The building is located in Laurel Heights. Laurel Heights is a neighborhood in the Western Addition district of San Francisco, California, to the south of the Presidio of San Francisco and east of the Richmond District. It is bordered by Geary Boulevard and the University of San Francisco campus to the south, Arguello Boulevard to the west, California Street to the north, and Presidio Avenue to the east.

The Laurel Village Shopping Center is located on California Street between Laurel Street and Spruce Street; the California Pacific Medical Center (CPMC) is on California Street between Arguello Boulevard and Maple Street; and a University of California, San Francisco (UCSF) campus is located in the northeastern corner of the neighborhood.

13 Wood Street was built in 1955 during the modernist period (approximately 1925–1970). Beginning with the Art Deco style, the modernist period represented a radical departure in architectural expression. Art Deco was followed by Art Moderne, which, like its predecessor, was expressed through smooth surfaces, curved corners, and the horizontality of structures. The period concluded with the International style, characterized by an absence of ornamentation and the use of rich materials, refined details, and proportions.

The ProjectCompleted in 2013, the 28th Street Apartments was developed by Clifford Beers Housing and CRCD to provide 48 units of studio-style residences with one manager-style unit. The space is a remodeling of a historic YMCA. Designed by Paul Revere Williams of Koning Eizenberg Architecture, the project includes supportive social services for tenants as well as access to neighborhood services and a gymnasium on its ground floor. There are two wings with 24 studio units in each. Each studio contains a kitchenette and complete bathroom. The project made use of several sustainable strategies which included efficiency upgrades to the building’s envelope, HVAC and mechanical systems. Each unit has solar thermal and demand control ventilation. The addition is south facing to be shaded by a vertical photovoltaic panel array to make the most the LA sun. The building has a pending LEE Gold certification.

The ClientThirty of the residences are reserved for tenants who are homeless, mentally ill, transition aged youth and adults, and the remaining eighteen are reserved for low income individuals.

FinancingThis project was financed by several organizations and grants including the Los Angeles Dept., Community Redevelopment Agency of City of Los Angeles, the Affordable housing Program, and various loans.

This project addressed the economic needs of its occupants well by expanding their square footage, allowing them more living space and to make their units feel more spacious and homelier. It also allows them more privacy, keeping them from having to share bathrooms as they had before the remodel and providing them with their own kitchen space instead of being forced to eat in a cafeteria. It also addresses their needs by having so much access to the services they need, be it social services or neighborhood services. Finally, each space is reserved for a person of a specific need, so there is less risk of the needed space not being available to its target client. Some insights to gain from this project are their ability to take a large space and remodel it in a more efficient way, both in terms of energy use and the needs of its tenants. Because some tenants have disabilities and/or mental illnesses, each unit needed to be able to serve them as equally as it did anyone else, so staying ADA compliant was one of the highest priorities. It also made sure not to forget its roots as a historic YMCA by keeping in tone with some of the original materials and styles used.

The first floor makes use of an open concept plan with easy access to the bedroom for the resident and the bathroom for both resident and guests alike. The dining room and kitchen feature large spaces which allow tenant ease of use and has access to the outdoor space. The dining room has seating for six to allow for the tenant to entertain within the space. Being the first floor, there is likely going to be more noise from incoming and outgoing traffic from neighbors, so the entry was placed in a location which would limit outside noise from bothering the tenant.

The second floor utilizes the open concept floor plan, giving the tenants plenty of space to be together without being too cramped. The desk is located in a tucked away location to give the user a little bit of privacy. The kitchen boasts a large island which can potentially allow even more seating with use of bar stools as well as additional counter space. The bedrooms are spacious and separated enough from each other for privacy. The bathroom was made larger with the linen closet being removed and placed in the hallway. This allowed an additional window in the bathroom which will allow natural light into the space.

The third floor also has an open concept floor plan, but the living spaces are more separated from the bedrooms, allowing even more privacy. The kitchen uses a large island to create additional counter space without taking away from living or dining spaces. The office is located near the entry with the bathroom not too far away so work does not interfere with family life. The master bathroom is large and allows the owner to have their own retreat away from the rest of the building. The master bedroom also has a walk in closet to allow more storage for the owner. The kitchen was reconfigured in order to make the open space seem less constricting and tight.
