Ⅰ. 총 칙
제 1 장 목 적
본 수준서는 주무관청이 전북익산영만초외 1교 임대형 민자사업(이하 『본 사업』이라 한다)을 실시
함에 있어 본 사업에 참가하는 사업시행자에게 요구하는 업무의 최저 수준을 제시하는 것이다.
제 2 장 개 요
본 사업의 실시에 있어 주무관청이 제공하는 설계도서에 의거 「설계 단계의 요구수준」, 「시공단계
의 요구수준」, 「유지관리 운영단계의 요구수준」, 「성과의 모니터링(점검확인 및 결과 활용」으
로 구성되어 있다.
제 3 장 기본방향
301. 일반사항
301-1 요구수준의 기준
301-1-1 본 사업에 적용되는 설계, 시공, 운영 및 유지관리, 성과점검 및 평가 요구수준서는 관련
법규 및 제 기준(규정포함)을 준수하여야 한다.
301-1-2 「성과요구수준서」와 관련한 협의는 서면합의를 원칙으로 하며, 구두로 합의한 내
용에 대해서는 어떠한 책임도 주무관청에서 지지 않는다.
301-1-3 사업시행자는 본 사업 총사업비,운영비 범위 내에서 사업시행 함을 원칙으로 하며, 주
무관청의 사유로 규모의 증감을 수반하는 사업 변경 시, 추가 사업비용(설계+시공비용)은 실비를
초과하지 않는 범위 내에서 계상한다.
301-1-4 주무관청이 시설사업기본계획에서 고시한 「성과요구수준서」를 토대로 하여 사업계획
서를 제출하였다 하더라도, 실제 사업 추진 시 적용하게 될 성과요구 수준은 실시설계 및 사업추
진과정 양측의 합의에 의해 수정확정할 수 있다.
301-1-5 시설물의 설계 및 시공은 가능한 한 에너지 및 물자를 절약하고, 신 공법 및 기술개발에
도 기여할 수 있는 기법으로 하되, 본 사업의 목적에 맞고 준공 후 유지관리를 효율적으로 할
수 있도록 한다.
301-1-6 사업시행자는 본 과업 수행 시 설계부터 준공 및 관리운영권 설정기간 종료에 이르기까
지 설비운영계획 및 유지관리의 책임이 있으며, 설비운영 및 유지관리 지침 등을 포함한 업무계획서를
작성하여 주무관청에 운영개시일 60일전까지 제출하여 승인을 받는다.
301-1-7 동 사업 추진 시 예상되는 민원에 대하여 사전대책을 강구하여 민원이 발생하지 않도록 하
여야 하며, 민원 발생으로 인한 부담은 그 원인이 주무관청에 있는 경우를 제외하고는 사업시
행자 부담으로 한다.
301-1-8 협약체결이후에도「성과요구수준서」의 요구조건과 상이하게 작성된 것으로 판명될 경

우는 사업시행자 부담으로 보완수정하여야 한다.
301-1-9 사업시행자의 제안된 내용이 성과요구수준서에 미달한 부분에 대하여는 실시설계, 시
공, 유지관리 단계에서 사업시행자의 부담으로 성과요구수준서의 수준에 충족하도록 하여야 한
다.
301-1-10 기타 주무관청에서 제시한 설계도서가 성과요구수준서에 미달할 경우에는 사업시행자
의 부담으로 실시설계 및 시공단계에서 성과요구수준서의 수준에 충족하도록 하여야 한다.
301-1-11 각종 분담금(상수도인입, 하수도원인자 부담금, 도시가스인입, 전기인입, 전화인입,
전주이설 등 에 따른 경비 등) 및 시설물 사용까지의 시운전에 필요한 경비( 각종 검사수수료, 연
료비 등)는 민간사업시행자가 부담한다.
302. 적용법령 및 기준
302-1 관계법령, 기준 및 참고자료(【참고4】참고자료 목록참조)등에 적합하도록 설계시
공하되, 설계도서 제출 시 적용 근거법령 및 기준 등을 제시한다.

