students considered

Liverpool University (Great Britain) with its programs (MARM), as well as Potsdam and

Marburg (Germany), Bratislava (Slovakia) higher education institutions traditions to be the

most popular. These recommendations resulted in active establishment of contacts with

these institutions which allows hoping for collaboration. Agreement with Dr.philol.

H.Martin from Germany is made about his participation in implementation of the study

program next year as a visiting lecturer.

7.3. Students’ Involvement in the Study Process Development

RHEI regulations anticipate students’ participation in collegiate decision making

institutions: Credit Allocation Commission, Faculty Council, Senate, Constitutional

Assembly, and Public Relations Office. It ensures students’ participation in all activities

related to organization of the study process.

All master students are employed, thus the opinion about improvement of the study

program is expressed in seminars and during the meetings with the program director and

lecturers. Students wish to attend lectures at weekends in the second half of the day was

taken into account when the chronogram of studies was being planned. After admission in

the master study program students expressed their wish to study in

ERASMUS/SOCRATES exchange program.

8. Evaluation of Academic Staff Engaged in the Study Program

Lecturers of the study program are the most important study aid available for students.

Lecturers involved in implementation of the study program know and comprehend lectured

study courses, they have necessary skills and experience to deliver their knowledge to

students as well as to get feedback about the skills and abilities of students.

8.1. Number of Academic Staff

Implementation of the study course is ensured by 21 lecturers, including 8 doctors and

13 masters. One lecturer doesn’t possess a Master’s degree, but has significant professional

experience in the system of archives work. Besides, in 1991 she graduated from Russia

State Humanities University, Moscow State History Archive Institute in the specialty of

historical archive studies and this diploma is equal to a master degree. 3 doctors are elected

professors at RHEI, 2 – associated professors and 2 – assistant professors. One doctor-

visiting lecturer is an associated professor at DU. 3 professional assistant professors are

engaged in implementation of the study program without Doctor’s degree, but are taking

doctoral studies at the moment. In total 38% of lecturers involved in implementation of the

study program are doctors.

15 lecturers from the number of lecturers are elected academic staff of Rezekne Higher

Education Institution, it is 71.42%, but 6, lecturers which is 28,58% are visiting lecturers.

8.2. Eligibility of Academic Staff Qualification for Implementation of Structural Unit’s Aim and Tasks

Taking into consideration the fact that the professional master study program

Archive Studies is unique in Latvia, but lacks lecturers of the corresponding profile, thus

the representatives of lecturers from the fields of history, economics, social sciences as well

as technical sciences - professors, doctors, assistant doctors as well as lecturers with

master’s degree were engaged in implementation of the study program. The content of

archive science which include cognitions and particular methods of history, approaches of

information and management science as well as diplomacy and accountancy of documents

determined necessity of to engage participants of the mentioned sciences in implementation

of the program. Physical maintenance of documents cannot be imagined without

participation of national scientists-chemists, as well as rapid transition to electronic carriers

of information – without engagement of computer specialists.

The discipline of archive science and history is represented by 8 lecturers, social

sciences – 7, pedagogy and psychology – 3, art – 1 lecturer, natural sciences (chemistry) –

1 and engineering science – 1 lecturer. The study course of archive studies is managed by a

graduate of Moscow State Institute in history archives, who is the only person in Latvia,

who has obtained a doctoral degree in history, and is elected in the position of an associated

professor at DU - Aleksandrs Ivanovs. He also lectures Archaeography course, because he

is an author or co-author of many publications of archaeographic character. The special

study courses of archive studies about management of archives, accountancy of documents

and systematization are read by practitioners together with theoreticians, for example,

management theory and archive management (E.Eglīte and D.Bērze), accountancy of

documents (A.Puzule and I.Feldmane). Preventive protection of documents is lectured by

the head of the State Archive of Latvia M. Sprūdža, who participates in international

archivists’ conferences, meetings on the regular basis and has specialized in problems of

preventive prevention of documents. Acquisition of Latvia administrative and law history

is provided by historians – professor K. Počs and master P. Kivrāns (LU doctoral student of

history), skills of archive pedagogy are read by I. Šķiņķe who is the author of many articles

in this sphere.

Doctor of art D.Hanovs provides a study course, which reveals globalization

tendencies of contemporary society in culture of communication, V. Čakša reads lectures

of professional ethics.

