UPDATED OPERATIONAL GUIDELINES FOR DEVELOPMENT AND
MAINTENANCE OF PLAYFIELDS UNDER
PANCHAYAT YUVA KRIDA AUR KHEL ABHIYAN (PYKKA)
Introduction
Sports and Physical Education play a crucial role in the all round development of
children, adolescents and youth who constitute not only about seventy percent of our
population but also is the single most significant human resource advantage over all aging
developed societies, even China. With a view to ensuring sports development as an integral
aspects of youth development and youth development as critical to accelerated national
development, the national sports policy 2001 lays special emphasis on Broad-basing of
Sports through grass root level sports activity and Promoting Excellence in Sports at the
National and International level.
The Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) aims at achieving the aboveobjectives by providing basic sports infrastructure and equipment at the Panchayat level and
encouraging sports and games in rural areas through annual competitions at the block, district,
state and national level.
The scheme of Panchayat Yuva Krida Aur Khel Abhiyan was communicated to all
state governments and other organisations concerned with implementation of PYKKA vide
Notification No. 6-1/ 2007-SP-IV dated 9th May, 2008. These Revised Operational Guidelines
have been approved by the General Council at its meeting held on 9.04.2009. The guidelines
have been further updated on the basis of decisions taken at various forums and
recommendations made by four groups consisting of state representatives in a Two days
Workshop held on 10th &11th April, 2012 at Lakshmibai National University of PhysicalEducation (LNUPE), Gwalior. These will serve as guiding principles in implementation of
the scheme, in addition to the provisions of the notified scheme.
1. Aims & Objectives
The Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) has been launched with the
following aims and objectives:
To create a network of basic sports infrastructure throughout the country
1.2 To provide universal areas and promote a sports culture among both boys & girls.
1.3 To harness available and potential sporting talent among rural youth through a well
designed competition structure from the block level.
1.4 To put in place an effective mechanism to identify and nurture sporting talent in rural
areas.
1.5 To make focused efforts to give adequate training and exposure under existing
schemes of the Ministry of Youth Affairs & Sports (MYAS), Sports Authority of
India (SAI) and various schemes of States/UTs to promising sports persons coming
out of this process.
1.6 To promote both indigenous and modern games; and

1.7 To create seamless integration between the competition structure right from the
panchayat level through to the national level in order to facilitate exponential growth
in the number of high performing sports persons.
2. Components
Under the programme, financial assistance shall be given to a village/block panchayat
for the following purposes:-
2.1 One Time Capital Seed Grant for development of Sports Infrastructure.
2.2 Annual Acquisition Grant for a period of five years for acquisition of sports
equipments, accessories, sports fixtures, consumables and repairs/maintenance.
2.3 Annual Operational Grant for a period of five years to meet operational expenses of
no competition activities including honorarium to Kridashree and maintenance of
infrastructure etc.2.4 Annual Competition Grant for organizing tournaments at block level, district level,
state level and national level. Although notified PYKKA scheme does not provide for
state level and national level competitions explicitly, the state level and national level
competitions will be part of PYKKA in the same way as they were part of the
erstwhile Rural Sports programme, which has now been subsumed in PYKKA.
2.5 Prize Money to village Panchayats securing first three positions at the annual block
level tournament and to block panchayats securing first three positions in the annual
district level competition.
2.6 Technical Support and Capacity Building Services to the Mission at National and
State level
3. Coverage and Duration
3.1 The programme will cover all Village Panchayats and Block Panchayats/ equivalent
units in the country within the period 10 years ending in 2016-17. There are about 637
districts, 6373 block panchayats and 250,000 village panchayats in the country. It is
planned to cover 10% of village panchayats and block panchayats i.e. about 20,000
village panchayats and 637 block panchayats annually:-

Note: The annual coverage will be up to 20% of total village panchayats and block
panchayats in respect of North Eastern states. Similar dispensation may be adopted in
respect of border district (sharing international border) falling under special category
states.
3.2 The Format for submission of proposal under Infrastructure Grant for development of
playfields has been modified. (Annexure -I). Similarly, the format for availing the
Annual Acquisition Grant and Annual Operational Grant for the second year and
subsequent years has also been modified (Annexure 1(a)).

