ABSTRACTSurvey data for the 1996 Integrated Postsecondary Education
Data System (IPEDS) Academic Libraries report are organized in tablesaccording to sector (public or private) and by governing board. In additionto statistics for each library, summary figures for boards and sectors areincluded. FTE (full-time equivalency) Student Enrollment and Educational andGeneral Expenditures were obtained for each institution from the ColoradoCommission on Higher Education. New this year are tables comparing electronicservices offered, both in the library and elsewhere on campus, as well asoff-campus access by primary clientele and other users. The report covers:branch libraries; library staff in fall 1996; library operatingexpenditures--salaries and wages expenditures, information resourcesexpenditures, and miscellaneous operating expenditures; library collections;library services for fiscal year 1996; library services for a typical week infall 1996; and a survey of electronic services. Appendices include the 1996IPEDS Academic Libraries Survey and general instructions for the survey.(SWC)

PURPOSE OF THE SURVEYThe National Center for Education Statistics (NOES) collects these data periodically to obtain andreport a comprehensive picture on the status of collections, transactions, staff, service per typicalweek, and library operating expenditures in postsecondary institutions. The survey is beingconducted in compliance with the Center's mission "to collect, and analyze, and disseminatestatistics and other data related to education in the United States ...", (P.L. 103-382, NationalEducation Statistics Act of 1994, Sec. 404(a)).
USES OF DATACollection of these data over time will enable the nation to plan effectively for the developmentand use of postsecondary education library resources. Congress uses the data to assess the needfor revisions of existing legislation concerning libraries and the allocation of Federal funds.Federal agencies need the data to evaluate and administer library programs. State educationagencies and college librarians and administrators use the data for regional and nationalcomparisons of library resources to plan for the effective use of funds. Finally, library associationsand researchers use the survey results to determine the status of library operations and theprofession.
According to the Paperwork Reduction Act of 1995, no persons are required to respond to acollection of information unless it displays a valid OMB control number. The valid OMB controlnumber for this information collection is 1850-0582. The time required to complete thisinformation collection is estimated to vary from 30 minutes to 6.0 hours per response, with anaverage of 2.5 hours, including the time to review instructions, search existing data resources,gather and maintain the data needed, and complete and review the information collection. Shared library - A facility housing an organized collection ofprinted, microform, and audiovisual materials, and (a) isjointly administered by more than one education institution,or (b) whose funds or operating expenditures have beenreceived from more than one educational institution. Thelocation of the facility is not a determining factor.
Branch and independent libraries (line 1) Report thenumber of branch and independent libraries at yourinstitution that were open all or part of FY 1996. EXCLUDETHE MAIN OR CENTRAL LIBRARY. Branch and independentlibraries are defined as auxiliary library service outlets withquarters separate from the central library of an institutionwhich have a basic collection of books and other materials, aregular staffing level, and an established schedule. Full-time equivalent (FTE) employees Report thenumber of filled or temporarily vacant full-time equivalent(FTE) positions during Fall 1996 paid from funds under librarycontrol. To compute full-time equivalents of part-timeemployees and student assistants, take the TOTAL number ofhours worked per week by part-time employees IN EACHCATEGORY and divide it by the number of hoursCONSIDERED BY THE REPORTING LIBRARY TO BE AFULL-TIME WORK WEEK (e.g., 60 hours per week of part-timework divided by 40 hours per full-time week equals 1.5 FTE).Data should be reported to two decimal places.
Librarians and other professional staff (line 2) Reportthe total FTE of librarians and other professional staff,including administrators. Report staff members doing workthat requires professional education (the master's degree orits equivalent) in the theoretical and scientific aspects oflibrarianship; also, in some libraries, staff performingprofessional level tasks who, though not librariaa, haveequivalent education and training in related fields (e.g.,archives, computer sciences, business administration,education).

Books, serial backfiles, and other print materials(line 10) Report expenditures for all materials consistingprimarily of words and usually produced by making animpression with ink on paper. Included in this category arematerials that do not require magnification: books,government documents, braille materials, ephemeral printmaterials, and the like. Exclude current serial subscriptionsand microforms.
Current serials (line 11) Report expenditures for currentsubscriptions to serials. These are publications issued insuccessive parts, usually at regular intervals, and, as a rule,intended to be continued indefinitely. Audiovisual materials (line 13) -- Report expenditures forall library materials that are displayed by visual projection ormagnification or through sound reproduction, or both,including graphic materials, audio materials, motion pictures,video materials, and special visual materials such asthree-dimensional materials. Computer files and search services (line 14) Reportexpenditures for materials considered part of the collection,whether purchased or leased, such as CD-ROMs, magnetictapes, and magnetic disks, that are designed to be processedby a computer or similar machine. Examples are U.S. Censusdata tapes, locally-mounted databases, electronic journals,and reference tools on CD-ROM, tape, or disk. Include currentserials. Titles (lines 25, 27, 29, 31, 36, 38, 40) Report thenumber of titles of publications which form a separateibliographic whole, whether issued in one or severaliilumes, reels, disks, slides, or parts. The term "publication°polies to printed materials, such as books, periodicals, and
government documents, as well as to such formats asmicroforms, audiovisual materials, and computer files. Todetermine the number of titles, count each uniquebibliographic record in the library's catalog. NOTE Forlibraries which have card catalogs, a unique bibliographicrecord is represented by a shelf list entry. Libraries withelectronic catalogs should be careful to distinguish betweenthe BIBLIOGRAPHIC record which describes the title and theITEM records which describe the individual volumes, parts,reels, disks, etc. associated with the title. Examples: Six copiesof the same edition of a title count as one title or bibliographicrecord; two editions of the same title which have beencataloged or recorded separately count as two bibliographicrecords; a set of six monographs for which there are sixbibliographic records counts as six titles; and twomulti-volume sets of the same edition for which onebibliographic record has been made count as one title.

