    1. RELEVANT PREVIOUS DECISIONS

    2. CORPORATE PRIORITIES AND POLICY CONSIDERATIONS

    2.1 The Council has committed to place the citizen at the heart of services and to drivefor relentless efficiency in everything we do. In relation to our Parking services, thismeans modernisation of the existing method of paying for parking within theauthority and achieving more efficient and effective use of Council assets.

    2.2 The Council is committed to working with the Trade Unions, consulting andreaching agreement with them on issues that affect members of staff and becomingan employer of choice.

    3. RISK MANAGEMENT ISSUES

    3.1 The new structure is flatter and moves away from hierarchical straight linemanagement. The management tier will have a shared goal for delivering a robustand effective service but will also have clearly defined individual roles andresponsibilities. The existing structure is task-based this has encouraged silo-based working and means that there is little or no flexibility to deal with fluctuationin demand. The new structure will facilitate generic working. Using the skills in theareas of maintenance supervision and Line and Signs legislation

    4. EQUALITIES AND DIVERSITY ISSUES

    4.1 This report is aligned with the Councils Equalities Policy, and its commitment toequalities and diversity, to ensure that groups of staff are not discriminated against.All posts within the structure have been evaluated using a job evaluation scheme inaccordance with legislative requirements.

    4.2 In line with the Councils policy this opportunity will be advertised on the Councilsintranet site and will be open for all employees to apply for.

    5. USE OF RESOURCES IMPLICATIONS (Finance, Procurement, Performance &Value for Money, Staffing, IT, Property, Sustainability)

    5.1 The grades of the posts deleted and created are contained in the associatedexempt report.

    5.2 The effect on the staffing budget will be a reduction of 116,620 from 231,230to 114,610 these changes form part of a wider programme of improvements tothe way the Council delivers permitted parking on the street and in car parks,the overall impact of which represents a saving of some 400,000 in a full year.This has been accounted for in the budget setting process.

    5.3 There are no ICT and property implications other than the purely operationalones of reallocating the existing provision.

    6. 1 Restructurings of organisations or of services usually results in the amendment ofterms and conditions of employees. Such changes must be undertaken inconsultation with the affected employees and with relevant trade union orworkplace representatives as there has been in this instance. Procedures used forthe selection of candidates for newly created posts must adhere to the Councilsestablished internal recruitment and equality policies and must be fair, objective

    and free of discrimination.

    7. CONSTITUTIONAL POWERS

    7.1 Constitution, Part 3, Responsibility for Functions, paragraph 6.3 states that specificChief Officers have powers to deal with staffing and other statutory matters forwhich the Council is responsible.

    7.2 Constitution, Part 3, Responsibility for Functions, paragraph 6.2 states that ChiefOfficers may use whatever means they consider appropriate to discharge the

    functions allocated to them including engaging and deploying staff.

    7.3 Constitution, Part 3, Responsibility for Functions, paragraph 6.3 states that ChiefOfficers may make changes without reference to General Functions Committee ifthe change is deemed to be minor when subject to a list of criteria which are met inthis instance.

    8. BACKGROUND INFORMATION

    8.1 The Council has committed to place the citizen at the heart of services and to drivefor relentless efficiency in everything we do. In relation to our Parking services, thismeans modernisation of the existing method of paying for parking within theauthority and achieving more efficient and effective use of Council assets. Theproposed staffing implications set out in this document have been informed by theCouncils budget as agreed by Council on the 1 March 2011 and by the keyelements of the proposed Parking Service strategy which seeks to modernise theParking Service through the removal of the aging and underperforming pay anddisplay infrastructure in conjunction with the Councils intentions to adopt alternativeforms of cash payment.

    A restructure of the Maintenance element of the Parking Service is required to meet

    ongoing service needs. The structure will be flatter and will facilitate genericworking through the optimum use of skill base.

    8.2 Rationale for proposals. It is evident that we need to make a significant change inthe Parking Maintenance Service to ensure that it is fit for purpose, can deliver anefficient, effective and responsive service to our customers and can meetfluctuating workloads.The delivery of the service also needs to respond to the changing nature of thecustomer experience and the increasing demand and facility for self-service byusers. (Cashless Parking)

    The proposed restructure will provide a flexible resource able to respond to boththe needs of the Council and its citizens and the legislative changes in the TrafficManagement Act 2004.

    The restructure is part of an ongoing process and will be considered together withthe terms and conditions of the Maintenance Staff and some significant investmentin the Councils parking-related assets. It is evident that we need make asignificant change in the Parking Maintenance Service to ensure that it is fit forpurpose, can deliver an efficient, effective and responsive service to our customers

    and can meet fluctuating workloads.

    relentless efficiency in everything we do. In relation to our Parking services, thismeans modernisation and achieving more efficient and effective use of Councilassets in order to meet increasing local and national challenges and opportunities,implementing any agreed changes.

    1. Purpose of Job:

    To Supervise and be responsible for ensuring the effective delivery of a promptand effective site investigation service to check quality, accuracy and validity ofsigns and road markings in the context of Penalty Charge Notice (PCN) appeals

    and adjudications.

