Dear Colleagues and Friends,

On behalf of the organizing committee, it is a great pleasure to welcome you to the 17th CIRP conference on Electro Physical and Chemical Machining (ISEM), which for the first time is held in Leuven.

Today, time has come to explicitly reference ISEM as being a ‘CIRP conference’ in a similar way as other CIRP STC’s have their dedicated ‘CIRP conferences’. In accordance to the CIRP regulations, the International Symposium for Electro-Machining was therefore renamed into “CIRP Conference on Electro Physical and Chemical Machining (ISEM)”. The Council of CIRP and the Board of its STC-E however decided to keep using and referencing the acronym ISEM and to continue the numbered list of ISEM events, in reference to the glorious past of ISEM conferences. History will hopefully remember that the ISEM acronym of the CIRP Conference on Electro Physical and Chemical Machining ever originated from the early International Symposium for Electro-Machining.

The still growing interest in Electro-Physical and Chemical Machining processes is reflected in the high number of papers as well as the huge interest in participation. During this conference, 105 papers will be presented and more than 150 participants, coming from 19 countries, are present. Through this welcome word, we would like to thank all authors and members of the International Scientific Committee for their contribution to the demanding review procedure. All published papers are accessible to the world through the on-line channels of Elsevier Procedia.

We do hope that you will find some time during these days to visit the beautiful town of Leuven. The city of Leuven is very proud of both its past and its heritage. Although the first references to the town can be traced back as far as the 9th century, it was not until around the 11th-12th century that Leuven began to develop as an important trading centre. The university was founded in 1425 and today, the town owes much of its character to the numerous university college buildings dating from the 16th and 17th centuries, many of which were renovated in the 18th century. Leuven has developed into a well-equipped, modern town with a thriving service industry economy and with a good balance of old and new buildings combining to offer a well-designed infrastructure to suit the demands of today's modern city with a rich tradition.

Preparing for presentations Please bring your presentation to the session room, preferably on a memory stick. To assure a fluent transition between speakers, all presenting authors are asked to meet their session chair and to prepare their presentation in the respective session rooms at least 15 minutes before the start of the session during which they will present. Weather April is spring in Belgium, with daily temperatures ranging from 12°C to 20°C, although occasionally the maximum may reach 25°C. On average, the weather is sunny with a few days of rain during the month. An umbrella and a light raincoat are advisable. Opening hours banks and stores Banks are generally open from 09.00 a.m. till 3.30 p.m., department stores from 09.30 a.m. till 6.00 p.m., while most other shops stay open from 09.00 a.m. till 06.00 p.m. Mid-day, most shops generally remain open, although you may find a few closed from 12.00 till 02.00 p.m. Money changing after banking hours is possible at the airport. Credit cards Shops and restaurants usually accept major international credit cards such as EuroCard-MasterCard, Visa, American Express, Diners Club, etc., with a preference for EuroCard-MasterCard and Visa. Electricity The electric power is 220 V AC, 50Hz. Car rental If you wish to rent a car, it is often advantageous to do so from your own country, often in conjunction with the purchase of your airline ticket. Local car rental companies are: AVIS, Budget, Car Rental, Hertz, Europcar. The speed limit on freeways and divided four-lane highways is 120 km/h. On most other roads, it is 90 km/h, but in towns and cities, you are restricted to 50 km/h. Wearing seat and shoulder belts is mandatory for both the driver and passengers. Taxi service Taxi service in Leuven is available at telephone number: 016/20.20.20 (Taxi Breckpot). Parking Parking De Bond (Martelarenplein 18) is located very near the conference venue. A full day ticket will cost you 18 Euro.

