The President made reference to the death of several

members of the University family since the last meeting o f

Senate . It was agreed that tributes should be spread on th e

minutes of Senate recording the contribution to the Univer-

sity of the late Dr . S . J . Willis, the Hon. Denis Murphy ,

Dr. P .A. Boving and Dr . .. H . Archibald, as follows :

Paul Axel Boving, the first professor, and late rprofessor emeritus, of Agronomy, brought to the Univer-sity an experience in science that was rare in it sbreadth and a rich store of humane culture . For well on to thirty years, the Honourable Deni sMurphy served on the governing boards of the University ,giving to that service a profound knowledge of ou rcommunity's life and the invaluable benefits of ajudicial mind . This institution will indeed be for-tunate if it continues to enlist the support of suc ha champion of academic dignity and academic freedom.

Samuel John Willis, late Deputy Minister andSuperintendent of Education, was a member of the Uni -versity ► s first staff and for many years an ex-officio member of this Senate . Few men have ever beenmore self-effacing or more cheerfully effectual i nperforming the duties of public office whether theybe high or humble.

As these items were to be presented later by the Com-

mittee on Prizes, Scholarships, and Bursaries, action wa s

deferred until that time .

A letter was received from the Board of Governors

stating that the Nursery School Association of Victoria ha d

presented a brief requesting the establishment of a model

Nursery School in connection with the University for th e

training of instructors in this type of work . The school

would operate in cooperation with the Departments of Psycho -

logy, Social Work, Education, etc . The Board had authorized

the President to take the matter up with the Minister and

Superintendent of Education and the question would b e

brought before Senate again after these discussions ha d

been held .

The President reported that the Board had requested

the formation of a sub-committee on a Faculty of Medicine

to study the Hamilton Report and to discuss action necessar y

for the establishment of a Faculty of Medicine with repre -

sentatives of the B .C . Medical Association, the Vancouver

General Hospital and other hospitals . The members already

For the information of Senate the President reported

a request from the Vancouver Regional Supervisor of th e

Central Mortgage and Housing Corporation fora proposed

survey suggested by the Vancouver Housing Association in a

specific area of housing in the city . The University was

asked by the Corporation to undertake the direction of th e

survey during the summer of 1947, through the related de-

partments of Architecture, Social Work, Economics, etc .

agreed that the University should assume responsibility fo r

conducting the survey in the way described provided tha t

the necessary funds would be supplied by the other agencies .

The Board also approved the appointing of Dr. Marsh a s

director of the survey in consultation with the members o f

the other Departments concerned .

From the Facultie s

The report of the Senate ' Committee on a Faculty o f

Pharmacy had been referred to the Faculties for considera -

tion . The following recommendations were returned :

Arts and Science - "That the Faculty of Arts and Sciencego on record as not in favour of theestablishment of a separate Facult yof Pharmacy. "

Applied Science - "That the Faculty of Applied Scienc ego on record as not in favour of th eestablishment of a separate Facultyof Pharmacy . "

and scholarships in these fields which meant that thos e

regular employment .

An annual scholarship of 3300 .00, given by Mr .Leon J. Ladner, K.C . , in memory of his parents ,Thomas Ellis and Minnie E . Ladner, is availablefor a student whose hone is in the Delta Distric tof the Lower Fraser Valley . To be eligible forthis scholarship an applicant must have high scho-lastic standing . In making the award, however ,consideration will be given to character and financia lneed . The scholarship is open to students in anyYear of any Faculty . If, in any year, no applicantcan meet the scholastic requirements of the Univer -sity, the award may be withheld. In this case, twoawards will be made in a subsequent year . the Committee on Religion at the University . The two main

items discussed by the Committee were :

1. Approval of a building site for the Hillel Foundation .

The Committee recommends : (a) that the Hillel Foun-dation receive the sameconsideration as Fraterni-ties and other organiza-tions seeking buildingsites on or near the campus .

(b) in the event of nodecision on a site beingmade in the near future ,that accommodation for th eHillel Foundation be pro-vided in a hut if satisfac-tory arrangements can b emade .

2. The desirability of a University Chapel .

The Committee is of the opinion that a Universit yChapel would make a valuable contribution to th elife and aims of the University and therefor erecommends :

(a) That a University Uhapel be included in plan sfor the University

(b) "hat steps be taken to have a site reserved fo ra University Chapel on the Campus .

Committee on Fraternity and Sorority Relations with th e

University . The Committee recommends that :

1. The University request the Administration of the Uni -versity Endowment Lands to reserve for fraternit yhousing sites the Blocks 89, 90,90A, 90B and 90 C(District Lot 140) bounded by University Boulevard ,Western Parkway, 16th Avenue, and Wesbrook Crescent ;provided that if at any future date it is deemed wise

4. The allocation of the building sites to fraternitie sbe made in the order in which these organizations takeout building permits, starting with those site sclosest to the University Boulevard .

5. Plans of fraternity houses receive the customar yapproval of the Provincial Architect, and satisfy th erequirements of a University Committee on Plans an dCosts of Fraternity houses appointed by the Senate .

6. The University request the University Endowment Land sAdministration to reserve Block 83 (District Lot 140) ,bounded by University Boulevard, Wesbrook Crescent ,College Road and Western Parkway, with a view to it seventual use for dormitory, co-operative, or othe rUniversity purposes .

Correspondence

A letter was received from Col . F . T . Fairey, Super-

intendent of Education giving approval to the admission t o

the Teacher Training Course of candidates who hold the pro -

posed degree of Bachelor of Physical Education if they hav e

fulfilled the specified requirements . Upon completion o f

the Teacher Training Course these candidates will be eli -

gible for the Academic A Teacher's Certificate .

A letter was read from the Phi Delta Theta Fraternit y

requesting permission to procure a lot for the erection o f

a fraternity house on the University Endowment Lands . As

this matter had been dealt with by the Committee on Frater -

nity and Sorority Relations no further action was required .

A letter and resolution was received from the Super-

intendent of Wildlife Protection requesting the Universit y

to offer courses in Wildlife Management . The Board of

Governors had referred the matter to the Departments of