Manuscripts and archives (line 32) Report the linearfeet of shelf space occupied by these materials. Cartographic materials (line 33) Report the number ofunits of materials representing in whole or in part the earth orany celestial body at any scale. These materials include two-and three-dimensional maps and globes. Include government

Graphic materials (line 34) Report the number of units ofmaterials for viewing without sound. The materials may ormay not be projected or magnified. They include art originals,art prints, art reproductions, slides, transparencies, filmstrips,photographs, pictures, postcards, posters, study prints, andthe like. Filmstrips that also include sound should be includedon this line. Include government documents.
Sound recordings (lines 35 and 36) Report the numberof units and titles of materials on which sounds (only) arestored (recorded) and that can, be reproduced (played back)mechanically, electronically, or both. These materials includeaudio cassettes, audio cartridges, audio discs, audio reels,talking books, and other sound recordings. Includegovernment documents.
Film and video materials (lines 37 and 38) Report thenumber of units and titles of materials on film or video media.Films are produced in a variety of sizes (8, super 8, 16, 35, 55,
d 70 mm) and a variety of formats (cartridge, cassette, loop,I). Video materials include videotapes and laser disks onich pictures and sound are recorded. Include government

Reserve collection (line 43) Those materials that havebeen removed from the general library collection and setaside in a library so they will be on hand for a certain courseof study or activity in process. Usually, the circulation andlength of loan of items in a reserve collection are restricted sothat these items will be available to many users who haveneed of them within a limited time period.
DoCument delivery/Interlibrary loansilines 44-49) Onlines 44, 45, and 46, report the number of filled requests formaterial provided to other libraries. On lines 47, 48, and 49,report the number of filled requests for material received fromother libraries or document delivery services. Do not includetransactions between the main or central library and anylibraries reported in Part A or transactions between librariesreported in Part A.
Returnables (lines 44 and 47) Report materials that the'supplier/lending library expects to have returned. Examples ofreturnables include books, dissertations and theses, microfilmreels, sound recordings, and audiovisual material.
Non-returnables (lines 45 and 48) Report materials thatthe supplier/lending library does not expect to have returned.Examples of non-returnables include photocopies orfacsimiles, fiche-to-fiche copies, print copies from microfilm,electronic full-text documents, and gratis print copies ofunpublished reports and/or departmental working papers.
Information services to groups (lines 50 and 51)Report the total number of presentations (line 50) and thetotal number of persons attending or served by thosepresentations (line 51). Information services to groups arepresentations at which a staff member or person invited by astaff member provides information intended for a number ofpersons and planned in advance. These services may beeither bibliographic instruction or library use presentations, orcultural, recreational, or educational presentations.Presentations both on and off the library premises should beincluded, as long as they are sponsored by the library. Do notinclude meetings sponsored by other groups using librarymeeting rooms.

Part F LIBRARY SERVICES - TYPICAL WEEK FALL1996
Collect data during a typical week in the fall. A typical week isone that is neither unusually busy nor unusually slow. Avoidvacation periods for key staff or days when unusual eventsare taking place on the campus or in the library. Choose aweek in which the library is open its regular hours. Includeany seven consecutive calendar days. If waiting for a typicalweek in Fall 1996 will delay this form, please use typical weekdata from the preceding fiscal year. If you have data for theentire year, divide by the number of weeks that the librarywas open.
Public service hours in a typical week (line 52) Reportan unduplicated count of public service hours in a typical weekfor both main library and branches reported in Part A using thefollowing method. If a library is open from 9:00 a.m. to 5:00p.m. Monday through Friday, it should report 40 hours perweek. If several of its branches are also open during thosehours, the figure remains 40 hours per week. Should Branch Aalso be open one evening from 7:00 to 9:00, the total hoursduring which users can find service becomes 42. If Branch B isopen the same hours on the same evening, the total remains42, but if it is open 2 hours on another evening, or from 5:00 to7:00 on the evening when Branch A is open later, the totalbecomes 44 hours during which users can find service.
Gate count in a typical week (line 53) Report thenumber of persons who physically enter library facilities in atypical week. It is understood that a single person may becounted more than once.
Reference transactions in a typical week (line 54)Report the total number of reference transactions in a typicalweek. A reference transaction is an information contact thatinvolves the knowledge, use, recommendation, interpretation,
or instruction in the use of one or more information sourcesby a member of the library staff. Information sources includeprinted and non-printed materials, machine-readabledatabases (including assistance with computer searching)catalogs and other holdings records, and, throughcommunication or referral, other libraries and institutions, andpersons both inside and outside the library. Includeinformation and referral services. If a contact includes bothreference and directional services, it should be reported asone reference transaction. When a staff member utilizesinformation gained from a previous use of informationsources to answer a question, report as a referencetransaction, even if the source is not consulted again duringthis transaction. Duration should not be an element indetermining whether a transaction is a reference transaction.
Do not report directional transactions here. A directionaltransaction is an information contact which facilitates the useof the library in which the contact occurs and which does NOTinvolve the knowledge, use, recommendation, interpretation,or instruction in the use of any information sources other thanthose which describe the library, such as schedules, floorplans, handbooks, and policy statements. Examples ofdirectional transactions include giving instruction in locating,within the library, staff, library users, physical features, etc.,and giving assistance of a nonbibliographic nature withmachines.