ensitivity, excess distance, local factors etc., provided adequate justification is given
for relaxing the population norm.
6.4 The States/ UTs will give preference to village and block panchayats located in and
around international border areas, to wean away them from anti-social and anti-
national activities
6.5 Schools will receive overriding preference for the creation of playfields/ sports
infrastructure at village and block panchayats. The States/ UTs may also consider
Ekalavya Model Residential Schools and Ashram Schools also, wherever they exist,
during selection of schools for development of sports infrastructure facilities under
PYKKA.
6.6 Where PYKKA Centre is located in a school, as far as possible, preferably the
Physical Education Teacher (PET) of the concerned school may be engaged as
Kridashree. Where PET is not available in the school, it should be left to the PYKKA
Implementing Agency at the Block/Village Level to take a decision about engagement
of the Kridashree which may be one of the teachers of the school or an ex-sportsmanof the block/village.
6.7 The State/UT will also furnish to the Mission Directorate, PYKKA, a Progress Report
on the development and maintenance of playfields under Panchayat Yuva Krida Aur
Khel Abhiyan (PYKKA) foreach year of village and block panchayat approved. A
revised format for Progress Report is at Annexure-II.
6.8 Suggestions for utilization of this grant on identified games and sports are given as
under:-
7. At Panchayat level PYKKA Centre.a) As far as possible the amount of Rs.1 Lakh plus the other contributions may be
spent on the identified games and sports.
b) This amount can be spent on development of fields first, such as development ofland, permanent marking of the field with brick etc., arrangement for watering the
fields and washrooms, seating structure for trainees only, if the same is not
available nearby.
c) Residual funds under this head may be utilized on procurement of sportsequipments of permanent nature which are essential for training.
d)
Overall upkeep of the centre will be of vital importance to attract the trainees.
8. At Block Level PYKKA Centre
In addition to above steps to be taken for each centre, at block panchayat level, the
complete resources will be utilized for 5 disciplines appropriately.
8.1 For development of playfields, the Ministry of Rural Development has recently sent
draft guidelines to Mission Directorate-PYKKA for consultation and comments to
allow construction of playground as permissible activity under MNREGA. Once these
guidelines are approved by that Ministry, the States may make use of this facility for
development playfields under PYKKA.

8.2 Annual Acquisition Grant for a period of 5 years for the acquisition of sports
equipment, accessories, first aid and sports medicine kit, support fixtures,
consumables and repair and maintenance of equipment will be limited to Rs.10,000/
to each village panchayat and Rs.20,000/ to each block panchayat. After 5 years, it
will be a responsibility of state/UT to manage this aspect from their own resources.8.2.1 For the utilization of Annual Acquisition Grant of Rs.10,000/ at village panchayat
level and Rs.20,000/ at block panchayat level, following guidelines may be followed
for purchase of consumable equipment:-
(i) The consumable equipment will be purchased for the events selected for each
sports discipline only.
(ii) Normally in an individual sport, 3-4 players will be there for each
event/weight category.
(iii) In the teams games, at least 2 complete teams may be there in each centre.
(iv) The quality equipment will be purchased keeping in view the standard ofplayers.
(v) The list for purchase of consumable equipment will be made in order of
requirement on priority basis so that the items required on priority should be
purchased first, keeping in view the resources available.
(vi) Normal procurement procedures may be followed.
8.3 Annual Operational Grant will be meant for the management of sporting activities
and honorarium to Kridashree. The funds earmarked will be limited to Rs.12,000/ for
each village panchayat per year and Rs.24,000/ for each block Panchayat per year for
a period of 5 years. Thereafter it will be the responsibility of respective state/UT tomaintain and continue the same practice. These funds will be utilized for disbursing
of honorarium to Kridashree @ Rs.500/- per month at Panchayat level and Rs.1000/-
per month at block Panchayat level and the management of day to day maintenance of
the centres such as marking of play fields, watering, rolling etc. For this purpose, the
Kridashree will be authorized to keep official account in the bank with a co- signatory
form the Panchayat level Implementation Agency. To oversee the functioning of
PYKKA Centres at block level and panchayat level, local committees with reputed
persons including sportspersons may be constituted.
The village panchayat having larger population be eligible for financial assistance on
pro-rata basis with respect to one-time capital grant. It may be left to the states,
whether they would have one more PYKKA centre in such panchayat. The grantsunder other components shall be given only for one centre per panchayat upto 10,000
population and at the rate of two times of standard grant if it exceeds 10,000
population.
Similarly, in the case of states where population of village panchayat is less than the
national average, then the cluster approach must be adopted to arrive at the norm of
national average population unless there is overwhelming justification for its waiver.

