Disruptive innovations almost always come from SMEs– The target that at least 15 % of the funding of the Cooperation programme is obtained by SMEs should

be maintained – The 15% target should be extended to the Mobility programme in order to enhance industry-academia

Security Research on FP8 (I)

Security Research on FP8 (II)

• Instruments: demonstration programmes (small as well as big ones), fast-track projects (to rapidly provide results to end-users), outsourcing is not an option (the money should be under EC control).

• Dual-use of technology: only with civil application and taking into account synergies and end-users’ interests.Possible areas:– CBRNE– Cyber-security– Forensic tools– Security equipments and communications– (…)

• Pre-commercial procurement: OK, it will allow to share risks and benefits (end-users vs industry)

Other recommendations

Centralize security-related activities from other FP themes in the Security-research programme and to coordinate the security-related topics with other DGs

To coordinate with other FP themes, in order to fill in the gaps between different themes (i.e. Biometry case between SEC and ICT)

To reduce the time to grant and the time-to-market of research results. To implement a more flexible approach with shorter term projects More standardization, validation and certification To reinforce cooperation between the end-users and the indsutry IPR aspects -> to follow the same rules established for FP To coordinate with national-research programmes
