PERUTUSAN DARI PENGERUSI

Perhatian besar sekarang di-beri oleh majikan dari bahagianPersendirian dan Kerajaan terhadap latehan kakitangan mereka.Ini ternyata daripada angka yang menunjokkan dalam tahun 1970sabanyak 1,764 peserta2 telah mengambil bahagian dan 114 kursus2dan seminar di-kelolakan oleh Pusat Daya Pengeluaran Negara di-Malaysia Timor dan Barat, kenaikan sa-banyak 375 peserta dan23 kursus2 dan seminar2 daripada tahun yang lalu.

Aliran yang sehat ini ia-lah satu penunjok yang di-sambutdengan bangga-nya kerana ia-nya mencherminkan bahwa majikanbersikap maju dan sanggup menanam modal dalam usaha memaju-kan kebolehan kakitangan mereka. Pusat Daya Pengeluaran Negarayang bertanggong jawab untok menyuborkan kebolehan pengurusandan menambah daya pengeluaran, terutama sekali mereka yang ber-taraf pengurus dan penyelia, akan berusaha sa-banyak mana yangboleh untok memenohkan kehendak ini.

Bidang kegiatan Pusat ini telah di-luaskan lagi dengan mem-beri khidmat perunding pengurusan dan menyalorkan bantuan dalamprojek praktik di-kilang. Bertambah-nya jumlah badan perniagaanyang menggunakan khidmat2 ini sabagai lanjutan kursus2 danseminar menunjokkan bukan sahaja pen^hargaan tentang ke-ahlianyang terdapat di-Pusat ini tetapi jua.a membayangkan kerjasama rapatdi-antara perusahaan dan Pusat ini.

Majikan yang ingin mendapat hasil daripada pengurusanyang chekap dan dinarnis untok menghadapi chabaran2 masa depanmesti-lah sedia membuat Jebeh belanjawan untok latehan dan ke-majuan kakitangan mereka dalam semua lapangan kegiatan per-usahaan.

PENDAHULUAN

Pusat Da/a Pengeluaran Negara MalaysiaPusat Daya Pengeluaran Negara telah di-tubohkan dalam tahun 1962 sa-

bagai satu projek bersama oleh Kumpulan Wang Khas Bangsa2 Bersatu dan Kera-jaan Persekutuan dengan Pertubohan Buroh Antara Bangsa sa-bagai pentadbir-nya.Mengikut Ranchangan Gerakan projek itu, Pusat Daya Pengeluaran Negaraakhir-nya akan berkuasa sendiri.

Dalam tahun 1968 Act (Memperbadankan) Majlis Daya PengeluaranNegara Nombor 19 tahun 1966 telah di-luluskan oleh Parlimen dan Majlis inimenjadi sa-buah badan yang berkuasa sendiri mulai daripada Ihb. Mach, tahun1966. Ahli2 Majlis itu telah di-lantek oleh Menteri Perdagangan dan Perusahaandalam bulan Julai tahun 1966.

Pusat ini dapat pertolongan wang daripada kerajaan hingga suatu masaboleh mendapat bekalan-nya sendiri.

Tugas2 Majlis itu ia-lah menuboh dan menyelenggarakan Pusat DayaPengeluaran Negara bagi maksud:

— meninggikan mutu pengurusan termasok penyeliaan pada segalaperingkat dalam perdagangan dan perusahaan di-dalam Persekutuan;

— memperbaiki kechekapan perjalanan, perusahaan, jualan2 dan pe-masaran dengan memberi perhatian khusus kapada kaedah2 me-nambah daya pengeluaran, memperbaiki mutu keluaran mengu-rangkan belanja2 dan memberi latehan dan nasihat mengenai per-hubongan antara buroh dengan pengurusan;

— mengadakan latehan dan ranchangan2 lain yang boleh sa-baik-nyamengisi kehendak2 tertentu dan kehendak2 tempatan dan kehendak2negara pada seluroh-nya;

— menerangkan maksud2, tujuan2 dan usaha2 Pusat dan mendapatkankerjasctma daripada kumpu!an2 majikan dan pskerja;

— menasihatkan, sa-baga:mana kakitan<*an-nya berkelayakan, Menteridan pertubohan2 persendirian, pertubohan2 atau 'orang2 persa-orangan mengenai perkara2 yang meliputi segala segi chara dayapengeluaran;

— berkhidmat sa-bagai suatu foram untok membinchangkan masaalah2penubohan, pengurusan dan penyeliaan dalam perdagangan dan per-usahaan;

— membuat penyata tahunan kapada Menteri berkenaan dengan kemajuandan masaalah2 meninggikan daya pengeluaran dalam perdagangandan perusahaan dalam negara serta membuat shor2 mengenai charabagaimana masaalah2 itu boleh di-uruskan;

— menyedia dan rnengumskan perkhidmatan2 perunding;

— mengadakan dan mengekalkan perhubongan2 dengan pertubohan2yang saruna atau yang lain, baik pertubohan2 kebangsaan mahu punantarabangsa; dan

— membuat apa2 jua perkara sa-bagaimana yang bersangkutan denganatau terlibat daripada perjalanan kerja2 di-bawah Act ini.

KAJIAN AM

Beberapa kemajuan yang menggalakan telah di-chapai dalam tahun 1970.Satu peristiwa yang penting berlaku dalam bulan Januari apabila Menteri Per-dagangan dan Perusahaan telah meletakkan batu asas bangunan Pusat ini. Pem-benaan bangunan yang berharga $5000,000 telah di-siapkian dalam bulan Jundan dalam bulan itu juga Pusat ini telah pindah daripada tempat yang di-sewadi-tingkat enam Bangunan Kerajaan, Petaling Jaya yang telah di-dudoki daripadatahun 1962.

Tahun 1970 telah juga memperhatikan pertubohan Bahagian PerusahaanPelanchongan yang akan berusaha untok member! latehan untok kakitangan dalamperkhidmatan hotel dan layanan. Perlantekan sa-orang Pegawai Latehan danPenyiasatan dan pengambilan dua Penasihat Latehan mendorong Bahagian iniuntok melancharkan kegiatan2-nya.

Jumlah kursus dan seminar ia-lah 114 di-bandingkan dengan 91 pada tahunyang dahulu dan jumlah peserta2 ia-lah 1,764, kenaikan sa-banyak 375 lebehdaripada tahun sa-belum-nya. Lebeh banyak lagi pertubohan2 perdagangan, pe-rusahaan, kerajaan, badan2 berkanun2 dan gabongan2 sukarela menyedari ke-pentingan latehan untok kemajuan kakitangan.

