    WHJY TAPS 12 YEAR VET DAVE LEE AUSTIN AS PD A familiar face is back in place in New England rock and roll radio. After a 4 year sabbatical, Dave Lee Austin returns to the trenches as WHJY PD effective May 19. The time off not only allowed him to pursue TUPTcal career and to spend a lot of the money he made in his 12 years in radio in Europe, it also afforded Dave a valuable perspective on the bizz in general. As he told us, "Stations that develop depth of personality, warmth, and real community spirit thrive and remain dominant forces in their markets no matter what the minor ratings fluctuations. Stations and PDs with clearly defined goals always succeed. We have that well-defined position at WHJY and a very experienced manager to keep us on target. We will continue to be very successful."

    The former WAAF PD (79-81), WLIR Op Mgr (72-75) and WCCC, KZEW and WCOZ morning man replaces Ian Grace who has returned to programming duties in his native Australia. Dave's new job reunites him with a couple of his old compadres: Consultant Tommy Hadges, who was Dave's boss at WCOZ, and Glenn Stewart who Dave hired

    as a parttimer at WAAF.

    EXPANDING ROCK RADIO DEPTS: POLYGRAM UPS ISQUITH: MCA RETRIEVES FRIAR New PolyGram Natl Mgr/Rock Radio Dept Jack Isquith has not only distinguished himself as a top gun college/ alternative promo ace, he's also a hoot and a half. Regarding his new stripes at PolyGram, Jack told us, "Mr. Recordhead and I have been putting our heads together for over two years now (you should see the collar size on this guy), and I'm incredibly thrilled to join him as well as Fred, Drew and Debbie and a great local staff in forming what I'm sure will be the most effective and responsive rock radio line up

    in the business."

    Jack will act as liason for new and developing acts between progressive and secondary radio outlets, main-tain promotional contact with the trades and coordinate marketing campaigns where necessary. He will also retain his current responsibilities with college and alternative radio.

    Jack joined PolyGram in the college promotion post in June 1984 from Joel Webber's Uproar Management. Prior to that he was MD at WCDB, Albany.

    Rejoining MCA in the newly created post of Midwest Regional Album Promotion Director is Mike Rose, from a midwest based independent promotion firm. Based in Cleveland, Friar is the newest addiii7i-i7VP Album Promotion John Schoenberger's "specialist team" that also includes Nan Fisher (Alternative), Randy Hock (Natl LP-NY),and Bob Osborne (Natl LP-LA.). As John puts it, "Friar's experience with MCA made him an easy choice to welcome back to the family and his dedication and loyalty are unquestionable." Friar, who previously covered local Cleveland/Pittsburgh/Detroit for the label told FMQB, "After a year's absence, it's great to be back with MCA records and working with Jo.n,Randy and Oz. I look forward to re-establishing friendships with all my old AOR buddies and to develop new relationships throughout the midwest region."

    AOR CONVERTS: PITTSBURGH, MIAMI, DAYTONA BEACH Stations in Pittsburgh, Miami, and Daytona Beach top this week's new format recruit rumors. Most intriguing of the three is WWCL, Pittsburgh, where scuttle on the street points to Classy 101 boosting power, changing calls and adopting an AOR format, under the direction of WLIR's Elton Spitzer and Denis McNamara. We've heard the station will have some of WLIR's modern flavor when it debuts this fall.

    Unconfirmed reports from DIRT's Florida bureau indicate Daytona Beach's WCFI-FM is getting ready to rock. The Transtar satellite AC outlet, recently acquired by Duffy Broadcasting, has allegedly enlisted Florida radio vets Alan Edwards as PD and Mike Lowe as MD. New calls have been applied for.

    Miami CHR WINZ-FM has shifted to an AOR top tracks posture, although CHR crossovers are still part of the music mix. The "I-95" handle has been replaced with "95-INZ".

    CHARD PARTS COMPANY WITH WOUR AFTER 13 YEARS Jeff Chard has resigned as WOUR GM, ending a 13 year association with the Utica AOR. Chard and WOUR Prez/Chief Engineer, John Bunkfeldt, who has also resigned, are making room for new owner Rick Devlin who will serve as President/GM effective June 1. Reminiscing on his decade-plus change at 'OUR, Chard told FMQB: "To be able to have had the opportunity to make FM rock 'n roll a legit form of adult entertainment is not a chance everyone has had. To be able to shape the culture of a community is a rare thing, especially in these days of the format of the month club, and to have been synonymous with a certain aspect of this community's culture is something I'll always be able to look back on with pride. After 13 years, it's time for me to move on to bigger opportunities"...Jeff wouldn't spill the beans on his next opportunity, but did state emphatically, "I'll never leave radio."