401. 요구수준의 변경사유
주무관청은 사업기간 중에 아래의 사유에 의거 요구수준을 변경할 수 있다.
401-1 법령 등의 변경에 의해 업무내용이 현저히 변경되는 때
401-2 재해사고 등으로 특별한 업무내용이 상시 필요한 때
401-3 주무관청의 사유로 업무내용의 변경이 필요한때
401-4 기타 업무내용의 변경이 특별히 필요하다고 인정되는 때
402. 요구수준의 변경절차
402-1 주무관청은 요구수준의 변경이 필요한 경우 사전에 사업자에게 통지하고, 요구수준의 변
경에 따라 실시협약에 의거 사업자에게 지불금액을 포함하여 실시협약서의변경이 필요한 경우
필요한 협상을 실시한다.
402-2 사업시행자는 주무관청이 제기하는 의견을 특별한 사유가 없는 한 반영하여야 하며, 이
의가 있는 경우에는 재검토를 요청할 수 있다.

제 6 장 사업범위
601. 일반사항
601-1 사업신청자는 제시한 사항 중 누락으로 인한 현행 관련법규 및 제반기준 사항에 부
적합 부분 발생시 사업시행자 일체의 부담으로 설계 변경하여야 한다.
602. 조사
주무관청에서 제공하는 자료 외에 사업시행자 지정 후 사업시행자는 필요 시 추가적인 현황 측

량, 주변가옥 영향조사, 건물조사 등을 수행할 수 있으며, 이에 대한 경비가 민간사업비에 포함
되는 경우 객관적인 필요성에 대하여 주무관청이 동의하는 경우에만 인정한다.
603. 설계 및 시공
603-1 사업시행자는 사업시행자 지정일로부터 60일 이내에 실시설계(성과요구수준서에 충족하기 위
한 변경설계 포함)도서를 제출하고 실시계획 승인 신청을 하여야 한다.
603-2 사업시행자는 실시설계의 진척상황에 대해 정기적으로 주무관청과 협의하여 진행하고 주무
관청의 요구사항에 대해서는 반영결과를 서면으로 회신한다.
603-3 공사는 공종별로 건축공사, 기계설비공사, 전기 및 통신공사, 토목공사, 조경공사, 소방공
사, 철거공사 등을 말한다.
604. 감리
604-1 사업시행자는 주무관청이 선정한 책임감리업체와 통합전면책임감리용역계약을 체결한다.
604-2 감리자의 감리업무 및 감리비 지급 등은 건설기술관리법 등의 관련규정에 따르되, 사업시
행자는 감리자에 대한 대가를 주무관청 확인 후 감리자에게 지급한다.
604-3 감리자의 배치기준
주무관청이 감리자로 선정 시 제시한 배치기준에 따른다.
604-4 감리자의 투입 시기는 주무관청의 특별한 지시가 없는 한 실시계획 승인 전에 착수하여 감리
업무를 수행한다.
605. 각종 인허가 업무
605-1 사업시행자는 관련 법령에 따라 사업시행을 위하여 필요한 제반 법규에 의한 관계기관과의
협의, 각종 심의 및 사업승인(변경포함) 등의 인허가와 관련한 설계도서 작성, 착준공에 필요한
수속 대리 업무를 수행해야 한다.
605-2 본 사업과 관련되어 선행 또는 공사 중의 각종 대관협의 및 인허가의 소요경비는 사업 시
행자가 부담한다.
606. 시설물의 양도
학교의 모든 시설물(부속시설 포함)은 준공과 동시에 소유권을 주무관청에 무상으로 양도해야 한
다.
607. 운영기간 중의 유지관리
시설운영 개시 후 시설물(부속시설 포함), 설비, 옥외시설 등의 유지관리 등을 수행한다.
608. 기타 시설의 운영 등

