1.0 EXECUTIVE SUMMARY
1.1 Introduction
The M/s. Nellore Mica Mine Association has formed a cluster of 14 mine sites in order
to apply for Environmental Clearance. This is in compliance to the Office Memorandum
dated 24th December 2013 by MoEF, New Delhi regarding the cluster formation. The
projects proposed are within 500m for the periphery of each other. The total area of
the cluster comes to around 63.00 Ha.
The list of quarry owners, extent of lease along with their survey numbers is attached
as Annexure 1. The cluster falls Perumallapadu, Utukur, Chaganam, Utukur,
Chaganam, Chaganam, Perumallapadu, Utukur, Orupalli, Giddalur, Reddivaripalli,
Utkur, Perumallapadu & Vellapalem Villages, Sydapuram, Chillakuru and Mandals,
S.P.S.R. Nellore District. There are 14 existing leases in cluster

The proposed area is not fit for agriculture and the Department of Mines and Geology
indicate that the subject area has mineral deposits for extraction. The salient features
of the project are given Table 1.1.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
2.1 Identification of Project and Project Proponent
Nellore, was granted the mining lease for Mica over an extent of 63.00 Hectares at
Perumallapadu Village, Sydapuram Mandal, Nellore District, Andhra Pradesh for a
period of 20 years, vide G.O. Ms. No. 407, Ind. & Comm. (M.II) Dept. dated 10-07-
1981.
The mining lease deed was executed on 27-11-1981, vide Asst. Director, Mines &
Geology, Nellore, Proceedings No. 700 / M1 / 1981 dated 27-11-1981 for a period of
20 years with effect from 28-11-1981 to 27-11-2001.
2.2 Brief Information about the Project
The mining lease area of 63.00 ha. is located in Pattaland. Underground manual
mining is followed and it has been proposed to produce Quartz - 222312
Tonnes/Annum, Feldspar – 1522260 Tonnes/Annum, Mica – 22250 Tonnes/Annum.
Tummalatalupur village is about 0.9 km due North.
2.3 Need for the Project and Its Importance to the Country or Region
Mica is having high insulation property. One mill thick Rubi Mica can stop 10,000
volts. The mica will not deform even at very high temperature. This is an important
requirement for space machinery. Most of the mica produced in India is exported to
developed countries. Scrap Mica is utilized in forming various products like Micanite

Sheet, Mica Tapes & Mica powder. They are used in electronic machinery. Green
Mica is present in the mining lease area.
Feldspar containing 12%+ Allumina is used in Ceramic Industry and Sanitary Ware.
Electric Ceramic Insulators for over head lines are made from Feldspars. This is used
in India and export demand is available.
Quartz is used in Glass Industry. High quality quartz is used to make semiconductors
which are essential for electronic industry. The demand is available for Quartz in
India and outside.
As the separated state of Andhra Pradesh is now growing rapidly and many
industries are coming up. These minerals will be helpful as raw materials in industries
and the
As per National Green Tribunal Judgment pronounced on 13.01.2015, the proponent
has applied to State Level Environmental Appraisal Committee/State level
ImpactAssessment Authority of Andhra Pradesh to obtain Environment Clearance.
2.4 Demands-Supply Gap
There is huge demand since theseminerals are used extensively in industries and
many other sectors. This project will help in reducing the Demand-Supply gap in the
area.
2.5 Domestic/ Export Markets
The material is used in the domestic market and in there is no scope for exporting the
material.
2.6 Employment Generation
Mining will be undertaken by manual underground mining method and this project
operation will provide livelihood to the42 workers. It will provide employment to the
people residing in vicinity.
3.0 PROJECT DESCRIPTION

The proposed mine area is of2.33ha.area. No interlinked projects are associated with
this project.
3.2 Location of the project
The mining lease area is located in Survey No. 216, PerumallapaduVillage,
SydapuramMandal, S.P.S.R. Nellore district,Andhra Pradesh. The mine lease area
falls in Survey of India Toposheet No.: 57N/11. The latitude and longitude of the mine
lease area are :

3.3 Details of Alternate Sites
No alternate site was considered as the project is mineral specific and site specific.
3.4 Size or magnitude of operation
The proposed mine has lease over an area of 2.33ha. andthe production rate of Quartz is
312 Tonnes/Annum, Feldspar is 1560 Tonnes/Annum & Mica is 250 Tonnes/Annum. The
lease follows Underground manual mining.
3.5 Geology and Reserves
3.5.1 Topography
The mining lease area is part of Nellore Mica Belt (NMB). The NMB area is plain except for
some mounds or hillocks consisting of resisting rocks. The average elevation of land is 50 Mt
above Mean Sea Level. The rain water is drained through seasonal nallahs / gullies into
Pennar River which empties in Bay of Bengal. Some low lying land areas are storing water
and the water is used for agriculture. Some artificial ponds are constructed to store rain
water for use in agriculture. The mining lease area is having maximum relief of 3 Mt from
NW to SE. There is one open excavation measuring 20 / 30 Mt on surface and an
underground mines opening from the bottom of the open excavation. There is no cultivated
land in the mining lease area.
3.5.2 Geology
The Nellore Mica belt is about 110 Km long from Vinjamoor in the North to Ozili in the South.
The width of Mica belt varies from 10 Km to 30 Km. The Nellore Mica belt is located between
14o to 15o North Latitudes and 79o 35” to 80o Eastern Longitudes. The depth of Pegmatite
varies from 10 to 350 M. The dips of Pegmatite lances are 45o to 80o towards West. This
Nellore Mica belt is divided into 6 zones as detailed below.