John strongly disagreed with Logan's statement that there are no similarities between New Era and John's New AC format:.     ARISTA RESTRUCTURES MANAGEMENT: ISLAND UPDATE Moving quickly to fill the void created by Exec VP/GM Sal Licata's departure, Arista has made some changes in the company's management structure. Senior VP Promotion Don Ienner advances to Senior VP Marketing and Promotion adding supervisory responsibilities for sales, artist development, publicity and marketing. Senior VP Business Affairs Roy Lott takes on international operations and creative services duties along with his current responsibilities in the areas of business affairs and A&R administration.

    Making the announcement, Arista President Clive Davis stated, "We are really fortunate to have this kind of management strength within our organization to draw on the outstanding talents of Don Ienner and Roy Lott. The creative, organizational and leadership abilities of each have made a great contribution to the company over the past few years and will now assure the continued strength and growth of Arista."

    The Dirt Patrol caught up with Lou Maglia as he was getting settled in his new post as Prez of Island Records. He told us, "This will be a perfect marriage. I've enjoyed Chris Blackwell's music for many years...Coming from Boston and having seen 'The Harder They Come' about 5 times in Cambridge, I was into his stuff before anyone uptherewas.So it's really quite a cycle to come back to this now...Chris and Island are really the last stronghold in the record business that are not owned by a major corporation. Chris is the kind of guy who will be in front and ahead of everybody else."

    MORNING MEN IN MOTION--KZAP. WRXL. WEGL Eight year Louisville rock radio fixture Ron Clay (WQMF, WLRS) has exited WQMF mornings for the same slot at Sacramento's KZAP. Returning to his native California, Clay replaces PD Tom Cale who will now be an off-air PD. "Replacing yourself on the air is never easy because you're always hypercritical of the new talent whoever it may be" explains Cale. "After looking for 112 years, Ron was hands-down the best qualified to come in and do the job. I feel the combination of his talent and the KZAP legacy go hand in hand, and we're going to the top." Clay starts early next month, working with news ace Chris Davis.

    When WRXL, Richmond parachuted former WTUE air talent Jeff Currey into morning drive, it also re-arranged a good part of its air schedule. Former AM driver Dick Hungate now hosts noon-3P and in what MD Paul Shugrue calls "an innovative move , he will be doing remote broadcasts in our mobile studio 3 days out of the week. We're taking advantage of Dick's recognition in the marketplace and his endless stamina for mixing with the public and leaving them with great impressions of the station. We're sure Jeff and newsperson Maria Mills will carry the morning show's momentum into double digits." As for Paul, he now has "the backbreaking shift" of 10A-Noon, which he feels will give him "a little more time to do the things I've been doing but never had the time for." Huh??

The two start May 27th. No permanent morning show replacements have been named at KMJX yet--Production Manager Michael P.and Lynn Redding are filling in for now.     ROBERT PALMER: Robert Palmer is entertaining at the June 27th opening of Peter Morton's Hard Rock Cafe in Chicago. It's a benefit with proceeds going to local art and theater schools. Cyndi Lauper played at the opening of the last Hard Rock Cafe back in 1984 in San Francisco.

    STING, ELTON, MAY BE ON SOVIET "NUKE AID" BILL: An English newspaper has learned that Soviet pop stars are planning a 'live Aid" type concert this summer to raise money for the victims of the Chernobyl nuclear disaster. "Nuke Aid," as it has already beennicknamed,may also feature such international stars as Sting and Elton John. In a front page story, the British national newspaper, The Guardian, said the concert was the idea of Russia's top female rock singer, but that it spread like wildfire and sor- earned the endorsement of the Young Communist League. According to the newspaper's Moscow correspondent, Martin Walker, the original plan was to hold a series of Nuke Aid concerts, but that idea has apparently been abandoned in favor of holding one giant concert in Gorky Park this July. The top Soviet rock band, Autograph, is expected to headline the show, but Walker added that Sting and Elton John were also being approached. Sting appeared on a bill in Italy with Soviet stars a couple of months ago, and Elton has toured the U.S.S.R. before. He had planned to go back next mont/ month, but was said to have pulled out because of a more important American tour scheduled to begin in August.