101. 목적
본 요구수준은 “전북익산영만초외 1교 임대형 민자사업”의 설계를 함에 있어 필요로 하는 기본 지
침과 유의사항을 나타낸 것이다. 여기서 제시하는 요구수준은 사업시행자가 교육목적의 실현을 위해
최적의 기능과 서비스가 제공되는 설계진행의 일관성 유지와 학교시설의 이용 및 관리에서 충분한 기
능이 발휘되도록 함을 목적으로 한다.
102. 요구 성능의 수준
본「성과요구수준서」에서 요구하는 설계 성능은 최소한도의 기준을 명시한 것으로 시공된 후 주무관
청에서 제공하는 설계도서와 비교하여 동등이상의 수준을 확보하여야 하고, 주무관청의 요구 시 성능
요구수준(주무관청에서 제공하는 설계도서 포함)에서 제시하는 적정한 수준 이상으로 인정받을 수 있
는 객관적인 근거자료를 제출하여야 하며 미제출시에는 주무관청의 요구에 따른다.
103. 설계 수준의 기본 요구 성능
학교 설계는 다양한 교수학습에 탄력적으로 대응할 수 있는 기능의 확보와 학교 구성원들이 안전하
고 쾌적한 환경에서 지낼 수 있는 생활공간, 지역사회와 공동체적 유대감을 가질 수 있는 지역문화 교
류의 거점공간으로서 역할과 기능을 다할 수 있도록 다음의 사항들을 포함하여 충실하게 설계되어야
한다.
103-1 안전성
103-1-1 지진, 폭풍, 강우, 적설, 낙뢰 등의 재해나 화재, 사고, 사건 등에 대해서 충분한 안전성
과 방범성을 확보하여야 한다.
103-1-2 학생의 추락, 전도, 충돌, 골절, 화재, 끼임 등 안전사고 방지를 위하여 세부적인 시
설에 대하여 설계단계부터 학생의 다양한 행동에 대하여 안전성을 확보하도록 한다.
103-1-3 2층 이상 각 실의 창호에는 안전을 위하여 창대의 높이를 고려하며 학생의 추락사고를
방지할 수 있도록 견고한 안전 난간대를 초ㆍ중ㆍ고등학교에 공통으로 설치하거나 이와 동등한
기능을 할 수 있는 창호의 구조 등으로 설치하고 1층 개구부 상단에는 탈락 또는 추락하는 물건에
대한 안전을 고려한다.
103-1-4 장애가 있는 학생ㆍ교직원과 학교 개방 시 외부 학교시설 이용을 고려한 무장애 설계를 한
다.
103-2 기능성
103-2-1 제7차 교육과정의 원활한 수행이 가능하고 향후 교육여건 변화에 능동적으로 대응할 수 있
는 학습공간으로 설계한다.

103-5-1 교육기자재의 기능 및 성능의 향상 발전에 따라 대응할 수 있는 확장성과 신뢰성을 갖춘

104. 재료 및 공법의 기본 요구 성능
104-1 요구수준의 기준
104-1-1 본「성과요구수준서」에서 요구하는 재료마감구조공법환경설비 등의 성능은 최소한도 기
준을 명시한 것으로 시공된 후 동등이상 성능을 확보할 수 있도록 한다.
104-1-2 부득이 본「성과요구수준서」대로 설계할 수 없는 경우 설계 설명서(기본설계도서)에 그
적용부위, 자재, 공법의 명칭과 공인기관의 기술검토서 및 실험결과 값 등 적용부위에 적합한 자
재, 공법임을 인정할 수 있는 성능관련 입증자료를 제시하여야 하며, 시방서(실시설계도서)에 그

