Welcome! June 2, 2011

Welcome to the 105th Assembly of the Southern California District, my 11th as your District Superintendent. By popular demand Hemet Church is hosting our district assembly once again. Our appreciation is extended to our hosts, Pastor

Mike Hull and his congregation and staff for their wonderful hospitality to us and all their work for making this assembly possible in this place. Mary Smith deserves special thanks for representing the Hemet Church on the district assembly planning team and carrying out many duties to help get ready for these two days. In addition, a smooth running assembly would not be possible without our District Secretary, Todd Renegar, and his assistants, Kathy Haikey, Karen Haines, Andrea Haikey, and Karen Jordan. Another big “thanks” to our District Finance Committee Chairman and District Treasurer, Cliff Fisher, and Patricia Roberts, our District Financial Secretary, for their efforts in managing our district finances and making sure everything is reported accurately. We are looking forward to some wonderful times together in worship. Our opening service on Wednesday night will be led by George Williamson and a summer travel team from PLNU. They will also open our Thursday morning session. Helping us behind the scenes this year is Rev. Floyd McCallum, our Assembly Coordinator. He has taken a huge load off of our shoulders. Our General Superintendent, Dr. J. K. Warrick, continues in his two year jurisdiction of the Southern California District and the Southwest Educational Zone. Be sure to read his biography included in this Delegate Handbook. He and his wife, Patty are greatly loved across our denomination. We have so much appreciated their leadership. I invite all of our delegates and guests to energetically participate in this district assembly. We will make some new friends, celebrate victories, and praise God for the great things He is doing with us. We will also support the discouraged and seek to be a blessing to others in any way we can. Along the way we will accomplish some good Kingdom business. So, let’s enjoy. Most important of all, our prayer is for a fresh outpouring of God’s Spirit on Southern California Nazarenes to empower us in greater effectiveness in fulfilling the mission that He has given us. Dr. J.K. Warrick General Superintendent

Following nearly 38 years of pastoral ministry, J. K. Warrick was elected to the Board of General

Superintendents by the 26th General Assembly held in Indianapolis, Indiana, in 2005. He pastored

churches in Oklahoma, Texas, Florida, Ohio, Indiana, and Kansas. Prior to his election, he served for

nearly 12 years as pastor of College Church of the Nazarene in Olathe, Kansas.

A pastor at heart, he considers his role as General Superintendent an opportunity to join his colleagues in

shepherding the global church. He has a heart for church planting, evangelism, world missions,

discipleship, and compassionate ministries. Central to his ministry is the encouragement of the people of

God to find a place of service and ministry in the church and community. He is passionate about

equipping pastors and laypersons to be missional leaders.

After attending Southern Nazarene University (formerly Bethany Nazarene College) he later graduated

from Trinity College. He is an alumnus of Wesley Biblical Seminary. In 1994 his alma mater, Southern

Nazarene University (Bethany Nazarene College), honored him with a doctorate of divinity in

recognition of his service to Christ and the Church of the Nazarene. He has served on the Boards of

Trustees at Mount Vernon Nazarene University and MidAmerica Nazarene University and also has

served on district boards and committees in the church.

Dr. Warrick has been married to Patty (Delores J. Ouzts) since 1967. They have two adult children, Brad

and Jill, and four grandchildren.