    GOVERNMENT SUBSIDIZING RECORD INDUSTRY IN CANADA:. The Canadian record inctstry is nciv subsidizedty the government. On May 15th. the country-TS federal communications minister announced a $25 million package to be spent over the next five years. The sound recording development program includes $16 million to increase production of records in both English and French; $4 million for touring costs incurred by Canadian bands performing abroad; $2.5 million for video production, and $2.5 million to defray marketing and promotion costs of records produced in Canada. The subsidy was announced just as Canadian artists and record companies were beginning to worry about the effect free trade talks between the U.S. and Canada will have on the record industry in Canada. One thing the U.S. is said to be asking for is the abolition of Canada's 30 percent Canadian content programming rule, claiming it is "protectionism." Some fear the removal of that incentive would be a fatal blow to the Canadian record business.

    JOHN DOE OF X TO STAR IN ONE OF TWO NEW FILMS INVOLVING ELVIS PRESLEY: Two movies involving Elvis Presley are about to go into production. Joe Doe of X has been signed to play an Elvis impersonator for producer Edward Pressman in "The King Lives." It's about the impersonator going to New Orleans to get his self-identity. Shooting will begin in New Orleans this September and the film will feature a rock and cajun soundtrack. The second Elvis film, "Townsville," is about a girl who takes a joyride with a cab driver and finds herself in a remote and weird town where Elvis Presley has holed up after faking his death to get some peace and quiet. It's scheduled to begin filming in Georgia this summer. The cast has not been announced.

    DYLAN TO CO-STAR WITH FIONA IN "HEARTS ON FIRE": Bob Dylan has been signed to co-star with Fiona in the movie, "Hearts Of Fire." It will be Dylan's first major film role in 13 years. That was 1973's "Pat Garrett And Billy The Kid." In "Hearts Of Fire," Dylan will play a former 60's rock star who has retired to be a chicken farmer. Lorimar motion pictures, which is producing the $12 million film, says Dylan will "definitely" sing and may even write some songs. Fiona is currently at work writing songs for the movie about a love triangle revolving around her. Co-starring with Dylan and Fiona is Rupert Everett, best known for his roles in "Another Country," and "Dance With A Stranger." Richard Marquand, who directed "Jagged Edge," will begin shooting the movie at Shepperton Studios in England on August 11th. Following 11 weeks of shooting there, the production will return to the U.S. for four weeks of filming at a good chicken farm location.

    OSBOURNE ACTS NATURALLY IN FIRST FEATURE ROLE: Ozzy Osbourne says his first feature film role fits like a glove. He plays an anti-rock crusader with slicked-back hair and a three-piece suit in Dino De Laurentis' "Trick Or Treat." "Playing an anti-rock crusader just comes naturally," shrugs Ozzy. "These people have been a part of my life for so long, I have all sorts of articles filled with the rubbish they've printed about me." In a talk show scene, Osbourne talks about the "destructive influences," of heavy metal, using his own "Ultimate Sin." album cover as an example. The movie is described as a horror-comedy about a high school nerd who takes his revenge on Halloween night with the help of a dead rock star.

    RONNIE LANE ONE OF SIX A.R.M.S. OFFICIALS SUED BY TEXAS: Ronnie Lane is one of six former directors of the A.R.M.S. organization who have been sued-by the state of Texas in an effort to recover money spent in an alleged pattern of self dealing and mismanagement. Lane's lawyer says even though Ronnie did receive over $10,000 from A.R.M.S. for rent, medical bills and other expenses, he helped blow the whistle on what he thought were irregularities in A.R.M.S. finances. He called it an "abomination" that Lane was being sued.

    STARS TURN OUT FOR FORMER GO GO MEMBER'S FIRST SOLO SHOW: Belinda Carlisle's first show as a solo artist was at the Roxy in Los Angeles last Thursday, May 15, and brought out Andy Taylor, who joined her on "Mad About You," just like he does on the record. Prince and the Bangles were in the audience. Carlisle is off on tour now opening for Robert Palmer. She'll also be on the Statue of Liberty benefit, which has now been moved from May 27th to June 24th, along with Loverboy. Chaka Khan and Lou Reed.

    THE UPCOMING SOUNDTRACK to the film "Ruthless People" will contain songs by stars ranging from Bruce Springsteen, Billy Joel and Paul Young, to Kool & The Gang, Dan Hartman and Luther Vandross. But, the most unusual song is probably the one written by Daryl (Hall 8, Oates) Hall and Dave (Eurythmics) Stewart and sung by Mick Jagger. Explains Hall, "Dave Stewart and I went to Dave's basement in London and wrote the melody in a half-hour. Then Mick came down. We found we had a common sense of humor. We all jumped around and Nick's yowls and yips turned into an amazing lyric."