Leuven, city of students Leuven is a university town located 30km to the east of Brussels. The first references to the town may go back to the 9th century, but it was not until the 12th century that Leuven started to flourish as an important trading center for cloth. Later, during the 15th century (i.e. in 1425) the University of Leuven was founded. Leuven has a rich heritage and various historical buildings from different centuries can be admired. Its finely sculpted Town Hall and Saint Peter's church with the famous 'Last Supper' by Dirk Bouts, are fine examples of flamboyant Gothic architecture at its best. The Baroque style can be found in St Michael's church, in the interior of the St John the Baptist's church, and in the unrivalled stucco of the Park Abbey. Other styles can be found in The Romanesque Gate, the Saint Lambert's church and the remains of the first town walls. Next to its cultural heritage, Leuven provides an excellent environment for relaxation in its numerous bars and restaurants. The Old Market, locally known as 'the largest pub of Europe', is known for its lively nightlife, and a large collection of the famous Belgian beers are served. Beer has played an important role in Leuven's history. At present, the headquarters of the world’s largest brewery group AB Inbev are located in Leuven. First records go back to the 15th century to the 'Den Hoorn' brewery. The University of Leuven (KU Leuven) The University of Leuven (KU Leuven), founded in 1425 by Pope Martin V, is the oldest still existing catholic university in the world, and the oldest university of the Low Countries. The university is housed throughout the city, owning many historical buildings. Amongst others the University Library, College of the Falcon, Pope's College, Maria Theresia College, King's College, Premonstratensian College, Arras College, Van Dale College, American College, College of the Holy Spirit, University Hall, Campus library Arenberg, Arenberg Castle, the Great Beguinage, etc. At present, KU Leuven caters to more than 31,000 students, around 12% of whom are international students from more than 120 nations. In terms of its personnel, there are 5,287 academic staff, 2,730 administrative and technical staff, and 8,172 university hospital staff members. With regard to its physical facilities, the university occupies a total area of 1,058,445 square meters and it has a total of 26,606 rooms. On the academic side, the university is composed of fourteen faculties, fifty departments and about 240 sub-departments. Further, its network of thirty auxiliary libraries now houses a total of 4.3 million volumes, 14,500 magazines and journals, and 7,492 full text electronic magazines. And concerning its medical facilities, KU Leuven supports five hospitals and three affiliated hospitals, with a total of 2,057 hospital beds for the acutely ill. The Faculty of Engineering is located on the Heverlee campus of the Universiteit Leuven, just 3 km to the south-west of the city centre. Its dean’s office is housed in the Arenberg Castle (see cover page).

Conference Welcome Reception Tuesday April 9th, 19u00

All participants are invited to enjoy the Belgian beers and other liquid refreshments, offered in the “wandelzaal” of the historic City Hall of Leuven. This former Town Hall of Leuven, is a landmark building on the city's Grote Markt (Main Market) square, across from the monumental St. Peter's Church. Built in a Brabantine Late Gothic style between 1448 and 1469, it is famous for its ornate architecture, crafted in lace-like detail. The historic City Hall of Leuven is surrounded by many diverse restaurants where you are free to enjoy your meal after the reception.

Guided tour of Leuven Wednesday April 10th, 18u00

Leuven is often referred to as an open air museum. Follow the guide past the flamboyant Gothic town hall and its 236 statues, past Saint Peter’s church, which is after more than 500 years still missing its towers, past the University library conceived as an American memorial to the Great War of 1914-1918,.. This one hour walk, offered by the city council of Leuven, along the most interesting places of Leuven starts at the town hall at 18.00h sharp, and will lead you to the conference dinner in the Faculty Club by 19.00h, at the right place and time for the next ISEM 2013 social event! The participants can leave their briefcase at the reception of the Provinciehuis, we take care of the transport to the Faculty Club.

Conference dinner Wednesday April 10th, 19u00

The ISEM2013 conference dinner will take place at the Faculty Club, located in the medieval Infirmerie of the Groot Begijnhof. This 'garden of the Begijns' was founded in the 13th century outside the town wall of the time. The Begijns or Beguines were female followers of the mystical movement that emerged as a reaction to the growing material and formal aspirations of the regular clergy. The beguines lived like regular nuns, but did not make the same perpetual vows. In March 2000 the Flemish buiginages were included in the UNESCO World Heritage List. When you come by car you can use the parking of the Faculty Club using the code 8745. After the conference dinner, there is a transport by bus back to central locations (hotels indicated in the map of Leuven): Fochplein for the hotels 5,7 9 – station square for the hotels 2, 3, 4, 8 – Novotel hotel 6 – New Dampshire hotel 1. The transport is foreseen at 22u30 and 23u00. For hotels in the city center (Ibis, Mercure, Holiday Inn…) walking back is recommended.

Visit to the labs of KU Leuven, PMA Thursday April 11th, 17u00 The division of Production Engineering, Machine design and Automation (PMA) of the department of Mechanical Engineering of the KU Leuven which has an excellent national and international reputation in the field of innovative manufacturing processes research (sheet metal working processes, EDM, rapid prototyping & additive manufacturing, laser machining, …), product design (e.g. CAD, CAE, FEM, …), flexible automation, mechatronics, robotics and structural dynamics. The visit covers the production engineering laboratories with live demos on experimental setups for various non-traditional machining processes.
