At one time, the Potawatomi people occupied and controlled approximately 30 million acres in the Great Lakes area. Starting in the early 1800s, Potawatomi lands were ceded to the U.S. Government. Sometime around 1833, after the Treaty of Chicago, most of our people were forcibly removed from the last of their lands east of the Mississippi. Refusing to be removed, some of the Potawatomi fled north and for many years lived on the lands of Northeastern Wisconsin. In the hearts of all Potawatomi, there is a fire that represents our spirit and illu- minates a purpose for our existence. Our Spirit’s devotion leads us through our life’s journey. Our existence fulfills a need for our current surroundings and to keep things in balance. It is this balance that provides the opportunity for all life forms to exist in harmony. This is who we are, and it is told by many. It is why we were made to exist as indigenous people. Around 1890, our leadership, along- side a religious affiliate, felt a need for permanent stability. After many years of hiding in the woods, it was time to find a place we could call our home. Our leaders worked to set up homesteads. In 1903, President of Council Charles Kisheck, Secretary of Council John Thunder, Council R.O. Beck, and Reverend Erik Morstad followed their illuminating paths that began to establish the reservation, which is currently known as the Forest County Potawatomi Community. Our leader’s spirits then led them through the journey of petitioning the U.S. Senate and House of Representatives. They asked for consideration of their claims for proportionate shares of the trib- al annuities, interest on trust funds and other monies and estate of the “Pottowautomie Nation of Indians” (as spelled in actual document). With the precise purpose of our exis- tence, they laid out the facts showing a right to recover said claims. Along with earlier treaties and laws, they factually demonstrated our claims by the need of their current surroundings. This dedicated effort to keep things in balance took up to 10 years to identify progress. Never giving up, the leadership, along with the Potawatomi Community, had persevered by keeping faith through prayer and communication. The Creator, taking care of those things that were meant to be, removed negativity and delivered positive new growth. A hundred years ago on June 30, 1913, that balance was found by starting a new beginning and ensuring opportunity for all life forms to exist in harmony. The Congressional Act - 38 Stat.77, authorized the U.S. Secretary of Interior to expend the sum of $150,000 for the purchase of land to the Potawatomi. The title of land was to be taken in trust by the U.S. Government for the use and benefit of the tribe. This is a big part of how our people survived for all these years. “Our people never gave up; they always respected the spirits and each day gave thanks to the Creator,” said FCP elder Billy Daniels Jr. So, today, we must continue to follow our ways by giving thanks to our Creator and to honor those spirits that have guided us to pave the way for what we have today. A celebration is being planned for the 100- year appropriation of funding that started the purchasing of land toward what is now known as the Forest County Potawatomi Community. Potawatomi Bingo Casino expansioncomplete adding 500,000 sq. ft. of enter-tainment space, a six-story parking struc-ture with connecting bridge, two newrestaurants, additional slot machines andtable games.

2011 — Potawatomi Stone Lake C-Store opens in Crandon, Wis.

2012 — Concordia Trust PropertyCampus, Milwaukee, renovations areunderway to place the tribe’s off-reserva-tion offices in vacant buildings.

Data Holdings, LLC, groundbreakingstarted to construct a multi-tenant whole-sale data center.

Potawatomi Bingo Casino brokeground on its hotel, which will be con-nected to the casino, generating hundredsof new jobs and millions in additional rev-enue for the area.

My Friend:The Office has received your letter of October 26, 1913, in which you ask what

steps have been taken to purchase lands for you and your people in accordance withthe Indian Appropriation Act approved June 30, 1913.

On September 22, 1913, Thomas W. Hines was appointed a special commissionerfor the purchase of lands for your people, and on September 23 was instructed to pro-ceed to Carter, Wisconsin, and such other places as might be absolutely necessary, forthe purpose of investigating and recommending proper lands to be purchased in accor-dance with the provisions of the law mentioned.

Commissioner Hines was very carefully advised as to the conditions existingamong your people residing in Michigan and Wisconsin, and was instructed to visitthe principal groups of Indian located in the said states and obtain from them anexpression of their views and wishes. He was also asked to ascertain their exact condi-tions, in order that he might report what lands would be best suited to their respectiveneeds. Further, it was suggested that he consult with Rev. Erik O. Morstad and withthe Superintendent of the Carter School to the end that he might be fully informed oftheir views before going among your people.

He will, under his instructions, give immediate attention to such of the WisconsinPotawatomies as are homeless and in urgent need of having lands purchased for them;and the cases of such of your people have homesteads upon which you are living willbe looked into with the view to purchasing lands for them after the homeless membersof the tribe shall have been provided for.

It is thought that, by the time this letter reaches you, you will have been fullyinformed by Mr. Hines in the matter, and it may be that he will call upon you beforevisiting the other groups. Of this I cannot say positively, as the plan that he is to fol-low has been left largely to his judgment and discretion. However, should he do so, Iwould be glad to have you tell him fully what is your opinion is best for the variousgroups of your people. Of course, he will have to be governed by the provisions in thelaw providing the money for the purchase of the lands, and will not be able to makeany changes of the conditions as therein set out.

