OF THE NATIONAL ACADEMIESTRANSPORTATION RESEARCH BOARD

Transportation Research Board(TRB) is one of six major divisions of the National Research Council, which serves

as an independent adviser to the federal government and others on scientific and technical questions of national

importance, and which is jointly administered by the National Academy of Sciences, the National Academy of

Engineering, and the Institute of Medicine. The mission of the Transportation Research Board is to provide leader-

ship in transportation innovation and progress through research and information exchange, conducted within a

setting that is objective, interdisciplinary, and multimodal. The Board is supported by state transportation depart-

ments, federal agencies including the component administrations of the U.S. Department of Transportation, and

other organizations and individuals interested in the development of transportation.

Each year, TRB’s varied activities engage more than 7,000 engineers, scientists, and other transportation

researchers and practitioners from the public and private sectors and academia, all of whom contribute their

expertise in the public interest by participating on TRB committees, panels, and task forces. Others get involved

and support TRB activities by becoming a TRB Affiliate; participating in TRB-sponsored conferences and work-

shops; authoring technical papers and contract research reports; and more.

TRB's Committee on Accessible Transportation and Mobility (ABE 60)The Committee's mandate is to educate everyone on the issues and gaps related to mobility needs for people with

limited transportation options - people with mobility, sensory and cognitive disabilities; older adults; and individuals

without private transportation. With a large proportion of our population reaching their golden years, the Commit-

tee is dedicated to ensuring mobility options that will provide older adults with a high level of accessibility and

affordability. The Committee has a global focus and broad international representation.

Providing accessible transportation enables all individuals to participate fully in an active community life. Accessi-

ble transportation through universal and inclusive design is one of the key messages the Committee communi-

cates to various groups involved in providing seamless, accessible transportation.

The TRB Committee on Accessible Transportation and Mobility works closely with other TRB Committees to

collaborate and sponsor joint activities.

People interested in participating as a friend of the Committee or as a prospective member are encouraged to join

us for our annual Committee meeting, or participate in one of our Subcommittee meetings (Policy and Practice,

Research, and Accessible Transportation Technology). All meetings are held each January at the TRB Confer-

ence in Washington, DC.

About the Conference - About TRANSED

BackgroundTRANSED was created by US Transportation Research Board in 1978. Held every three years, TRANSED conferences have been co-sponsored by the Transportation Research Board. The 1st TRANSED was held in Cambridge, England. Throughout the years, TRANSED was held 14 times in 11 countries, such as Orlando in US, Vancouver in Canada, Stockholm in Sweden, Lyon in France, Perth in Australia, Warsaw in Poland, Hamamatsu in Japan, Hong Kong in China and New Delhi in India. TRANSED 2015 was held in Lisbon, Portugal in July.

TRANSED was traditionally held in Europe and North America and Taiwan is the fourth city in Asia to host this event following India.

Since the United Nations passed the Convention on the Rights of Persons with Disabilities (CRPD) in December 2006, Eden has been proactively promoting the spirits underlying every right protected by the Convention. Eden has spared no effort in constructing and offering both persons with disabilities and the elderly with comprehensive services. Furthermore, it is our mission to exchange viewpoints and experience on this globally significant issue with the international community. We feel greatly privileged to organize the 15th International Conference on Mobility and Transport for Elderly and Disabled Persons in 2018, which will be held at the Taipei International Convention Center from November 12th to 15th.

The theme of the conference is “Mobility for All: Connecting the World with Accessible Transportation.” Starting with a plenary lecture, the conference continues with a variety of discussions, in which researchers, practitioners, service providers, policy planners, educators, and experts in the field of aging from around the world are invited to discuss the latest on accessible transportation. Formats will include keynote speeches, topic discussions, thesis poster exhibitions, practical on-site exhibits. Workshops focusing on special issues will allow participants to gain awareness and understand academic application, industry exchange and experience sharing from various relevant fields in the world. These exchanges will in turn create a common platform for brainstorming and learning, bringing forth the multifaceted thinking and innovative development of industry, the public sector, and academia.

We sincerely invite you to participate at TRANSED 2018, a great opportunity for synergy in the fields of academia, cutting edge technologies and enterprises connect and network. Greetings from Eden Family!