Kejayaan Pusat ini boleh juga di-nyatakan dengan ukoran kewangan.Sejak tertuboh-nya Pusat ini dalam tahun 1962 belanja terjimat sabanyak lebihdaripada $953,440 telah di-chapai pada tiap2 tahun melalui 114 projeic praktikyang di-usahakan oleh peserta2 yang telah menghadziri kursus2 Kaji Kerja di-Pusat ini. Perlaksanaan projek2 ini telah di-bantu oleh Pesawa;2 Latehan danPenyiasatan Pusat ini. Dalam tahun 1970, 4 projek telah di-selesaikan menyebab-kan terjimat belanja sa-banyak $83,440 tiap2 tahun.

KURSUS2 LATEHAN BARUDalam tahun 1970 enam kursus2 latehan baru telah di-perkenalkan ia-itu:— Kawalan dan Ranchangan Pengeluaran— Pengurusan Pasaran— Pimpinan & Hubongan Manusia Untok Pengurusan— Membuat Keputusan— Pertelingkahan Perusahaan dan Pengatasan-nya— Chara2 Latehan

LATEHAN DALAM PERKHIDMATANPusat ini member! beberapa kemudahan kepada sharikat2 yang meng-

anjorkan kursus dalam perkhidmatan untok kakitangan mereka.

Tiga orang pegawai2 latehan yang telah menghadziri kursus "Institute"di-Pusat ini telah melaporkan bahwa 12 kursus telah di-jayakan untok 124peserta di-dalam 3 perbadanan.

KURSUS2 ANJORAN KHASLapan belas pertubohan telah menganjorkan kursus2 dan seminar yang

LATEHAN DALAM BIDANG PERTANIANTiga Kursus Pengurusan Ladang telah di-adakan untok 43 pengurus dan

pemimpin Iadang2 getah dan kelapa sawit dengan Kerjasama Incorporated Societyof Planters dan Persatuan Peladang, Negeri Selangor.

KURSUS2 DALAM BAHASA MALAYSIAPusat ini beransor2 menambah kegiatan2-nya untok mengadakan kursus2

dalam Bahasa Malaysia suoaya faedah2 kursus Pusat ini t:dak terhad ha-nyakepada mereka yang berbahasa Inggeris sahaia. Tiga kursus telah di-adakandalam Bahasa Malaysia untok 37 peserta.KAKITANGAN

Pada akhir tahun 1970, sembilan belas Pegawai Latehan dan Penyiasatanberada di-Pusat ini di-bandingkan dengan tiga belas pada tahun sa-belum-nya.

PENASIHAT LATEHANPusat Daya Penseluaran Negara maseh lagi menghadapi masaalah untok

mendapati Penasehat Latehan yang sesuai untok menolong Pusat ini dalamkegiatan2-nya. Dalam tahun ini 6 'orang Penasehat Latehan berkhidmat denganPusat ini.

KHIDMAT PERUNDINGPermulaan telah di-buat dalam tahun ini untok Pusat ini memberi khidmat

Perunding Pengurusan dan banyak projek akan di-buat pada masa hadapan.

PENYAMPAIAN SIJILTimbalan Menteri Besar, Negeri Kelantan, Y.B. Dato Haji Mohd. Nasir

menyampaikan Sijil2 Kehadziran kepada 128 peserta2 di-suatu upachara istimewadi-adakan di-Dewan St. Johns Ambulance, Kota Bharu, Negeri Kelantan pada28hb. Mach.

Upachara tahunan untok menyampaikan sijil Pusat Daya PengetuaranNegara telah di-adakan pada hari Sabtu, 23hb. Mei, di-Balai Budaya DewanBahasa dan Pustaka. Yang Berhormat Menteri Buroh, Y.B. Dato' V. Dalam tahun 1970, Pusat ini sebagai satu perbadanan yang tidak men-chari untong telah mengutip sa-banyak $78,427 bayaran latehan dan runchit2sebagai sewa filem, sharahan dan cneramah2 yang di-beri oleh Pegawai Pusatini, kenaikan sa-banyak $27,000 di-bandingkan dengan pendapatan tahun dahulu.

KEGIATAN BAHAGIAN2 LATEHAN

1. BAHAGIAN2 KEJURUTERAAN PERUSAHAAN DANPERKHIDMATAN PERUSAHAAN KECHIL

Pegawai2 Latehan dan Penyiasatan Bahagian2 Kejuruteraan Perusahaandan Perkhidmatan Perusahaan Kechil bekerjasama rapat dalam tugas2 merekadan oleh kerana itu kegiatan2 kedua bahagian ini di-laksanakan bersama, Dalamtahun 1970, sa-jumlah 24 kursus2 dan seminar telah di-selenggarakan untok 358peserta2 daripada perbadanan perusahaan, perdagangan, kerajaan dan separohkerajaan.

Kaji Kerja Bahagian IKursus ini di-reka untok membantu pengurusan untok mengawal penge-

luaran dan perkhidmatan dengan menggunakan chara2 Kaji Kerja. Ini melibat-kan kajian tentang usaha2 manusia dalam semua bidang ka-arah pemereksaanterator di-atas semua faktor yang boleh mempengarohi kajian dan ekonomi sa-suatu keadaan yang di-pereksa untok mendapat kemajuan dan daya pengeluaranyang tinggi.

Kursus ini di-bagi kapada dua perengkat. Perengkat pertama meliputilatehan teori selama enam hari mengandongi perbinchangan dan penggunaan chara2dalam tugas yang benar.

Perengkat latehan kedua di-luar di-tempat bekerja peserta2 di-mana merekadi-kehendakki melaksanakan projek2 praktik. Mereka di-bantu oleh kakitanganPusat ini bukan sahaja dalam menenfukan masa'alah mereka tetapi juga dalamusaha2 mereka mengatasi masa'alah itu dengan chara2 Kaji Kerja.

Dalam tahun 1970, dua Kursus Kaji Kerja Perengkat I telah di-adakanuntok 28 peserta.

Keselamatan PerusahaanKursus Keselamatan Perusahaan di-reka untok memberi rangka sechara

'am tentang faktor2 yang bekenaan dengan keselamatan perusahaan dan menyebar-kan kesedaran tentang keselamatan di-dalam perusahaan. Perangkaan ke-selamatan di-dalam perusahaan. Perangkaan kemaJangan di-dalam perusahaandan jumlah kerugian di-sebabkan oleh kemalangan di-Malaysia di-kaji juga. Kaji-an di-buat juga atas usaha2 keselamatan di-dalam perbadanan, tugas2 jawatan-kuasa keselamatan dan Iaporan2 penyiasatan.