DISTRICT BOARDS AND STANDING COMMITTEES Advisory Board

The Advisory Board of the Southern California District has met regularly throughout the year, and also for special meetings at the call of our district superintendent, Rev. John L. Denney. We have given special care to the many responsibilities which are assigned to the Advisory Board under the provision of the 2009-2013 Manual of the Church of the Nazarene, paragraphs 221-225. All of the actions of the board have been properly recorded and are on file at the district office in Murrieta, California. The actions of the board this year included: 1. On September 23, 2010, we approved the Vista Hope Church refinance plan with the Wesleyan Investment Foundation (WIF) in the amount not to exceed $2.5 million at a permanent fixed 6.5% interest with a .5% loan fee, for twenty years. As a provision for the district to sign a "Guarantee Agreement," the church is required to place $100,000 in an investment account with WIF. 2. On September 23, 2010, we approved the request for John Campbell to be granted "lay status" according to Manual paragraph 436.4. He sent a letter of "resignation from the ministry" to the General Secretary's office. 3. On September 23, 2010, we approved a request from the Riverside Arlington Avenue Church to recommend to the "Rare Circumstance" Committee that a $50,000 estate gift received by the church be exempt from budget apportionments. 4. On September 23, 2010, we granted authority to the District Superintendent to sign documents releasing the district's interest in a residential property located at 9265 Irvington Ave., San Diego. 5. On September 23, 2010, we authorized the District Superintendent to seek a meeting with America's Christian Credit Union for the purpose of reducing the mortgage payment owed by the Hemet Church. 6. On September 23, 2010, we approved the expenditure of up to $15,000 as a grant to assist in the completion of the emergency remodeling project at the San Bernardino Master's Plan Church. 7. On November 11, 2010, we reviewed a tentative lease between Mt. Carmel Church and the PQ Outreach Coalition. Suggestions were made for amending the proposed lease to be considered at a later time. 8. On November 11, 2010, we declared the Clairemont Korean Church "Inactive." Assets and liabilities are to be transferred to the district. 9. On November 11, 2010, we approved the vision shared by Pastors Jim Southard and Bob Ries for the Linda Vista congregation to relocate to the Clairemont Church property joining the two congregations together and re-launch as the Celebrate Church of the Nazarene. For the record, the Pastors' Reports will be filed for the complete year of 2010-2011. Joint finances, membership and attendance stats will begin with the new fiscal year of May 1, 2011. 10. On January 13, 2011, we approved the sale of the Linda Vista Church Parsonage for $300,000. After expenses and paying off indebtedness the sale proceeds will be $225,000. We approved the use of these funds in the re-launch of the combined Linda Vista and Clairemont Churches as Celebrate Church of the Nazarene.

11. On January 13, 2011, we agreed to receive jurisdiction of Kevin O'Connor's Elder's Credential from the Missouri District. We approved the District Superintendent's appointment of Kevin O’Connor as Senior Pastor of the Redlands Church based on a very strong vote of the congregation. We also recommended "restoration" of Elder’s credential for Kevin O'Connor subject to the Board of Ministerial Credentials action. 12. On March 10, 2011, we declared the Moreno Valley CrossPoint Church "Inactive." Assets and liabilities will be assumed by the district. 13. On March 10, 2011, we approved up to $23,000 to be reimbursed to the Santee Calvary Chapel Church for repairs and remodeling completed on the Santee Church property which they lease from the Southern California District. 14. On March 10, 2011, we approved the reconveyance of a residential property located at 30455 Buccaneer Bay #A, Murrieta, CA, releasing all interest in the property to Bank of America. 15. On March 10, 2011, we recommended the following licensed ministers serving as pastors for renewal to the Ministerial Credentials Board: Juan Castro, Lama Fuatai, Marriota Sola, David DiFalco. 16. On March 10, 2011, we recommended the following ordained Ministers for "Retirement Status:": Robert Eugene Trammell (D), and Edwin H. Felter (E). 17. On March 10, 2011, we elected George Latter and Dwayne Edwards to represent the Advisory Board on the District Finance Committee for the May 12 meeting. 18. On May 12, 2011, we dissolved two Equity Participation Agreements for 30455 Buccaneer Bay #A, Murrieta, CA, and 9265 Irvington Ave., San Diego, and released both parties from any further obligation to the Southern California District. 19. On May 12, 2011, we extended the period to December 31, 2011 for loans made to Vista Hope, Victorville Green Tree, and Rialto Churches of the Nazarene. 20. On May 12, 2011, we approved a sabbatical leave for our District Superintendent, John Denney, beginning June 11, 2011, ending August 31, 2011. 21. On May 12, 2011, we transferred jurisdiction of Elder’s credential for Fabian Garcia to the Northwest Mexican District.