The Office has confidence in your integrity, and hopes that you will act in entireharmony with Commissioner Hines. I believe also that you will, so far as you know,do what is best to aid him in selecting lands as homes for your people where they canbe given adequate protection from the evils of the liquor traffic, be provided withschool facilities, proper medical attention, and where they may eventually becomeself-supporting.

For generations, the Forest CountyPotawatomi (FCP) have relied on theenvironment to survive. This reliance onMother Earth instilled the conviction inthe Potawatomi people of taking onlywhat one needs and giving back whatone can. The FCP Foundation arisesfrom this conviction.

Guided by the Potawatomi heritage,the mission of the FCP Foundation is tofight poverty, promote economic oppor-tunity, strengthen communities and pro-vide an example of responsible citizen-

ship by assisting charitable organiza-tions. To date, the FCP Foundation hascontributed over $30 million to charita-ble causes in the greater Milwaukee areaand Forest County. The FCP Foundationareas of focus for giving are: arts andcrafts, civic and community, economicdevelopment, education, elderly and vet-erans, environment, health and humanservices, Native American, and youthdevelopment.

In 2011, the FCP Foundation award-ed grants to over 150 different organiza-

tions. In order to be selected, there arespecific areas of criteria that are consid-ered: the organization must understandthe mission and focus of the FCPFoundation, demonstrate the ability toaccomplish a stated proposal, havestrong leadership, provide a Board ofDirectors profile, show a history oforganization, financial stability, qualityof performance, have the ability to lever-age other funds and practice harmonywith the environment. The foundationdoes not fund individual or politicalcauses/candidates/campaigns, fundrais-ing events, general operating or capitalprojects/expenses, groups or organiza-tions that re-grant the funds to otherorganizations or institutions and church-

es or religious organizations with theexception of programs that benefit thecommunity. Applications are submittedat least five months prior to the begin-ning of the programs or projects to allowfor proper review. The applications areaccepted by using the online applicationprocess, and the applicant must be a501C (3) non-profit organization.

The FCP recognize the importanceof using what one needs and givingaway what one can. They have lived bythese words for many generations, evenas their people struggled with povertythat made life very difficult. The FCPFoundation hopes to continue this legacyfor years to come.

Potawatomi C-Stores Connectedto Trailssubmitted by FCP Forestry

The Forest County Potawatomi(FCP) has appointed a motorized recre-ational trail coordinator to work witharea clubs and trail coordinators toimprove access to and from tribal busi-nesses and housing areas.

Through cooperation with the Townof Lincoln, the Forest County ForestryDepartment and the Forest CountyBoard, a new trail segment was estab-lished, which is currently operableacross county and tribal lands in theTown of Lincoln to connect the newPotawatomi Stone Lake ConvenienceStore with the 100 Mile Snow SafariTrail #9. This route is also open to ATVsin the summer months with access toand from both the Wolf River andNicolet State Trail corridors.

The FCP Community owns twoShell Gasoline C-Stores that connect tothe 100 Mile Snow Safari Trail. TheStone Lake C-Store is located threemiles east of Crandon Wis., off Hwy. 8,5326 Fire Keeper Rd., and the Carter C-Store is located at the South end of thetrail in Carter, Wis., at 617 Hwy. 8,across from the Potawatomi CarterCasino Hotel.

The Stone Lake store is open sevendays a week, from 6 a.m., to 10 p.m.,with 24-hour pay at the pumps available.The Stone Lake store offers free electri-cal hook ups across the street forovernight RV/vehicle parking, andample free daytime parking as well. The

Carter store is open 24/7 and offers freedaytime parking.

Both stores have ethanol-free pre-mium and winter blended diesel fuels.Each store has a self-serve smoke shopwith low discounted cigarette and tobac-co prices; coupons are welcome! Inaddition to on-site ATMs, patrons cansatisfy their hunger with specials fromthe delis, or with grab/go groceries, bev-erages and snack items.

Signage of these snowmobile andATV routes will be completed by theFCP with maintenance provided throughcooperation of the Forest County ATVAssociation and the 100 Mile SnowSafari. The Carter C-Store can be foundas #70 on the Forest County ATV mapand #83 on the Forest County snowmo-bile map. The Stone Lake C-Store canbe found as #21 on the Forest CountyATV map and #44 on the Forest Countysnowmobile map.

Congratulations to our first place winner, Chris Daniels, with a 10-pointbuck. The buck weighed in at 149 lbs. (field dressed), with a spread of 16 ¾inches.

Second place goes to Frank Shepard Sr., with a 9-point buck weighing in at175 lbs., and a spread of 15 5/8 inches.

In third place is Edward Alloway with an 8-point buck, weighing 142 lbs.,with a 14 ¾ inch spread.

FCP Elder: Billy Daniels Jr.In his own words as told to Abbey Thompson - Part I

I was born in November 1932, hereat the reservation in Stone Lake. I grewup here, too. I grew up with my culture inan extended family. Language and culturewas taught to me. Our grandfather livedwith us. My father and uncle talkedIndian every day, so it was the only lan-guage I knew. Every family lived thatway on the reservation; it was the waythings were.

We had our little school here calledKokomo School that went up to eighthgrade. We had a white teacher. I onlyknew the Potawatomi language when Iwent, and learned English at the school. Iwent there for two years, for first andsecond grade. In 1944, we were moved tothe school in Crandon. We had a lot ofproblems with prejudice there. Therewere fights almost every day until theygot to know us.