9. Composition of State level Executive Committee:
9.1 As per the notified PYKKA Scheme, the following composition of State level

9.2 Suggestions were made by some State Sports Ministers during the National
Conference of State Ministers for Youth Affairs & Sports held on 9.7.2008 at Vigyan
Bhawan, New Delhi for giving them the discretion in composition of State LevelExecutive Committees. In this context, it is clarified that it will be the discretion of
the State Governments to decide as to who should head the State level Executive
Committee.
9.3 State Governments will have discretion in the composition of state level Executive
Committee. The District Level Peoples Representative like President, District
Panchyat/Adhyaksha Zila Parishad etc, should head the District Level Executive
Committee.
9.4 Formation of Executive Committees at the Block level and village panchayats
level: The notified Scheme does not provide for Executive Committee at Block level
and village panchayat level. The General Council of PAYKKA at its Second Meetingheld on 09.04.2009 recommended for constitution of Block Level Committee with
similar composition as in the case of District Level Committee.
Panchayat Level Implementation Agency (PLIA)
Each participating village panchayat may constitute a committee and mandate a localNYKS, sports/ youth club or equivalent to co-ordinate and implement this scheme.
Each participating intermediate panchayat may also constitute a committee to organisethe annual sports event. Equally each district panchayat shall do the same at its level.

Grants may be placed at the disposal of the participating village panchayats,intermediate panchayats or district panchayat in accordance with procedures to be
determined in consultation with the State Governments.
The above points are subject to the observation that the states/ UTs will haveflexibility to choose the panchayat level implementation agency (PLIA), finalise the
composition of state, district and block level committees and decide on the of release
of funds to the PLIA.
10. Annual Action Plan
10.1 For this purpose, a revised template has been sent to all States/UTs asking them to
submit their proposals in the prescribed format (Annexure I).
10.2 As per the revised template, details such as the formation of PYKKA Committees at
district and state level; the number of villages panchayats and equivalent units andblock panchayats and equivalent units proposed to be covered; the identification and
setting up of PYKKA centres; the preparation of five year perspective plan; the
appointment of technical consultants etc. are required to be furnished. However,
while making Annual Action Plan, the following aspects also need special
consideration:-
Allocation of State/UT share of funds for the projected number of PYKKACentres at village panchayat and block panchayat levels.
Mobilisation/tie-up of additional funds through other sources such as MLALAD scheme, MP LAD scheme, backward region grant fund, panchayatcontribution, private contributions etc. The schools in village Panchayats and
block panchayats having playfields will receive overriding preference for
creation of playfields/ sports infrastructure at village and block panchayats.
Panchayats with population higher than the national average should be given
preference.
Not more than 20% of the village panchayats should be covered in a block in ayear, exceptions can be made for scheduled areas.
The PYKKA Centres may be established in the schools having playfields andonce this option is exhausted, the other options as given in the scheme may be
explored.
The signage suggested by Mission Directorate PYKKA may be adopted and itmay be inscribed on the wall near the PYKKA Centre (Annexure - IV).
PYKKA cells at state level and below should be constituted on priority basis. Steps may be taken immediately for appointing technical consultants at the
State level, as he will be the key personnel in successful implementation of
PYKKA scheme in the respective States.

The conduct of case studies and its documentation, and the dissemination ofsuccess stories
Appropriate funding arrangements for carrying out a national campaign onPYKKA through media, publication, seminars, workshops etc.
Wide publicity may be given to the PYKKA programmes in online, print andelectronic media including Prasar Bharti and F.M. Channels.
11. Approval Mechanism, Release of Funds and Submission of Utilisation Certificate
11.1 The State PYKKA Mission plans received from state governments/UTs will be
examined/evaluated in the Mission Directorate with reference to the eligibility criteria
and financing pattern given in the scheme and will be submitted to Executive
Committee. The State Governments/UTs while submitting the PYKKA Mission plan
should clearly indicate the name of designated agency to which the funds should bereleased by Mission Directorate, PYKKA. After approval of the Annual Action Plan
by Executive Committee, the Mission Directorate, PYKKA will release the funds to
the state designated agency, through electronic transfer in respect of following
components, wherever such banking facility is available:

