SD Governor’s race taking shape!" #$%& !'()*W

Associated Press Writer]E)CC) UA]W I *t. Gov. Dennis Daugaard and

Senate Ma_ority *eader Dave `nudson seem tohave drawn the most attention so far in the race forthe Cepublican nomination for governor, but a lotcan happen before neGt June's primary, a politicalscience professor says.

Daugaard and `nudson have the most eGperi-ence in statewide politics and campaigns, but noneof the candidates is well 6nown across the state, said Gary Aguiar, a political science professor atSouth Da6ota State 'niversity.

aSo they're all going to have to wor6 to intro-duce themselves, and some have been introducingthemselves to voters,a he said.

The four announced GQ] candidates for gover-nor areb Daugaard, who lives on a farm nearGarretson and has been a leader of the Children's2ome Society of South Da6otac `nudson, a SiouGTalls lawyerc former Broo6ings Mayor ScottMunsterman, a chiropractorc and Buffalo Gaprancher `en `nuppe, former president of theSouth Da6ota Stoc6growers Association. Tormerstate lawma6er Bill Zapoli, a Cepublican whoowns an antiPue car museum and shop in CapidCity, has said he is considering running.

Qn the Democratic side, former state lawma6er

Con \oles6y of 2uron and Senate Minority*eader Scott 2eidepriem, a SiouG Talls lawyer, have said they are running.

Aguiar said the winner of the GQ] primary willhave a li6ely advantage in the general electionbecause South Da6ota has not elected aDemocratic governor since YRLd.

Gov. Mi6e Counds, who is prevented from run-ning for re-election because of term limits, hassupported Daugaard in the race for the Cepublicannomination.

Aguiar said campaign funds might giveDaugaard an advantage in the GQ] primary con-test.

At the end of 2008, Daugaard had K8YY,M8[ onhand. `nudson had KYf8,dL2c Munsterman,KYd,dRYc and `nuppe, Kf,YR[, according to staterecords. But `nudson is 6nown to have held somesuccessful fundraising events this year.

Aguiar said state government's mounting budgetproblems will play a role in the governor's race, and candidates li6ely will differ on how to cutspending to balance the budget.

`nudson said he believes voters will watch howthe *egislature tac6les the budget and will _udgecandidates on their ability to lead the state throughdifficult financial times.

aE thin6 how we deal with the deficit will be areal factor in the race,a `nudson said.

South Dakots lost 1,400 construction jobs

BY WAYNE ORTMANA""ociate) +,e"" -,ite,

<IRQS F5LL< T5PU V 5 national tradeorganiEation estimates the number of lost con-struction Kobs in <outh Dakota at W,4YY duringa year in which a weak economy and tight cred-it slowed developers and builders.

Mhe Z percent drop in <outh Dakota Kobs, from 2\,\YY in <eptember 2YY] to 2W,^YY ayear later, was the seventh smallest percentagechange nationally, according to 5ssociatedGeneral Contractors of 5merica.

Mhe Qpper Midwest is more stable overall inconstruction activity year to year, said MobyCrow, eOecutive vice president of 5ssociatedGeneral Contractors of <outh Dakota.

`Rbviously, we haven't seen the downturnsthat many of the other states have, but we don'tusually see the huge upturns either,` he said.

`ae didn't have the 2Y percent increases inhome values every year like they had in theaest or East Coast and things like that. aeoften don't see the peaks and valleys. ae kindof Kust follow along on a little more even keel.`

5GC put borth Dakota's Kob loss at Y.5 per-cent, bebraska's at \ percent, and Iowa's at WW.Zpercent.

dear-to-year Kob losses of 25 percent or morewere reported in bevada and 5riEona.Louisiana was the only state to show growth inconstruction Kobs at 2.W percent.

Crow said construction in the state slowed in

all areas - commercial, residential, and publicworks.

`Mhe TfederalUU stimulus money going intosome of the public works and transportationkept those TKob lossU numbers from being largerhere in <outh Dakota, but obviously we're stilldown even with the stimulus.`

5CG <outh Dakota represents nonresidentialconstruction and has a membership of around5YY, evenly divided between contractors andassociate members who sell eeuipment, sup-plies or building materials.

Contractors are curtailing nonessentialspending, Crow said.

`Mhey're Kust not buying anything,` he said.`dou ask any of the eeuipment companies andthere's nobody buying any new eeuipment.Mheir Tnumber ofU leases are up - people areleasing instead of buying - but waiting on newpurchases longer.`

Crow said he eOpects seasonal winter layoffsas usual, but perhaps not as many because sum-mer hiring for the construction season wasdown.

Ge said privately financed Kobs will likelylead the turnaround in <outh Dakota, especiallyif it becomes easier to get financing.

5 WY percent drop in the value of 2YWY con-struction proKects is possible, he said.

`I don't eOpect 2YWY to be good by anymeans, but I do think we're close to the bottom.ae're not falling off the cliff like we were therefor a while.`