We had horses and big gardens. Thegovernment gave us tools (plow, hayrake). We always had chickens and hogs.Butchering time was in the spring andfall. I remember some older people whocouldn’t hunt or work in the garden andneeded food. We would give them foodand they would take home a big pack.

Root cellars were dug into the sideof the hill. They were made of split cedarwith dirt on top. There was a chimneyfrom the inside to outside. In the summerthe cellar was cool and in the winter itwas warm.

In spring, the whole family wentberry picking. Mother would can every-thing and we kept it in the root cellar.She would dry meat and pumpkins in thewoodstove. We never went hungry; wehad plenty of food.

In the summertime, we would gofishing. We would eat porcupine. Theyeat hemlock bark; if you didn’t boil themenough (two or three times), it wouldn’ttake the taste out. We had plenty of rab-bits. You hardly see them anymore, andyou don’t see porcupines either.

All we needed from the store wassugar, bread, coffee, tea and maybe saltand pepper. We never locked our door.My mom would make a big breakfast andcover it up on the table, and leave thedoor unlocked. Later, someone wouldcome eat, cover the food up and leave.We trusted people. Now we can’t trustour own kind.

When I was a teenager we hunteddeer. I dreamt of hunting and in thedream I would see a deer. I would pointat the deer and pull the trigger. The shellwouldn’t go off... I dreamt that fourtimes. I asked my dad and he said that Ishouldn’t hunt deer anymore. It happenedto me again - I dreamt that I was walkingand a big deer was standing there withhis head on the other side of the tree. Iaimed at it, waiting for it to turn around.He finally did, and his head wasn’t adeer’s - it was beautiful black-hairedlady. I remembered my father told me notto hunt. I remembered what he said, so Ijust quit hunting after that.

When we spoke our language atschool, the teacher told us, “Don’t usethat here; you use what we teach you(English).” So, we learned English, andwhen we used it at home, our father and

grandfather told us not to use the whitelanguage. We were stuck in between -couldn’t use Indian at school and could-n’t use English at home.

My father never went to school. Myuncle, Jim Daniels, went to the boardingschool in Lac du Flambeau in the 1920s.He didn’t like it; he talked about it. Hesaid it was like being in the army.

They came after the kids on thereservation. They didn’t ask the parentsor tell them they were taking them; theyjust picked the kids up. They would putthem in a car and drive off. They had tolearn English; you were disciplined forspeaking Indian. The kids all wore thesame kind of clothes and cut their hairshort. You had to march to eat, march toyour classroom. On weekends, you had tomarch to church whether you were aChristian or not.

My uncle used to tell me about thebad things about that school. ThePotawatomi ceremonies and ways wereforbidden. But he kept his ways. He kepthis language.

I quit school in 1952 after I finishedthe eighth grade. I didn’t like it so I quit.I went into the service when I was 16.They said I was too young, but theycouldn’t find a birth certificate because Iwas born at home. They used one of mybrother’s birth certificates - he was twoyears older than me - and that’s how I gotin.

I finished boot camp and came homefor 18 days. I went back for more train-ing in California. I hurt my knee andstayed in the hospital for three months. Icouldn’t walk. They shipped me toMilwaukee in a hospital plane. I laidthere for a month and a half. I couldfinally walk and got a medical dischargeand they sent me home. When I got backhome, I went to work in the woods, cut-ting timber. I used to do seasonal worklike picking cherries and potatoes until Igot old enough and started getting jobswith the tribe.

I went to school for four and a halfyears in Milwaukee as part of a languageproject, from 1971 to 75. I finished andgot a job in Milwaukee with the “WEIndians Program”. I was working withschools - I would have something for stu-dents to do like beadwork or anything onIndian culture.

In 1979, I got a job with the State intheir CESA (Cooperative EducationalService Agency) program. I was stationedin Eau Claire. There were two of us andwe divided the state; I worked in thewestern part. I would go visit schoolswhere Indian kids attended and draw up aprogram to help keep the Indian kids inschool. Then, I would take the plans toMadison and the state would send some-one to the school to put in a program forthe Indian children based on what I sent.

When my job fizzled out in 1982, Imoved back home. I was jobless for aweek and then I started work for the tribeat the TRAILS program. My first jobwith the tribe was a state job. I had towrite my budget and send it to Madison.They would send the money to the tribe.

I worked as an alcohol counselor fortwo years. In 1989, a lady from

Milwaukee created a job in the Languageand Culture program and I still work heretoday. The job hasn’t changed very much.I’m teaching the language and the cul-ture. I teach only what I know. I wastaught a whole lot of things like perform-ing ceremonies, wedding and naming cer-emonies.

I’m in the Big Drum; I do a lot ofceremonies for the Menominee, people inWisconsin Rapids, Flambeau, and here athome. I’m a speaker at Big Drum cere-monies for those tribes. I sometimeswork with first speakers fromHannahville (Mich). I travel a lot.

There’s a group of Potawatomi com-ing here from Pokagon, Mich., to learnthe language. In October, we worked withthe Potawatomi from the Prairie Band ofMayeta, Kan., to help them record theirlanguage. I’m also working with a groupand we’re writing a Potawatomi diction-ary - they say it will take about five yearsto finish. Jim Thunder is doing the tradi-tional writing for it. My program is doingthe revised writing so children can learn.

