The offered 69 or 115 kV GIS shall meet one of the following requirements:-

a) The following 69 or 115 kV SF6 gas insulated switchgears have been used in MEA’s

system and technically accepted by MEA:-

1) ABB, Germany, type ELK

2) ALSTOM Grid, Switzerland, type B212 or B312

3) Mitsubishi, Japan, type GLKA

4) Nissin, Japan, (GCB type GT-12-8GM)

5) Siemens, Germany, type 8DN9 or France, type TH7

No type test reports are required to submit with the bid if bidder offers GIS as listed above,

unless they have been modified. However other related equipment and accessories are

required to be supplied according to the required function(s), configuration and quantities in

the specification.

b) In case the manufacturer of the GIS in the list in clause a) offers GIS of different type or

modified from the above type, the offered GIS can be considered on the following

conditions:-

1) Having reference list of supplies to Electric utilities no fewer than 2 (two) different

countries and no fewer than 20 (twenty) circuit breaker bays of the offered GIS at the

required rated voltage or higher and at any rated current and at least 1 (one) substation

shall be in operation and

2) The type test reports of the offered GIS shall be submitted as mentioned in this

invitation to bid and

3) The (maintenance) guarantee period shall be extended to 6 (six) years.

Note : The type test reports and qualifications of the following GIS are already accepted

by MEA:-

• ABB, Germany, type EXK*

• ALSTOM Grid, Switzerland, type B65 and F35*

• Mitsubishi, type GMKD*

• Siemens, Germany, type 8DN8* or France, type TH7m*

* No type test reports are required to submit with the bid if bidder offers GIS as listed

above, unless they have been modified. However other related equipment and

accessories are required to be supplied according to the required function(s),

configuration and quantities in the specification, or

c) The offered GIS from manufacturer not listed in clause a) but has been successfully trial

used by MEA and proven to be satisfactory in service at least 1 (one) year according to clause

5.3.5 d) 5) note 4 (The offer GIS shall be exactly the same type as those previously purchased

by MEA). No type test reports are required to submit with the bid. However other related

equipment and accessories are required to be supplied according to the required function(s),

configuration and quantities in the specification. The (maintenance) guarantee period shall be

extended to 6 (six) years., or

d) Other offered GIS can be considered on the following conditions:-

1) The manufacturer of the GIS shall in the past 8 (eight) years,

1.1 have continually exported outside the country of origin not fewer than 200 (two

hundred) circuit breaker bays of GIS , or

1.2 have continually exported outside the country of origin not fewer than 100 (one

hundred) circuit breaker bays and continually supplied locally not fewer than 400

(four hundred) circuit breaker bays of GIS.

Note for d) 1) :

I. The proposed experience will be counted only these specified ratings higher or

equal to the requirement in this invitation as follows

− Rated current

− Rated voltage (see note II)

− Rated insulation level (see note II)

− Rated short time withstand current

− Rated short circuit breaking current (for circuit breaker)

II. For the experience requirement in this clause, the 69 kV and 115 kV will be

considered the same level.

2) And having reference list of supplies to Electric utilities of no fewer than 3 (three)

different countries and no fewer than 30 (thirty) circuit breaker bays of the offered

GIS at the required rated voltage or higher and at any rated current and at least 1

(one) substation shall be in operation and

3) The type test report of the offered GIS shall be submitted as mentioned in this

invitation to bid and

4) The (maintenance) guarantee period shall be extended to 6 (six) years.

[5)] The offered GIS shall have passed the trial use period of 1 (one) year counting from

the energization date to the bid selling date (first day). During trial use period, MEA

will not buy the same type again.

Note : 1. The manufacturer, type and country specified mean that the proposed GIS shall be

manufactured from the corresponding specified country only.

2. Modified means any modification of circuit breaker interrupter or control

mechanism or changing bay dimension or changing enclosure material or changing current or

voltage rating.

3. If the manufacturers listed in clause a) and c) offer GIS by applying the circuit breaker

module(s) and/or busbar module(s) in combination of different types, it shall be regarded as

new type and considered according to clause b) and d) accordingly.

4. The GIS in clause d) shall be in the trial use period of 1 (one) year counting from the

energization date to the bid selling date (first day). Before passing the trial use period, MEA

will not buy the same type again.
