Chairman Joe Britt called the June 7, 2016 Recreation & Parks Commission meeting to order at
6:33 p.m., in the Council Chambers.

Recreation & Parks Commission Meeting Minutes – May 3, 2016
After a motion by Commissioner Silva and a second by Commissioner Trujillo, the minutes of the
May 3, 2016 Recreation & Parks Commission Meeting, were approved as mailed.

A. Program Updates
1. Community Services Department Presentation – Perry Brents
a. Capital Improvement Projects (CIP)
Commissioner Britt called upon Perry Brents to begin the presentation, Mr. Brents reported as
follows:
Mr. Brents approached the podium and began the Capital Improvements Project presentation for
the Community Services Department. The Community Services Department coordinates the park
system of nearly one hundred and twenty-six acres of open space including nine parks which were
detailed in the presentation along with four public facilities; Rialto Community Center, Fitness &
Aquatic Center, Rialto Senior Center and the Sandra Courtney Playhouse. Mr. Brents addressed
the recent assessment of City parks that was conducted in March explaining the conditions of the
parks and anticipated repair costs. One million one hundred thirty-five thousand six-hundred and
fifty dollars in repairs were needed between all of the parks. City Council approved 1.3 million
dollars for Frisbee Park, Andreson, Birdsall and the Community Center will have rehabs done. We
are trying to rehab the 300 wing at Johnson Community Center and the concession stands at Frisbee
Park. Designers for the concession stands at Frisbee Park will be discussed at the June 28th City
Council meeting. The first priority at the Johnson Center will be a fence followed by improvements
within the 300 wing. In 2017 the City Council approved rehabilitative work to meet ADA
guidelines such as no signs on the door, not being able to turn a wheelchair 360 degrees and the
curb being too high. An inventory check was conducted by Mr. Brents personally to make note of
all the issues that need to be addressed. Commissioner Trujillo asked how these needs were
identified at Ferguson Park being that is one of the City’s newer parks? Mr. Brents replied stating
that the ADA requirements have been changed since the park was built, and additional
maintenance needs arise overtime. Commissioner Sparks asked if the paths of travel were
approved when the park was originally designed, Mr. Brents responded yes, but, again additional
safety and ADA requirements are now being required. DeVost commented saying that the safety
issues should be a priority and addressed immediately, Mr. Brents agreed and added that these
issues must be brought up to current building code standards to be compliant. Commissioner Britt
mentioned his concerns about the cost of repairs using unionized workers to fix the repairs. Mr.
Brents stated that funds have been identified through CDBG and other special City funding sources
and it may not be enough, but the priorities will be addressed first. In conclusion, Mr. Brents stated
that a schedule and scope of work should be available to review at the next meeting.
2. Project Updates
Johnson Center Fencing Project – Perry Brents
Commissioner Britt acknowledged Mr. Brent’s previous commentary regarding the Johnson
Center Fencing Project within the CIP presentation.

Park Design Frisbie/Cactus & Randal Property – Perry Brents
Mr. Brents continued his statements and reported on the Park Design Frisbie/Cactus & Randall
property as follows:
Although the park design was addressed within the presentation, Commissioner DeVost requested
more detail regarding the selected contractor that will be designing the project. Mr. Brents stated
that based on past experiences, Council was not happy with the previous services and Council has
decided to proceed with the contractor who consulted for Bud Bender Park.
VI. ACTION ITEMS

VII. COMMISSIONERS’ REPORTS
COMMISSIONER SCOTT SPARKS – Commissioner Sparks reported as follows; apologized
for being late, he attended Bud Bender Park and had a concern about the Rick Nolasco sign
displaying a NBL team that he may not be with in the future.
COMMISSIONER JOHN SILVA – Commissioner Silva reported as follows;
He also attended the Bud Bender Park unveiling and hopes that the community understands what
an amazing park and field this has transformed into.
COMMISSIONER JAN MORRISON – Commissioner Morrison reported as follows;
She Bud Bender Park grand re-opening and complimented Jessica on a job well done. She went to
Rialto Art Fair and also stopped in on Academy of the Minds. On June 2nd she saw the Tiny Tot
Preschool graduation she said she enjoyed the presentation; she also attended the Taste of Rialto.
She is interested in how the schedule is coming along for the theatre. Mr. Brents let her know that
and he is in contact with Sandy to get complete information before coming back with complete
details. She was able to attend the Friends of Rialto library they did a play at the Senior Center.
COMMISSIONER RAFAEL TRUJILLO – Commissioner Castillo reported as follows; Mr.
Trujillo was able to attend the Memorial Day weekend that City Clerk puts together. He was able
to attend the Taste of Rialto and enjoy the photo booth. He would like to work with Jan and help
with the Student Commissioner Project.
COMMISSIONER CLIFFORD DEVOST – Commissioner DeVost reported as follows; He
attended the sold out Senior Prom. He attended the Rialto High School ceremony where they