Learning English wasn’t too hard.“Learning Indian is harder,” I tell the kidsin my classes. In second and third grade,they have to learn 30 words a week. InPotawatomi, they learn maybe four wordsif they had class every day. That’s thehard part - my students already knowEnglish, and it makes it harder for themto learn Indian.

We don’t just teach language. Weteach the culture, and whatever goes withthe language.

My father was a lodge person. Hewrote down a lot about the medicines.That’s where the medicines come from,the medicine lodge. I still use some of themedicines for colds and different kinds ofcuts.

All this new money and the “percap” can be a good thing, but our

younger people don’t use it the waythey’re supposed to. The younger onesuse their money to buy bad stuff likedope. I know of three people who losttheir new possessions they bought. Theydidn’t use it right. They should invest itin something else. They should keep themoney from their kids until they’re donewith college. When I was young, we did-n’t have TVs, computers. When you workhard, you appreciate things.

I think this money was somethingthat was given to us for a reason. Wehave to think about our elders... they’rethe ones who got us this far. They’re theones we have to think about. Even afterthey pass away, we still have to do thingsfor them like the ghost feast. We have touse the things they taught us. Some of usIndians stick to what we’re supposed todo. That’s what gets us through everyday.

I used to work for some white farm-ers. On Sundays, they went to church.They asked if I wanted to go to church, Isaid, “NO, I have my own religion.” Thefarmer had beer in his basement. Afterthey came back from church they woulddrink that beer. Mamogosnan is watchingus every day. After we leave this earth wego to another place.

I don’t like to see our younger onesand our people go toward Christianity.It’s not the way of their Potawatomiancestors. We have to use our ceremoniesbecause that’s who we are. They used totell me that a lot of our people are goingthe other way. I was told if you go thatway and leave this earth, you go whereyou’re not supposed to go. You’re a lostsoul... your spirit just hangs around theearth. Those are the ghosts you see; theydon’t get to go where the Indians go.

Throughout history, conquerorslearned the best way to create a newculture in their own image is to startwith the assimilation of young children.The United States government used thismethod in the late 1800s when it wasstill struggling with its mission to endNative tribes’ control of their own lands.Beginning in the late 1800s, U.S. andCanadian authorities took Native chil-dren from their homes and attempted toeducate, and sometimes beat, their iden-tity out of them as part of a new plan tosolve the “Indian problem”.

The first federally-sanctionedboarding school was opened in 1892 -the Carlisle Industrial Training Schoolin Pennsylvania. By 1920, there werenearly 500 Indian boarding schools inthe United States; 25 were off-reserva-tion schools. More than 100,000 chil-dren were forced to attend.

A government boarding school wasconstructed in Lac du Flambeau on thepeninsula between Long Interlachen,Pokegama and Flambeau Lake in 1895.What happened there during the time itoperated (1895-1932) was not only areflection of a systematic attack on tribalculture and language across the UnitedStates, it had profound effects on fami-lies and the communities of studentswho attended, that are still visible today.

The school opened in 1895 as a pre-vocational industrial school for gradesone through six. Driving past the refur-bished building on the side of Highway

47 just north of downtown Lac duFlambeau, it’s hard to imagine this struc-ture was once part of a thriving schoolwith buildings and grounds stretchingfor acres. The building and few nearbystructures are the only visual reminder ofthat era in history.

At age five, tribal children weretaken from their homes, and from theonly lifestyle and language they knew,and separated from their families formost of the year. Parents attempting tohide their children were disallowed theirgovernmentfood ormoneyrations, orthreatened atgunpoint.Students came from the Potawatomi,Red Cliff, Mole Lake, Menominee andBad River tribes of northern Wisconsin.

Bureau of Indian Affairs (BIA)schools operated with small budgets.Students did hard labor to raise moneyfor staff salaries and some were leasedduring the summers to work as house-keepers. In addition to supplyingincome, the hard labor prepared childrento take their place in outside society - onthe bottom rung of the social ladder.Literally imprisoned in the school, chil-dren experienced a devastating array ofabuses.

Rigid AtmosphereThe atmosphere at the school

resembled military life. The staff of gov-

ernment agents, teachers, matrons andstrict disciplinarians often had militarybackgrounds.

Upon arrival, their hair was cutshort and they were issued simple cottonuniforms. Students slept in dorms linedwith simple beds. Mornings were spentcleaning and doing chores. (Primary stu-dents spent more hours each day inschool-related activities). After the noonmeal came school lessons until 4:30 p.m.Dinner followed and military drill exer-cises occupied the hours before bedtime.There were very few exceptions to thisroutine.

Students were allowed more playtime on weekends, and an occasionalassembly or library time. Mass andchurch activities were always a part ofSundays.

Studentscaught speak-ing their lan-guage wereseverely pun-ished. The

boarding school effectively created ageneration of people who no longerspoke their first language.

LanguagePhysical hardship was merely the

backdrop to the assault on Native cul-ture. Eliminating Native languages -considered an obstacle to the “accultura-

tion” process - was a top priority.Traditional ways were practiced in“secret” back home on reservation lands.Many traditions were recorded in writ-ing, from oral storytelling, but Nativelanguages came dangerously close tobeing lost.

