A RESOLUTION RECOMMENDING TO THE CHIEF, BJMP THE AWARD OF CONTRACT FOR THE PROCUREMENT OF JANITORIAL AND BUILDING

MAINTENANCE SERVICE OF BJMP-NHQ FOR CY 2021 TO EXCELLENT GENERALSERVICES, INC.

WHEREAS, Bureau of Jail Management and Penology - National Headquarters (BJMP-NHQ) has posted the bid for the Early Procurement Activity of Janitorial and Building Maintenance Service (G-2021-001-EPA) with an Approved Budget for the Contract (ABC) amounting to One Million Nine Hundred Thousand Pesos (Php 1,900,000.00):

WHEREAS, the BJMP-NHQ BAC conducted pre-procurement conference to assess the readiness of the procurement activity;

WHEREAS, the BAC, through its Secretariat, posted the Invitation to Bid (IB) on November 7, 2020 in the Philippine Government Electronic Procurement System (PhilGEPS) website, BJMP Website and BJMP Bulletin Board;

WHEREAS, a pre-bid conference for the above project was conducted on November 17, 2020 wherein the documentary and technical requirements of the project were presented by the BAC and various questions from the prospective bidders were addressed;

WHEREAS, in response to the posted IB, Excellent General Services, Inc. purchased bidding documents for the abovementioned project;

WHEREAS, during the submission and opening of bids held on December 1,2020, the required eligibility and technical documents for the project submitted by Excellent General Services, Inc. was found to be ELIGIBLE, thus its financial proposal was subsequently opened and was likewise found to be compliant. Below is the summary of the bid:

WHEREAS, after the Bid Evaluation, it was found that the Computed Bid amount of bidder is the same with their Bid as Read. Thus, Excellent General Services, Inc. was declared as the Single Calculated Bidder;

WHEREAS, after careful examination, validation and verification of the TWG of the bid proposal submitted by Excellent General Services, Inc., it has been found “Responsive” as stated in the Bidders Post Qualification Report and Technical Evaluation Report of the TWG;

WHEREAS, the BAC further evaluated the aforementioned bid proposal and agreed to adopt the TWG’s recommendation to declare Excellent General Services, Inc. as Single Calculated and Responsive Bidder for the abovementioned project;

WHEREAS, GPPB Circular 06-2019 re: Guidelines on the Implementation of Early Procurement Activities (EPA) dated July 17, 2019 provides that:

Section 6. Revision of indicative APP before Award of Contract

6.1. As soon as the funding source for the Procurement Project has beenapproved, regardless of the stage of the EPA, the indicative APP shall be revised and approved in accordance with Section 7.2 of the 2016 revisedIRRof RANo. 9184.

6.2. Upon approval of the APP and the commencement of the running of the period to award the contract and complete the procurement process, the Hope may approve or disapprove the recommendation of the BAC.

Section 7. Award of Contract

7.1. Notwithstanding the mandatory procurement timelines provided in Section 37 of RA No. 9184. Procurement Projects undertaken through EPA may be awarded upon approval and effectivitv of the GAA. reenacted budget, appropriations ordinance, corporate budget or loan agreement, as the case may be.

NOW THEREFORE, considering the above premises, THE BJMP-NHQ BAC RESOLVES, AS IT IS HEREBY RESOLVED, to recommend to the Chief, BJMP the award of Contract for the Procurement of Janitorial and Building Maintenance Service for CY 2021 to Excellent General Services, Inc. in the total amount of One Million Eight Hundred Ninety-Nine Thousand Nine Hundred Sixty-Two Pesos and 78/100 (Php 1,899,962.78) subject to the approval and effectivity of GAA CY 2021 and APP CY 2021.