Tiga puloh sembilan pegawai dan penyelia daripada perbadanan perusaha-an, kerajaan dan separoh kerajaan mengambil bahagian dalam satu kursus ke-selamatan dan satu seminar dalam tahun ini.

Kawalan dan Penyeliaan PengeluaranKursus ini di-reka khas dalam tahun ini untok memperkenalkan peserta

dengan faktor2 yang boleh memberi kesan kapada pengeluaran. Titek beratdi-beri kapada kawalan bahan2, muatan dan pengatoran, "critical path method"dan kawalan mutu.

Seminar Penggunaan Kejuruteraan Perusahaan KapadaKawalan dan Masa'alah Pengurusan

Seminar ini di-anjorkan oleh Bahagian Kejuruteraan Perusahaan bagi 41peserta. la-nya di-buka dengan resmi-nya oleh Menteri Perdagangan dan Pe-rusahaan. Seminar ini memperkenalkan kapada peserta2 bagaimana perlu-nyakejuruteraan perusahaan, kawalan mutu, penyelidekkan dan kemajuan, P.E.R.T.,ukoran daya pengeluaran dan kawalan dan ranchangan pengeluaran.

Seminar Pengurusan Badan PerusahaanDi-atas permintaan istimewa oleh Persatuan Siswazah2 Universiti Malaya,

Chawangan Pulau Pinang, Pusat ini telah mengadakan seminar ini untok mem-perkenalkan kapada pengurusan kanan dengan filsafah dan chara2 pengurusanmoden. Di-antara perkara2 yang di-binchang ia-lah "forecasting", "inventorymanagement", bentok dan kemajuan pengeluaran, kawalan belanja dan "dataprocessing."

Menyenangkan Kerja Untok PenyeliaTujuan kursus ini ia-lah untok memperkenalkan chara2 bagaimana tugas2

boleh di-kaji dan di-perbaiki untok daya pengeluaran yang lebeh.

Dalam tahun 1970, satu kursus Menyenangkan Kerja Untok Penyeliadalam Bahasa Kantonis telah di-selenggarakan oleh Kesatuan Foundry ChinaNegeri Perak di-Ipoh dan di-hadhiri oleh 22 peserta.

Sa-banyak 14 kursus telah di-adakan untok 125 peserta dalam tahun yangdi-kaji. Dua kursus di-adakan dalam Bahasa Kantonis untok 26 peserta dan 12kursus dalam Bahasa Inggeris di-hadhiri oleh 149 peserta.

II. BAHAGIAN PENGIRAAN PENGURUSAN

Dalam tahun yang di-kaji, bahagian ini giat mengambil bahagian denganmemberi cheramah dalam kursus di-kelolakan oleh bahagian lain, ia-itu Mem-buat Keputusan Pengurusan oleh Bahagian Kemajuan Pengurusn dan Kawalandan Ranchangan Pengeluaran oleh Bahagian Kejuruteraan Perusahaan.

Beberapa lawatan kapada kilang2 telah di-buat untok membantu perusaha-an2 mengatasi masa'alah pengiraan dan "data processing."

III. BAHAGIAN JUALAN DAN PEMASARAN

Tiga belas kursus dan seminar telah di-anjorkan oleh bahagian ini bagi288 peserta. Ini dapat di-jayakan dengan pengambilan saorang lagi pegawaidan perlantekan saorang Penasehat Latehan.

PenjualanKursus ini bertujuan untok menambah kechekapan dan membaiki chara2

jualan waki!2 penjual samasa mengemukakan barang2 atau khidmat kapada peng-guna. Kursus ini memberi keterangan tentang prinsip2 jualan yang penting, pe-nyampaian jualan yang berkesan, mengatasi tentangari kapada jualan dan faktor2kemanusiaan yang bersangkut paut dengan jualan. Sa-banyak 123 peserta meng-hadhiri 7 kursus dalam tahun yang di-kaji.

Seminar Permodalan Ka-dalam PasarTujuan seminar ini ia-lah untok memberi pandangan luas terhadap kursus

Pengurusan Pemasaran yang akan di-adakan oleh Pusat ini dan juga untokmenentukan tajok2 yang sesuai untok di-mas'okkan dalam kursus2 pada masahadapan. Dua puloh sembilan peserta mengambil bahagian dalam seminar ini.

Pengurusan PemasaranKursus baru ini di-bentok untok mereka yang berkenaan dengan jualan

dan pemasaran supaya membekalkan mereka dengan pendapat2 baru dalampemasaran saperti penyelidekkan pemasaran, strategi2, pembahagian, harga danmemajukan barang2. Dua kursus telah di-adakan untok 35 peserta.

Seminar Menggalakkan PemasaranBeberapa perkara saperti iklan dan kempen2 menggalakkan jualan,

orientasi pengguna, kegiatan2 menggalakkan dan kesan-nya, publisiti dan Iain2di-masokkan dalam seminar ini yang di-hadhiri oleh 35 peserta.

Klinik Pergalakkan Pengeluaran Perabut2 ChcraianDengan kerjasama Lembaga Kemajuan Perusahaan Persekutuan, Pusat

ini mengadakan klinik ini dengan tujuan untok menanam minat pembuat2 perabutdi-Malaysia dalam perabut cheraian terutama sekali untok pasaran sa-berang lautdan memberi bantuan kapada mereka yang ingin mengetahui dengan lebeh lanjuttentang bentok, proses, harga dan pemasaran. Dua puloh empat peserta meng-hadhiri klinik ini.

Klinik ini menyebabkan Persatuan Pembuat Perabut Malaysia menemuiPengerusi Lembaga Kemajuan Perusahaan Persekutuan untok mendapat bantuanuntok mengadakan satu komplek membuat perabut.

Seminar Ekspot Barang2 Buatan Malaysiaka-Republic Persekutuan Jerman

Seminar ini ia-lah usaha bersama oleh Yayasan German Untok Negara2Membangun, Republik Persekutuan Jerman dan Pusat Daya PengeluaranNegara.

Tujuan seminar ini ia-lah untok memberi keterangan kapada peserta2tentang beberapa kemudahan dan chara2 untok memasokki pasaran di-negeriJerman dan ahli2 Pemasaran Bersama Eropah. Seminar ini di-hadhiri oleh 34pegawai2 kanan daripada merata Malaysia.

