Overview

During the Second World War, the British Government introduced Defence Regulation 18B which suspended the right of Habeas Corpus for the first time since Magna Carta.

The new Regulation allowed British citizens to be imprisoned without charge, trial or right of judicial appeal if the Home Secretary considered that their continued liberty was not in the national interest during wartime. The main detentions occurred in two phases, September 1939 and May/June 1940, although some 18B orders continued to be issued long after this latter date. A large number of these orders were directed against members of the British Union of Fascists and National Socialists.

The Government did not make public the full list of names of members who were interned though the total number of detainees was reported to Parliament as "About 700" (Parl. Deb. Volume 376 House of Commons C 849-52) and to the War Cabinet as "753" (CAB 65/10 WM(40)). In 1987 a spokesperson for the Home Office confirmed that the total number of British Union members detained was not recorded in Home Office files. A small number of names of those who were arrested was announced in the national and local press at the time.

The list that follows contains the names of those British citizens who are believed to have been detained under Regulation 18B who were, or had been, members of the British Union. It has been compiled from many sources and is probably incomplete. It is also acknowledged that the list may contain inaccuracies though every effort has been made to avoid these. In a small number of cases, the names are of individuals who are not confirmed as being detained because of British Union

membership but where the balance of evidence seems to indicate that they were. These are described as 'Probably British Union'.

The deciding factors concerning who was to be detained under Regulation 18B were far fromconsistent: many relatively insignificant members were detained whilst some important members escaped detention completely. However, this list of those who were detained is likely to represent a fair cross section of the more active membership and gives some indication of the kind of people who supported Mosley's brand of fascism during the late 1930s.

Alongside each name will be found the principle source, or sources, of evidence. The source only indicates evidence that the person was interned and that they were, or had been, members of the British Union: any other information listed about the individuals in this list is not necessarily derived from the source.

More than one thousand active members of British Union were detained under Regulation 18B for opposing the Second World War in which 60-million people died. Many of them were imprisoned on the Isle of Man where they were photographed in 1941 by a non-interned BU District Leader serving with the RAF stationed on the Isle of Man. He was smuggled into the Camp with his camera in an empty drum, took these photographs and escaped the same way.

Holloway Prison Detainees

Whilst in Holloway Prison in 1940, Heather Donovan asked other Regulation 18B women detainees to autograph some blank pages in a book of Rupert Brooke poems. They signed under the heading 'WE WILL ACKNOWLEDGE NO DEFEAT' and Lady Mosley was the first to add her name. Notable signatures on these two pages include racing driver Fay Taylour, former suffragette Norah Elam, Lady Domvile and Anne Brock Griggs (Chief Women’s Organiser of BU until February 1940).

The day before the Second World War was declared, Mosley issued an instruction to all members of British Union telling them that if they were in the armed services they should obey their conditions of service. In the event of a German invasion, he ordered all members not to rest until the foreigner had been driven from British soil. Many BU members died in the armed services in the War and the names of some have been posted on www.oswaldmosley.com

The above photograph shows Sir Oswald Mosley at a Blackshirt rally in London’s Hyde Park in 1934. Behind him stands the ‘I’ Squad (Defence Force), a special detachment formed to prevent political opponents breaking up Blackshirt meetings. On the far left of the front row is Eric Hamilton Piercy, Officer-in-Charge of the ‘I’ Squad.

In June 1940, Piercy was one of many small boat owners who answered the Government’s call to rescue the British Expeditionary Force from the beaches of Dunkirk where it faced annihilation by German forces. Piercy’s motor boat, the ‘Advance’, had the distinction of being the very first to reach Dunkirk and rescue British troops. In all Piercy and his boat saved over 500 men.

Despite being machine-gunned by German Stuka dive bombers, Piercy and another Blackshirt, Colin Dick, brought the damaged ‘Advance’ safely back to Dover. On their return, Piercy and Dick were both detained and imprisoned under Regulation 18B as the British Government considered their loyalty to Britain to be suspect in time of war.

