(2.)Following construction of catch basins and other inlets, provide hay balesand/or silt fence around all inlets to prevent sediment from entering newly constructed or existing drainage systems.
e. Rough Grading and Paving Sediment and erosion controls within the parking areas shall be left inplace until immediately before paving. Measures outside of the paved area shall remain until a stablevegetative growth has been established on all slopes or until directed by the Engineer.
f. Final Items
Clean all catch basins and storm manholes of all accumulated sediment as directed by the Engineer.
Failed erosion and sedimentation control measures will be evaluated on acase by case basis by the Engineer and appropriate measures taken. These measures may include cleaning and/or replacement of defectivefacilities or installation of new or supplemental facilities.
The following design references were followed for the preparation of storm drainage design anderosion and sediment control plans:
1. Connecticut DOT Drainage Manual2. Connecticut Guidelines for Soil Erosion and Sedimentation Control dated 1985, as
amended.
Construction details for the proposed project are presented on the detail sheets.
The installation procedures for stormwater management facilities and erosion and sedimentationcontrol measures are presented in the Connecticut Guidelines for Soil Erosion and Sedimentation
Control dated 1985, as amended. Additional installation procedures are shown on the constructiondetails both visually and by use of construction notes.
1. DURING CONSTRUCTION
Best management practices, shall be utilized to control storm water discharges and to prevent erosionand sedimentation and to otherwise prevent pollution of wetlands or watercourses. For information andtechnical assistance, contact the Town Planner. The permittee shall immediately inform the PlanningDepartment of any problems involving wetlands or watercourses which have developed in the courseof, or which are caused by, the authorized work.
No equipment or material including without limitation, fill, construction materials, or debris, shall bedeposited, placed, or stored in any wetland or watercourse on or off site.
Timely implementation and maintenance of sediment and erosion control measures are required. Allsediment and erosion control measures must be maintained until all disturbed areas are stabilized.
A pre-construction meeting shall be held prior to the commencement of any construction activities onthe site with the owner, contractor, and Town staff.
As contained in the Sedimentation and Erosion Control Specifications, operations and maintenanceduring construction will consist of periodic replacement and/or cleaning of clogged hay bales, silt fenceand construction entrance at no additional cost to the owner. Any temporary sedimentation basins willbe cleaned of accumulated sediment when the depth of accumulated sediment exceeds 8". Alldrainage structures shall be inspected on daily basis and any necessary corrective action taken.
2. LONG TERM
Upon completion of construction, all subsurface stormwater detention systems and storm watermanholes will be cleaned of all accumulated sediment. Thereafter, an inspection should be made bythe owner after each storm event and each spring following the end of all pavement sandingoperations. Sediment shall be removed whenever the thickness of accumulated sediment reaches 12"or more. More frequent inspection and cleaning may be required and will be determined once thesystem is in operation.
The landscaping should be inspected on a yearly basis and selected replacement of trees, shrubs andground cover made as required.
All parking areas, sidewalks, and driveways shall be swept clean of sand, litter and any other possiblepollutants at least once a month between December 1 and April 30 and every other month at all othertimes.

Proposed Parking Lot Improvments Woodland School
110 Long Hill Drive East Hartford, CT February 17, 2015
Revised January 10, 2018
INTRODUCTION This drainage report is intended to accompany applications to the Town of East Hartford Planning and Zoning Commission for a site plan approval for proposed parking lot improvements at the Woodland School. The improvements consist of the addition of a (6) vehicle parking spaces along with the replacement of the existing paved parking lot with a new full depth pavement section. The site is a 10.12 acre, relatively level site, located on the southeast quadrant of Tolland Street and Long Hill Drive. The school building and parking lot occupies the western 1/3 of the property. The existing parking lot is accessed from driveways on Long Hill Drive and Tolland Road. A piped storm drainage system collects runoff from a paved area on the south side of the building and discharges to the roadway drainage system in Tolland Road running north along the east side of the parking lot. The majority of the existing lot sheet flows to the north edge of pavement and infiltrates into the grass area between the lot and Tolland Road. The proposed storm drainage system for the new (6) car parking lot is an infiltration system consisting of (4) Cultec R280HD galleries. Runoff from the proposed parking lot will first drain to a Type “C” catch basin with a three foot deep sump and fitted with “Snout” hood on the outlet pipe to the gallery system. The gallery system is designed to hold and infiltrate storms up to a 25 year return period. The underlying soils are identified in the Natural Resources Conservation Service (NRCS) soil survey as “Hinkley Urban Land Complex” which has a soils profile of predominately gravelly and very gravelly sandy loam and is within the “A” Hydrologic Soil Group. The hydraulic capacity (permeability ) of the soils is “moderately high” to “very high” according to the NRCS survey. For the purposes of the design of the infiltration galleries, an infiltration rate of 20 inches/hour were assumed. This value will be field checked with a percolation test prior to construction and the design of the system adjusted if necessary. (January 10, 2018 Update) The conditions of approval for the project required that a percolation test be done within the area of the infiltration system to confirm the infiltration rate used in the calculations. A percolation test was done on December 28, 2017 and the percolation rate was found to be 5 inches per hour. The design of the infiltration system was revised for the slower percolation rate
Drainage calculations are included in Appendix B. The proposed drainage area is shown on the attached DA-1 “Drainage Area Map” included in the calculations. Except for RCP, other sewer pipe bruised or damaged after delivery to the job site may be repaired and used as specified when permitted by the Engineer. Any fitting showing a crack and any fitting or pipe which has received a severe blow that may have caused an incipient fracture, even though no such fracture can be seen, shall be marked as rejected and removed at once from the site.
SECTION 02720 STORM SEWERAGE SYSTEMS
Woodland School 02720-7 East Hartford, Connecticut Storm Sewage Systems
In any pipe except as specified otherwise, showing a distinct crack and in which it is believed there is no incipient fracture beyond the limits of the visible crack, the cracked portion, if so approved, may be cut off by and at the expense of the Contractor before the pipe is laid so that the pipe used may be perfectly sound. The cut shall be made in the sound barrel at a point at least 12 inches from the visible limits of the crack. Except as otherwise approved, all cutting of sewer pipe shall be done with an approved power-driven cutter or pipe-cutter. Hammer and chisel shall not be used to cut pipe. All cut ends shall be examined for possible cracks caused by cutting. The use of an oxyacetylene torch for flame cutting shall be done in a neat and workmanlike manner without damage to the pipe or its lining and so as to leave a smooth end at right angles to the pipe.
5. Pipe Jointing - Approved joint materials shall be handled and installed in
accordance with the recommendation of the manufacturer. All joints shall be wiped smooth inside the pipe.
6. Foundation for Sewers - The pipe shall be laid on a foundation and
backfilled as shown on the Contract Drawings. Where the soil in subgrade is found to be soft, loose, freshly-filled earth, unstable or unsuitable as a base for the proposed sewer or appurtenances, the Engineer may, at his discretion, order it excavated to such additional depth and width as he may deem proper and replace with gravel fill, borrow, concrete, geotextile or similar materials as he may direct.
Pipe foundation for each length of pipe shall be as noted on the Contract Drawings and conform to bedding details. The foundation stone where required shall conform to the requirements of Section 02200. The top of the stone shall be brought carefully to the proper grade, well tamped or compacted as directed and shaped for the barrel of the pipe and the pipe laid thereon.