P. Grabusts lectures application of IT in archives, including metadata, electronic

catalogue, information system and skills of creation data bases to master students; he is one

of the people who has a doctor’s degree in this sphere at Rezekne Higher Education

Institution, he is the author of many publications of the field. Lecturers of the Faculty of

Economics, who are involved in implementation of the study program - R. Liepiņa and L.

Svarinskis, as well as assistant professor A. Puzule (doctoral student) and I. Graudiņa have

proved themselves in the academic and professional sphere. Juridical problems are solved

by the doctor of juridical science G. Makarova and other lecturers.

All lecturers in the spheres of their researches have at least several publications.

8.3. Policy of Academic Staff Selection, Renewal, In-service Training and Development for Six Coming Years

It could be possible to involve 2-3 master students after graduation of master studies

to read professional specialization courses in 3 coming years; after some more years

considering possibilities of practice and doctoral studies abroad, first doctors of archive

studies could appear. Such possibilities will facilitate involvement of foreign lecturers from

September 2008; keeping in touch with higher education institutions of the state having

similar study programs within the framework of ERASMUS, as well as projects

anticipating the learning of experience of foreign archives. For example, in spring 2007

student G. Kraulis used an opportunity offered by the head of Exile Documents Department

of Latvia State Museum of History M. Brancis to have practice in Canada. Lecturer V.

Čakša got introduced with the organization of the study program of archive studies at

Bratislava University. Return visit of lecturers of Slovakia higher education institutions is

planned in August, 2007.

8.4. Qualification and Competence of Academic Staff for Ensuring Development of Necessary Research Skills, Theoretical Knowledge, Abilities and Competences

The majority of the elected academic staff of Rezekne Higher Education Institution

have supervised scientific works of different profiles – bachelor papers, diploma papers of

graduates of the professional study programs. Similarly, a part of the lecturers of their

faculties supervise master papers, some lecturers – doctoral papers. History and Philosophy

Department lecturers are tightly related to the particularity of the archives, they use funds

of archives within the framework of their researches, thus are able to advise and supervise

scientific research works. Professors elected in the History and Philosophy Department and

two associated professors as well as 4 doctoral students have wide and extensive archive

work experience. The department has developed and published Methodological Guidelines

for Development of Scientific Papers in History and History of Culture, developed by V.

Čakša, and it includes general and particular requirements of the fields of history. Professor

K. Počs has developed Methodological Guidelines of Master Paper Development

particularly for professional master study program “Archive Studies” with an appendix

Characterization of Research Methods. Students acquire necessary skills, abilities and

theoretical knowledge about scientific work within the study course Methods and

Methodology of Master Paper Development, which is read by professor K. Počs. Particular

skills of scientific work are developed in reports about accomplished practice; analyzing

and describing performed tasks which are evaluated by the supervisor of practice

associated I. Poča.

9. Sources of financing and provision of infrastructure

Financial provision of the professional master study program “Archive Studies”

consists of the study fees and the state financing. Study fees for each study year are

approved by RHEI Senate. The study fee of the study program to be accredited in academic

year 2006/2007 for full-time studies is determined to be LVL 500.00, for part-time

students-LVL 400.00. The planned study fee for the academic year 2007/2008 is LVL

700.00.

In academic year 2006/2007, 17 state grants were allocated to the first year students,

but 2nd year students’ studies were paid by students themselves, other individuals or legal

entities.

Students can also use social (students’) and study loan.

RHEI History and Philosophy Department implements collaboration projects within the

framework of Erasmus program, therefore students can apply for Erasmus study grants to

study in similar programs in the EU Member States; students can also apply for students’

grant, which are allocated due to rating of assessments.

9.1 Library Fund

*Literature for master students mentioned in archive studies is found in the main

libraries of Latvia, RHEI and on the Internet.

The library of Rezekne Higher Education Institution is located in two buildings in

Rezekne: Atbrīvošanas aleja 90 and Atbrīvošanas aleja 115. There is a subscription

department, three reading rooms, department of foreign literature, and classification and

processing department.