The 15th International Conference on Mobility and Transport for Elderly and Disabled Persons, (TRANSED 2018) is scheduled to be held at Taipei International Convention Center during 12 Nov 2018 (Mon) to 15 Nov 2018 (Thu). The theme of the conference is "Mobility for all: Connecting the World with Accessible Transportation," which focuses on four main areas: 1. Accessible Transportation and Tourism in Air, Land and Water; 2. Safe & Sustainable Mobility for Elderly and Persons with Disabilities; 3. Collaboration and Coordination across Information Financial and Transportation Services; 4. Smart City Network & Smart Growth in the Asia Pacific Region and Worldwide.

Held every two or three years, TRANSED series of conferences are milestone events in the field of accessible transportation, attracting researchers, policymakers, transport operators, consumers and other specialists from around the world to share innovations and best practices in order to make transportation and mobility accessible to everyone.

From the first conference in 1978 held at Cambridge, UK, this coveted conference has been to different continents providing a platform for innovation, research and inclusive practices in mobility and transport under the aegis of the US Transportation Research Board of National Academics (TRB).

Eden Social Welfare Foundation (hereafter referred to as Eden) is deeply honored to host this prestigious triennial International Conference in Taiwan. With a phenomenal rise in the ageing population in Taiwan, it is truly significant to have the conference in Taiwan and mull over the challenges and prospects the inclusive and accessible transportation poses before the developing economies in our region.

Eden, in its 36 years of existence, has sought to accomplish the United Nations’ Sustainable Development Goals (SDGs) and follow the principles of the Convention on the Rights of Persons with Disabilities (CRPD), proactively sharing and communicating with the international community regarding the experiences of serving the older adults and the persons with disabilities. In particular, our experiences that it is “accessibility” that largely decides whether or not, the older adults, children, women who are family way, people of all sizes and dimensions and persons with disabilities, can fully participate in our society, contribute to the development of nation and reap the benefits of social inclusion.

After three years of rigorous preparation, a warm up event took place last year, with the "2017 Cooperation Forum on Accessibility & Prosperity in Cities," in which scholars and experts were invited to visit Taiwan to inspect the progress of the TRANSED 2018 preparations, and experience the accessible transportation systems in five major cities in Taiwan. The visiting experts were encouraged to see the commitment shown by the city leadership and they saw a huge potential in Taiwan’s march towards inclusive and accessible cities that are not only smart but also humane. We at Eden, sincerely hope to plan and create a platform at this international conference through the exchange of expertise and experience from various countries. With diverse presentations such as keynote speeches, panel discussions, workshops, and VR experience exhibition given by renowned subject experts, scholars and practitioners from Europe, the United States, and the Asia Pacific region, the conference is set to provide participants with a rich and innovative learning environment and enhance their professional knowledge in relevant fields, hoping to further benefit more older adults and persons with disabilities in the future!

Joseph Kwan has practiced architecture in Australia, United Kingdom and France; and was the Director of an access advisory service in Hong Kong from 1987 to 2005. He founded the practice UDA Consultants Ltd., a specialist consultancy on Universal Design and Accessibility in 2005.

He has over 40 years’ experience in architecture, of which 30 years has been focused entirely on projects in universal design and accessibility to the built environment, transportation and inclusive tourism.

Joseph Kwan is Director of UIA Region IV Work Programme “Architecture for All” since 1999, and currently serving as the UIA Representative to ISO/TC 59/SC 16/WG1 on reviewing of ISO Standard: “Accessibility and Usability of the Built Environment” 2011.

He is the current Deputy Vice-President of Rehabilitation International for Asia Pacific and was the RI-ICTA Global Chair from 2006-16 He was the inaugural Chair of the ARCASIA Committee on Social Responsibility from 2011-14.

Dr. Shou-Ren Hu received the B.S. degree in transportation and communication management science

from National Cheng Kung University, Tainan, Taiwan, in 1989; the M.S. degree in civil engineering

from National Taiwan University, Taipei, Taiwan, in 1991; and the Ph.D. degree in civil engineering

from Purdue University, West Lafayette, IN, USA, in 1996. He is currently a Professor with the

Department of Transportation and Communication Management Science, National Cheng Kung

University. His research interests include intelligent transportation systems, transportation network

modeling, highway safety, and risk analysis at railway level crossings. Dr. Hu is a Registered Traffic

Engineer in Taiwan.

Mr. NG Hang-sau, a registered social worker awarded Master of Social Work Degree, was the

former Chief Executive Officer and currently the Senior Consultant of the Hong Kong Society for

Rehabilitation. In his capacity of CEO, Mr. NG has actively involved in the planning of accessible

transport and travel services for persons with disabilities and older persons in Hong Kong, Shenzhen

and Macao.