The mining lease area is in the 3rd zone, namely Podalakur – Talupur. The granites and
pegmatite have intruded into schists of KandraVolcanics, which contain Quartz, Biotite and
Hornblende Schists. Under favourable conditions, Muscovite books of commercial grades
have formed by intrusion of pegmatite into schists. Hundreds of Mica Mines were worked in
the Nellore Mica belt. The available information is Rubby Mica was found in 4th & 5th zones
and green mica was found in other zones.
REGIONAL STRUCTURAL FEATURES
The trend of rocks is NNW to SSE. Extensive disturbances took place due to repeated
intrusions of pegmatite and granite. This resulted in faults and metamorphism of strata mica
books formed were disturbed and parallel or en-echelon pattern of pegmatite lenses were
formed. Presently some of the pegmatite lenses are hidden below surface. Soil cover of 1 to
3 Mt thick is present.
LOCAL GEOLOGY
A pegmatite lense is outcropping in the mining lease area. The dimention of the pegmatite
on surface is 25 Mt wide and 50 Mt long. The country rocks is hornblende – biotite schist.
This was worked earlier upto a dearth of 48 Mt. Three levels at 30 Mt, 40 Mt and 48 Mt depth
were excavated. The pegmatite lense shows a slight north plunge at 48 Mt depth. The dip of
pegmatite is 60o towards west. The strike of pegmatite is NNW to SSE. There are adjacent
mines working under the same management.
3.5.3 Exploration
As per the exploratory mining done, the lessee has proved the pegmatite upto a depth of 70
Mts and the width of the micaceous pegmatite varied from level to level. The micaceous
pegmatite delineated 3 dimensionally by means of exploratory mining is considered as G2 in
accordance with UNFC if explored within an interval of 10 – 48 Mts and is considered as G2
if exploration is done at an interval of 48 – 78 Mts. The mineral in the top cover of
underground excavation is considered exploratory mining zone.
The detailed exploration including geological survey, geophysical probing and underground
workings at 10 mt depth interval, complete meter wise chemical analysis and study of data
has indicated recoverable / saleable Feldspar, Quartz & Mica reserves of 89,687.50 Tons
and Pegmatite can be economically extracted upto 222 mt RL. The grade is also increasing
with depth.

3.5.4Reserves
Upto 48 M level, even though 48 M depth is proved, for the purpose of calculating
geological reserves, 48 M is considered, because pegmatite was already was
excavated. 48 M of insitu pegmatite is considered for calculation, allowing for old
excavation. The volume is 35,875.00 M3 The volume of pegmatite established by
existing workings is taken as geological reserves. The minerals are calculated basing
on the experience gained in workings of adjoining mines, taking a conservative
estimate to safeguard against local variations. The pegmatite upto 48 M is taken as
Proved Reserves.
Estimation of Minerals
Probable Geological Resources of Pegmatite is 35,875.00 M3. Taking 2.5 as Bulk
Density the Proved Reserve is 35,875.00 M3 x 2.5 = 89,687.50 MT.
Mica
The content of Mica in the pegmatite is taken as 8%. Total quantity of pegmatite is
89,687.50 MT Mica content is 8% = 7,175 MT
Feldspar
Basing on the experience of adjoining mines the contents of marketable feldspar is
taken as 50% of pegmatite. The feldspar content is 89,687.50 MT x 50 / 100 =
44,843.75 MT
Quartz
The content of marketable quartz is 10% of pegmatite 89,687.50 x 10 / 100 = 8,968.75

3.6 PROJECT DESCRIPTION WITH PROCESS DETAILS
3.6.1 Method of Mining
The method of mining is underground mining method. There is an old working up to a depth
of 48 Mt. One vertical shift is available. The adjoining mine is being worked by the lessee.
The present workings have established the southern closure of pegmatite. The northern
extent is proposed to be explored by additional drives at footwall Contact and hanging wall
contact at 30 mt. Level, 40 Mt. Level 48 Mt. Level, 58 Mt. Level, and 66 Mt. Level., and upto
78 Mt Level, Several cross cuts which are proposed to confirm width of pegmatite and
content of minerals are planned. Thus by the end of five years, the pegmatite will be
explored up to 78 Mt depth and width will be established. Shaft will be explored upto 90 Mt
Extent of Mechanization
The machinery is planned for drilling work, underground transport, pumping, ventilation, and
lighting. The machinery required for the above are listed below.