With the help of elders and a fewfluent language speakers, there has beena great effort since the 1990s to preserveNative languages. The FCP Languageand Culture Department is working on aPotawatomi language dictionary, and sois the Menominee tribe. The same ishappening on other reservations in theUnited States and Canada. Middle-agedpeople and elders are fluent, andyounger children are using their nativelanguage more often.

The language gap created by theboarding school era closes as time pass-es. Billy Daniels Jr., FCP languageteacher and elder, said, “As long as wekeep speaking our first language, wewill improve as a tribe. If we lose ourlanguage, we lose our identity and sov-ereignty.”

Although there is disagreement inNative communities about how toapproach the past, most agree that thefirst step is documentation. It is crucialthat this history be shared.

Consequences Seen TodayAs a result of the strict conditions at

the boarding schools - in the years sincetheir closing - abuse became entrenchedin Native communities as many victimsbecame abusers. Substance abuse, sui-cide and hopelessness have dealt repeat-ed blows to the traditional social struc-ture of Native communities.Traditionally, women generally heldhigh status and domestic violence wasnon-existent. Today, such abuses havereached epidemic proportions.Alcoholism in Native communities iscurrently six times higher than thenational average. Researchers haveestablished links between these figuresand the legacy of boarding schools.

There are some positive conse-quences attributed to the LDF BoardingSchool. Some families sent their chil-dren to the school knowing that theywould be fed, clothed, receive medicalcare and a basic education. Some of thestudents continued with their educationat universities and became professionals.Others learned trades, and most did learnhow to exist in mainstream society.Survival, in all forms, became secondnature.

HealingEfforts by the Lac du Flambeau

Tribal Historic Preservation Office, withthe ultimate goal of transforming theremaining boys dormitory building intoa museum, archival storage and tradi-tional education facility, draw commentsfrom community members ranging frompositive to negative. Tribal elders whowere interviewed about the old schoolwere supportive of preserving the dormas a symbol of survival through a harshera.

While this project is broad in itsscope, its success could be critical to thehealing of generations of descendants ofstudents who attended the school. It

could set into motion events beginningwith viewing the past abuse as humanrights violations perpetrated by outsideforces, instead of being an issue of indi-vidual failings and community dysfunc-tion.

For descendants of former students,overcoming the silence and the stigma ofabuse could lead to personal break-throughs. Tribes are fighting backagainst the theft of their language, cul-ture, and of their livelihood.

This is a list of students compiledfrom the archives of the Lac duFlambeau Boarding School. The namesare spelled as they were recorded in theoriginal documents (1895-1932). Weapologize if any students were not listed.

This day provides us the opportunityto share history as we know it as given tous not by the pages in history, but throughthe voices of our grandparents, elders andancestors.

Created in 2009 by our friends inCongress, the United States recognizes theday after Thanksgiving, as NativeAmerican Heritage Day.

This is a day that provides the appre-ciation of the contributions, culture andunique commonalities that we share asNative people of this Nation. NativeAmerican Heritage Day provides us theopportunity to share history as we know itas given to us not by the pages in history,but a more accurate depiction found right-ly in the voices of our grandparents, eldersand ancestors.

Today, there are 566 federally recog-nized tribes and still many that are fightingfor their rightful place in American society.This is only a handful in comparison to themultitudes that once thrived in this landbefore a United States of America.Millions of lives were lost in what fol-lowed, and we must always rememberwhat tribal nations gave up throughout theformation of America.

This is a time for us as individuals toshare with our loved ones the stories thatwere given to us and share them with ouryounger generations so that our storiesmay never be lost. This gives us a chanceto connect our children with our cultureand what makes our families so strong.This full story is not found on television, adownload or a search online.

The full story of our heritage that wecherish so much is found within ourNative communities, and I challenge us allto bring that rich heritage to America. Theconcept of community was always sacredfor Native Americans because the needs ofthe community outweighed the needs ofthe individual. It was common to do thingswith others in mind, whether it was food,labor or knowledge.

The influence and ingenuity of IndianCountry encompassed many areas: mathe-matics, agriculture, government, architec-ture, guerilla warfare and much more.These are strengths that we have sharedwith our European settlers since they havearrived, and throughout the establishmentof this country, our contributions have con-tinued. American Indians have providedsustenance, shelter, knowledge and ourlives to this country and that must never beforgotten.

We must never shy away from theopportunity to be educators on the realitiesof our Peoples and our contributions tothis society, which continue to transformthe world. Our Creation Stories and ourunderstanding of Emergence share aunique commonality; and that is we riseabove and confront the challenges that liein front of us.

This gives me hope that we will con-tinue to utilize our historical strengths andour perseverance to keep America movingforward!

We are proud nations, and Indiancountry is appreciative all of our work thatwe have done with all communities,

Native and non-Native, to make this day aday of heritage for us all.

Notables: James E. Billie (1944-) - Under the

leadership of Chairman James E. Billie,the Seminole Tribe opened the first high-stakes bingo hall in Florida. The courtruled in favor of the Seminoles affirmingtheir right to operate their bingo hall.

Jim Thorpe (1888-1953) - Americanathlete, born near Prague, Okla. Thorpewas probably the greatest all-round maleathlete the United States has ever pro-duced.

