1 19:36:27 0^1^2010 Hurst R B May 27 , 2610 18:90 hns Officer Green responded t o a noise coaplalnt at the Sherrl waston residence 637 East Center street In Oenola, A supervisor was requested. I arrived on scene and a f t e r a long question and answer session, Sherri Waston was eventually cited f o r the noise v i o l a t i o n . Officers cleared the scene at 19:38 hrs.

Approxluately an hour l a t e r Sherrl Waston called O f f i c e r Oreen again. Sherrl wanted to rehash things we already discussed i n great d e t a i l on the e a r l i e r c a l l . Sherrl t o l d Officer 6reen she was going t o dunp "dog s h i t * next t o the fence j u s t to give "the»* (Taylor's] sonethlng t o r e a l l y complain about.

About t h i r t y ulnutes l a t e r Eric Taylor 615 E Center Street requested a phone c a l l from Officer Green, I advised dispatch to assign the d e t a i l t o me and I t r i e d t o make pHone contact with the Taylor's. The l i n e ual busy and about the sane t i n e Sherri Watson called again.

I responded to the residence. I was net by a group of individuals at the corner of 688 East center Street. The group included Officer Creen and Officer Glenn. 1 b r i e f l y spoke with Eric Taylor. Eric stated when he went out t o feed the horses Sherri waston had the ausic playing again and called hlR a "pussy" and said "nothing you can do, fuck you", Sherri was dancing In a provocative or stripper l i k e fashion p u l l i n g her s h i r t up end moaning. She exposed her abdomen but rot her breasts. Sherri continued with the onslaught of I n s u l t s saying things l i k e "pussy boy", "fuck o f f " etc. etc. Sherrl f u r t h e r grabbed crotch and breasts as she continued to dance i n the driveway. Eric stated Sherrl grabbed her breasts and crotch a •inlaun of twenty-four t i n e s .

Soiw of t h i s dancing and nane c a l l i n g was witnessed and video taped by lenna Taylor. At soiie point during the incident Jenna recorded one minute and f o r t y seconds of the dancing and nana c a l l i n g . Sherri i s observed on the tape playing the nuslc rather loudly, dancing, grabbing her crotch, y e l l i n g names such as "pussy" "asshole" "fuck" and I t went on through the duration of the recording. At the end of the f i r s t recording Too Watson [husband) i s observed on the tape t e l l i n g Sherri t o "coae on" and Motioning f o r her t o get i n the garage. This dancing and lewd behavior was taking place on private property. However, the ac t [ s ] were clearly v i s i b l e f roe the c i t y street and the Taylor residence.

A few minutes l a t e r Jenna further recorded Sherri Hatson get i n t o her garbage can and remove a white bag containing dog waste. She ripped the bag open and duaped i t r i g h t on the property l i n e . I assume the waste natter smelled rather harsh as Sherri was observed plugging her own nose and she dumped the matter out. As nentloned above Sherri t o l d o f f i c e r Green she was going t o deposit "dog s h i t * on the fence l i n e .

As o f f i c e r s arrived on scene Sherrl Waston quickly went i n her garage and shut the bay door. 1 rang the doorbell at the residence. The l i g h t s and television were on. I could also hear people t a l k i n g . I rang the doorbell a second t i n e with no response. A few minutes l a t e r Tom Watson came t o the door and said Sherrl was upset and Just got i n the shower. 1 advised Tom 1 needed t o speak with her tonight and we would wait. Tom went back i n the house and about twenty minutes l a t e r he returned and said Sherrl was s t i l l upset and he would prefer we wait u n t i l morning to speak with her. I advised Tom she needed t o come out of the house or we would go get her. A few minutes l a t e r Sherrl cane out of the house and was taken Into custody w/o Incirient.

O fficer ]on Green read Sherri Maston her HIRANDA r i g h t s . KIRAN9A was read o f f of a standard police f i e l d notebook. Sherri was transported t o the police department by Officer Rich Glenn. I re-intsrvlewed the Taylors and obtained a wr i t t e n statenent and a copy o f the video recording.

I responded t o the police departnent t o Interview Sherri Wstson. I made contact with Sherri and Officer Green. Sherri was s i t t i n g In the Interview room. As stated above Sherrl was advised of her r i g h t s per Miranda at the tl«e of arrest. I asked s h e r r i i f she wanted t o laake a statenent or t e l l her side of the story. Sherri f i r s t denied the name c a l l i n g atxl lewd gestures observed by Eric Taylor. Sherrl pretty nich denied any wrongful behavior.

I t o l d Sherrle lenna Taylor recorded sane of her actions and I personally viewed the footage. I showed her a OVD with her nam on i t . I t was apparent by her f a c i a l eipression Sherrl r e a l l i e d her behavior was inappropriate. The interview went back and f o r t h . Sherrl never denied dancing nor did she deny she grabbed her crotch, breasts, or l i f t e d her s h i r t . Sherri did state she would not l i k e her 7 and 9 year old viewing t h i s type of gesturing/dancing. Sherri v o l u n t a r i l y provided a breath sanple which showed a BrAC .184.

SUPPLEMENTAL NARRATIVE : Name: Willes D Date: 21:46:29 06/02/11 Synopsis;

On 05/27/11, I was asked to conduct a c o n f l i c t of i n t e r e s t case for Santaquin Police Department. The I n i t i a l incident Involved the c h i l d r e n of a part time employee of Santaquin P o l i c e Department, Chad Black and a neighbor, Sherri Watson. The i n i t i a l report was the neighbor, S h e r r i Watson, was swearing at, and c a l l i n g Chad Black's children, lewd names.