presented a certificate to Student Commissioner, Sarai Ferrer. He attended the Memorial Day event
and the Rialto Unified School District ceremony where his wife was honored for her 30 years of
service. He will not be attending the meeting next month.
COMMISSIONER JOE BRITT – Commissioner Britt reported as follows; Mr. Britt thanked
Jan and Clifford for showing up and presenting the student commissioner with certification. He
attended the Senior Prom and thanked Terre and her staff. He attended Bud Bender and would like
to take a photo, with Bud Bender, in their new shirts.
SHEREE LEWIS – Reported as follows; Mrs. Lewis told the commissioners we ordered shirts
for them. She informed them that Council Member Sean O’Connell passed away this past
weekend. She will forward the email to all of the Commissioners for his procession.
JULIO SALCEDO – Reported as follows; Mr. Salcedo informed the Commissioners that eight
youth, which participated in the afterschool drop-in program, were taken on a field trip to Catalina
Island. Mr. DeVost asked if there were any summer activities and field trips for these students,
Mr. Salcedo informed him of the nature field trips and local trips they will take during the summer.
BRITTNEY HOWARD – Absent.
COMMISSIONER JOSUE CASTILLO – Absent.
VIII. ADJOURNMENT
There being no further business to come before the Commission, Commissioner Britt adjourned
the meeting at 7:24 p.m.

Summer Camp
The Community’s
response to the City
of Rialto’s Summer
Camp has been
overwhelming. The
Summer Camp is
offered at two sites; the Rialto Community Center for full day and the City of Rialto Fitness and Aquatic
Center for half day. Currently both sites are at full capacity with waiting lists at both locations. The
program aims at providing a fun filled, safe and affordable camp for Rialto youth. Space is limited and
registration is first-come-first served. Rialto residents who qualify for the Fit4Kids program can enroll
for the first session of camp for either half day or full day.
Fitness & Aquatic Center - 1243 S. Riverside
Ave.
Fit4Kids, half day camp from 7:00 am to
12:30 pm
Community Center - 214 N. Palm Ave.
Full day camp from 7:00 am to 5:00 pm.
(Fit4Kids will be hosting the 7:00 am to 12:30 pm
portion of the day with fun fitness and nutritional
activities. The second half of the day is dedicated
to music appreciation, career exposure, arts &
crafts, educational enrichment and more.)
7:00 am to 12:30 pm, Monday through Fr iday. Free for qualified
applicants. Non-Rialto residents or those that do not qualify based on house-
hold income will only pay $50.00 per week, per child for the half day camp. Qualifications depends
on income levels set by the Department of Housing and Urban Development (HUD).
HALF DAY CAMP
FULL DAY CAMP 7:00 am to 5:00 pm, Monday through Fr iday and is $50.00 per week per
child for qualified applicants. Non-Rialto residents or those that do not qualify based on household in-
come will only pay $100.00 per week, per child for the full day camp.
The City of Rialto Summer Camps will take place at two locations this summer:
Applications for the second session of the Fit4Kids component have been distributed and the second
session has already filled up. As a grant funded program the Fit4Kids component follows the timeline
of our regular fiscal year and will officially begin activity on July 1st. For more information please con-

RIALTO SENIOR CENTER
Senior Karaoke Ice Cream Social
On Monday, June 6th our senior participants took advantage of the fun, safe and
cool place that our Rialto Senior Center offers and participated in the Senior Kar-
aoke Ice Cream Social. The event was attended by over 40 seniors who were able
to sing their favorite songs, socialize with their friends and enjoy ice cream sun-
daes. The event was sponsored by AGA Medicare Options with, representatives
on site to answer any questions and to distribute information. The Rialto Senior
Center holds a karaoke activity every Monday from 1:00 to 4:00 pm., in the Ber-
glund Room.
Seniors Making a Difference!!
On Monday, June 13th, after many hours of hard work and dedication invested in blankets and toys, the
Rialto Senior Center Crochet Club donated their crochet blankets and crochet toys to the Arrowhead
Regional Medical Center Pediatrics Unit. The Crochet Club is a volunteer-run program and meets at the
Rialto Senior Center every Monday from 9:00 to 11:00 am. Judy Mace and Bonnie Rodriguez volunteer
their time to organize the meetings and focus their energy to
donate to worthy organizations. The Rialto Senior Center
Crochet Club has also donated their items to San Bernardino
Community Hospital Pregnancy Ward, Loma Linda Veteran’s
Hospital, Santa Claus Incorporated and the Rialto Retirement
Home. We are extremely proud of our participants and very
glad that they call the Rialto Senior Center their home.