Wilma Mankiller (1945-2010) - Asthe powerful, visionary first womanPrincipal Chief of the Cherokee Nation,Wilma Mankiller was responsible for139,000 people and a $69 million budget.

LaDonna Harris (1931-) - LaDonnaHarris, Comanche, Okla., has worked fordecades on behalf of Indian tribes, civilrights, and world peace.

Maria TallChief (1925-) - BornElizabeth Marie Tall Chief to an OsageNation father, she became an eventuallywell-known ballerina.

Ben Nighthorse Campbell (1933-) -The only American Indian in Congress,Senator Ben Nighthorse Campbell is also aNorthern Cheyenne chief.

Ira Hayes (1923-1955) - Ira Hayes, aPima, was a noted World War II hero.Although he had a normal childhood onhis reservation, his life changed dramati-cally when war broke out and he joined theMarine Corps. On Feb. 23, 1945, to signalthe end of control, Hayes and five other'sraised the U.S. flag atop Mount Auribuchion the island of Iwo Jima.

Red Cloud (1822-1909) - Perhapsone of the most capable warriors from theOglala Lakota (Sioux) tribesmen everfaced by the U.S. military, Makhpiya Luta,his Sioux name, led his people in what isknown as Red Cloud’s War.

Crazy Horse (1840-1877) - With aname in his tribe, Lakota: Thasuka Witko,that literally means “His-Horse-is-Crazy”,this Native American was actually bornwith the name: Cha-O-Ha meaning inLakotan, “In the Wilderness”, and he wasoften called Curly due to his hair.

In honor of November as AmericanIndian Heritage Month, the PotawatomiTraveling Times (PTT) asked all NativeAmerican youth in grades K-12 to createprojects that expressed, “What my her-itage means to me.”

A total of 19 Native American stu-dents submitted artwork that consisted ofdifferent mediums ranging from pencil,acrylic paints, marker, beadwork, woodand pottery.

Submitted works are part of a her-itage display from Dec. 5, 2012 - Jan. 3,

Domestic violence affects children,even if they’re just witnesses. Childrenwho are exposed to violence in the homeare denied their right to a safe and stablehome environment. They need trustedadults to turn to for help and comfortand services that will help them copewith their experiences. Far more must bedone to protect these children and to pre-vent domestic violence from happeningin the first place.

Infants and small children who areexposed to violence in the home experi-ence so much added emotional stressthat it can harm the development of theirbrains and impair cognitive and sensorygrowth. Behavior changes can includeexcessive irritability, sleep problems,emotional distress, fear of being alone,immature behavior, and problems withtoilet training and language develop-ment.

Some studies suggest social devel-opment is also damaged. Some childrenlose the ability to feel empathy for oth-ers. Many studies have noted that chil-dren from violent homes exhibit signs ofmore aggressive behavior, such as bully-ing, and are up to three times more like-ly to be involved in fighting.

Children who grow up with vio-lence in the home learn early and power-

ful lessons about the use of violence ininterpersonal relationships to dominateothers and might even be encouraged indoing so.

• Research shows that 80 to 90 per-cent of children living in homes wherethere is domestic violence are aware ofthe violence.

• A child’s exposure to the fatherabusing the mother is the strongest riskfact for transmitting violent behaviorfrom one generation to the next.

• Male children who witness theabuse of mothers by fathers are morelikely to become men who batter inadulthood than those male children fromhomes free of violence.

• Studies show that child abuseoccurs in 30-60 percent of family vio-lence cases that involve families withchildren.

• Each year, an estimated 3 to 10million children witness assaults againsta parent by an intimate partner.

Nurturing children from abusivehomes can bring healing to their lives. Ingiving love and care to children, it isimportant for a parent to reflect theseessentials:

have their own feelings, friends, activi-

ties and opinions. Promote independ-ence, allow for privacy and respect theirfeelings. Believe in them.

Children need to learn that domesticviolence is wrong and learn non-violentmethods of resolving conflicts. Theymust hear it re-affirmed that domesticviolence is wrong. They have to seealternative role models in order to growup with a positive idea of the future.

Children who are exposed to vio-lence in the home need to know thatthings can change and that violence inthe home can end. They need hope forthe future.

Families affected bydomestic violence face difficult chal-lenges, but hopefully will take it as anopportunity to reflect and be thankful forthe support they have received and forthe possibilities of new beginnings.

“The holidays for those who aresurvivors of domestic violence or sexualassault is a day of mixed emotions,” saidLynn Johnson, Program Manager.Victims and children we serve wouldsurely choose safe living and celebratingthis holiday in peace over disharmony inthe home. Victims and survivors appre-ciate the support they have receivedfrom our program and the opportunity tospend time in harmony with others.

The Forest County Potawatomi(FCP) Domestic Abuse/Sexual AssaultProgram offers support and advocacyalong with other assistance to familieswho are survivors of domestic violenceor sexual assault.

The Wisconsin Coalition AgainstDomestic Violence (WCADV), which isthe statewide voice for victims ofdomestic violence, estimates thatapproximately 500 children inWisconsin will celebrate the holidays ata domestic violence shelter. In all cases,the children are accompanying their par-ent who is a victim of domestic vio-lence.

