1. All slaves in the rebel-controlled territory would be freed
2. Excluded slaves in under Union control3. If Confederate surrendered by January 1863,

• Burnside attacked entrenched Confederates positions on the outskirts of Fredericksburg
• 12,000 Union soldiers fell• Lincoln replaces Burnside with “Fighting Joe”
