In order to achieve Lossless HOs packets are forwarded from the source to the target.
Depending on each bearer's QoS profile, the eNodeB shall decide whether data forwarding should be applied to it during the handover or not.
The GTP-U message End Marker is used for ever EPS bearer which is subject to a HO.
The End Marker is an indication of the last DL T-PDU (i.e. user data SDU) to source eNB is expected from the EPC.
The end marker is a special GTP-U PDU which carries no data.