Johnson hopes this holiday seasonwill be a positive one for the clients ofthe FCP Domestic Abuse/Sexual

Violence Program. “Our clients havebeen through so much,” said Johnson.“We want Christmas to be a peacefulday and a time to take stock of how farour clients have come and mark hope forbetter tomorrows.”

There have been recent local andstatewide efforts to ensure domestic vio-lence shelters can offer meals this holi-day and year-round. For example,WCADV recently partnered withDECA, a student organization that pre-pares emerging leaders and entrepre-neurs in marketing, finance, hospitalityand management, to collect over 1,700food items that have been distributed toshelters around the state.

“Domestic violence has been at theforefront of our state’s attention thismonth,” said Patti Seger, executivedirector of WCADV. “As we gather withour families, there is much to remember.We should be thankful for the survivorsof domestic violence or sexual assaultwho have had the courage and strengthto create better lives for themselves andtheir children, thereby ultimately creat-ing stronger communities in our state.We should also be thankful for the over70 domestic abuse victim serviceproviders that work every day to protectvictims and make Wisconsin a saferplace.”

Holidays a Time for Reflectionand Thanksgiving submitted by FCP Domestic Violence/Sexual Assault Program

Body piercing is a popular form ofself-expression. Oral piercings or tonguesplitting may look cool, but they can bedangerous to your health. That’s becauseyour mouth contains millions of bacte-ria, and infection and swelling oftenoccur with mouth piercings. Forinstance, your mouth and tongue couldswell so much that you close off yourairway or you could possibly choke ifpart of the jewelry breaks off in yourmouth. Fractured teeth are a commonproblem for people with an oral pierc-ing. People chip teeth on the piercingwhile eating, sleeping, talking or bychewing on the jewelry. It is possible forthe fracture to go deepinto your tooth, whichmay require a rootcanal or extraction. Wehave seen so manycracks and fractures inteeth caused by click-ing, tapping or rubbingthe jewelry on themthat it has gotten itsown name – “thewrecking ball fracture”.Oral piercing could also lead to moreserious infections, like hepatitis or endo-carditis.

Here is some advice for those whoalready have an oral piercing.

It takes three to four weeks for anoral piercing to heal. Unless complica-tions occur, you will be able to removethe jewelry for short periods of timewithout the hole closing. The piercerwill place a larger, starter “barbell” inyour tongue to give it enough room toheal when your tongue swells. If youdecide to keep the piercing, after theswelling goes down, get a smaller bar-bell which will be less likely to get inthe way of your teeth and more difficultfor you to chew on. Use an antiseptic

mouthwash after every meal and brushthe jewelry the same as you would yourteeth. The dental professionals at FCPHealth and Wellness (HWC) suggestremoving the jewelry to protect yourteeth every time you eat or sleep.

Try to avoid clicking the jewelryagainst teeth and avoid stress on thepiercing. Be gentle and aware of thejewelry’s movement when talking andchewing. Check the tightness of yourjewelry periodically (with clean hands).This can help prevent you from swal-lowing or choking if the jewelrybecomes dislodged.

Oral piercing and tongue jewelryplace athletes at riskfor serious medicaland dental conse-quences. Athletes aremore likely thanmost people todevelop infectionsbecause of theincreased blood flowand breathing rateinvolved in vigorousexercise, as well as

the increased chance of bleeding from acontact injury. Damage to teeth bytongue jewelry is another danger intensi-fied by participating in contact sports.Mixing tongue jewelry and a mouth-guard is a particularly bad combination.The jewelry may interfere with themouthguard and cause increased salivaryflow and gagging or inhibit breathing orspeech. Remove the tongue jewelry - notthe mouthguard - for a safer and betterathletic performance.

Don’t pierce on a whim. The pierc-ing will be an added responsibility toyour life, requiring constant attentionand upkeep. Talk to your HWC dentistfor more information.

These positions are: ComplianceOfficer (entry level), SurveillanceOperator, and Internal InvestigatorI/Background Investigator (Internal/Background InvestigationsDepartments).

Interested tribal members who areable to obtain a temporary gaminglicense would be placed in the TribalEmployment Skills program for up tothree months.

“The first requirement would bethat individuals would complete anapplication, attend an assessmentappointment and complete necessarypaperwork with FCP EconomicSupport,” said Christie Schmidt, eco-

nomic support worker. After successfulcompletion of the three-month trainingwith Gaming, they could potentiallyobtain employment in these positions.

Some of these jobs would be inCarter and some would be inMilwaukee. Interested tribal membersare asked to call the FCP EconomicSupport office for information at (715)478-7206.

These opportunities could assisttribal members in obtaining employmentwith the tribe. The assigned EconomicSupport worker identifies any barriersand provides job training in the careerfield of interest. WHY would a dietitian recommendchocolate for people to include in theirdiet? In addition to its taste and satisfy-ing qualities, there are many health ben-efits to dark chocolate. Some benefitsinclude flavonoids and antioxidants thatprotect our cells from damage. It canhelp reduced the risk for heart disease,lower risk of stroke, and may help lowerblood pressure. The darker the choco-late, the better. Eat less-processedchocolate that contains at least 70 per-cent cocoa (or cacao). Watch out foradded sugar and unhealthy fats. Ahealthy daily dose of dark chocolate

does not mean over-indulging; darkchocolate is still high in fat and calories.

