Bradley’s Spanish Bar, Ground Floor, 42-44 Hanway Street, W1 (West End Ward / West End Stress Area) – Granted Core Hours, subject to conditions. The Club at the Ivy, 2nd, 3rd and 4th Floor, 9 West Street, WC2 (St James’s Ward / West End Stress Area) – Refused. The Sub-Committee considered that the Applicant had not provided exceptional circumstances to warrant extending the proposed hours for licensable activities until 3am in the West End Stress Area. Prince Alfred Public House, 5a Formosa Street, W9 (Little Venice Ward / not in stress area) – Granted, subject to conditions. The Sub-Committee took into account that the application was to vary the layout of the premises for the basement only. There would be a capacity in this area of 30 customers, alcohol would be ancillary to food and served by waiter or waitress. There would be no bar in the basement. Biagio’s, Unit F1, Basement, Trocadero Centre, 13 Coventry Street, W1 (St James’s Ward / West End Stress Area) – Granted, subject to conditions. The application was for a restaurant and it would be operated within Core Hours. Lord’s Cricket Ground (Marylebone Cricket Club) Test Event, St John’s Wood Road, NW8 (Regent’s Park / not in stress area) - The Sub-Committee granted the International Invitational Archery Test Event application for regulated entertainment relating to films and recorded music from 8am to 9pm and the sale of alcohol for consumption on the premises from 9am to 9pm. The licence is for a limited period from 1 September to 31 October 2011 and licensable activities will only be permitted on the days that the test event competition takes place. The Sub-Committee considered that the nature of the event and the conditions attached to the licence would enable the licensing objectives to be promoted. The competition would be ticketed with a capacity of 500 on weekdays and 1000 at weekends. There would be a high level of security including the use of search arches. Music noise levels would be strictly controlled. Lord’s Cricket Ground (Marylebone Cricket Club) Olympic Competition, St John’s Wood Road, NW8 (Regent’s Park / not in stress area) - The Sub-Committee granted the Olympic Games Archery Competition application for regulated entertainment relating to films, live music, recorded music and performances of dance from 7am to 9pm and the sale of alcohol for consumption on the premises from 9am to 9pm. The licence is for a limited period from 1 July to 30 October 2012 and licensable activities would only be permitted on the days that the test event competition takes place. The Sub-Committee considered that the nature of the event and the conditions attached to the licence would enable the licensing objectives to be promoted. The competition would have a capacity of 4500 ticketed spectators and guests such as the International Olympic Committee members. There would be a high level of security including the use of search arches. Music noise levels would be strictly controlled. Platinum Lace Gentleman’s Club, Unit 33, Trocadero, 13 Coventry Street, W1 (St James’s Ward / West End Stress Area) – Granted as an exception to policy, subject to conditions. The exceptional circumstances for granting in this instance included that there would be no entry or re-entry after 2.30am and there would be a reduction in capacity from 250 on the existing licence after 1.30am to 200 people after 1.30am on the varied licence. The Sub-Committee noted that new powers were being adopted by the Council on 1 October 2011 to licence sexual entertainment venues and that these establishments including Platinum Lace would be regularly reviewed under this new policy from April 2012.

On 19 January 2011, the applicant applied to vary the premises licence (the application) to reflect changes to the physical layout of the premises arising from a planned refurbishment programme (the works). The variation was granted subject to certain conditions requested by the Environmental Health Consultation Health at the City of Westminster (the conditions) in the following terms: 1. The licence will have no effect until the premises have been assessed as satisfactory by the Environmental Health Consultation Team and this condition has been removed from the licence. 2. Before the premises open to the public, the plans as provided with the application will be checked by the Environmental Health Consultation Team to ensure they are an accurate reflection of the premises constructed and this condition has been removed from the licence. In the intervening period, the works have been completed and approved by the Environmental Health Consultation Team save for the refurbishment of the former office wing of the premises where work is due to commence later this year. The attached plans show the area where licensable activities are to take place in accordance with the application edged in red and blue. The areas edged in red (the red areas) have previously been approved by the Environmental Health Consultation Team while the areas edged in blue (the blue areas) are located in those parts of the premises that have still to be refurbished as part of the works to the office wing. The applicant applies for the conditions to be formally removed from the premises licence and replaced with the conditions set out below relating to the blue areas only. The making of this application has been agreed with the Environmental Health Consultation Team. The proposed conditions are: 1. Licensable activities are not to take place in the parts of the premises edged in blue on the plans provided with the application until the premises have been assessed as satisfactory by the Environmental Health Consultation Team and this condition has been removed from the licence. 2. Before the parts of the premises edged in blue on the plans provided with the application open to the public, those plans will be checked by the Environmental Health Consultation Team to ensure they are an accurate reflection of the premises constructed and this condition has been removed from the licence. These premises originally traded as 'Gran Caffe' and then fell into disrepair for a number of years. They are being resurrected by Arkady Novikov who owns 50 restaurants worldwide, and employs 13,800 staff. The ground floor will have an Asian-themed restaurant, the lower mezzanine an Italian restaurant and the basement a seated lounge bar with a lighter menu available. The premises have been pre-inspected by David Nevitt (EHO); Alan Lynagh (DS); Sgt Ray Bailey (Police Licensing). And in addition to the plans for the premises, an acoustic report is attached, together with CGI images. (Detailed kitchen drawings are also available to EHS on request). This application is to; Modify the plans attaching to the premises and to approve the works; To clearly indicate the areas to which regulated entertainment, the sale of alcohol and late night refreshment should apply; To clarify certain conditions on the licence which are confusing or do not read correctly; To amend the current accommodation figures on each floor, although these will NOT increase; To increase the hours for the sale by retail of alcohol in the GF & LGF restaurants from 2330 to midnight and late night refreshment 30 mins thereafter; To increase the hours for the sale by retail of alcohol and regulated entertainment from 0100 to 0200 and late night refreshment 30 mins thereafter in the basement lounge bar; To amend the opening hours of the premises to reflect any changes in the operating hours; To increase the number of musicians in the basement from 2 to 4. These premises are outside the Stress Area. They are predominantly seated, with a high ratio of waiting staff to customers.