RHEI library occupies area of 386,22 m2, there are 76 work places in the reading

rooms. 60.000 copies of books, 90 titles of the latest periodicals in Latvian, Russian,

English, and German, 39 titles of statistical issues and 11 titles of informatics service issues

(various normative documents of LR). Annually RHEI library fund is stocked with 4000

copies of printed materials. There are electronic, alphabetical, and systematic catalogues, as

well as index of newspapers and magazines articles and separate card index for Latgalian

articles for convenient usage of funds. Students and lecturers can use inter-library

subscription as well as “Alise” internet service for searching books. There are copy

machines and computers, which facilitate usage of library resources available in reading

rooms. Library regularly informs RHEI lecturers and students about the latest literature

purchases, available databases on RHEI homepage (www.ru.lv/Petnieciba/Biblioteka).

For study process needs RHEI Baltic Philology Research Center literature is offered

for students (see the list of thematic blocks in appendix No.15), which includes unique

manuscript materials, correspondence, exile periodicals, and linguistic, literary theoretical

literature in foreign languages. Theoretical literature is available in Philology department as

well.

Students can also use literature funds and reading room of Latgale Culture and

History Museum, as well as Rezekne city libraries and reading rooms.

Since 2000 when RHEI involved in co-project with Soros Foundation Latvia

(SFL) /Open Society Institute (OSI), LETONICAS, NAIS, 5 EBSCO Publishing data bases

of periodicals in GD and DVD format, as well as online. Additionally in 2007 the

following electronic data bases are available: SCIRCO, BRITANNICA ONLINE,

SPRINGERLINK, SAGE, RUBRICON, LURSOFT. Since 2007 6 additional electronic

data bases are available to students: SCIRCO, BRITANNICA ONLINE, SPRINGERLINK,

SAGE, RUBRICON, LURSOFT.

In order to find necessary information, the library offers to use 8 libraries of the

state importance (LNB., LUB, LLU, FB, RTU ZB, LPA FB, PTB, MZB. v/a LMB) main

catalogue, which is available via internet. Users can order documents from other libraries

using interlibrary subscription service. Master students can also use library of the State

Archive of Latvia which is located in Riga, Skunu street 11.

RHEI library reading rooms offer to its readers possibility to use full text data base

NAIS of LR normative acts, as well as widely known data base of full texts – EBSCO; data

base RUBRICON – full text information data base in Russian – universal encyclopedias,

libraries, handbooks, etc.; data base of full text integrated magazines SpringerLink;

encyclopedic information about Latvia, translating dictionaries – LETONIKA; database of

full texts, - LURSOFT and various trial data bases in definite periods of time. It is planned

that foreign data bases will be available from any computer of RHEI. Students use

supplementary aids of academic staff that is saved in floppy disks, methodological

guidelines in the reading rooms of Latvia. RHEI Faculty of Humanities and Law annually

anticipate sources for renewal and supplement of library funds. Copy machines and

computers are available in the libraries and reading rooms; they ensure wider accessibility

of study aids.

The library informs RHEI lecturers and students about the purchase of the latest

literature in the homepage on the regular basis.

9.2. Material Basis of Studies

RHEI Faculty of Humanities and Law is located in Atbrīvošanas aleja 115, its total

area is 691,81 m2. 17 lecture-rooms, BFPC exhibition hall with total area of 598,4 m2, as

well as rooms of Information Technologies center are used for studies.

Portable computers and multimedia projectors(4), tape-recorders (18), video players

process.

Students and visiting lecturers can use 3 hostels, and Sports House. Work of RHEI

Publishing House is also very important to ensure the research work. In the academic year

2005/2006 more than 3400 printed sheets of study aids and scientific literature were

published.

In 2007 RHEI has started serious renovations of the study building in Atbrivosanas

aleja 115 (total costs of the project – LVL 4.000.000), which anticipate building of modern

lecture rooms, improvement of conference hall, library, and other rooms.

10. Public Relations

Collaboration during implementation of the study program starts with higher

education institutions implementing similar study programs in Latvia and abroad (see sub-

chapter 10.2), as well as scientific, education and culture institutions of Latgale region,

Latgale Research Institute, Association of Archive Workers, Association of Museum

Workers, Publishing House of Latgale Culture Centre, Latgales Radio, Latgale Regional

Television, regional museums, Rezekne city council, etc. (see sub-chapter 10.1).

Collaboration agreements about practices of students with the State History Archive and

Latvia State Archive of History as well as Rezekne Zonal State Archive and Rezekne

Higher Education Institution Archive are made. Students can individually search for

appropriate places of practice with any state, zonal, company’s, institution’s or private

archive, thus widening zone of public relations.

