Why to focus on Next Census?
• Census is performed every ten years or so… • Time gap is too much
• Livestock sector has witnessed tremendous changes
during last 5-7 years
• Dynamics of overall dairy sector worldwide is changingrapidly – New technologies are taking over traditions
• There is a dire need to have an effective census that can
yield desired output for R&D and the industry
• We can’t afford waiting for another 10 years for this • That’s why, upcoming census is HIGHLY IMPORTANT

What is Way Forward?
Yield a report very
much similar toprevious censuses
Continue PreviousPractices of Animal
Census
Yield a trendsettingreport capable to
meet modern-dayR&D and industryneeds
Adopt NewMethodology and
Modern Techniques

• Manpower for data collection should not include livestockdepartment’s work force (VOs and VAs) but districtgovernment should be involved and asked to providework-force.
• DCOs / Mayors from local government, representative

Animal Census - Methodology
Develop electronic system for data recording, tabulation, analysis and report generation
Prepare electronic questionnaire available onPDA devices through electronic connectivity
Data collectors be trained on use of PDAdevices for data collection and submission
Data is collected and digitally entered at the
sport through PDA devices
Data is automatically collected in the mainserver and is readily available for all types of
desired reporting formats

But, HOW?
Develop a nationallevel database for
animal identificationand record keeping
compatible withNADRA
Register thefarmers using their
livestock herdsinformation and
include them in thenational database
Issue uniqueidentity numbers
like CNIC numbersand tag the animals
with their identitythrough ear tags
etc.
Periodic records ofanimals can beupdated in the
database includingsale, purchase,
production,diseases, breeding
information etc.

Realistic Recommendations
Year1
• Develop National Database for animals registration and record keepingand make test trials for animal recording system.
Year2
• Implement this system on full scale (each and every farmer andanimals) on sample population, e.g. (2-3 villages per tehsil).
Year3 • Include all farms with 100+ size in the database nationwide
Year4
• Include all farms with 50+ herd size in the database nationwide
Year5 • Include all farms with 20+ herd size in the database nationwide
Year6 on
• Consider including 10+ or all farms depending upon the suitability