C. INSTRUCTIONS TO STUDENTS Eligibility

The District Ministerial Studies Board (DMSB) serves only students who are properly enrolled in the Course of Study. Enrollment is open to local ministers: local lay ministers (Manual 408.1), Sourcebook for Ministerial Development [SMD], and deacons who qualify according to Manual 402.

Courses

The DMSB oversees the preparation of both elder and deacon candidates as well as lay ministry certificates. Ministers will not be ordained without having completed their respective courses.

The COS records (educational records) are to be kept on the district where the licensed minister is actively serving (438.6). Once a candidate graduates, the ordaining district will hold and preserve the COS records in their archives.

Modes of Study The recommended mode of preparation for full-time Christian service is by attending a

Nazarene liberal arts college or university and, if possible, the Nazarene Theological Seminary in Kansas City, Missouri. Other approved modes are the Nazarene Bible College in Colorado Springs, Colorado (on campus or online), District Training Centers in Alliance with Nazarene Bible College, Northwest Nazarene University Online Directed Studies Program, and the Modular Course of Studies provided by the general church. The modular course of studies is under the immediate supervision of the DMSB and requires written approval from the district superintendent.

If a student applies for directed studies, it is preferred that the student will take advantage of the Modular Course of Studies offered online by Nazarene Bible College’s Ministry Preparation Program. In certain circumstances, and with written approval by the district superintendent, a student may do directed studies under the tutelage of an approved mentor.

Except for level one (local ministers), ministerial preparation programs are subject to written permission of the DMSB.

The courses required of the college/university students are listed in Manual 424.3. The competency statements for ministerial education are listed in Manual 424.3 and the SMD 437.33. All college/university/district programs must meet these competency statements.

The course listing for the Directed Studies Program is found in the SMD 439.37. But note: You must go online to nazarenepastor.org for the most up-to-date information. Be aware that major changes were instituted as of the 2005 General Assembly.

Regulations for the Directed Studies Program 1. Each candidate is instructed to download a Sourcebook for Ministerial Development

(SMD), in order to become familiar with the details of the entire program. 2. Directed study courses have all been re-written, and are now available online from Clergy

Development via www.nazarenepastor.org. Please note that all students using the self-study modules require: (1) written approval by the district superintendent approving the use of the self-study plan, and (2) that a mentor meet with you regularly as you work your way through the course.

Important: Please refer to the web page for the most up-to-date selection of approved books for the self-study program. Do not depend on the course or book information as printed on your COS form or the list in the SMD.

3. Candidates should plan to meet the District Ministerial Studies Board each year before district assembly. At the same time, if you desire and qualify, you may meet the District Ministerial Credentials Board. Dates for these meetings will be given in advance to the local churches.

Nazarene University for guidance in meeting Manual requirements for the ministry.

D. CONTINUING EDUCATION CREDITS (CEU'S) The Church of the Nazarene expects all ministers to be involved in life-long learning as a

part of ministry responsibilities.

424.6. Once a minister has fulfilled the expectations of the educational foundations for ministry he or she will continue a pattern of lifelong learning to enhance the ministry to which God has called him or her. A minimum expectation is 20 contact hours each year (2 accredited continuing education units [CEU’s]) or the equivalent determined by the region/language group and stated in their Sourcebook for Ministerial Development. All assigned ordained ministers shall report on their progress in a program of lifelong learning as part of their report to the district assembly. An up-to-date report on his or her lifelong learning program will be used in the pastoral review process and in the process of calling a pastor. The Sourcebook for Ministerial Development for the region/language group will contain the details of the accrediting and reporting process. At least 20 contact hours or its equivalent is recommended annually (115, 121, 413.25, 433.15).

The District DMSB will work closely with the district superintendent and Point Loma Nazarene University in promoting and providing for continuing education credit courses (438.36) for ordained elders and deacons.