Mr. NG actively promotes community-based rehabilitation service, and is familiar with the set up and

development of rehabilitation services and ageing facilities in China. He is the Honorary Advisor of

the Shenzhen Disabled Persons Federation. Mr. NG is currently a member of the Hospital Governing

Committee of Cheshire Home, Shatin, and Advisor of various Patients’ Self Help Groups in Hong

After accomplishing Ph.D. degree of Department of Engineering-Economic Systems and Operations

Research at Stanford University in 1997, Professor Chu has been teaching at National Dong Hwa

University. From assistant professor to tenured professor, Professor Chu has also been awarded as

Mrs. Xiong hongxia is a well-known figure of helping the disabled in Sichuan province of China.

From 2014 to 2017, she has organized several public social welfare activities, which helped more than

200,000 disabled friends to realize their dream of a wonderful tour. Such activities were reported and

republished by hundreds of Chinese media, creating a great social impact.

To name a few of those activities:

● I can see the prairie: Help a hundred blind people.

Professor Ching-Fu Chen, PhD.is the Department Chair of Department of Transportation and

Communication Management Science, National Cheng Kung University, Taiwan. He served as the

director-general of Transport bureau, Kaohsiung City Government (KCG), Taiwan from 2013.2 to

2018.7. During his term at KCG, he successfully carried out the privatization project of the city-own

Bus Administration of Kaohsiung city in 2013 and subsequently a series of bus reform strategies. In

close collaboration with ICLEI, he is currently leading the project ‘2017 Ecomobility World Festival’

which will take place at Kaohsiung in October, 2017.

Dr. Chen has been in academia for two decades as a professor of transport management at Nan-

Hua University and National Cheng Kung University, Taiwan. His research concerns urban mobility,

transport economic analysis, and tourism management. He received outstanding research award from

the Ministry of Science and Technology (MOST), Taiwan and has published a number publications in

main-stream academic journals such as Transportation Research Part A, Transportation Research

Pingtung County Government Tourism Rehabus"Tourism Rehabus Transportation Service" is a paratransit service operated by Pingtung County

Government. The service provides public transit services to people with disabilities in Pingtung

County who can not only ride Rehabus for basic needs such as medical treatment, rehabilitation, and

schooling, but also gain more outdoor and social activities. Therefore, the project of "small rehabus

tourized" was first planned in 2016. Starting with the perspective of prevention, this project provides

Donkey Move Door-to-door Pickup Service to Support Long-term CareDonkey Move aims to establish a barrier-free platform to connect different stakeholders in the society,

to remove visible and invisible mobility barriers, and to create a new value exchange system. This

door-to-door pickup service platform will help to support Taiwan as Taiwan gradually becomes a super

aged society.

For a long time, the government has commissioned private enterprises to provide pickup service

for the minority groups who are receiving long-term care. However, there is no unified reservation

and dispatch system for the local governments. Hence, Donkey Move aims to become an one-stop

Robotic Wheelchairs Demonstration at Tokyo International AirportDeveloped through a collaboration between Panasonic and WHILL Inc., WHILL NEXT is a mobility robot that enables safe, comfortable transport for Passengers with Reduced Mobility (PRM), whose use of airports is expected to increase. Panasonic has conducted technical trials of the (1)Automatic Stop, (2)Autonomous Mobility and (3)Tandem Movement functions at Tokyo international airport terminal.

Disaster Prevention Slim Speaker - Long Range Slim Array SpeakerIt can deliver clear messages at a long distance which is almost double of conventional speaker's capability, while it is being mounted on a disaster warning system pole as a set of four units covering full 360 degrees thanks to its lightweight design. About Fuhong Society of MacauFuhong Society of Macau is a registered non-profit organization in Macau, which is founded by a

group of volunteers in 2003. Our organization is now operating 13 service units, providing services

for persons with intellectual disabilities, with autism, and psychosocial disability. Our services include

vocational training, workshop, supported employment, on-job training, and independent living skills

training. Our service users are also supported to find open employment opportunities, in order to

National Taiwan Museum, established in 1908, is the oldest museum in Taiwan. The Japanese

government wanted to commemorate the opening of the west coast railway and so established the

Taiwan Governor Museum on October 24, 1908. At its opening, there were more than 10,000 pieces

of collections in the museum. In 1913, funds were collected to build the Governor-General Kodama

Gentaro and Chief Civil Administrator Goto Shinpei Memorial Museum at current site. In 1915,

after two years of construction, the museum was completed. It is one of the most noteworthy public

buildings in Taiwan.