10.1. Collaboration with Employers

Collaboration with employers develops in the stage of program development. When

there were discussions with directors of archives of the state, the State Archive of History

and Latvia State Archive of History about the content of future professional master study

program. The questions of volume of the study courses as well as their conformity to the

standards of profession were analyzed with the State Archive of Latvia. For its part

contacts with managers of different institutions willing to find employees who are able to

archive files, create episodically, especially before the beginning of the academic year.

These contacts resulted heads of various institutions to send their employees for the in-

service training in professional master studies. Since none of the higher education

institutions trains archive specialists, a part from people currently working in the archives

have previously studied at Rezekne Higher Education Institution bachelor’s study program

“History”, they occupy responsible positions in zonal and other archives and keep in touch

with lecturers from the Department of History and Philosophy.

10.2. Collaboration with Similar Higher Education Programs in Latvia and Abroad

There is no similar study program in Latvia. There are only shorter or longer

courses about the fields of archive work, including ABC courses. Some of the lecturers are

employed in implementation of the master study program.

Collaboration with the universities implementing similar study programs is searched

and partly fulfilled. Currently correspondence with various EU universities which implement

archivists’ study program has begun. International relations experience of the state archive of

Latvia employees is applied as well.

RHEI master program “Archive Studies” can be compared and similarities with a few

archive studies programs implemented in Europe can be traced. It can be understood that the

volume of the master program is equal to the universities of Tartu and the Netherlands, but

Liverpool University offers to obtain a Master’s degree in a year, because the corresponding

bachelor’s education has been acquired previously. Similar proportions in volume of the

study programs and Master paper in the above mentioned universities are observed. There is

a different approach towards the structure of the study program. The professional master

study program implemented at Rezekne Higher Education Institution is close to the study

program offered at Tartu University, although the program of Tartu is more detailed.

Generally the content of the courses is similar in all mentioned universities. There are

differences with the programs that require previous professional bachelor’s education; most

frequently auxiliary disciplines related with archive studies are acquired. Differences in

duration of studies should also be mentioned in comparison with the program of Liverpool

University.

11. Confirmation about Possibilities to Continue Studies in Case of Interruption of the Study Program Implementation

Rezekne Higher Education Institution has signed agreement with the University of

Latvia, Faculty of Social Sciences. See Appendix No.8

12. Program Development Plan

Development of the professional master program “Archive Studies” will be directed

in compliance with new features in work of archives of Latvia and considering cognitions

gained during work with the program. Firstly, it is influenced by the new law of archives;

embodying it will require a separate study course and changes in the content of a few more.

Dates of the activities will be determined by the content and time of approval of the new

law.

Secondly, the necessity to pay more attention to control of archives, supervision of

jurisdictional institutions, as well as training of the archive workers will appear, since these

institutions mainly “produce” (create) documents for archives. It is also dictated by the

students admitted for the first study year – more than a half of them come from archives of

institutions. A special questionnaire of these students will be necessary to make appropriate

additional courses. This issue will be solved already next year.

Thirdly, considering rapid transition to electronic information carriers, additional

courses ones.

In this field separate groups or special elective courses should be created. Since

preparedness of applicants in this sphere is diverse, additional research of students’

contingent will be necessary. This issue should be solved next year.

Fourthly, activities that are solved should be solved with greater enthusiasm and

those activities are: increase of the number and source of literature about archives, text

books and methodological materials, using RHEI resources and searching sponsors.

Fifthly, contacts with other higher education institutions, who implement similar

study programs, should be established, and lecturers and students exchange should be done.

Sixthly, already mentioned lecturers’ problem should be solved to create RHEI

program implementation core.

And finally, Methodology lab of archive studies and archiving should be created in

the Faculty of Humanities and Law.

AIM – the study course gives an insight into the principles of electronic documents management, possibilities of storing data in different information media. Principles of Electronic Media Record (EMR) are discussed. In the practical part attention is focused on acquisition of the basics of data base management system (DBMS), its usage for storing and processing electronic documents. COMPETENCES – after acquisition of the study course student has to have a good knowledge of management principles of electronic media records as well as he has to know how to use data base management systems for storing electronic documents.

Archive Studies and their Topical ProblemsThe study course introduces with the theory and methods of archive studies, main approaches and techniques, basic ideas and concepts as well as basic functions and tasks of archives, and main directions of practical work of archives.