11.2 The state governments/UTs {the designated agency} shall release the funds, along
with state share to the block level and village level implementing agency within 15days of receipt of funds from Central Government. The funds will be released in one
instalment.
11.3 The designated agency at the state level of the state governments/UTs, to which funds
shall be released, will be responsible for utilization of funds appropriately, as per the
terms and conditions prescribed in the sanction letter. The designated agency shall
also be responsible for submission of a Certificate of Utilization of the grants received
for the purpose for it was sanctioned. The Utilization Certificate up till March 31 of
the previous year including opening balance as on April 1 of the current financial year
should be submitted in the formats given at Annexure as stated below.
11.4 The General Council in its meeting held on 8th March, 2010 approved the followingprocedure of signing and counter-signing the Utilization Certificate:
i) In the case of release of grants-in-aid to State Government/UT, the utilization
certificates and statement of expenditure shall be signed by Director Level Officer in
that Department and countersigned by the Secretary of the Department concerned;
ii) In the case of release of grants-in-aid to a designated nodal agency of the State
Government/UT, the utilization certificate and statement of expenditure shall be
signed by the Head of the designated Nodal Agency and countersigned by the
Secretary of the Department of the Government of State/UT under whose purview the
designated nodal agency is functioning.

The Utilization Certificate should also disclose, whether the specified, quantified and
fact reached, and if not, reasons therefore. They should contain an output based
performance assessment instead of input based performance assessment. The formats
for Utilization Certificates for One Time Capital Grant, Annual Acquisition Grant andAnnual Operational Grant have been revised (Annexures III, III-A,III-B,III-C).
11.5 The Central Government may suspend assistance to a State/UT for improper
utilization of funds and in such cases; assistance will be restored only after remedial
measures have been affected.
The following New initiatives have been taken under PYKKA Scheme:
Sates/UTs allowed to avail of unavailed admissible infrastructure grant for theprevious year(s) i.e. from 2008-09;
Sates/UTs allowed to avail infrastructure grant on pro-rata basis for theprevious(s) year(s) from 2008-09 onwards for village/block panchayats, havingpopulation exceeding national average;
The States/UTs may utilize not exceeding Rs. 2000/- per village panchayat andnot exceeding Rs. 4000/- per block panchayat per year, from the Annual
Operational Grant released for administrative purposes relating to implementation
of the scheme, provided the items of expenditure shall be figured in the Detailed
Action Plan of the State/UT concerned.
At the district level in the states, the facility of computer, internet and digitalcamera for field visits will be provided after approval of the District level
Executive Committee. This expenditure will be borne from the AnnualOperational Grant which provides for administrative expenditure.
Avail 100% grant (for UTs) having no legislature and getting full budgetarysupport from the Centre.
Earlier, admissible infrastructure grant was provided to States/UTs in twoinstalments. The same is provided in one instalment to speed up the
implementation of the scheme.
The annual acquisition, operation and competitions grants for block, district andstate level competitions were released to the States/UTs through Sports Authority
of India (SAI). From 2010-11 onwards, these grants are released to States/UTs
directly by the Mission Directorate to avoid unnecessary delay.
12. Technical Support and Capacity Building Services (TSCBS)
This aspect would cover the following services for the purpose of up grading the
PYKKA Cells at state level with other permissible items in the scheme.
12.1 The Detailed Project Report of PYKKA with 5 years perspective plans and annual
plans will be prepared by the States/UTs either in house or by engaging the suitable
consultancy agency as per the model format circulated to all States/UTs. It has been
agreed to provide Financial Assistance upto Rs.10 lacs for each States and upto Rs. 5lacs for each UT from the funds provided under TSCBS.