IV. BAHAGIAN KEMAJUAN PENGURUSAN

Kursus2 bahagian ini menarek peserta2 yang terbanyak sekali keranabahagian ini menawarkan pilehan kursus yang luas scsu'ai untok pengurusanumuni, daripada perengkat penyelia kapada yang tertinggi sekali. Pertub'ohan2dan perbadanan telah juga membuat permintaan khas untok kakitangan mereka.Enam puloh satu kursus2 dan sem:nar telah di-adakan oleh bahagian ini untok860 peserta dalam tahun yang di-kaji.Kursus2 Institiut

Untok mendapat kesan yang berlipat ganda dalam latehan pcnyeliaan,kursus2 Institiut mengenai "Pimpinan dan Perhubongan Manusia" dan "PenyeliaSa-bagai Pelateh dan Pengajar" telah di-adakan untok pegawai2 kakitangan danmereka yang lain yang berkaitan dengan usaha2 latehan di-tempat masing2 dankemajuan kakitangan mereka.

Dalam kursus ini peserta2 di-perkenalkan bukan sahaja dengan kandong-an kursus tetapi juga dengan chara2 melateh supaya mereka akan dapat pulamenganjorkan kursus2 di-tempat mereka. Bantuan sa-lanjut-nya di-beri olehPusat ini apabila mereka memberi latehan.

Tiga kursus Institiut telah di-adakan untok 35 peserta.Kursus2 Asas

(i) Pimpinan dan Perhubongan ManusiaKursus ini sangat di-sukai ramai apabila di-bandingkan dengan

kursus2 lain. Kursus ini bertujuan untok memajukan kebolehan pe-nyelian dalam pengurusan kakitangan dengan memberi panduan dalam tugas2biasa untok melahirkan suasana sehat dalam sa-suatu perbadanan.

Dua puloh dua kursus Pimpinan dan Perhubongan Manusia telahdi-adakan dan satu kursus telah di-adakan dalam Bahasa Malaysia.

(ii) Penyelia Sa-bagai Pelateh dan Pengajar

Kursus ini menggalakan peserta untpk menggunakan prinsip2 modenuntok mengajar dan melateh. PesertaZ di-bantu juga untok mengenali kehendak2latehan di-kalangan orang2 di-bawah mereka.

Lapan kursus termasok satu kursus dalam Bahasa Malaysia telahdi-adakan untok 98 peserta.

(ili) Kerja Kumpulan dan Panduan PerbinchanganPenting-nya teknik2 memandu perbichangan di-titek beratkan dalam

kursus ini untok membolehkan penyelia2 mengatasi tentangan kapada perubahansikap.

Memang-Iah lugas sa-tiap penyelia mendapat pendapat2, buah2fikiran, chadangan2 dan pengalaman daripada rakan kerja mereka untok me-majukan tugas hari2. Ini mungkin terchapai dengan menggunakan teknik2perbinchangan yang demokratik. Tujoh puloh tiga peserta menghadhiri 6 kursusdalam tahun yang di-kaji.

Unsor2 Kawalan PengurusanKursus ini memperkenalkan kapada peserta2 masa*alah2 kawalan peng-

urusan berkaitan dengan ranchangan kakitangan, taksiran kerja, pengambilankakitangan, temuduga, ujian bakat dan Iain2 perkara. Tiga puloh kakitanganpengurusan mengambil bahagian dalam empat kursus di-adakan dalam tahunyang di-kaji.

Membuat Keputusan Pengurusan

Kursus baru ini di-adakan untok menambah tepat-nya keputusan2 yangdi-buat dengan fahaman yang penoh proses membuat keputusan. Ini ber-dasarkan keadaan maklumat penoh, kemungkinan atau ketiadaan maklumatlangsong. "Business Games", "Simplex Method", dan chara "Monte Carlo"di-gunakan dalam kursus ini. Tiga seminar dan 3 kursus di-adakan untok 135peserta.

Seminar Pengurusan

Di-atas permintaan Sharikat Penerbangan Malaysia-Singapura, Seminarini di-adakan untok 19 pegawai kanan sharikat ini dari Malaysia Timor danBarat.

Latehan Pengurusan

Nestle's Products (Malaya) Bhd. telah membuat permintaan istemewa ka-pada Pusat ini untok mengadakan seminar ini yang mengandongi perkara ber-kaitan dengan perhubongan manusia, membuat keputusan, tafsiran tugas dankomputer. Sa-puloh pengurus chawangan dan pegawai kanan Sharikat ini telahmenghadhiri kursus ini yang di-adakan di-Bukit Frazer.

Chara2 Latehan

Satu siri kursus mengenai Chara2 Latehan telah diadakan atas permintaanLembaga Peranchang Keluarga Persekutuan. Di-antara perkara yang di-masok-kan ia-lah chara2 latehan saperti kajian2 kes, mainan peranan, perbinchanganpanel, kuliah dan perbinchangan. Sa-ratus lima^ puloh lima doktor2, matron,ketua kesihatan dan jururawat mengambil bahagian dalam kursus2 ini yang di-adakan di-Pusat ini.

V. BAHAGIAN PERHUEONGAN PERUSAHAAN

Permintaan untok kursus2 perhubongan perusahaan yang bertambah ba-nyak menunjokkan kesedaran di-ka!angan majikan dan kesatuan sekerja tentangperlu-nya latehan dalam bidang ini. Majikan juga mehchalunkan pegawai ke-satuan sekerja merefca untok mengambil bahagian dalam kursus ini.

Beberapa kesatuan sekerja juga telah meminta kerjasama Pusat ini untokmengadakan kursus untok mereka. Sa-banyak 13 kursus dan seminar untok 211peserta telah di-adakan.

Perhubongan Perusahaan Untok PenyeliaMajlis Bandaran Pulau Pinang telah mengadakan satu kursus yang ter-

buka kapada mereka yang ingin mengambil bahagian. Kursus2 lain telah di-adakan di-Pusat ini. Kursus ini memberi pengenalan kapada undang kesatuansekerja, peranan penyelia dalam menjamin perhubongan perusahaan yang sehat.

Kursus Perhubongan Perusahaan Untok Pengurus2 RendahDi-antara perkara2 yang di-titek beratkan dalam kursus ini ia-lah peranan

pengurus2 rendah dalam perhubongan perusahaan, chara2 menyelesaikan per-telingkahan, undang2 buroh, jentera perunding bersama dan yang Iain2 untokpengurus rendah.

Pengurusan Perhubongan Perusahaan Untok PegawaiZ KananKesatuan Perunding Majikan Sabah telah mengadakan satu kursus bagi

ahli2 mereka untok memberi kesedaran tentang gerakan kesatuan sekerja dalamMalaysia. Di-antara perkara dalam kursus ini ia-lah tawaran bersama, chara2berunding, menentukan gaji dan rangka perbadanan2 kesatuan sekerja antara-bangsa.