    To be responsible for the provisions of the boroughs civil enforcement area andoff street car parks in accordance with the relevant legislative requirements.

    To have a working knowledge and understanding of the Councils controlledparking policies and the law relating to all aspects of parking, in particular thesigns and lines required to effectively enforce these policies and law.

    To travel throughout the borough as required and prepare site reports that

    accurately reflect the on-street situation and to obtain suitable photographic andwritten evidence, where possible to support findings.

    To prepare site reports and to co-ordinate ordering of works to the relevantcontractor or internal department and to express and substantiate a clear viewon the validity of PCNs.

    To assist the Enforcement Manager and in delivering a reactive and proactivelines and signs function to ensure that compliance is maximised.

    To assist in co-ordinating, prioritising and establishing work programmes and tomonitor their effectiveness.

    To maintain an up to date, accurate record of works ordered and to assist inbudget preparation, monitoring and control.

    2. Key accountabilities:

    Enforcement of provisions of traffic and parking regulations in respect of bothon and off street parking (This will include)

    Supervise and manage all staff within the service, define and manageperformance and ensure that appraisal schemes are used to acknowledgegood performance, identify and correct underachievement and to determineindividual and team training needs.

    Ensure that all activities are carried out in accordance with the CouncilsConstitution, internal procedure manuals and audit guidelines.

    To provide a prompt and effective site investigation service to check quality,accuracy and validity of signs and road markings in the context of PCN appealsand adjudications. To prepare site reports and to co-ordinate ordering ofremedial works.

    To supervise and provide a prompt and effective site investigation service in

    response to reports of sign and road markings defects and to co-ordinateordering of works.

    To report defects on road markings and signs within the borough to theEnforcement Manager.

    To prepare, collate and present reports to other officers within the ParkingService on the outcome of site visits and make recommendations on thevalidity of any PCNs issued at the location.

    To understand and be able to interpret Traffic Management Orders relating toparking and be able to keep up with subsequent amendments.

    To understand and be able to interpret such Acts, Regulations and Guidanceas apply to the use of parking-related signs and markings.

    To advise other departments on parking related carriageway markings andsigning.

    To supply information on parking related lines and signs to internal

    departments and external bodies.

    To respond to telephone and personal enquiries and to draft responses towritten enquiries and complaints as directed.

    To monitor the activities of the contractor or internal service provider, forexample on the quality of work regarding sign erection, road marking

    application and removal.

    Assist in keeping an up to date set of accurate records for road marking andsign budgets and expenditure.

    To carry out duties in both an office-based and on-site environment.

    To participate in team meetings and to assist in the preparation of reports onroad markings and signs for presentation to various groups.

    To be responsible for ensuring that systems and procedures relating to controlof equipment and system changes are adhered to.

    To promote and ensure effective liaison within the parking team, and with otherservices.

    To adopt a co-ordinated approach to working practices delivered bycontractors, in-house service providers and other parking service elements toachieve joined-up service delivery to the maximum benefit of the council.

    Effective maintenance of all issued equipment (This will include)

    Management and renewal of the vehicle fleet including cars, vans, andmotorcycles.

    Management of the Hand Held Computers, radios, portable printers, andcameras used for enforcement

    Development of the internal network and hardware at the depot to support the

    downloading of PCNs, photographs, and other data to the Civica system

    Checking and testing equipment before commencing a patrol, includingwhere appropriate, the production of a test PCN on hand-held terminal.

    Testing digital camera for working operation and date/time set up

    Maintaining records of all tests undertaken, collecting and preparing allstationery as required.

    After training, carrying out minor repairs on machines in the councils car

    parks.

    Checking mopeds or any council vehicle prior to commencement of duty andreporting defects.

    To drive a vehicle in order to attend various sites and to accept responsibility for theuse and condition of the vehicle in accordance with the Councils requirements andthe completion of a vehicle-use log.

    Carrying out monitoring of all contractor works, i.e cleansing, lighting, graffiti andensuring machinery maintenance has been performed to adequate standards.Records to be kept in conjunction with supervisor

    Work closely with the Business and Performance teams within the service andcorporately to effectively monitor and manage all aspects of the performance ofenforcement practices, staff, budgets and systems.

    In conjunction with the Police, the Councils own staff, and others as directed, to assistin designing and to take part in fraud prevention or crime prevention activities relatingto parking matters. To present oral evidence, and make written statements if required.To accurately observe and record crime taking place, such that witness evidence maybe presented at Court.

    To adopt a co-ordinated approach to working practices delivered by contractors, in-house service providers and other parking service elements to achieve joined-upservice delivery to the maximum benefit of the council.

    On Street Reporting (This will include)Reporting skips on the highways and note where they are not properly positioned orwithout warning signs.

    Produce management and committee reports, technical documents andstatistics as required in relation to the information processes and relatedactivities.

    Provide statistics and reports to the Parking Manager relating to all aspectsof team performance, and liaise with other team managers as may berequired.