12.2 A Technical Consultant will be appointed by each State Government/UT
Administration. The PYKKA Mission Directorate will reimburse the expenditure
incurred on this account by the State/UT upto a maximum amount of Rs. Rs.30,000/
PM for a period of five years. . In case the appointment of a technical consultant ismade on contract basis, the same should be made initially for one year at a monthly
consolidated remuneration not exceeding Rs. 30,000 per month (with no other
allowances/benefits admissible) Renewal of contract beyond first year may be made
on yearly basis taking into account the satisfactory performance of the individual. The
Technical consultant, to be so appointed, should meet the following minimum
qualitative requirements:
Renowned sportspersons/sports administrators (minimum National level) havingworked in a school/college/organization, primarily looking after the sports
management and promotional activities.
Preference will be given to the persons having knowledge of computer operation.12.2.1 Roles and Responsibilities of Technical Consultant
To provide technical assistance to the concerned state /U.T. Department on the
following aspects:
Preparation of five year perspective plan. Preparation of annual action plan.
Identification of ten sports disciplines at state and district level. Identification of five sports disciplines for each block panchayat. Identification of Identification of upto Five sports disciplines for each village
panchayat.
Selection of Kridashree at village and block panchayat. Survey / Inspection of playing facilities and equipment for PYKKA Centres
12.2.2 To liaison and Coordinate with the following agencies:
Concerned section in District Administration responsible for implementation ofPYKKA at district level and below.
Concerned state and district sports federations and associations Mission Directorate, PYKKA. Concerned officials of SAI, LNIPE, and NYKS.
12.2.3 Tasks at State Level PYKKA Cell.
Computerization of players details, performance and results Training of Kridashrees Preparation of Calendar of activities and competitions Quarterly reports on various activities under PYKKA.

12.2.4 Provision of supporting staff in lieu of appointment of Technical Consultant:- On the
request of the States, it has been decided that in lieu of appointment of Technical
Consultant when an official within the Department who is dealing with
implementation of PYKKA is available to work as Technical Consultant for PYKKAin the State/UT, the States/UT may engage supporting staff for PYKKA cell at State
Level instead of appointment of Technical Consultant, subject to the following
conditions. In this regard, the financial assistance from Mission Directorate-PYKKA
would be available up to 5 years subject to satisfactory implementation of PYKKA in
the State/UT.
This arrangement should fully meet the end objective of proper planning includingtechnical aspects and the name of the officer who has been assigned the job of
technical consultant may be communicated to Mission Directorate, PYKKA.
The services of supporting staff (Office Assistant/Accounts Assistant/Data EntryOperator) should be hired purely on contract basis for a period of one year by
following the prescribed procedure. The staff so hired will not have any claim for
regular appointment in the Mission Directorate PYKKA at national or state level.
The consolidated remuneration payable to the staff should not exceed the rate ofminimum wages notified/approved by the respective State Government/UT.
The total monthly amount of remuneration payable to the agency for hiring theservices of supporting staff should not exceed Rs.30,000/- per month in any case.
12.3 Selection of Kridashree by implementing Agency and training of Kridashree(Honorary Sports Volunteer) to manage sports facilities and act as general trainer.
12.3.1 The selection of Kridashree can be based on the following factors:
Essential Qualifications:
Should be young, energetic and sports lover. Should be upto 40 years of age. (Relaxation of age upto 45 years for SC/ST/OBC/
Sports persons/ex-defence personnel).

An ex-serviceman who is a keen sports persons12.3.2 Roles and Responsibilities of Kridashree
To maintain and upgrade the respective playfields / courts / arena. To motivate and encourage the players to attend regular sports activities at the centre. To provide general training to the players. To ensure the availability of sports equipment To supervise the up-keep of the centre. To liaison with the respective officials at block panchayat level, PYKKA cell. To accompany the players for various competitions. Attendance register may be maintained by Kridashrees in all the PYKKA Centre inthe State and UTs.
Note: The Kridashree, if he / she is a qualified coach in respective discipline or capable of
coaching to the players, he may charge the fee from the players for the specialized
coaching after the approval of such fee structure by the Village Panchayat / Block
Panchayat level committee, as the case may be.
Note: Further the proposals of the states/UTs with regard to Mission campaign, audio visual
productions, support research studies, study visits, training programmes, exchange
programme etc. in the field of rural sports, monitoring and evaluation can be
considered by Mission Directorate, PYKKA.
12.4. Training of Master Trainer and Kridashree
12.4.1 Comprehensive Manuals for training of Master Trainers was prepared and circulated
to all concerned; two weeks training programme is organized for 600 state
officials/persons in each financial year at Laxmibai National University of Physical
Education (LNUPE), Gwalior (M.P.) Special training materials have been prepared in
20 different games and sports identified under PYKKA Scheme. Master Trainers will
undergo a special training programme in batches at Laxmibai National Institute of
Physical Education (LNIPE), Gwalior or the Institutes designated by LNIPE in other
parts of the country.There is no age bar for attending the course of Master Trainer However the person
nominated should be keeping good health or be a performer or motivator or a person
having leadership qualities.
The incumbent for the Master training course should have minimum qualification of a
degree/diploma in physical education/sports; experience in sports training/coaching;.
Number of participants from each state shall be pro-rata basis based on number of
village panchayats approved for PYKKA in the State. The participants should be
from different sports discipline, as 20 disciplines have been categorized under six
groups.