Church Properties Board

We, the Church Properties Board, submit the following report: The District Church Properties Board exists to give advice and direction to the local church relative to the purchase or sale of real estate or the erection of church buildings and parsonages. The 2009-2013 Manual, par. 234.3, states in substance: To consider propositions submitted by the local churches relating to the purchase of real estate or the erection of church buildings or parsonages and to advise them concerning the propositions submitted. 234.4: To approve or disapprove, in conjunction with the district superintendent, propositions submitted by local churches relative to church building plans and the incurring of indebtedness in the purchase of real estate or the erection of buildings. The

Church Properties Board shall normally approve a request to increase indebtedness subject to the following guidelines: 1. The local church, requesting approval to increase indebtedness, paid all financial apportionments in full for the two years preceding the request. 2. The amount of total indebtedness will not exceed three times the average of the amount raised for all purposes in each of the preceding three years. 3. The details of the planned remodeling or construction shall have been approved by the Church Properties Board. 4. The amount of the indebtedness and the terms of payment will not jeopardize the spiritual life of the church. The Church Properties Board may approve requests that do not meet these guidelines only with the approval of the District Superintendent and the District Advisory Board. Camps Board Report 2011 Dr. Warrick, Rev. Denney, Members and Friends of this 105th Southern California District Assembly: This is my first report to you on what I believe to be one of the most important and fruitful ministries of the district. Each year scores of committed lay and pastor/staff volunteers spend a week with hundreds of youth and children in our District Summer Camps Program. We do not take these opportunities to touch these lives lightly. In fact, we are intentional in our planning and praying and implementing of the camp experience, that each attendee has a significant encounter with a holy God. We conducted three God-honoring camps this year: Children’s Camp (Theme: “Mission Is Possible”) was directed by first-time director, Karisa May. 156 campers were ministered to by 44 staff, as well as our missionary-in-residence, Diane Barker, from Ethiopia. Karisa reported finishing camp approximately $1,200 in the black. Jr. High Camp (Theme: “Behold”) was directed by returning director, Rick Sales. 136 campers were ministered to by 40 staff. Rick reported finishing camp approximately $2,400 in the black. Sr. High Camp (Theme: “God’s Love”) was directed by veteran director, Steve Cobbs. 324 campers were ministered to by 52 staff. Steve reported finishing camp approximately $5,200 in the black.

Though these statistics are important, we are far more inspired by the fact that many children and teens asked Christ into their hearts; several recommitted their lives to God; many said yes to a call to ministry; and, I believe ALL of those at camp (campers and staff alike) were drawn closer to God and experienced His presence. On behalf of the directors, I covet your continued prayers and support for the Southern California District Camps Program. Camps make a difference in lives! Finance and Pastoral Care Committee The District Finance and Pastoral Care Committee is charged with the general oversight of the financial policies of the district, with special emphasis on the budgeting process, and with providing guidelines and recommendations regarding pastoral care and compensation. The guidelines by which we operate have been established by the District Assembly. We recommend that this Finance and Pastoral Care Committee report, as adopted by the District Assembly, be reviewed by each local church board at the first regular board meeting following the District Assembly.

Purpose 1. To give direction to financial policies of the Southern California District in order to best fulfill the stated purpose of the district as it applies to financial matters. 2. To offer financial guidance to the district auxiliaries and local churches as delineated in the Bible.

Responsibilities

1. To monitor and advise in the preparation of all operating budgets on the district. 2. To determine the formula for the budget base for all budgets. 3. To receive and provide study for annual audited reports from the district treasurer and all district auxiliaries (NMI, NYI, SSM, etc.) and any others that receive funds from the district budget and/or local churches.

I. Concerning the Allocation of Budgets

We recognize the principle of shared ministry through denominational budgets, making it possible to more effectively promote the gospel of full salvation around the world. We recommend that the following principles be the basis for the allocation of budgets:

1. To provide channels through which every church participates in the Great Commission through giving to denominational budgets. 2. A church’s allocated budgets should be proportionate to its financial strength. 3. To encourage newer and growing churches in their participation through recognition of their unique and economic needs and limitations.