    To be aware of responsibilities with regard to Health and Safety at work, and to applythis to the specific issues of maintenance of electrically powered equipment, and of

    street furniture including matters such as working procedures for peripatetic workersand premises control.

    Other duties (This will include)

    Ordering of relevant stock for enforcement purposes such as pocket books, PCNrolls, all equipment purchases and repairs.

    To be first point of contact with regards the management of contracts to do withenforcement such as maintenance providers of radios, hand helds, printers,

    Supervising the productivity targets, liaising to ensure compliance by theParking Enforcement staff.

    Dealing with all public enquiries, either by telephone, correspondenceor in person and resolve areas of dispute, maintaining good relationsbetween the public and the staff, ensuring all services provided are

    1. Purpose of Job:

    To deliver a prompt and effective site investigation service to check quality,accuracy and validity of signs and road markings.

    To carry out minor road markings and sign installation works as directed, e.gattach or adjust small parking related signs no larger than 0.4 sq metres usingstep ladders and tools to signposts, lamp columns, ect. Using suitable protectiveclothing and equipment.

    2. Key accountabilities:

    Enforcement of provisions of traffic and parking regulations in respect of both

    on and off street parking (This will include)

    To be responsible for the provisions of the boroughs civil enforcement area andoff street car parks in accordance with the relevant legislative requirements.

    To have a working knowledge and understanding of the Councils controlledparking policies and the law relating to all aspects of parking, in particular thesigns and lines required to effectively enforce these policies and law.

    To travel throughout the borough as required and prepare site reports thataccurately reflect the on-street situation and to obtain suitable photographicand written evidence, where possible to support findings.

    To prepare site reports and to co-ordinate ordering of works to the relevantcontractor or internal department and to express and substantiate a clear viewon the validity of PCNs.

    To assist the Enforcement Manager and in delivering a reactive and proactivelines and signs function to ensure that compliance is maximised.

    To assist in co-ordinating, prioritising and establishing work programmes and tomonitor their effectiveness.

    Effective maintenance of all issued equipment (This will include)

    To drive a vehicle on order to undertake the daily duties and to accept responsibilityfor the use and condition of the vehicle in accordance with the councils requirementsincluding the completion of a vehicle-use log.

    To adopt such safe working procedures and utilise such protective clothing andequipment necessary and appropriate to ensure personal and public safety in theperformance of the duties; to take such precautions as are necessary in order toprevent damage to equipment, for example from chemicals

    To ensure the best use is made of specialist and other equipment and systems suchas hand held computers, diagnostic and reporting systems, and communications

    systems and to be aware of developments in such fields and to promote the effectiveuse of such developments to further assist service improvement.

    To help maintain and update a record system of faults and problem areas andto ensure that these are acted upon and corrected quickly and efficiently.

    To assist the Parking Infrastucture Supervisor in monitoring the activities of thecontractor or internal service provider, for example on the quality of workregarding sign erection, road marking application and removal.

    Assist in keeping an up to date set of accurate records for road marking andsign budgets and expenditure.

    To comprehensively and accurately capture, amend, and update data using variousmethods, including manual records and computer technology in order to produceaccurate records.

    Carrying out monitoring of all contractor works, i.e cleansing, lighting, graffiti andensuring machinery maintenance has been performed to adequate standards.Records to be kept in conjunction with supervisor

    To assist the Parking Infrastucture Supervisor to provide a prompt and effectivesite investigation service in response to reports of sign and road markingsdefects and to co-ordinate ordering of works.

    To report defects on road markings and signs within the borough to the ParkingInfrastructure Supervisor.

    To help prepare and collate reports on the outcome of site visits and makerecommendations on the validity of any PCNs issued at the location.

    Promote good working relationships within own team and with members of thepublic (This will include)

    Assisting the public by acting as the first point of contact on minor parking enquiriesand enforcement matters.

    Maintaining customer-friendly relations with the public and assisting with anyproblems they may experience whilst using the car parks.

    Being courteous and helpful to members of the public, in order to promote andenhance the image and reputation of the London borough of Barnet.In conjunction with the Police, the Councils own staff, and others as directed, to assistin designing and to take part in fraud prevention or crime prevention activities relating

    to parking matters. To present oral evidence, and make written statements if required.To accurately observe crime taking place, such that witness evidence may bepresented at Court.

    Maintaining proper records of all inspections and assisting in the provision of theinformation requirements of parking services.

    On Street Reporting (This will include)Reporting skips on the highways and note where they are not properly positioned orwithout warning signs.

    Recording and reporting environment issues, such as defective signs and highwaydefects. On a continuous basis, reporting in writing deficiencies in missing signsand lines.

    Reporting in writing all street defects, damage, crime or antisocial behaviourwitnessed in the course of undertaking patrol duties, e.g. need for cleansing,dangerous footways, graffiti and abandoned vehicles.

    To maintain an awareness of best practice and contribute to the assessment oftechniques and processes

    Identify and contribute to performance improvements to ensure that the serviceis efficient and continuously improving

    To ensure that the best use is made of the parking related signs and lines andto identify as required the need for enhancement.