The original issue of The Defence Regulation 18B British Union Detainees List was produced in May 1997. It included the names of all known members and supporters of the British Union of Fascists, led by Sir Oswald Mosley, who were detained under Defence Regulation 18B during the Second World War (1939-45). This original list was replaced in May 2001 by a Second Issue which included the names of many newly discovered British Union detainees. As a result of Freedom of Information (FOI), which became effective in the U.K. on 2 January 2005, a large number of further British Union detainees have been discovered.

This brings the total numbers of British Union members known to have been detained under Defence Regulation 18B to 1054. This includes 985 'definitely BU' and 69 'probably BU'. The number is in excess of the approximate 700 detainees admitted to in Parliament at the time.

Sources

[Action] Another post-War Mosleyite newspaper published from 1959 until 1993 which alsoincluded obituaries. It was also the title of one the pre-War British Union weekly newspapersfrom 1936 to 1940. Copies are held at the British Museum Newspaper Library at Colindale inLondon.

[Albertini] Luigi Albertini was a British born Anglo-Italian and was a young member of BritishUnion. He was detained at the age of 16 years.

[Bellamy] Richard Reynell Bellamy was the last Director of Propaganda of the British Unionand was detained. During the 1960s, he was asked by Sir Oswald Mosley to write the officialhistory of the Mosley Movement. A copy of the unpublished manuscript, titled 'We Marchedwith Mosley/Memoirs of a Fascist Beast', is held by Sheffield University Library. This work has supplied further names and details concerning British Union detainees.

[Blackshirts in Kingston Project] This consists of Written, Documentary and Pictorial Studies relating to the Kingston Upon Thames branch of British Union. Copies are held by the Imperial War Museum, the Local Studies Room of Kingston Library, and Sheffield and Kingston University Libraries. The names of local detainees are confirmed.

[Buck] Reg Buck was British Union District Leader for Leeds North East and was himselfinterned in 1940. Relying on a memory unimpaired by the passage of 50 years, he recordedduring 1990 the names of every British Union detainee whom he remembered meeting during his internment at several different jails and prison camps.

[Charnley] John Charnley was the District Leader for Hull for British Union and was detained. He wrote his autobiography 'Blackshirts and Roses' which was published by Brockingday Publications in 1991 shortly after his death. He has contributed several names of other detainees.

[Donovan] Heather Donovan was the wife of Bryan Donovan, the Assistant Director Generalof the British Union. She was the Womens District Leader of the Westminster St. Georgesbranch, a Womens Canvass Organiser and was the Drum Major of the British Union Womens Drum Corp. She was detained. During her stay in Holloway Prison she collected the signatures of a large number of women British Union detainees which are recorded on blank pages in a book of poetry by Rupert Brooke. She also wrote her memoirs relating to her internment which mention several names: these are held at the Library of Sheffield University.

[Forward] Jack Forward was BU District Leader for Exteter where he was a school teacher.He was detained.

[Gilbert] Oliver Gilbert was a member of British Union and was detained. During hisimprisonment he acquired an Autograph Album and collected signatures and quotations from his fellow detainees. After Gilbert's death, the Album was purchased by the Imperial War Museum and is held in their Library.

[Gourdon] Denis Gourdon was a member of British Union in Central Hackney, Worthing,Woolwich and Salisbury. He joined the Royal Artillery in 1938 and was evacuated fromDunkirk. He was detained shortly after his return to England. He emigrated to Australia afterthe War and supplied the names of fellow detainees by letter.

[Grundy] Leslie Grundy was a District Inspector of British Union, an Acting CountyPropaganda Organiser and District Leader for Huddersfield branch. He was detained and later wrote his memoirs of this period 'Don't Let Your Conscience be your Guide'. The unpublished manuscript is held at Sheffield University Library.

[Hall] Charles 'Ginger' Hall was Assistant District Leader of Richmond-upon-Thames branch of BU. He was detained. He supplied a number of names of internees when contacted during the 1990s.