품질규격 및 시공방법 등이 명시되어야 한다. 이때 입증하여야 할 성능항목은 KSF 1010(건축물에
영향을 주는 각 요인의 성능 분류)에 따른다.
104-2 재료 및 공법의 품질관리 수준
104-2-1 본 설계에 사용되는 모든 자재는 품질수준을 나타내는 규격 등을 설계도(내. 외부마감 계
획에 의거 작성, 기본설계도서에 표기) 및 시방서에 명기하여야 하고, 주요자재 및 공법에 대하여
는 시방서(실시설계도서)에 시험방법 및 시공법 등 정확한 시방이 제시되어야 한다.
104-2-2 모든 자재는 국산자재의 사용을 최대한 고려하고, KS품을 우선 사용하며, KS품 중 12급으
로 구분되는 경우는 1급을 사용한다. KS규격품이 없을 경우 KT, NT 등 품질보증을 받은 것으로 대
신하거나 어느 것도 없는 경우에는 시중에 생산되고 있는 제품 중 최고의 품질을 확보하여 사용한
다.
104-2-3 시설물의 설계 및 시공은 가능한 한 에너지와 물자를 절약할 수 있고, 신공법 및 신기술개
발에도 기여할 수 있으며, 환경 친화적인 내용을 포함한 시공방법을 제시한다.
104-2-3-1 신기술신공법이란 건설교통부, 산업자원부, 정보통신부 등에서 인증하는 신기술신공법
을 지칭한다.
104-2-3-2 “환경기술개발 및 지원에 관한 법률” 제20조 1항 규정에 의한 환경마크 인증상품 및
동 인증기준에 적합한 상품
104-2-3-3 “자원의 절약과 재활용촉진에 관한 법률” 제33조 및 “산업발전법” 제26조의 규정에
의하여 산업자원부 장관이 정하여 고시하는 우수 재활용(GR) 인증상품 및 동 인증기준에 적합한 상
품
104-2-4 외국산을 사용하는 경우, 그 자재품질은 관련 KS 규격 이상의 제품으로서 사후관리의 편리
와 보수, 교체가 용이하여야 한다.
104-2-5 품질시험방법 및 기준은 건설기술관리법 시행규칙 및 건교부 제정 공종별 표준시방서에 따
른다.
104-2-6 시설의 장수명화, 라이프사이클비용의 저감을 꾀한다. 특히, 유지관리비를 포함한 건축물
생애주기비용(Life Cycle Cost)의 감소를 위한 각종 방안을 도입하고, 주요 부위별, 자재별 LCC산
출서를 작성한다.
105. 설계 진행 절차
105-1 설계 기초자료 조사
아래와 같은 기초자료 조사를 사전에 실시하여 설계에 활용한다.

105-2 기본 및 실시설계
105-2-1 주무관청이 기본설계를 제시할 경우, 사업 응모자는 이를 참고하여 창의적인 설계안을 제
시하여야 한다.
105-2-2 사업시행자는 설계 착수 전 설계자의 인적사항, 추진일정 등이 포함된 설계진행계획서를
제출한다.
105-2-3 사업시행자는 중간보고 또는 설계 설명회를 실시하여야 하며, 일정 및 방법 등은 주무관청
과 협의하여 결정한다.
105-2-4 실시설계 시 제시된 기본설계의 많은 부분의 수정이 불가피한 경우, 사업시행자는 이에 대
한 의견을 주무관청에 제시하고 승인을 받아야 한다.
105-2-5 사업시행자는 실시설계 시 해당학교에 적합한 외관 및 실내디자인계획과 색채계획서를 작
성하여 주무관청에 제출하여야 하며, 시공 시 각 실의 마감자재 및 색상 선정에 대한 주무관청의
승인을 받아야 한다.
106. 설계범위
본 지침서의 설계범위는 계획설계, 기본설계 및 실시설계(VE제안에 의한 설계)에 포함시켜야 할
다음의 내용을 말하며, 설계도서는「건설기술개발및관리등에관한규정」제28조제1항 제3호의 규정
〔별표3〕의(기본설계실시설계의 내용 및 작성기준)를 준용하여 작성한다. 주무관청의 요구에 의
해 계획설계를 실시할 경우 아래 계획설계 내용이 포함되어야 한다.