3.7 Raw Material Required Along With Estimated Quantity, Likely Source,
Marketing Area of Final Product/S, Mode of Transport of Raw Material and
Finished Product
No raw material will be required in the proposed project. The operation involves the
extraction of material and dumping in stock yard.Mica is hand picked from the blasted
material in the mine and carried on head loads to the surface for dressing in Mica
Factory. The rest of the broken rock is loaded manually into half ton capacity level
tubs and trammied on rails to the shaft bottom from where, the material is lifted by
hoist to the surface and emptied into level tubs.
3.7.1 Use of Mineral
The Mica is used in space machinery.Feldspar containing 12%+ Allumina is used in

3.7.2 Processing
No processing at site is involved.
3.8 Resource Optimization/ Recycling and Reuse
Not envisaged.

3.9 Availability of Water Its Source, Energy/ Power Requirement and Source
3.9.1 Water Requirement
Water is required only for drinking purposes and dust suppression. The number of
working people is around 42 so the total water requirement will be around 500 KLD.
About 200.0KLD will be required for dust suppression and greenbelt. This water will
be supplied from bore wells of nearby area.
3.10 Quantity of Wastes to be Generated (Liquid and Solid) And Scheme for their
Management/ Disposal
3.10.1 Solid Waste Generation& its Disposal
The material will be hoisted to surface. The material will be spread on the dump. The
marketable Feldspar & Quartz will be picked up manually and the rest of the material
will be leveled on the dump yard. The marketable feldspar and quartz will be taken by
head loads to the respective stock yards. The total waste estimated per annum to be
generated will be approximately 32% of pegmatite excavation, 3,031.9 MT of
pegmatite is estimated to be excavated during first five years. 32% of this is 970.2
MT. The 4,042.56 MT of total waste rock will be spread on 2,000 Sq. Meters. Thus
the additional height of dump will be 1.5 M. The existing height of old dump is 1.5 M.
The ultimate dump height will become 3 M from surface. Pack walls will be
constructed on the periphery of dump yard to prevent wash off of dump material. The
slopes and top will be seeded with grass to suppress air born dust.
3.10.2 Liquid Effluent
No liquid effluent will be generated at the mine site. The domestic wastewater
generated will be sent to septic tanks followed by soak pits.
4.0 SITE ANALYSIS

Reclamation Plan :
The mining lease area is devoid of top soil and overburden. M/s. Nellore Mica Mine
Association proposes to convert the mined out area into water pond under hydro
reclamation.
4.3 Topography
The NMB area is plain except for some mounds or hillocks consisting of resisting
rocks. The average elevation of land is 50 Mt above Mean Sea Level.
4.4 Climatic data from secondary sources
The average rainfall is about 650 mm/annum. The observed maximum temperature
is 370Cin summer season and minimum temperature is 170C in winter seasons. The
rainfall does not disturb the mining activities. Moderate wind velocities, prevailed in
north east to south west direction.

5.0 PLANNING BRIEF
5.1 Planning Concept

The project will employ mostly workers from nearby villages. There will not be any
increase in population due to the project.
5.3 Land use planning
The project site is Pattaland. There will not be any change in landuse as the mine is
an operating mine.
5.4 Assessment of Infrastructure Demand (Physical & Social)
On the basis of the preliminary site visit, the infrastructure demand in the villages was
assessed on the basis of need and priority. The existing infrastructure is satisfactory
but the approach road has to be maintained regularly.
5.5 Amenities/Facilities
The Mica factory of the lessee company, situated within the Mine area from the Sulochana Mine, is harbinger of all the modern facilities for stay in this interior place – residential accommodation, protected water supply, power, telephone facilities and recreational activities in the form of the well laid out township of the company. 1) First aid station
2) Canteen cum rest shelter 3) Water Facilities : Bore water supply by workers to requirement for workshop, mines office and canteen. 4) Lighting Arrangement : Working is proposed in the day light hours only. However tower mounted halogen lighting arrangement would be provided within the mine area for security purposes.

6.0 PROPOSED INFRASTRUCTURE
6.1 Industrial Area (Processing Area)
No infrastructure is proposed.
6.2 Residential Area (Non Processing Area)
As the local persons will be given employment, no residential area/ housing is
proposed within the mining lease area.
6.3 Green Belt
There is an orchard, Mango garden having 160 Mango trees and 48 No’s other trees in the mining lease area. The space occupied by the Mine lease area Around 4.12 Acres and space occupied by dumps is not having any vegetation. So, therefore afforestation is planned with in mine lease area.
6.4 Sewerage System
The domestic wastewater generated will be sent to septic tanks followed by soak
pits.
6.5 Industrial Waste Management
Not applicable.
6.6 Solid Waste management
The waste generated will be dumped in the eastern boundary of the mining lease area
over an area of 1,995 m2.
7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN
Not Applicable.
8.0 PROJECT SCHEDULE & COST ESTIMATES
The Total cost of project would be around Rs. 450 lakhs.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local
People Including Tribal Population, If Any, In the Area.
The extraction of the material will be done in manual underground manner so local
labour will be used. Supporting ancillary facilities will help the local people once the
project commences.