Kursus Perhubongan Perusahaan Untok PegawaiKesatuan Sekerja

Satu daripada kursus ini di-adakan di-Majlis Bandaran, Pulau Pinang dandi-anjorkan oleh Persatuan SiswazahZ Universiti Malaya, Chawangan Pulau Pinangdan Kongress Kesatuan Sekerja Malaysia, Bahagian Pulau Pinang. Perkara2saperti peranan pekerja dalam pengurusan, sejarah gerakan kesatuan sekerja di-Malaysia di-binchang dalam kursus ini.

Pertelingkahan dan Pemolehan PerusahaanSatu seminar permulaan telah di-adakan dan di-ikuti oleh kursus penoh.

Perangkaan mengenai pertelingkahan perusahaan, mogok, dan Iain2 perkaramengenai kegelisahan perusahaan sa-lama sa-puloh tahun kebelakang di-kaji. Inimembolehkan peserta menganalisa sebab2 pertel:ngkahan perusahaan. Denganitu tindakan boleh di-ambil untok mengendalikan suasana aman dalam perusahaan.

VI. KURSUS2 DI-BENTOK KHAS

Kursus2 ini di-reka untok menyenangkan kerja hari2 dan masa'alah lainyang terdapat dalam perusahaan ladang.

Dua Kursus Pengurusan Ladang telah di-adakan untok pengurus dansatu untok penyelia.

RENGKASAN PENYATA MENGENAI PROJEK2

Bahagian Laporan Tahunan yang ini membentangkan projek2 praktikyang di-siapkan oleh peserta2 kursus Kaji Kerja di-anjorkan oleh Pusat ini.Ada-lah di-laporkan bahawa dalam tahun 1970 belanja terjimat sa-banyak $83,440sa-tahun telah di-dapati daripada penggunaan chara2 daya pengeluaran dalam4 projek di-jalankan oleh pesertal dalam tempat kerja masing2 sa-telah meng-hadhiri kursusZ Kaji Kerja dengan bantuan kakitangan Pusat ini.

Memetikan Gelong Ubat N/amokChara lama di-mana lipatan dalam kotak2 di-lipat di-meja yang berlainan

dan kemudian-nya di-bawa kapada meja memetikan di-dapati tidak sesuai. Ada-lah di-fikirkan bahawa pekerjaan ini boleh di-majukan jika lipatan terlebeh dahuludi-buat di-meja memetikan itu sendiri.

Selain daripada kemajuan tersebut, satu chara memetikan dengan meng-gunatean dua tangan telah di-perkenalkan dan di-gunakan.

Kajian ini menyebabkan penambahan daya pengeluaran buroh 27% danjimat sa-banyak $12,390 tiap2 tahun

Pembentokkan Perembat Lintas Teras VeneerUntok Pembuat Papan Lapis

Satelah kajian di-buat atas chara pembentokkan keping lintas teras vener,satu chara baru telah di-buat dan di-perlaksanakan, Ini menyebabkan tambahandaya pengeluaran buroh sa-banyak 140% dan jimat belanja sa-banyak $1,050sa-tahun.

Projek Keselamatan PerusahaanSatu projek keselamatan perusahaan telah di-adakan dalam satu sharikat

lombong bijeh yang besar. Jawatankuasa keselamatan di-adakan untok meng-ambil tindakan keselamatan dan memereksa pengorek dan wokshop.

Laporan kemalangan dan pemereksaan keselamatan di-reka terutama sekalikemalangan2 di-pengorek bijeh. Tampalan2 untok menggalakkan kesedarantentang keselamatan juga di-tunjokkan.

Oleh kerana ini angka kemalangan tiap2 bulan berkurangan sa-banyak43.7% dan angka pukol rata kehilangan tenaga manusia oleh sebab kemalanganberkurangan sa-banyak 33.6%.

Simpanan Gulongan KertasSatu projek telah di-adakan untok mengawal simpanan gulongan kertas

dalam satu kilang dan di-dapati kekurangan simpanan/senarai barang sa-banyak$350,000 sa-tahun yang telah di-sia2kan dengan simpanan dalam masa yanglalu.

Kerana kekurangan simpanan ini, jimat belanja sa-tahun sa-banyak $70,000telah di-dapati berdasarkan kos belanja pembawaan sa-banyak 20% sa-tahun.

Ranchangan Radio & Talivishen

Pengarah, Penasehat2 Latehan dan Kakitangan Pusat ini telah di-temura-mah beberapa kali oleh waki!2 Radio dan Talivishen Malaysia. Kegiatan2 Pusatini juga mendapat pablisiti yang luas di-dalam akhbar2 tempatan.

Filem2

Banyak perbadanan telah menggunakan filem2 yang ada di-perpustakaanfilem dan beberapa filem2 baru telah juga di-beli.

Perpustakaan

Kemudahan Perpustakaan bertambah sempurna sa-telah Pusat ini pindahka-bangunan sendiri dan sekarang perpustakan mempunyai tempat dudok untok16 pembacha. Jumlah buku2 di-tambah lagi dengan buku2 yang di-beli dan di-hadiahkan. Perserta2 kursus juga mengambil kesempatan menggunakan per-pustakaan itu.

Penerbitan

Bulanan "Reporter" terus menjadi alat perhubongan antara Pusat inidengan peserta2 kursilS.

Cheramah Awam dan Kuliah

Pengarah, Penasehat2 dan Pegawai2 telah member! beberapa cheramahkapada perbadanan perusahaan, perdagangan, kerajaan, separoh kerajaan danpersatuan sukarela di-merata negeri.

MESSAGE FROM THE CHAIRMAN

A great deal of attention is now given by employers both privateand governmental to the training of their staff. This is shown bythe fact that during the year 1970 a total number of 1764 participantstook part in 114 courses arid seminars conducted by the NationalProductivity Centre in East and West Malaysia, an increase of 375participants and 23 courses and seminars over the previous year.

This healthy trend is a very welcome indication thatemployers are more enlightened and prepared to invest in the improve-ment of the quality of their manpower. The Centre on its partwill, under its obligation to develop management skill and improveproductivity, especially of those in managerial and supervisorypositions, endeavour within its resources to meet the demand.

The scope of the Centre's activities has been further widenedby providing management consultancy service and rendering assis-tance in in-plant practical projects. The increasing number ofbusiness organizations that have utilised these services as a follow-up of the courses and seminars signifies not only the recognitionof the expertise available at the Centre, but also that there existsa close working relationship between the industries and the Centre.