107-2 주무관청은 필요시 사업시행자에게 설계의 내용에 대하여 검토확인할 수 있다.
107-3 설계도서에 관한 저작권은 주무관청에 귀속된다.
107-4 주무관청이 제공하는 자료는 참고용이므로, 사업시행자는 제공 자료의 실제 적용 여부를 검
토하여 계획하며, 변경수정되는 부분에 대하여는 주무관청과 협의하여 설계를 진행한다.
107-5 본 수준서는 제공된 기본설계 또는 창의적인 구상에 의거 해당사항이 있을 경우 적용함을 원
칙으로 한다.
제2장 교 지
201. 교지활용 계획
201-1 교지는 옥외 체육장과 교사대지로 구분하고, 계획부지의 고저차는 현장여건 및 주변상황 등
을 감안하여 정한다.
201-2 교지가 효율적으로 활용되도록 교사, 체육장, 옥외 공간 등을 계획하되, 향후 학교시설 확장
(유치원, 에듀케어, 교실증축, 체육관, 수영장, 도서관 등)에 대비한 종합배치계획(Master Plan)
을 고려하여 계획한다.(복합화 시설 대상일 경우)
201-3 교사는 소음, 통풍, 일조 등을 고려한 곳에 위치시킨다.
201-4 체육장은 주변 여건을 고려한 위치에 배치하고 그 규모는 학급수와 비교하여 적정하게 한다.
201-5 주변 녹지체계와 공원 등과 적절하게 연계시킨다.
201-6 초등학교의 경우 옥외놀이공간을 확보해야 하며, 또한 병설유치원 대상 학교는 유아 놀이공
간을 추가 확보해야 한다.
202. 배치계획
202-1 주출입구(교문)는 주변 주택 및 도로 여건, 통학 시 안전도, 교지의 활용, 건물배치 등을 감
안하여 위치를 결정하며, 필요 시 부출입구를 설치한다.

202-2 주출입구 및 부출입구가 균형적으로 배치되어 있으며 동선에 의해 체육장 사용에 지장을 주
지 않아야 한다.
202-3 학생 학습공간과 지역주민 개방 공간(주차장, 체육장 및 다목적 강당, 도서관, 회의실 등)이
영역적으로 적절하게 구분하여 개방에 따른 교육활동 피해를 최소화하도록 계획한다.
202-4 교사는 대지의 향, 일조 및 풍향 등을 고려하여 적절히 배치하며, 교사동간의 남북간 인동간
격은 충분히 이격 시킨다.
202-5 일반교실이 있는 교사동은 남향 또는 동남향으로 향하도록 배치하는 것을 원칙으로 하며, 고
학년 및 저학년 일반교실의 영역은 구분하되 공간간의 연결이 원활하도록 한다.
202-6 옥외 공간과 실내 공간, 교사의 기능 및 학년(저학년과 고학년) 간의 영역을 분리하여 배치
시키며 유기적으로 연결되게 한다.
202-7 주변 도로 등 소음원에 접한 부분에는 녹지 및 방음시설을 계획하며, 교사동 주변에 방범 및
학생지도관리 면에서 사각지대가 발생되지 않도록 건물을 배치한다.
203. 보행자 및 차량 동선계획
203-1 학생, 교직원, 학교개방 시 이용자, 외래 방문자, 급식소 재료 반출입 동선을 분리하며, 사
람과 차량동선이 혼재하지 않도록 계획한다.
203-2 주출입구와 지역주민 개방 시설들이 근접되게 한다.
203-3 진입도로는 접근인지도 및 보차분리개념을 감안하여 계획하고, 학교 내에서도 보차분리 및
보행전용 동선을 확보한다.
203-4 학생들의 보행동선과 주차장 진입동선이 교차되지 않게 한다.
203-5 주차장은 해당 시군의 조례에 맞는 주차대수 이상의 확보를 위한 옥외 혹은 옥내 주차장을
계획하며, 보행에 지장이 없는 곳에 배치한다.
203-6 조리실 부식창고와 연결하는 부식차량 진입도로 및 주차공간을 확보하고, 교지 내 순환도로
체계를 수립한다.
203-7 학교 주변 통행로의 도로 및 교통량을 분석하여 학생들의 통학 안전을 확보한다.
203-8 자전거 동선은 차량 동선과 분리되게 계획하고, 자전거 보관소는 차량 주차장과 별도로 교사
동 인근 혹은 정문 주변의 안전한 곳에 배치한다.

301-1-1 설계자는 주무관청에서 제공하는 설계도서를 참고하여 적정 면적을 계획하되 면적 증가 부

301-1-3 시설 영역별 면적은 교육과학기술부 정책연구결과물인 “학교시설 기준 개정에 관한 연
구”를 참고하여 창의적으로 계획하고 각 실의 규모는 실의 사용인원, 실의 용도, 활용기자재 및
자료 등의 특성을 감안하여 실 규모를 결정한다.