    THE EVERLY BROTHERS, who were recently honored by being inducted into the newly formed Rock 'N" Roll Hall of Fame, were ecstatic to learn that Cleveland had been selected as its home and it's scheduled to open in 1989. "Cleveland was our first choice from the beginning," said Phil Everly. "It's a city that's been synonymous with rock from day one. When our song 'Bye Bye Love' was released in the late 50's, Don and I journeyed to Cleveland on our first-ever promotion trip. There was a saying: 'If your record broke in Cleveland - chances were it would break and be a hit around the country.'" For the record: "Bye Bye Love", the Everly's break-through hit, reached #2 on the fietional Pop Charts in 1957.

    BLACK SABBATH is off to Europe where they will continue their rock assault in connection with their "Seventh Star" album release on Warner Brothers. It kicked off May 21st, and lead guitarist Tony Iommi said, "We're anxious to perform for our fans In the U.K. and Europe. You just can't stop the import of rock 'n' roll because of recent events."

    PLANET/MCA RECORDING ARTISTS The Fixx have just released their new album "Walkabout", and already the buzz is Incredible. Guest quote from Cy Cumin, lead vocalist of The Fixx: "Every generation always thinks it's going to be the last -- there's always that angst -- but things have a way of working out. There's got to be room for those poor little souls." When he says, "poor little souls," Cumin of course is referring to the arrival of his first child, who came into the world in late 1985. By the way, the title cut of The Fixx album, Walkabout", is derived from an Aborigines' rite which denotes the passage from adolescence into manhood - the young man ventures into the wildness armed with nothing but a stick and journeys to a place known as Ayersrock. The Fixx will be doing a major North American tour later this year, and the word is they'll be coupled with the Moody Blues.

    HOT!! WORD FROM OUR SOURCES in Europe is that Rod "The Rooster" Stewart is talking seriously with his former mates about a "Faces" reunion at some point during his European tour. Speculation is that the British rock star will play Northern Ireland this time around, and that there'll be lots of surprises on the road.

Sting's two colleagues will not be joining the enigmatic bass player when he performs for Amnesty International in front of an expected 80,000 fans at Giants Stadium on June 15th. There had been talk of a Police reunion, particularly since Stewart Copeland came out and jailed with Sting in Salt Lake City earlier this year, when the musician played a concert in that town.

The headliner is Ozzy Osborne with The Scorpions and Leopard, too. Then, Joe Elliot and Leppard venture to Stockholm, Sweden where they back The Scorpions and Ozzy in the same order. After the show in Scandinavia. Def Leppard travels to Nuremberg, Germany for two blockbusters back-to-back on August 30th and 31st. This time The Scorpions will headline, with Ozzy and Leppard in back of them. Did you know that The Scorpions speak only German when they're playing concerts there? It's true. According to Lou O'Neill Jr's sources, Leppard is to add a few more dates - perhaps in Barcelona and Madrid - in September, although nothing is official. Rick Allen will be drumming with the band. Here is the line-up for the forth-coming tour: Joe Elliot, Rick Savage, Phil Collen, Steve Clarke, Rick Allen, and help from Jeff Rich on the drums. The band is certain that Rick Allen can and will make a big contribution to Def Leppard, despite the tragedy of losing the use of one of his arms in a recent auto accident.

It was their debut appearance on American television on their debut tour, and they're now wrapping up their concert campaigm with West Coast dates, and will finish in British Vancouver on June 6th.

    THE PRODUCERS OF "KARATE KIDD II" have tapped a song from Dennis DeYoung's new album, "Back To The World", as a key single for the late June film. DeYoung is the singer/songwriter who sold over 20 million records as the lead of the rock band Styx. His tune, "This Is The Time", will also be the basis for one of the file's first music videos.

    THAT LITTLE OLD BAND from Texas, ZZ Top, made their first television appearance in sixteen years on Johnny Carson's "Tonight Show" last Friday. ZZ Top did it all live with no gimmicks, and now you know why they're one of the finest rock bands in the business toddy.

    TINA TURNER will return to live performance next month in London. She'll sing at the Prince's Trust Rock Gala, backed by an all-star band: ERIC CLAPTON and MARK KNOPFLER on guitar, ELTON JOHN on piano, PHIL COLLINS on drums, and bassist MARK KING of LEVEL 42. Tina's Gala usually features only British artists. The charity concert, hosted by PRINCE CHARLES and PRINCESS DIANA, takes place June 20 at Wembley Stadium...STEVE WINWOOD is shooting a new video for a track called "Higher Love", and he'll be working with the team of PAULA GREIFF and PETER KAGEN, who have directed videos for SCRITTI POLITTI and the DREAM ACADEMY. "Higher Love" will be the first single from his new album, "Back In The High Life", which is now due out in July. Steve plans to hit the road for a U.S. tour in August...INXS will be back in the U.S. in July, for three months of touring. Right now, INXS are in the midst of a European tour. Before they left for Europe, they shot a new concept video for their latest single, "Listen Like Theives". It was shot by R:CHARD LOWENSTEIN, who also directed "What You Need".     due out early next year...CHICAGO is in the studio once again with producer DAVID FOSTER, and they've got a new lead singer. His name is JASON SCHEFF, and he's also the band's new bassist. Their former lead singer, PETER CETERA, will release his first solo album on June 23. It's called "Solitaire, Solitude" and the first single, "Glory Of Love", will be featured on tàe soundtrack to "Karate Kid II".