Employers who seek to reap dividends in an efficient anddynamic management to meet the challenge of the future shouldbe prepared to budget more for the training and development oftheir staff in all spheres of company activity.

INTRODUCTION

The National Productivity Centre of Malaysia

The National Productivity Centre was established in 1962 as a jointproject by the United Nations Special Fund and the Federal Government withthe International Labour Organisation as the executing agency. According to thePlan of Operation of the project the Centre would ultimately become autonomous.

In 1966, the National Productivity Council (Incorporation) Act No. 19of 1966 was passed by Parliament and the Council became an autonomous bodyeffective as from March 1, 1966, The members of the Council were appointedby the Minister of Commerce and Industry as from July, 1966.

The Centre is subsidized by the Government until such time as it becomesself-supporting.

The functions of the Council are to establish and maintain the NationalProductivity Centre for the purpose of: —

— raising the standard of management including supervision at all levelsin commerce and industry in the Federation;

— improving the efficiency of industrial operations, sales and marketingwith particular reference to methods of increasing productivity, ofimproving quality of output, of lowering costs and giving trainingand advice on labour-management relations;

— initiating training and other programmes that would best serve specificand local requirements and requirements of the country as a whole;

— publicising the aims, objectives and activities of the Centre and obtain-ing the co-operation of employer and employee groups;

— advising the Minister and private organisations, institutions 'or indivi-duals on matters covering all aspects of productivity techniques withinthe competence of its staff;

— serving as a forum for discussing organisational, managerial andsupervisory problems in commerce and industry;

— reporting annually to the Minister on the progress and problems ofraising productivity in commerce and industry in the country andmaking recommendations on the manner in which such problemsmay be dealt with;

— undertaking and performing consultant services;

— establishing and maintaining contacts with similar 'or other agenciesboth national and international;

— doing all such matters and things as may be incidental to or con-sequential upon the discharge of its functions under this Act.

GENERAL REVIEW

Several important developments took place in the Centre during 1970.An event of great significance 'occured in January when the Minister of Commerceand Industry laid the foundation stone of the Centre's building. The con-struction of the $500,000 building was completed in June and during the samemonth the Centre moved from its rented premises on the sixth floor of theGovernment Offices Building which it had occupied since 1962.

In the year 1970 the Centre saw the formation of the Tourist IndustrySection which will undertake to give training for personnel in hotel and cateringservice. The recruitment of a Training & Investigating Officer and the attach-ment 'of two Training Advisers to this Section gave it an early start to embark onits activities.

The number of courses and seminars totalled 114 compared with 91in the previous year and the number of participants was 1,764, an increase of375 over the previous year. More commercial, industrial, government, quasi-government and voluntary organisations recognise the importance of training todevelop their personnel.

The success of the Centre can also be expressed in financial terms. Sincethe formation of the Centre in 1962 cost savings amounting to more than$953,440 have been achieved annually by a total 'of 114 in,-plant practical pro-jects, carried out by participants who have attedned Work Study courses at theCentre. The implementation of these projects was assisted by the Training &Investigating Officers of the Centre. During the year 4 projects were completedresulting in a total cost savings 'of $83,440 annually.NEW TRAINING COURSES

During the year 6 new courses were introduced viz: —— Production Planning and Control— Marketing Management— Leadership and Human Relations for Managers— Executive Decision Making— Industrial Conflicts and Remedies— Training Methodology

IN-PLANT SUPERVISORY TRAININGThe Centre continued to give every assistance to organizations conducting

their own in-service training for their staff.

A total number of 3 "trainers" who have undergone the Centre's Institutecourses submitted reports of 12 courses conducted in 3 organisations for 124participants.SPONSORSHIP OF COURSES

A total of 18 organisations undertook to sponsor courses and seminarsconducted by the officers of the Centre in East and West Malaysia viz: —

COURSES IN BAHASA MALAYSIAThe Centre is gradually increasing its activities to conduct its courses

in Bahasa Malaysia so that benefits of the Centre's courses would not beconfined only to the English speaking groups. Three courses were conducted inBahasa Malaysia for 37 participants.

STAFFINGAt the end of the year there were 19 Training and Investigating Officers

compared with 13 at the end of the previous year.

TRAINING ADVISERSThe National Productivity Council is still faced with the problem of

getting suitable Training Advisers to assist the Centre in its activities. Duringthe year 6 Training Advisers served the Centre for varying periods of time.

CONSULTANCY SERVICE

A start was made during the year by the Centre in providing ManagementConsultancy Service and more projects will be undertaken in future.

CERTIFICATE PRESENTATION

The Timbalan Menteri Besar Negri Kelantan, Y.B. Dato Haji M'ohd. Nasirpresented Certificates of Attendance to 128 participants at a special ceremonyheld at the St. John's Ambulance Hall, Kofa Bharu, Kelantan on March 28.

The Annual Certificate Presentation Ceremony of the National ProductivityCentre was held on Saturday, May 23 at Balai Budaya Dewan Bahasa danPustaka. The Honourable Minister of Labour, Y.B. Dato' V. Manickavasagampresented certificates to 769 participants of 61 courses conducted by the Centrein the States of Selangor and Negeri Sembilan in 1969.

REVENUEIn 1970, the Centre, a non-profit making organisation, collected a total

sum of $78,427 in training fees as well as miscellaneous items such as loan offilms and lectures delivered by the Centre's staff on requests made by variousbodies — an increase of over $27,000 compared to last year's revenue.

ACTIVITIES OF TRAINING SECTIONS

I. INDUSTRIAL ENGINEERING AND LIGHT INDUSTRY SERVICE SECTIONSThe Training and Investigating Officers of the Industrial Engineering and

the Light Industry Service Sections worked very closely together and hence theactivities of these two sections were carried out jointly. During the year 1970,a total of 24 courses and seminars were conducted for 358 participants fromindustrial, commercial, government and quasi-government organisations.

Work Study Part IThis course is designed to assist management in the control of production

and service by the application of Work Study techniques. It involves thecritical examination of human endeavour in all its contexts leading to thesystematic investigation of all the factors affecting the efficiency and economyof the situation under review in order to achieve improvements and highproductivity.

The course is divided into two phases. The first phase consists of sixdays 'of theoretical training including discussions and application of techniquesin actual job situations.

The second phase of the training is done within the participants' ownplant during which period the participants are expected to carry out practicalin-plant projects. They would be assisted by the Centre's staff not only inidentifying their problems but also in finding ways and means of solving themby the use of Work Study techniques.

