Qualifying rounds

17th UEFA European Under-17 and Under-19 Championships, 2017/18

Please find below details of the coefficient calculation and draw procedure.

COMPETITION SYSTEM

Fifty-five member associations will take part in each competition. Fifty-two teams will enter the

competitions in the qualifying round and two (Germany and Portugal at U17 level and Spain and Portugal

at U19 level) will join in the elite round. The final tournament host associations (England at U17 level and

Finland at U19 level) qualify automatically for the final tournament.

COEFFICIENT RANKINGS

Coefficient rankings have been compiled for the 2017/18 qualifying round draws according to the

following principles:

Seasons taken into account: 2013/14, 2014/15 and 2015/16.

- Coefficients calculated on the basis of all matches in the qualifying and elite rounds.

Win = 3 points; draw = 1 point; defeat = 0 points.

The following bonus points have been awarded:

- automatic qualification for the elite round = 3 points

- qualification from the qualifying round to the elite round = 3 points

- qualification from the elite round to the final tournament = 3 points

The following bonus points have also been awarded for the results obtained during the final

tournaments (please note that with the new format and the introduction of quarter-finals for the U17

final tournament, the bonus point system has been adapted since the 2014/15 season):

The coefficients for the 2012/13 qualifying rounds have been taken into account for the associations

that have hosted an U17 or U19 final tournament in the previous three seasons. This includes the bonus

points awarded for qualifying for the different competition phases and the bonus points shown in the

table above. These associations are:

- 2013/14: U17 = Malta, U19 = Hungary

- 2014/15: U17 = Bulgaria, U19 = Greece

- 2015/16: U17 = Azerbaijan, U19 = Germany

The coefficient for each season has been calculated by taking the number of points obtained (including

bonus points) and dividing the total by the number of matches.

The three annual coefficient calculations have then been added together to produce the overall

coefficient used for the rankings.

Associations with the same overall coefficient have been separated using the following criteria in the

order given:

1. higher number of matches;

2. higher coefficient from the most recent season, i.e. 2015/16;

3. higher coefficient from the next two most recent seasons, i.e. 2014/15 and 2013/14;

4. superior goal difference from the most recent season, i.e. 2015/16;

5. superior goal difference from the next two most recent seasons, i.e. 2014/15 and 2013/14.

DRAW PROCEDURE

The 52 associations will be split into 4 pots of 13 teams, as follows:

Pot A (yellow balls)

Associations ranked 3 to 15

Pot B (red balls)


Pot C (green balls)


Pot D (blue balls)


The draw will start with Pot D and end with Pot A in order to ensure that the strongest teams are drawn

last. Each pot will be emptied before the next pot is started.

First draw phase

The teams in Pot D will be drawn one after another and placed in the fourth position in Groups 1 to

13.

Second draw phase

The teams in Pot C will be drawn one after another and each one placed in the third position in one of

the 13 groups.

Third draw phase

The teams in Pot B will be drawn one after another and each one placed in the second position in one

of the 13 groups.

Fourth draw phase

The teams in Pot A will be drawn one after another and each one placed in the first position in one of

the 13 groups.

On the basis of previous decisions taken by the UEFA Executive Committee and the UEFA Emergency Panel,

the following countries cannot be drawn into the same group: Armenia and Azerbaijan, Spain and Gibraltar,

Russia and Ukraine, Kosovo and Serbia, and Kosovo and Bosnia-Herzegovina.

For both competitions, the teams will be allocated to groups in numerical order. If clashes arise, the team

drawn will be moved to the next available group. The draw continues by first filling the slot left vacant. If

clashes arise in the last three or four groups, the teams will be allocated to groups appropriately.

U17: 30 teams will qualify from the qualifying round to the elite round, i.e. the 13 group winners, the 13

group runners-up and the four best third-placed teams.

U19: 26 teams will qualify from the qualifying round to the elite round, i.e. the 13 group winners and the

13 runners-up.

GROUP FORMATION FOR THE ELITE ROUND

Draws will take place to form the eight groups of four teams (U17) and seven groups of four teams (U19).

The definitive draw procedures will be communicated to the associations concerned on completion of the

qualifying rounds.

In the U17 competition, the eight group winners and the seven best runners-up will qualify for the final

tournament.

In the U19 competition, the seven group winners will qualify for the final tournament.

MATCH DATES

For both competitions, the qualifying round matches must be played on or before Sunday 19 November

2017.