4. To recognize the family-hood of churches on the district by providing help in times of special need to those churches with major problems. 5. To recognize our responsibility in giving to others by accepting our fair share in denominational budgets. 6. To conduct a periodic review of the budgeting process in applying the above principles.

In accordance with the recommendations adopted by the General Board, we recommend:

1. That the base for calculation of all budgets be amount raised for all purposes, for which a tax deductible receipt is allowed, minus money sent for the World Evangelism Fund and approved 10% specials. 2. That the following percentage of the budget base be used in calculating the respective budgets for all churches on the Southern California District:

World Evangelism Fund 5.5% P & B 2.0% District Unified Budget 7.5%

3. That all churches become familiar with and follow the “Funding The Mission” guidelines at the Web site www.fundingthemission.org. (also available from the Southern California District Office)

II. Concerning the District Unified Budget

We recommend: 1. (See Proposed District Operating Budget.) 2. ** The resulting pool of funds will be allocated to each of the three auxiliaries based on budget requests submitted to the District Advisory Board by August 31 for the 2011-2012 church year.

III. Concerning the Local Churches We recommend:

1. That all denominational budgets be paid monthly. 2. That the World Evangelism budget be paid by Faith Promise giving. 3. That the World Evangelism Fund and Pensions and Benefits Budget be sent directly to Global Treasury Services, Church of the Nazarene, P.O. Box 843116, Kansas City, MO 64184-3116. That the District Unified Budget be sent directly to the Southern California District Office, 21979 Avenida de Arboles, Murrieta, CA 92562-8802. 4. That local churches should not consider acceptable any practice of accumulating budget monies toward the making of lump sum payments at the end of the year.

5. That each local church adopt a program to encourage 10% giving for World Missions. 6. That no church lease any of its facilities without written approval of the district superintendent. When approval is given the following is to be adhered to:

A. A church may pay expenses directly related to the cost of leasing the facilities out of the money received. This would include the actual cost of extra custodial help for the time the buildings are used and the work related to the lease, and utilities used by the group leasing the facilities. B. Income from a lease should in no way reduce what is the local churches normal cost of operation. While the income may be applied to church expenses, it should be shown as income on Line A, and then as an expense on whatever line it would normally show.

7. That each church provide a TSA for their pastor, which is at least 10% of the combined amount given for salary and housing.

IV. Concerning the Departments

We recommend: 1. That each department prepare and submit to the District Finance Committee by April 30th each year, a proposed budget for the following fiscal year.

V. Concerning Point Loma Nazarene University

We recommend: 1. That local churches find a variety of ways to support Point Loma Nazarene University through sending our young people, prayer and paying the District Unified Budget, a portion of which goes to support the University.

2. That the district continue to give full support to the PLNU grant-in-aid program for Nazarene young people from our district as follows:

A. General Grant - That an amount of $2,600 shall be allocated from the District Educational Budget for each eligible, full-time, undergraduate Nazarene student attending PLNU.

B. Matching Grant - That we encourage our local churches to participate in the PLNU Matching Grant program, in which the church contributes up to a maximum of $250 per student per year, and the university, in turn, matches the amount, for a total of $500.

VI. Concerning Pastoral Care and Compensation

We recommend that each church review and consider the following items when considering salary and benefits for pastor and associates:

1. Review the salaries at the beginning of each assembly year, considering both cost of living and merit increases.

2. Provide a parsonage or full reimbursement for housing, utilities, and all of the Social Security. We recommend that churches reimburse pastors their Social Security on a quarterly basis. There is

information on how to do this from Pensions and Benefits or call the district office. 3. Reimburse the full ministry-related costs involved in the operation, maintenance and depreciation of the pastors’ and associates’ automobiles. We recommend that the reimbursement amount be that which is established by the IRS. This is a local church expense and is not to be considered as part of the pastors’ or associates’ salary or benefits.