During the year 1970, two Work Study Part I courses were conductedfor 28 participants.

Industrial SafetyThe Industrial Safety course is designed to give a general outline of

factors affecting industrial safety and to instil safety Consciousness in industrialundertakings. Malaysia's statistics on industrial accidents and total accidentcosts are examined. Studies of the safety measures of organisations, the operationof safety committees and accident investigation reports are also made. Thirty-nine executives and supervisors from industrial, government and quasi-government'organizations participated in one industrial safety course and one seminar con-ducted during the year.

Production Planning and ControlThis course was designed during the year to acquaint personnel with

factors affecting production. Emphasis was placed on Inventory Control, Loadingand Scheduling, Critical Path Method and "Quality Control.

Seminar on Applying Industrial Engineering to ManagementControl and Problems

This seminar was conducted by the Industrial Engineering Section for 41participants. It was officially declared open by the Minister of Commerce andIndustry. The Seminar introduced the participants to the scope of industrialengineering, quality control, Research and Development, P.E.RT. ProductivityMeasurement and production planning and control.

Managing an Industrial Enterprise SeminarAt the special request of the University of Malaya Graduates Society,

Penang Branch, the the Centre conducted this seminar to familiarise top manage-ment with modern management philosophy and techniques. Topic's coveredForecasting, Inventory Management, Product design and development, Cost Controland Control techniques and Data Processing.

Job Simplification for SupervisorsThe object of this course is to introduce techniques by which jobs can

be simplified and improved to attain h:gher productivity.During the year 1970 one Job Simplification Seminar in Cantonese was

sponsored by the Perak Chinese Foundry Association in Ipoh and it was attendedby 22 participants.

A total number of 14 courses were conducted for 175 participants duringthe year. Two courses were conducted in Cantonese for 26 participants and 12courses in English were attended by 149 part:cipants.

II. MANAGEMENT ACCOUNTING SECTIONDuring the year this section participated actively by giving talks and lectures

in the courses conducted by 'other sections, namely "Executive Decision Making"of the Management Development Section and "Production Planning and Control"of the Industrial Engineering Section.

Several plant visits were made to assist industries in problems related toaccounting and data processing.

III. SALES AND MARKETING SECTIONThirteen courses and seminars were conducted by this section for a total

number of 288 participants. This was made possible by the recruitment of newstaff and the assignment of a Training Adviser.

SalesmanshipThe course on Salesmanship aims at increasing the efficiency and improving

the sales techniques of sales representatives in promoting their products or servicesto users. This course deals with the fundamental principles of selling, effectivesales presentation, the art of handling sales objections and human factors involvedin selling. A total of 123 participants attended the 7 courses conducted inthe year.

Investment into Market SeminarThe purpose of the Seminar was to give an overall view of a Marketing

Management Course to be conducted by the Centre and also to find out whattopics would be most suitable to be included in future courses. Twenty-nineparticipants attended the Seminar.

Marketing ManagementThis was a new course designed for sales and marketing personnel so as

to equip them with modern marketing concepts and tools like marketing re-search and decision, biased behaviour, marketing creativity and environment, itsplanning and programming on strategies, distribution, pricing and promotion.Two courses were conducted for thirty-five participants.

Promotion in Marketing SeminarVarious subjects in advertising sales promotion and campaigns, consumer

orientation, promotional activities and their effectiveness, publicity and other topicswere included in this Seminar, which was attended by 35 participants.

Product Promotion Clinic on Knock-Down FurnitureIn conjunction with the Federal Industrial Development Authority the

Centre conducted the Clinic with the objective of stimulating the interest ofexisting furniture makers in Malaysia in the manufacture of knock-down furniture,particularly for the export market, and to assist those interested by providinginformation relating to design, production process, coting, marketing and sales.Twenty-four participants attended the Clinic

As a result of this Clinic the Malaysian Furniture Manufacturers Asso-ciation approached the Chairman of FIDA for assistance in establishing a furnitureindustry complex.

Seminar on Export of Malaysian Manufactured Goods to the FederalRepublic of Germany.

This Seminar was a joint effort by the German Foundation for DevelopingCountries, the Embassy of (he Federal Republic of Germany and the Centre. Itsobject was to enlighten the participants in the various facilities and techniquesto approach the markets in Germany and members of the European CommonMarket. It was attended by 34 senior executives from all parts of Malaysia.

IV. MANAGEMENT DEVELOPMENT SECTIONCourses in this section attract the greatest number of participants because

it offers a wide range of basic supervisory courses suitable for general management,from the first line supervisors to the top management. Individual organizationsare also making special requests to conduct courses suitable for their own staffwithin their own premises. Sixty-one courses and seminars were conducted bythis Section for 860 participants during the year.

Institute CoursesTo have a multiplier effect on supervisory training, Institute Courses on

"Leadership & Human Relations" and "The Supervisor as a Trainer andInstructor" were conducted for personnel officers and others who are involvedin carrying out training programme within their organizati'ons for the development oftheir staff. In these courses participants are acquainted not only with the subjectmatter but also the training methodology with the view to organise and conductin-service training in the:r respective organisations. Further assistance is renderedby the Centre's staff during th:s in-service training.

Three such Institute courses were conducted for 35 participants.

Basic Courses

(i) Leadership and Human RelationsThis is by far the most popular course. Like other basic supervisory

courses, it aims at developing supervisory skills in man-management by guidancein actual work situations and thus creating healthy inter-personnel relationshipwithin the organisation.

Twenty-four Basic Leadership and Human Relations courses, and one coursein Bahasa Malaysia were conducted for 266 participants.

(ii) Supervisor As A Trainer And InstructorThis course trains participants in the use of the modern principles of teaching,

instructing and training techniques and at the same time helps the participantsin identifying the training needs of their subordinates.

Eight courses including one in Bahasa Malaysia were conducted for atotal number of 98 participants.

(iii) Group work and Discussion Leading

The importance and the techniques 'of leading a discussion are stressedin this course to enable supervisors to overcome resistance to change from theirsubordinates. It is the duty of every supervisor to draw 'out ideas, suggestionsand experiences from their workers for the improvement of day-to-day work.This could only be achieved if modern discussion techniques are used in ademocratic manner. Seventy-three participants attended the six courses conductedduring the year.

Elements of Management ControlThis course acquaints participants with the problems of management control

in connection with man-power planning, job evaluation recruitment, interviews,aptitude tests and other allied subjects. Seventy management personnel parti-cipated in the 4 courses conducted during the year.