[Hansard] The names of some 18B detainees were mentioned during debates in the House of Commons and are recorded in Hansard: the official transcript of HoC speeches. A full set of copies can be found in Westminster Reference Library, Charing Cross Road, London.

[IoM Photo] A number of photographs were taken of groups of detainees in the Isle of Manand these have been used to identify individuals.

[Irvine] Louise Irvine was the Womens District Leader of a branch of British Union inBirmingham. She was detained and has supplied names of women detainees from the British Union with whom she was imprisoned. Her husband, S.L. 'Inky' Irvine was a District Leader in Birmingham. During his internment he collected an autograph album of fellow detainees' signatures at Peverill Camp in the Isle of Man.

[Kitchen] Ken Kitchen was a member of Mosley's post-War Union Movement.

[Linehan] Doctor Thomas Linehan is a Senior Lecturer in Modern History at Brunel CollegeUniversity and is the author of 'East London for Mosley' pulished by Cass in 1996. In his book, Doctor Linehan mentions several East London members who were detained. However, several mentioned as falling into this category (ie. Jimmy Spicer) were not in fact detained.

[Linklett] John Linklett was District Treasurer of British Union's East Ham branch. He was not detained.

[Luttman-Johnson] This Scottish landowner was a member of British Union and helped tofound the January Club which attempted to influence people of importance through its dinners and debates. Luttman-Johnson was detained. His papers are held by the Library of the Imperial War Museum and contain the names of several fellow detainees.

[Marson] Arthur Marson was a young member of British Union in Hull and was detained.During the early 1990s he supplied several names of other detainees by letter.

[Mason] Arthur Mason was the District Leader for the Limehouse branch of British Union inEast London and was detained. Mason escaped twice during detention: once by tunnelingfrom his camp in the Isle of Man and secondly by attempting to sail to Ireland in a small boat.

He provided the names of fellow detainees in correspondence from Australia where heemigrated after the War.

[Pearson Diary] The pocket diary of Miss Lucy Pearson, a British Union member from Hoveand 18B detainee, held at Essex Record Office.

[Rainbow] A concert programme entitled 'Rainbow Medley - A Musical Kaledioscope by thePeel Players and the Combined Orchestras of X and M Camps'. This was held by detainees at the Centenary Hall, Atholl Street, Peel, Isle of Man, some time during the Second World War. The concert programme lists the names of several detainees.

[ROF] Recently Opened Files: Open files on individual British Union detainees to be found atthe National Archives, Kew, between HO45/23666 and HO45/23796 inclusive. Some filesbetween these two references are still closed.

[Saunders] Robert Saunders O.B.E. was BU District Leader for Dorset West and wasinterned. His branch correspondence records survived in almost complete form and weredonated to the Library of Sheffield University where they are known as the Robert SaundersPapers. There is also substantial wartime and post-War correspondence with other detainees whom Saunders met during his internment and these have been used to confirm several names.

[SF] Suspects Files : Newly opened Home Office files at the National Archives for the period1940-1944 containing lists of ‘suspects’ to be immediately detained in the event of a Germaninvasion of Great Britain. Many of these ‘suspects’ are described as having been members of British Union who had been released from detention under Regulation 18B. The files are to be found between HO45/25568 and HO45/25572 inclusive. The Suspects Files are based on regions within Great Britain but the file for London is missing. As London was the largestcentre of both population and British Union activity it would certainly yield a large number offurther names. We would like to thank the National Archives, the Home Office, MI5 and theLondon Metropolitan Archive for their kindness and courtesy in looking for the lost file eventhough the search was unsuccessful. A small number of further names have been found in other files at the National Archives and in these cases the individual file reference is given (ie. KV2/886).

[Simpson] In 1992 English-born Professor A. W. Brian Simpson of Michigan University(currently Charles F. & Edith J. Clyne Professor of Law at the Law School) published thedefinitive study of Regulation 18B entitled "In the Highest Degree Odious" (Oxford UniversityPress). This was the culmination of several years of research. The list of British Uniondetainees that Professor Simpson made during the course of his studies has been included in this present list. Professor Simpson's sources included the archives of the Law Society and the Public Record Office.