TRY: If you are currently not eatingany chocolate, try 10g of dark chocolate(approximately 1 tablespoon). You may have heard about potentialshining – or night hunting of deer – bytribal members in the Ceded Territory(roughly the northern third ofWisconsin). I want to give you anoverview from the State’s perspective.

DNR does not approve of thisaction and does not believe it is withinthe authority of the Great Lakes IndianFish and Wildlife Commission(GLIFWC). Working in conjunction withthe Wisconsin Department of Justice, theState filed suit on Nov. 28, seeking afederal court order requiring the tribes tocomply with the court’s prohibition ondeer shining, and confirming the State’sright to enforce the State shining lawagainst tribal hunters in the CededTerritory, roughly the northern third ofthe state.

Why? We have concerns about theshort amount of time to notify the pub-lic, the circumvention of court oversightand past rulings on night hunting fordeer, and public safety.

We understand that the tribes con-tend they should be allowed to hunt deerat night because a recently adopted statelaw permits the night hunting of wolves.We believe that this is essentially thesame argument the tribes unsuccessfully

asserted in federal court in the 1989“deer trial” when they argued thatState’s provision for night hunting coy-otes should allow them to hunt deer atnight. After a week-long trial, the courtconcluded that deer shining was muchmore dangerous to public safety than thenighttime hunting of predators like coy-otes, and so Judge Barbara Crabb reject-ed the tribes’ challenge to the State’sdeer shining law. We believe that theState’s legalization of night hunting ofwolves, another predator species,changes nothing in this respect.

Importantly, even if it were legal forthe tribes to hunt deer at night – whichwe believe it is not – we believeGLIFWC acted with too little notice andtoo little consultation with the State. Wehave not been able to discuss many safe-ty aspects. And we need time to be surethat people using public lands with noexpectation of night deer hunting areaware of any such changes. TheGLIFWC order would have night hunt-ing of deer start Nov. 26.

DNR has diligently and in goodfaith implemented numerous enhancedtribal resource harvesting opportunities,including updating and increasing har-vest limits for tribal harvest of a host of

species; honoring self-regulation forgathering forest products on State lands;agreeing to alternative monitoring ofwalleye harvest to save creel clerkexpenses; youth hunt mentoring;improving mapping of the CededTerritory in Wisconsin; and responsiveand flexible state park hunting opportu-nities mechanism – all of which haveoperated almost exclusively for thetribes’ benefit. I’m proud of that record,and I believe our actions of the past giveus strong credibility in addressing thisissue.

I contacted GLFWC ExecutiveAdministrator Jim Zorn and the TribalChairs, and respectfully asked the tribesto refrain from implementing night deerhunting. And I asked that tribal membersnot go out shining until the federal courtrules on our motion.

I assured Administrator Zorn of ourcontinuing commitment to the court-approved process for negotiatingchanges to our past agreements on regu-latory matters. I let him know we arehopeful this does not put the tribes andState with odds with each other.

But I also informed him that it isDNR’s job to honor court decisions anddirectives, and to enforce the laws that

are in place at this time, and we will doso. In the meantime, I ask that all of us –tribal members, governmental agencies,and the public – work together to man-age court-affirmed hunting and gatheringrights in a safe and legal manner.

Statement from Department ofNatural Resources Secretary CathyStepp on the November 28th federalcourt conference concerning ChippewaTribal night hunting of deer:

“This afternoon, Judge BarbaraCrabb of the Western District FederalCourt ruled that the State may enforcestate shining laws against any Chippewatribal member hunting deer at nightwithin the Ceded Territory (roughly thenorthern third of the state) until the pre-liminary injunction hearing scheduledfor Dec. 12, and further order of thecourt. Chippewa tribal members havebeen prohibited from night hunting/shin-ing deer since 1990 in line with a 1989federal court decision.

“The State is pleased that shiningwill be prohibited until such time as wecan adequately address these issueswithin the appropriate court setting. Wewill continue to try to work with thetribes to resolve this issue.”

Neshnabemwen - The Potawatomilanguage has endured through the pas-sage of time. At one time, it is said thatwe all spoke the same language. Lateron, we started speaking different lan-guages and forming tribes based on whowas able to understand each other.

The Bodewadmi, Ojibwe andOdawa were all one tribe and spoke thesame language. As the differences in thelanguage grew, they each formed a sepa-rate entity. However, they maintained aclose bond and formed the “Council ofthe Three Fires” to deal with any issuesthat might affect them. The Three Firessignified the alliance between the three,while their individual fires proclaimedtheir own identity.

Tribal Employment Skills ProgramThe tribal employment skills program is administered by the Economic Support

Department and is for tribal members living in Forest County and/or surroundingareas for accessibility to job sites.

The tribal employment skills program offers a benefit to tribal members to pro-vide a fresh perspective to tribal businesses through a work experience. This workexperience can help the tribal community by showing your talents and interests totribal businesses. It is an opportunity to make an impression and explore area of trib-al government before entering into full-time employment.

If you are unsure about the work experience, we can work to address concernsyou may have regarding the work experience and/or employment.

This program also offers the following services:• Career Assessment - guide on what area would be best for you based on your