12.4.2 The following category of persons may also be sent for Master Trainer course to be
held in future:-
(a) With a view to motivate and enhance the knowledge in sports further, Kridashree,who are doing good work and have completed one year; and
(b) Teachers of the Primary Schools, which are under the direct control of the
department of Basic Education of the State Govt. and are connected with promotion of
sports.
12.4.3 For the selected personnel for master trainers, the expenditure on this account will
be borne by the Mission Dte., PYKKA including their TA/DA, board & lodging,
study material and any other expense as projected by LNIPE for such orientation
courses.
Training of Kridashrees
One week training programme for Kridashree is organized in States/UTs with full
financial support from Mission Directorate, PYKKA. A target of 20,000 Kridashrees has
been fixed to be trained each year by States and UTs. Thus, within two years 2 lakh
Kridashrees will be trained to manage 2 lakh village/block panchayats PYKKA Centres in
the country. A standardized Kridashree training manual for a uniform pedagogy for
Kridashree training in all the States/UTs have been prepared. Master trainers trained at
PRC Gwalior are required to train Kridashrees in States and UTs. The Kridashree will be
imparted training in the areas of:-
a) Role and responsibilities of Kridashree;b)
Keys to being a good Kridashree;
c) Basic information on PYKKA;d) Holding of PYKKA competitions;e) Health, hygiene and safety in sports;f) PYKKA administrations and management;g) PYKKA sports disciplines;h) Balanced diet;i) Motivation;
j) Basic first aid;k) Session planning; andl) Principles of sports trainingA standard format for submission of proposal seeking grants-in-aid for training of
Kridashree and report on the training at States and UTs was circulated vide letter
No. F.9-4/MYAS/PYKKA/2010 dated 19th August, 2011 (Annexure V, V-A, V-B, V-C, V-
D, V-E and V-F).
New Initiatives for training of Kridashrees
a) The State may utilize the total funds for training for all the components as per localneeds. However, such expenditure may be incurred with the approval of Secretary
(Sports) of the concerned State.

b) Since some Kridashrees leave after training, an in-built provision should be kept forthe training of substitute Kridashrees.
c) There should be a provision for Nodal Officer for training of Kridashrees for everyState who would oversee all elements of training related to PYKKA.d) Training modules for Kridashree should be translated into local languages. This may
be done from the funds being allocated to States for training material for conduct of
Kridashree training.
e) Certificates, kit and I-cards may be provided to Kridashrees by the States.f) The States may conduct periodic workshops, seminars, refreshes courses for
Kridashrees to renew their skills.
g) An orientation programme should be held before the Master Trainers are deputed fortraining and there should be appraisal of their performance and utilization of their
experience upon their return by the Training Nodal Officer.
13. PYKKA MIS
The PYKKA MIS has been developed as a web-based application to meet the following
broad objectives:
1. Ensure efficient submission, approval and tracking of proposals submitted by thestakeholders including village/block panchayats and State Governments.
2. Maintain an up to date database of participants at all levels of PYKKA, competitions.3. Track the physical and financial progress of the scheme online; thereby leading to an
efficient and transparent implementation of PYKKA programme.
In order to build the system, five regional workshops were organized in January
February, 2009 in which officials of the State Governments involved in the
implementation of PYKKA programme were invited. To meet the requirements of States,
a Software Requirements Specification (SRS) document was prepared. The SRS
identified the various actors of the proposed PYKKA-MIS and detailed different ways in
which they would be using the MIS.
4. National Informatics Centre (NIC) conducted workshops on PYKKA-MIS for state
officials engaged in implementation of PYKKA to familiarize them with working
knowledge of submitting online proposals, besides two days practical training at
NIC headquarters, New Delhi, to fee data/online submission of proposals.
5. PYKKA MIS should now be managed at district level instead of village/block panchayat
levels as adequate facility of computer; internet and power are not available at
village/block panchayats.
6. The website (www.pykka.gov.in) inter-alia provides citizens participation by enlisting
their suggestion, sharing their success stories in the sports domain, etc. Public domain ofPYKK website is now fully functional.