Executive Decision MakingA new course designed for managers to increase the accuracy of decision

making with the clear understanding that the decision-making process is basedeither on all necessary information or probaility or uncertainty. Business games,Simplex Method and Monte Carlo techniques are used in this course. ThreeSeminars and 3 Courses were conducted for 135 participants.

Management SeminarAt the request of Malaysia-Singapore Airlines this seminar was held for

19 senior executives from East and West Malaysia on various aspects of manage-ment.

Executive TrainingNestle's Products (Malaya) Ltd. made a special request to the Centre to

conduct the above seminar on subjects pertaining to human relations, decision-making, job evaluation, and computerisation. Ten branch managers and executivesof the company attended the Seminar which was held at Fraser's Hill.

Training MethodologyA series of courses on Training Methodology were conducted on special

request by the National Family Planning Board. The subjects included the variousmethods of training used, such as, case studies, role-playing, panel-discussions,lectures-cum-discussion. One hundred and fifty-five doctors, matrons, healthsisters and nurses took part in the 8 courses held at the Centre.

V. INDUSTRIAL RELATIONS SECTIONThere was a steady demand for courses on industrial relations, indicating

the awreness of both employers and trade unions for the need of training in thisfield. Employers are also nominating their Trade Union executives to participatein these courses. A number of Trade Unions have approached the Centre toconduct such courses especially for their officials. A total of 13 courses andseminars for 211 participants were held.

Industrial Relations Course for SupervisorsThe City Council of Penang sponsored one course which was open to all

who were interested. The other courses were conducted in the Centre. Thiscourse gives a preview of Trade Union laws, the role of supervisors in maintaininggood industrial relations, Malaysian economy and the welfare of employees.

Industrial Relations Course for Junior Managers

Some of the subjects highlighted in this course are junior management'srole in Trade Union relationship, grievance handling labour legislation, jointconsultation machinery and others that concern junior management personnel.

Management of Labour Relations Course for Top and Senior Executvies

The Sabah Employers' Consultative Association, Sandakan, sponsored onecourse for its members with the view to enlighten those in the senior executivelevels of plantations and industries on Trade Un:on movement in a developingeconomy with Malaysia as its background. Other subjects like collective bargain-ing, and negotiation techniques, wage determination, set-up of international labourorganisations were also discussed.

Industrial Relations Course for Trade Union Executives

One 'of these courses was held at the City Council, Penang, sponsored bythe University of Malaya Graduates' Society and the Malaysian Trades UnionCongress, Penang Division. Subjects like labour legislation, workers' participationin management, history of trade union movement in Malaysia were discussedactively.

Industrial Conflics and Remedies

An introductory seminar was followed later by one course. Figures forthe last ten years on industrial disputes, strikes, lock-outs and other matterspertaining to industrial unrest were open for discussion. This was to enable parti-cipants to analyse the case of industrial conflicts. In this way methods andprocedures were sought to tke remedial action so ast to create harmony andpeace in industry at all times.

VI. TAILOR MADE COURSES

These courses are designed to deal with day-to-day managerial duties andproblems, industrial relations matters and principles of supervision peculiar to thePlantation industry.

Two Plantation Management Courses were especially organized formanagers and one course for conductors during the year.

SUMMARY OF TECHNICAL REPORTS ON PROJECTS

This section of the Annual Report presents a summary of the variousin-plant practical projects completed by the participants of Work Study coursesconducted by the Centre. It is reported that during the year 1970 cost savingsof $83,440 oer annum had resulted from the application of productivity techniquesin 4 projects carried out by participants in their own establishments after attendingWork Study courses with the close assistance of the Centre's Staff.

Packing of Mosquito Coil

The old method of pre-folding inner boxes at a separate table and thentransporting them to the packing table was questioned. It was decided thatthis operation could be improved if pre-folding of boxes was carried out at thepacking table itself.

In addition to the above improvement, a simple two-handed packing methodwas also introduced and maintained.

This study resulted in labour productivity increase of 27% and a savingsof $12,390 per annum.

Forming Cross-band Core Veneer for Plywood Manufacture

On studyig the existing method of forming pieces of cross band coreveneer, a new method was developed and implemented. This resulted in anincrease of labour productivity by 140% and annual savings of $1,050.

Industrial Safety Project

An industrial safety project was carried out in a large tin miningorganisation. Safety committees were formed to undertake safety measures andto carry out safety inspections on the dredges and in the workshops.

Accident-report and safety-inspection forms were designed especially foraccidents occuring 'on the dredges. Posters to promote safety-consciousness weredisplayed. Safety Committees were formed in each dredge under the guidanceof the Centre's Staff.

As a result, the monthly average accident rate dropped by 43.7% and theaverage number of man-days lost monthly due to accidents was reduced by33.6%.

Paper Roll Stock

A project on the inventory control of paper roll stock was undertakenin a factory resulting in the reduction of stock inventory by $350,000 per annumwhich had been unnecessarily tied down in stock in the past.

Due to this stock reduction, an annual cost savings of $70,000 was effected,based on a conservative annual carrying cost of 20% of stock..

Electrical Wiring (Domestic and Industrial) Course, Kuala Lumpur

Enche Jamaluddin bin Jali, Junior Technician underwent a six-monthscourse on Electrical Wiring (Domestic and Industrial) at the Industrial TrainingInstitute, Kuala Lumpur from July 20, 1970.

Instructor Training Course, Kuala Lumpur

Enche2 Lee Thong Cheng, Ow Siew Kiat and Gian Singh Sidhu, Train-ing & Investigating Officers, participated in the "Instructor Training Course"at the Industrial Training Institute, Kuala Lumpur. The course which com-menced on July 27, 1970 was run on a part-time basis for 11 weeks.

OTHER ACTIVITIES OF THE CENTRE

Radio and Television Programmes

The Director, Training Advisers and Staff of the Centre were interviewedon several occasions by representatives of Radio and Television Malaysia. Theactivities of the Centre were also widely published by the local newspapers.

Films

Many organizations continued to make extensive use of the Centre's filmLibrary. Several new films were purchased.

Library

The library facilities were greatly improved when the Centre occupied itsown building. It has a seating capacity for 16 people. The Centre's referencelibrary continued to expand with the purchase and donations of additional booksand more and more course participants made use of the facilities offered by theLibrary.

Publication

The "Reporter", the monthly news bulletin of the Centre continued to actas a medium of communication between the Centre and Course participants.

Public Talks and Lectures

The Director, Advisers, and Training and Investigating Officers and thePublic Relations Officer delivered various public talks and lectures to industrial,commercial, government, semi-government and voluntary services organisationsall over the country.