Today, the museum retains the scale it had when it opened. The collection and research continue

to focus on the research of anthropology, earth sciences, zoology, and botany. Through themed

exhibitions, educational activities, publications, and various cooperation plans, the museum has

achieved its educational goal in the society to welcome and serve the public.

A friendly bus service means that the service can be equally and easily accessed by everyone

including senior and disabled people. After introducing low-floor bus and bus real-time information

systems, these have facilitated a more friendly bus service in Taichung City, Taiwan. However,

for a visual impairment, it is still difficult to know when the desired bus service arrives and which

approaching bus service it is. Without supplement facility, the visual impairment could not 'see' bus

real-time information to understand bus arrival time from smartphone app and LED display on bus

stop. In addition, the visual impairment could not 'see' the approaching bus route number when they

are waiting on a bus stop. These all cause a huge barrier for blind and visually impaired people access

to bus service. It is also a crucial problem for local authority who takes the responsibility to provide an

accessible and friendly bus service for every citizen.

Taichung City will create an APP-oriented supplemented service for blind and visual impaired users.

The APP will provide an innovative interactive audio solution in real-time to inform passengers of

the arrival of bus service at bus stops. By downloading the free APP, blind and visually impaired

passengers can reserve bus service when they arrive at bus stop through the APP. The APP will

record the reservation and send the reservation to bus operation center. Standing at the bus stop,

the user's smartphone will 'speak', telling of the next arriving bus and stating its number and route

destination. Once on board, all users already have audio announcements of the next bus stop, so

route management for blind and visually impaired passengers are made easier. The bus operation

center will send a message to the bus driver, which will serve the reserved passenger, through bus

dispatching system. The bus driver will notice that there is a blind and visual impaired passenger need

to be served at which bus stop.

Design, the Tourism Bureau, MOTC, ROC (TBROC) is taking many steps to achieve this goal and

Origins of Eden’s EstablishmentLiu Hsia (pen name Hsinglintzu, April 12, 1942 — February 8, 2003), was a disabled writer, who

answered the call from God and harbored a heart that sympathized with the physically and mentally

disabled. She donated her royalties that she accumulated over the years to establish the Eden Social

Welfare Foundation on December 1, 1982 with six like—minded friends.

The Eden Social Welfare Foundation holds the mottos of “Serving the Weak to Witness Christ,

Promoting Gospel and Welfare to Bring People to God”. We provide our physically and mentally

disabled friends with various community welfare services, while spreading the message of Jesus, thus

fulfilling our missions of focusing on both good deeds and gospel.

From being the voice of the physically and mentally disabled and fighting for their rights, to a social

enterprise model and onto the international stage, the Eden Social Welfare Foundation now has 120

service stations in Taiwan, with 3,000 employees, among whom one—fifth are physically or mentally

disabled. We serve over 8,000 cases of dysfunctional families whose economic and marriage situation

are threatened by the physical disability of the family members.

Service ContentsEden Social Welfare Foundation service include vocational training for physically and mentally

disabled individuals of adult age, job counseling, emotional therapy, as well as early intervention

services for children with delayed development and residential care for seniors. The Foundation

steadfastly believes in “providing holistic care throughout life”, providing the physically and mentally

disabled with complete services that encompasses body, mind and soul.

learn and build their skills with the guidance from the professional artisans. In the workshop, all the

Eden Social Welfare Foundation Taipei WanFang Center for Disabled People have dedicated years to

provide day care for grown-ups with disabilities. Apart from meeting their needs like self-management

and socialization, we also provide training for them to learn new skills. We hope to work towards skills

in managing their daily lives and social integration to build a future based on self-reliance and self-

development for our service users.

Once they could only stay at home or wait for others to help, but after all the art classes taken in the

center, they were able to overcome their physical obstacles and depict the beautiful world in their

minds. Although they are slow and their skills are not yet perfect, they never give up. They are truly

the “Grand artists”.

With gnarled hands and shaky body, the physically disabled artists overcome all the inconveniences

with the spirit of never giving up, and paint out the splendid blue print of life and bravery with bright

colors. They are not any different from us if they long for stability and independence in life; they have

dreams and expect to have a colorful life. We together can help them to go back to the society again

and regain their dignity of life and honor.