13.1 PYKKA Resource Centre:
PYKKA Resource Centre (PRC) had been set up at LNUPE, Gwalior (MP) inNovember, 2009 for achieving the following components connected with the implementation
of PYKKA Scheme:-
i) Awareness/publicity campaign of PYKKA scheme;ii) Continuous interaction with the stakeholders, including SAI officials and
other supporting agencies;
iii) Capacity building of Master Trainers and Kridashrees;iv) International cooperation for advancing community sports at grassroots
level;
v) Standardization of sports kits;vi) Monitoring and evaluation of the performance of Kridashrees;
vii) A well equipped sports library; andviii) Documentation, creation of database and sharing best practices.
13.2 PYKKA OBSERVERS SCHEME
13.2.1 A strong monitoring mechanism is required for effective implementation and
achieving the target in time for implementation of PYKKA Scheme. For this purpose,a proposal to engage the services of eminent sportspersons as PYKKA Observers was
approved by the General Council in its meeting held on 17.02.2011. This decision has
been taken, keeping in view the fact that the sports persons of repute of yesteryears
possess the domain expertise for undertaking the monitoring/evaluation of the
activities of PYKKA Scheme.
13.2.2 Services of these Observers will be utilized to monitor three distinct areas viz.
playfield development including management of the facilities; training of
Kridashrees; and conduct of the competitions. Around 60 Observers will be engaged
for monitoring the playfield development and management of the facilities. These
Observers will conduct inspection based on the calendar prepared by their respective
Project Officers with the approval of the Mission Director;
13.2.3 For monitoring the training of Kridashrees, 20 PYKKA Observers will be engaged,
who will make planned visits to different training camps of Kridashrees. The CTA
will finalize the quarterly calendar for visits of these Observers with the approval of
the Mission Director.

13.2.4 For monitoring the National PYKKA competitions, NIS Patiala will be used as nodal
agency for National level competitions. For the lower level competitions, the Mission
Directorate will coordinate. Around 30 (10 for national and 20 for lower level
competitions) Observers will be engaged for a period of 3 to 4 months during the
competitions season only. These Observers would be attached to the Executive
Director (Academics), Patiala for National level competitions and with a Project
Officer for the Lower level competitions, who will draw their calendar of visits with
the approval of the Mission Director; and
13.2.5. The Observers will undertake the visits as per the calendar of visits finalized by the
Mission Directorate. He/she will be required to undertake minimum 6 visits in amonth, for monitoring the implementation of the scheme, in the assigned area. Each
PYKKA Observer, after completion of visits, will submit a report to his/her nodal
officer by 10th of the next month, in the prescribed formats. The reports received
from the Observers will be compiled and analyzed in the Mission Directorate PYKKA
by the respective nodal officers. The report for the National level competitions shall
be compiled by ED (A), SAI, NSNIS Patiala. Result of the analysis of the reports will
be submitted to the Mission Director PYKKA on regular basis for concurrent
evaluation of the scheme on a regular basis.
13.2.6. For meeting the expenses on local travelling, telephone/ internet connection expenses,
cost of stationery etc., an amount of ` 8,000/- p.m. shall be paid to a Observer for the
duration of his/her engagement/deployment. The payment shall be made on monthly
basis, on submission of monthly report on the visits undertaken and the amount will
be remitted directly to the bank account of the PYKKA observer through electronic
mode of transfer.
13.2.7 The PYKKA Observers nominated by the Ministry of Youth Affairs and Sports for
visiting playfields shall visit at least four to six PYKKA Centres every month in the
State allocated to him/her and submit the report to the Mission Directorate PYKKA in
the prescribed format. Such PYKKA Observers who are nominated for overseeing the
Kridashree Training Programme and conduct of lower level and National level
PYKKA competitions shall be deputed for a period of four months when the
Kridashree Training Programme or PYKKA Competitions are in progress.

1. It has been ensured that the physical and financial performance under PYKKA has
been according to the requirement, as prescribed in the scheme/guidelines issued by
Govt. of India/State Government.