[Stokes Papers] The papers of Richard Stokes, wartime Labour Member of Parliament, whocampaigned for the release of detainees. The Stokes Papers are held at the Bodlein Library,Oxford.

[Swan] Arthur W. Swan was BU District Treasurer of Lowestoft and was interned. He became the Camp Leader at Ascot Camp (of all 18B internees: not only those who were

British Union members). He supplied names by letter during the early 1990s of BU internees working from memory and notes taken at the time.

[The Blackshirt] One of British Union's pre-war weekly newspapers 1933-39. Copies are held at the British Museum Newspaper Library at Colindale in London.

[The Word] An anarchist newspaper that opposed Regulation 18B published by the Strickland Press during the Second World War. It published a list of detainees' names and their military records in the First World War.

[TNA] The National Archives at Kew contains a number of personal files on members ofBritish Union detained under Regulation 18B and many other detainees names arementioned in other files containing Home Office, MI5, Special Branch and Police records for the period 1939 to 1945. These are mainly to be found in the HO45, HO144 and MEPO2 series.

[Turner] David Turner wrote 'Fascism and Anti-Fascism in Medway Towns' which waspublished in 1995. It mentions several local detainees.

[Union] This was a newspaper of the post-War Union Movement founded by Sir OswaldMosley. Union was published from 1948 until 1959. It contains the obituaries of many pre-War members and records their detention under 18B. Copies are held at the British MuseumNewspaper Library at Colindale in London.

[Warburton] John Warburton was a member of British Union Clapham branch, of which hewas Assistant District Leader, and Battersea branch. He was not detained. During the War he served with the Queens West Surreys. He spent many years collecting the names of 18Bdetainees from many different sources.

[Watts] Charlie Watts was British Union District Leader for Westminster St Georges and wasdetained. After his release he wrote the memoirs of his early period of detention in Ascot inwhich he mentions the names of other British Blackshirts who were also interned. Hisunpublished manuscript is entitled 'It Has Happened Here'.

[Whitbread] Harry Whitbread was a Brixton member of British Union and was detained.

[Whittleton] Eric Harvey Whittleton was a member of Ealing branch of BU. During hisdetention he acquired three cartoons that were autographed by fellow internees. Theseincluded some non-BU detainees such as Frank Bascombe, a Black 18B detainee, and A.Kuchinsky, a Jewish 18B detainee.

[Wilkinson] Robert Wilkinson was British Union District Leader for Lincoln. During hisdetention he recorded in a school exercise book the names of every detainee with whom hecame into contact.

[Williams] J. A. 'Bill' Williams was District Treasurer of the Newcastle-on-Tyne branch of British Union. He was interned along with his father. 'Bill' Williams' short memoirs contain names of fellow detainees and these have been added to this list.

[Wise] Leonard Wise was a Cadet Leader and District Leader of British Union and was

detained. He recalled the names of several fellow detainees by letter in the early 1990s.

[Wiseman] Frank Wiseman was BU District Treasurer for Worcester branch and was a music teacher at Worcester Cathedral School. He was detained. The Wiseman Papers are held by the Library of the Imperial War Museum.

[Wynn] John Wynn was an RFC Pilot during the First World War and became an activemember of British Union. He was detained. After his release during the Second World War he edited the now classic 'IT CAN HAPPEN TO YOU' with Guy Aldred. He also wrote hismemoirs which are held at Sheffield University Library. Both works contain references to 18Bdetainees.

[York] In the latter part of 1940 an '18B Club' was formed by British and Italian detainees atthe York Internment Camp. Their 'Ledger' consisted of signatures of Club members written on the back of an advertising show card for cigarettes. It was still in the possession of W. Woods, a member of the 18B Club, when he was contacted in the early 1990s.