  • The Rock Report Mure and more musicians art moving out of the recording studio and on to the movie soundstage to dabble in the world of the silver screen. DAVID BOWIE, STING and PAUL MC CARTNEY have done it, and now adding their names to the list are TOM PETTY, NEIL YOUND and RIC OCASEK. The three singer/songwriters have joined TIMOTHY HUTTON and KELLY MC GILLIS in the new Lorimar film "MADE IN HEAVEN" being shot on location in North Carolina and Georgia. PETTY, YOUNG and OCASEK are managed byEILIOT-POBERTS who, by the way, is rumored to also have a small part. No word yet on any diETrls. with regard to a soundtrack. Meanwhile, TOM PETTY and THE HEARTBREAKERS are working at Los Angeles' One On One Studios on the follow-up to "SOUTHERN MENTS". PETTY is behind the board for now since their usual producer, JIMMY IOVINE, is in the studio with THE PRETENDERS.

    JOHN WAITE is in New York working on the follow up to last year's "MASK OF SMILES" Lp for EMI. The first single, IF ANYBODY HAD A HEART", will be released June 4th. It's a tune that was originally recorded a few months back for the upcoming film "CAPTIVE HEARTS". The song, written by J.D. SOUTHER and featuring back-up vocals from DON HENLEY, was produced by DANNY KORYCHMAR.

As far as the MOODY BLUES are concerned, the first leg of their U.S. tour starts June 19th in Atlanta with THE FIXX opening.

    TANGERINE DREAM, the band often cited as the example of exploratory synth music, is gearing up to release the 19th album of their career, "UNDERWATER SO UGHT". Coming June 16th from Relativity Records, the self-produced Lp will be supported by a tour which kicked off last week at Vancouver's EXPO '86. The band, which now consists of founding member EDGAR FROESE, CHRIS FRANKE and PAUL HASSLINGER,plans to play 24 North American dates. During their 21, hour set, the band runs through some of their older material along with performing their new album in its entirety. They are accompanied by a spectacular light show, which according to FROESE, is "a tale designed by light. It can't be described by words."

Currently ORR, who produced the record with MIKE SHIPLEY ("HEARTBEAT CITY" and "TONIGHT SHE COMES"), and LARRY KLEIN are TF-England but they plan to head back to THE CARS studio, Syncro Sound:777'6%ton for the mix-down. Expect this album in September.

    A midwest company has developed a computerized radio monitoring service that can provide continuous airplay audits of records played at hundreds of radio stations across the country. The service is being marketedto labels to assit promotion/marketing strategies. What advantages/disadvantages do you see in airplay audits? What effects do you see them having on conventional methods of reporting airplay? Do you think your competition monitors your station and do you monitor them?

    JUDY MCNUTT, KMET: "I can see an advantage certainly for record companies who want to be fully apprised of what's going on in a given market...but in the national overview, I can see it making for a much more efficient way to get a quick fix on what's going on,nationally,with a given record...In markets where radio stations are more likely to hype their reports--for whatever reason--I can see it possibly having a detrimental effect on the publications that are traditionally looked towarckito find out what's going on.. .1 can say without reservation that is a bloody fact that everything we're doing is being closely scrutinized, not only by our radio competitors, but also by stations in other markets, consultants, concert promoters, record companies, and the whole Magilla. And I know how closely they watch what we're playing and how long we've played it, and how much play it's getting."

    PEPE LOPEZ, KLAQ: "Everybody in town listens to us including the competition. We periodically monitor other stations to find out what they're using of ours. The trades will probably have a hard time competiting for monitoring service. I can't invision any disadvantage or advantage. I rely on the trades to keep me informed. It should clean out paper adds."

It can vary as much as from a feature to two plays a day for light... In stations where we have a skimmer, yes, I use it very much."

    JULIAN WRIGHT, WKGR: "I haven't considered too many disadvantages. I think the one key advantage is that it will eliminate a great deal of paper adds and create more honesty in reporting."