4. Provide health insurance coverage for pastors and families and a medical/dental reimbursement fund to reimburse pastors and all full-time church employees for deductible and out-of-pocket expense. Contact the district office for information regarding the district group medical insurance provider. 5. Pensions and Benefit considerations: That each church pays in full its assigned Pensions and Benefit budget. The Pensions and Benefit office urges every church to have a signed Employers Participation Agreement on file with their office as this is a basic requirement to make your pastors eligible for the many benefits provided by the denomination. 6. That each church provide a TSA for their pastor, which is at least 10 percent of the combined amount given for salary and housing. (Any questions should be directed to the Pension and Benefits Office in Kansas City, Missouri.) 7. Provide time and expenses for their pastor, staff and/or laymen to participate in continuing education activities. These opportunities will increase skills of ministry, furnish new ideas for leadership and refresh the spirit and outlook to the benefit of the church. 8. Reimburse the pastor and staff members for ministry expenses including: the full cost for church supplies, hospitality expenses, gifts to parishioners, professional books and magazines, dues to professional or service organizations. 9. Establish a pastor’s minimum vacation at two full weeks, including two Sundays with full pay for pastors with less than five years in the ministry. After a pastor has completed five years in the ministry, up to fifteen years full-time ministry, extend the vacation to a minimum of three full weeks, including three Sundays with full pay. For those with those than fifteen years in full-time ministry, vacation time should be extended to a minimum of four full weeks, including four Sundays with full pay. Accumulation of vacation should not exceed six weeks in any one year. Communication between the pastor and church board regarding vacation issues is important. The time spent at district and general functions is not to be considered vacation. A supply pastor is to be paid by the local church. Churches with staff need to set a vacation policy with a minimum of two weeks per year. 10. Churches should be sensitive to the needs of their pastors who face growing stress in their ministries and increasingly are burning out of the ministry. Following a biblical plan of a sabbatical, we recommend that after seven years of service in the same local church, and each additional seven years of service in that same church, the senior pastor be granted a sabbatical of seven consecutive weeks beyond his or her vacation time. This will provide for personal renewal. The pastor will return refreshed in spirit (referenced in our Manual 129.10). 11. Each church needs to develop a set policy on sick leave for pastors if long-term disability occurs. Disability income insurance also is a protection for the church. 12. Providing group term life insurance (a $50,000 policy is allowed by IRS as a non-taxable benefit).

Brief Biographical Sketches of Nominated Individuals

Dennis Butler owns a tax consulting business. He serves on the District Finance Committee. He attends the Bridge Church of the Nazarene in Bloomington where he sings on the worship team and leads music at the traditional service. Debbie Crittenden is the office manager at the Church of the Nazarene in Escondido. She is the Children’s Ministry Director and sings in the choir. Miguel Guzman is a supervisor for a door installment company. He serves as a small group leader and in men’s ministry at the Hesperia Casa de Oracion Iglesia del Nazareno. Tonya Hoover is a medical assistant. She attends the San Bernardino Cornerstone Church of the Nazarene. She is involved in youth and children’s ministries, as well as the praise team. Robin Hyde is the pastor of Cornerstone Church of the Nazarene in San Bernardino. He is on the District Ministerial Studies Board and is the District NMI Compassionate Ministries Coordinator. Janine Metcalf is the senior pastor of the El Cajon Church of the Nazarene. She is a PLNU Trustee and currently serves on the District Advisory Board. She is a trustee of the Nazarene Theological Seminary. Dixie Neal is the administrative senior adult pastor at Mission Church of the Nazarene in San Diego. Marisa Rodriguez is an office worker at Kohl’s. She is a board member, small group leader, and works in women’s ministry at the Apple Valley Church of the Nazarene. David Runion is the senior pastor of Mission Church of the Nazarene in San Diego. He serves on the Ministerial Studies Board. Derek Taylor is an associate pastor at the El Cajon Church of the Nazarene. He is the current Sunday School and Discipleship Ministries Board Chairperson. Peggie Webb is the Executive Director of Mosaic Connections, Inc., a not for profit agency specializing in training and consultation in the field of developmental disabilities and mental health. She attends the Gateway Nazarene Church in Murrieta where she works in Adult Ministries and teaches an adult Sunday School class.
