The Kiautschou (Jiaozhou Bay) ‘Red Eagles’ Provisional Issues
Kiautschou (Jiaozhou Bay) is a sea gulf located on the southern coast of the Shandong Peninsula in East China. The area became widely known to Europeans after a lease for 99 years was concluded by the German Empire during 1898 with the Qing Government of China. Jiaozhou was ‘romanized’ as Kiautschou in German and Kiaochow or Kiauchau in English. The administrative centre was Tsingtao.
German Acquisition of Jiaozhou Bay (Kiautschou)
Since 1860 Jiaozhou Bay (Kiautschou) was variously explored by Germans
and recommended as a possible naval base in the future. But no final
decision was made until 1897, when on 1 November 1897 the Big Sword
Society murdered two German Roman Catholic priests of the Steyeler
Mission in Juye Country in Southern Shandong. After the German
Emperor Kaiser Wilhelm II intervened, the admiralty sent a message to
rear Admiral von Diederichs to “…proceed immediately to Kiautschou
with entire squadron…”. The German East Asia flagship SMS KAISER,
the SMS PRINZ WILHELM and the small cruiser CORMORAN were
sent to Jiaozhou Bay (Kiautschou) arriving off Tsingtao on 13 November
1897. After a further strengthening of the Naval presence by the marines
of ‘III. Seebatallion‘ arriving on the liner DARMSTADT on 26 January
1898, negotiations with the Chinese Government began. The German
Empire accepted a leasehold of the Bay for 99 years (much as the British
did in Hong Kong’s New Territories). Kiautschou Bay was officially placed
under German protection by imperial decree on 27 April 1898.

brought 1,000 soldiers to Jiaozhou Bay (Kiautschou). After
a few days 5 Pfennig stamps covering postage for post cards to
theGermanEmpirewereexhausted.Itwassoondecidedbythe
Chief Officer of the German Post Office inTsingtao to issue a
provisional 5 Pfennig stamp by overprinting the red 10 Pfennig
eaglestampsdiagonallyoverprinted‘CHINA’withanadditional
‘5Pfg’surcharge.Thisprovisionaloverprintwascarriedoutbythe
German Missionary printers inTsingtao.The printer created an
overprintingformof50unitsbycombiningvarioustypesofletters
andnumbersfor‘Pfg’and‘5’.Thisoverprintformof50wasused
to overprint the upper half of the sheet of 100 followed by the
lowerhalfofthesheet.Varioustypesintheoverprintformof50