Ms. Watson denies the aXlegatlons and believes the c h i l d r e n are making up the story at the request of t h e i r parents. Ms. Watson b e l i e v e s Chad Black has been r e t a l i a t i n g against her by s t a l k i n g and harassing her, ever since she ca l l e d and complained about one of Mr. Black's friends and co-workers at Orem City.

I n i t i a l Information: On 05/27/11, I was contacted by Santaquin Police Department, requesting

my assistance i n the i n v e s t i g a t i o n of t h i s case, due to the c o n f l i c t of int e r e s t . I was to l d Santaquin Police responded to the Black residence i n reference to a harassment d e t a i l . When they arrived, they met with the Black family. The Blacks f i l l e d out witness statements and gave them to O f f i c e r Drussel and O f f i c e r Green. I was given the names and phone nujnbers of a l l the individuals involved.

Statements from the Black family: I met with the Black family on 05/29/11. Chad Black, Toni Black, B a i l e y

Black, Brandee Black, and the r e s t of the family was there. The older daughters, B a i l e y and Brandee t o l d me t h e i r version of the story.

They to l d me they were walking t h e i r pony along with t h e i r younger s i s t e r s . When they a r r i v e d i n front of Sher r i Watson's home, S h e r r i came out of her garage with a video recorder. She approached the c h i l d r e n and to l d them she was j u s t video taping t h e i r pony. Soon, Sherri s t a r t e d c a l l i n g the g i r l s crude names and i n s u l t i n g t h e i r family while using abusive and fo u l language. Bailey s a i d the abuse continued u n t i l the g i r l s turned around and was out of earshot on t h e i r way home.

The verbal statement was very consistent with the wr i t t e n statement provided to the Santaquin O f f i c e r on the day t h i s occurred.

Statement From Brenda Burgess: r met with Ms. Burgess on 05/29/11. Ms. Burgess t o l d me she was i n her

front yard when she noticed the Black's children standing i n front of Ms. Watson's home. T h i r t y or for t y minutes l a t e r , she heard Ms. Watson y e l l i n g i n her d i r e c t i o n saying "Look, see what I am doing." as Ms. Watson held the video camera up for Ms, Burgess to see. This was the only thing Ms. Burgess heard Ms. Hatson saying. She t o l d me Ms. Watson did not say anything to the ch i l d r e n .

Contacting Sh e r r i Watson: On 05/27/11, I stopped by the Watson home. A note was posted i n t h e i r

front door, s t a t i n g they had went to S a l t Lake C i t y u n t i l f u r t h e r n o t i c e . I stopped at the home again on 05/28/11, s t i l l no one answered the door. On 05/29/11, Thomas Watson, S h e r r i ' s husband, answered the door and spoke with me. He told me Sher r i d i d not wish to speak to roe without her attorney present. We

roads arrangements to meet 06/06/11.

On 06/06/11, I received a phone c a l l from Thomas Watson. He t o l d me he and h i s wife would l i k e to meet with me; however, they did not have t h e i r attorney with th«n. I went to t h e i r home and met with the Watsons.

Ms. Watson told me t h i s a l l started over a year ago. She tol d me one morning she was standing along the roadway with her children, who were waiting for the school bus. A truck approached at a high rate of speed, Ms. Watson sa i d she t r i a d to slow the truck by waiving her arms at the dr i v e r ; however, the driver kept driving at a high rate of speed. Ms. Watson happened to notice the truck had a Orem Cit y F i r e Department s t i c k e r on i t . She c a l l e d the Orem F i r e Chief to f i l e a complaint against the driver. Ms. Watson t o l d me t h i s i a when Chad Black started giving her and her family a hard time.

Ms. Watson told me Mr. Black i s friends with the dri v e r of the truck, as they both work for Orem City . According to Ms. Watson, the dri v e r of the truck i s now employed by the Police Department with Mr. Black.

Ms. Hatson claims Mr. Black has repeatedly c a l l e d the Santaquin Police Department on her for no other reason, other than to pay her back for complaining on his f r i e n d . Ms. Watson has provided me with a l i s t she created, documenting some of the times she noticed one or more of the Black family harassing her.

Ms, Watson to l d me Chad continually goes out of h i s way to drive past her hcMiie, When he approaches, Chad slows to 1 or 2 mph and then speeds up once he has passed her home. She also told me the Black's children are constantly walking to the front of her boms and then j u s t standing out front and st a r i n g a t her for 30 to 40 minutes a t a time.

When I asked Ms. Watson about the video recording of the incident, she told me she t r i e d to review the recording a couple days a f t e r t h i s occurred, and learned she did not have the record button pushed, or there was a malfunction and the recording did not work out.

Other Contacts: I met with s e v e r a l other neighbors i n the area Including Don Ray

Nelson and Daren Oberg. Neither of these individuals witnessed any of the alleged actions by Ms. Watson which caused Chad Black to f i l e t h i s report. Both of these gentlemen responded to the Watson home to calm Thomas and Sherri while the Santaquin Police Department were at the Watson home.

Further Developments: On 06/04/11, I received a phone c a l l from Thomas Watson. He l e f t me a

message, t e l l i n g me the Black children were back I n front of h i s home again, he was requesting my assi s t a n c e . 1 was not working and did not get the message for several hours. I was l a t e r t o l d Mr. Watson c a l l e d the S h e r i f f ' s O f f i c e and was assi s t e d by Sgt. Packer and Deputy Chapman,

Conclusion: Due to the inconsistent statements frcMO the victims and the suspects,

along with the fact, the only independent witness i n t h i s incident reported Ms. Watson did not say anything to the children, I am r e f e r r i n g t h i s case to the Utah County Attorney's O f f i c e for review for possible charges.