Opening ceremonies were held on June 11th for the Summer Basketball season. Mr. Che Wilson,
Recreation Programmer, has worked hard to make this season the largest summer season on the
books. There will be a total of 28 teams competing in four different divisions. Each team averages 8
to 10 players. We look forward to a great season full of fun for the kids, physical and mental training
and parent involvement.
Youth Basketba l l (Div is ion 1) Division 1
The Rialto Pride’s season continues as they have just completed a
tournament in Rialto at the Carl Johnson Center Gymnasium. The
Pride played hard fought games. Unfortunately, this time the team
came in second place but gained invaluable experience from the
excellent teams they played. Their team continues to learn and
improve. We look forward to many team victories and the
accomplishment of personal goals this season. We look forward to
continue to provide this wonderful and unique opportunity of travel
basketball to the youth of Rialto, and continuing the Rialto Pride
tradition. The Rialto Pride is completely run by volunteer coaches and
in its’ many tournament victories, has developed a county wide
reputation for their skillful play.
The Girls Volleyball Summer Season began play on Friday, June 3rd, 2016. Tak-
ing into consideration all the teams that are signed up and the returning teams and
players, a very competitive season is expected. This season boasts 6 teams in the
older division and 4 teams in our younger division. 10 teams total, with about 12
to 15 on a waiting list. This season promises to be even more exciting than the
last. We have 3 new coaches with plenty of competitive volleyball experience.

The next Alliance meeting is scheduled for August 24th, 2016 at 6:00pm. This quarterly
meeting allows for all groups to voice their questions, needs, and receive valuable information from city
officials on how we can collaborate to effectively address all these. All groups will be updated on the
ongoing A.D.A. compliance retro fit occurring at all City parks. All participating youth sports groups
will be briefed on upcoming city events at the respective parks. This alliance continues to be a great
support system for the local groups and a great way to maintain effective communication with the
Community Services Department.

SUMMER CAMP AT THE FITNESS & AQUATIC CENTER
It is almost impossible to turn on the TV news, open a
newspaper, pick-up a magazine, or search on the Internet
and not see a report on healthcare. When healthcare is
being discussed, high on the list of concerns is childhood
obesity. Therefore, the Fitness & Aquatic Center is
currently having summer camp Fit4Kids participants
stay active during the summer months and cool off in the
pool for one hour Monday through Friday. Children are
scheduled to have a 30 minute workout in the water and
participate in a free swim during the last 30 minutes of
the scheduled water sessions. The City of Rialto
Fit4Kids program was created by Community Services staff to address the problem of childhood
obesity in the City of Rialto.
Free Adult Tennis Class
The City of Rialto Fitness and Aquat-
ic Center is offering a free tennis
class for adults. The class will be
offered for the next three months on
the first and third Thursday of the
month from 6:30 to 7:30 pm. The
class will be taught by the tennis pro-
gram USTA certified Tennis Instruc-
tor Omar Menjivar. To register or for

The Fitness and Aquatic Center has extended its hours during the summer season. The Aquatic center is
hosting Summer Fun Days during scheduled recreation swim times every last Saturday of the month.
We will have prizes, snacks, music, and fun games for those participants that join us during our
recreation swim. The Aquatic Center will be open during our regular business hours on Monday, July 4,

Swim Lessons
The number of swim lesson participants has increased for the 3-13 age group and also for the adult
and toddler swim lessons. Swim lesson registration will be occurring every two weeks throughout the
summer to allow for more children and adults to learn water safety skills and swimming techniques.
SilverSneakers Potluck On Friday, June 17, 2016 participants of the Silver-
Sneakers program held their Red, White and Blue
BBQ potluck following the Senior Fitness exercise
class. The SilverSneakers program focuses on a low intensity workout for senior
participants and hosts a monthly potluck social. The SilverSneakers program is
offered Mondays, Wednesdays and Fridays from 10:15 to 11:15 am. To see if

“Join us at one of the many City Wide Special Events”
The Summer Series Day pool party took place at Eisen-
hower High School on May 28th from 11am-1pm.
Community members of all ages came out to enjoy free
recreational swimming to kick off the summer. The
Community Services, Rialto Fire and Police Depart-
ments hosted information booths, providing summer
safety tips, information on city programs and special
events. The special events staff hosted the event by
providing free hotdogs and drinks. They led water bal-
loon toss games and pool games with all the partici-
pants. A great time was had by all.
Summer Concert Series
Saturday, June 4th was the Sound of Rialto and Latin
Concert. The Sound of Rialto soloist ages 13-17 and
groups competed on stage to pass onto the second round.
One soloist and group was selected for each category.
We had a special performance by one of last year’s
Sound of Rialto winners, Jessica Valerio-Garcia. Vilma
Diaz y la Sonora had the crowd dancing to cumbia and
salsa. The crowd was entertained by Merengue 5’s dance
performance, and were excited to see the dancing horses
show. The children’s area was full of activity with the
breaking of piñatas, soccer games, and an inflatable slide.