Global Communicative Systems and Intercultural CommunicationThe study course introduces students with the stages of intercultural communication development, various academic schools and paradigms, formation of globalization processes as well as development of the globalization phenomenon in the economic, political, cultural and communicative dimension.

History of Power, Administration and Law in Latvia The study course introduces students with the administrative structure of Latvia in different periods, characterizes political power and judiciaries as well as the main principles of economic and ecclesiastical institutions on the basis of the produced documents.

PaleographyThe study course introduces with the history of writing development and problems of recognition of writing, basic theories and contemporary approaches of paleography; provides knowledge necessary for historians to read handwritten historical sources.

ArchaeographyThe course develops systematic comprehension about formation of archaeography and its development since the 16th – 17th centuries, as well as about the theoretical problems of archaeography, main fields of archive workers activities emphasizing the contribution of Latvian archive workers in edition of historical sources.

Information Systems of Electronic DocumentsThe study course gives an insight into the principles of electronic documents management, possibilities of storing data in different information media. Principles of Electronic Media Record (EMR) are discussed. In the practical part attention is focused on acquisition of the basics of data base management system (DBMS), its usage for storing and processing electronic documents.

Methods and Methodology of Processing Master Thesis The study course introduces students with the nature of Master thesis, requirements of its development, methods of scientific research and layout requirements.

Record keeping and Management of DocumentsThe study course is designed to introduce students with one of the elements of the information resources and communication process, e.g., a document, as well as characterizes a link of documentation and document management with organizational management.

Management of Archive Work and Management TheoryThe study course introduces students with the aims and main tasks of archive work as well as management of task implementation; it imparts knowledge about the concept of

management, its kinds and functions, forms of manager’s management and decision-making principles.

Banks and their DocumentationThe study course gives an overview of the operations of banks and related documentation, it introduces with normative documents, which determine the content of documents, their circulation and storage conditions, it reveals problematic issues.

Preventive Protection of DocumentsThe study course imparts knowledge about archives work in storing documents, it introduces with the main features of archive materials, basic principles of storing documents and their practical application.

Systematization of DocumentsThe study course imparts broadened knowledge about the principles, kinds, structure of archive work as well as the documents regulating archive work; develops skills to apply the acquired knowledge. The study course discusses basic issues of archive work organization, documents concentration, storage and usage.

Archive PedagogyThe study course introduces students with ideas and possibilities of archive pedagogy; it broadens the competence of existing and potential archive workers to work with society.

Professional EthicsThe study course deepens students’ theoretical knowledge, practical skills and abilities to communicate about the issues related to professional ethics of archive studies with both specialists and non-specialists.

Applied Communication and Communication PsychologyWithin the study course the major communication psychology problems are discussed; students get practical recommendations to improve personal and applied communication.

Project Management The study course imparts theoretical knowledge about the basic principles of project development and submission procedure within the framework of some sources of financing (funds, long-term national and EU programs), as well as develops skills to apply several project planning methods and techniques in practice.

Auxiliary Disciplines of History The task of the course is to show the origin of the auxiliary disciplines of history, their particularity and role in the research of historical sources and understanding of historical processes.

Historical Documents in ArchivesThe study course introduces students with the most important historical documents or collections of documents, which have played an important role in the fates of the Latvian nation and are stored in the archives of Latvia or other countries.

Sector EntrepreneurshipThe study course imparts knowledge about the structure and particularity of Latvia national economy sectors, peculiarities of business environment in the 1990s and the beginning of

the 21st century by characterizing the procedure of founding and registering a company, resources of production (or provision of services) and their functions.

SociologyThe study course provides a broader insight into the social structure of society, its functioning and dynamics as well as the regularities of establishing social institutes and social organizations and their functions, forms understanding of the social processes by developing skills to analyze independently the contemporary social processes in Latvia and operating with appropriate terms accepted in the science of sociology.

Latvia and World Archives The study course introduces students with the history of archives as institutions, their main functioning principles in various times and places as well as the latest tendencies nowadays.

Copyright, Administrative and Municipal Law The study course provides an insight into administrative, private and public law, sources and principles of administrative law; it deepens knowledge about municipalities as fundamental institutions of state and society, their foundation, structure, and competence according to the legislation on local authorities of cities and districts.
