Every deer hunter, except resident landowners,tenants and their dependents hunting upon their own land,must purchase a state deer permit. Adult: an individual at least 18years of age.Antlered deer: a deer with ONEantler at least four inches long orlonger is, for tagging purposes,considered an antlered deer. Mea-sure the antler length from the skinat the base of the antler to thefurthermost tip of the antler.Antlerless deer: a deer with noantlers or with BOTH antlers lessthan four inches long. Each antlershould be measured individuallyfrom the skin at the base of the antlerto the furthermost tip.Any deer: antlered or antlerlessdeer; either sex deer.Archery equipment: a long bow,recurve bow or compound bowincapable of holding an arrow at fullor partial draw without aid from thearcher.Arrow: the projectile fired from abow or crossbow.Barbed broadhead: a point orportion of a blade projectingbackward from a broadhead de-signed to hold an arrow within ananimal.Centerfire rifle: any rifle that firesa cartridge by the firing pin strikinga primer in the middle of the end ofthe cartridge casing.Conibear-type trap: a commer-cially manufactured spring-loadedtrap designed to kill the animal uponcapture.Crossbow: a bow designed or fittedto hold an arrow (or bolt) at full orpartial draw without aid from thearcher.Deer: a white-tailed deer(Odocoileus virginianus).Deer control tags: those tags issuedby the department to landowners fordistribution to legal deer huntersduring the season for the sole use ofcontrolling damage caused by deerto private property or crops.

Dry-land set: a trap not set to drownan animal upon capture.Firearm: a breech or muzzle-loading rifle, shotgun or handgun.Foot-hold trap: a commerciallymanufactured spring-loaded trapwith smooth, metallic jaws designedto close upon an animal’s foot.Furbearers: mink, muskrat, beaver,raccoon, opossum, gray fox, red fox,weasels or striped skunks.Hunting: to take or attempt to takein any manner, whether the hunterhas game in possession or not.Junior: any hunter under the age of 16.Modern gun (breech-loading fire-arm): any rifle, handgun or shotgunin which the cartridge or shotshell isplaced into the gun from the rear orstock end of the barrel.Muzzle-loading gun: any rifle,shotgun or handgun in which thebullet or projectile is placed in thegun from the discharging (muzzle)end of the barrel or cylinder.Non-locking snare: a wire, cable orstring loop without a device to keepthe loop from loosening.Padded trap: commercially manu-factured foot-hold trap with metaljaws padded with a soft, nonmetallicsubstance.Possession limit: the maximumnumber of wildlife a person mayhold in the field after two or moredays of hunting.Private inholding: any privatelyowned property completely sur-rounded by wildlife managementarea lands owned or controlled bythe department.Resident: for licensing purposes, aresident is: any person who hasestablished permanent domicile andlegal residence and has resided inKentucky for 30 days immediatelyprior to application for a license; afull-time student enrolled in aneducational institution for at least asix-month term; and, military ser-

vice personnel on permanent as-signment in Kentucky.Rimfire: a cartridge that fires whenthe firing pin strikes the outer edgeof the cartridge casing.Shotshell: multiple-projectile orpelleted ammunition.Slug: single-projectile ammunition.Small game: squirrels, rabbits,quail or grouse.Squirrels: gray squirrels and foxsquirrels in any combination.Take: includes pursue, shoot, hunt,wound, catch, kill, trap, snare orcapture wildlife in any way and anylesser act designed to lure, attract orentice for these purposes; and toplace, set, aim or use any device,animal, substance or agency whichmay reasonably be expected toaccomplish these acts; or to attemptto do such acts or to assist any otherperson in the doing of or the attemptof such acts.Tenant: any resident sharecropper,lessee, or any other person actuallyengaged in work upon a farm orlands AND residing in a dwellingon the farm or lands includingnoncontiguous lands, but does notinclude any other employee ortenant unless actually residing onthe property and engaged oremployed as described.Water set: a trap set to drown ananimal upon capture.Wildlife Management Area: atract of land: (a) controlled by thedepartment through ownership,lease, license or cooperative agree-ment, and (b) containing the words“wildlife management area” or“WMA” as part of its name.Youth hunter: see Junior.Youth quota hunter: a quota huntparticipant who has not reached hisor her 16th birthday by the date ofthe quota hunt.Zone: the grouping of counties orportions of counties.

GENERAL HUNTING INFORMATION

HUNTING LICENSE &PERMIT REQUIREMENTS

Hunters must carry a valid Kentuckyhunting license on their person while inthe field.

The only exceptions are: (1)Kentucky residents, their spouses anddependent children hunting upon theirown farmlands; (2) tenants, their spousesand dependent children hunting uponfarmlands where they reside and work;(3) Kentucky residents 65 years of age orolder who carry proof of their age andresidence; (4) Kentucky residents onmilitary furlough of more than three dayswho carry identification and papersshowing their furlough status; and (5)Kentucky residents who are certifiedtotally and permanently disabled by theFederal Social Security Administration,by a state Workers Compensation Boardor by the United States Railroad

Retirement Board, or Kentucky resi-dent veterans who have a permanent 50percent disability as the result ofmilitary-related injuries, and who carrya card issued by the department.

All hunters, except resident land-owners, tenants and their dependentshunting on their own land, are requiredto buy deer, turkey, migratory bird andwaterfowl permits.

Beginning March 1, 1999, allKentucky residents 65 years of age andolder and Kentucky residents who arecertified totally and permanently dis-abled by the Federal Social SecurityAdministration, by a state WorkersCompensation Board or by the UnitedStates Railroad Retirement Board, orKentucky resident veterans who have apermanent 50 percent disability as theresult of military-related injuries willbe required to purchase the new $5

senior/disabled combination licenseand carry it while hunting or fishing.This license will include all thefollowing state permits: deer, turkey,migratory bird, waterfowl and trout.

Hunting licenses and permits arenontransferable. A resident or nonresi-dent hunter under 16 years old maypurchase a junior hunting license.Hunters who own land in Kentucky, butreside outside the state, must purchasenonresident licenses. (301 KAR 3:028,KRS 150.170, KRS 150.175)

HUNTER EDUCATIONREQUIREMENTS

All hunters required to carry aKentucky hunting license and born onor after January 1, 1975, must carry avalid hunter education course comple-tion card while hunting. A bowhunternot in possession of a firearm whilehunting may carry a valid NationalBowhunter Education Program coursecompletion card in lieu of the huntereducation course card.

Children under 10 years old mayhunt without a hunter education card,but must be accompanied by an adultwho shall be in position to takeimmediate control of the child’s bow orfirearm at all times while the juvenile ishunting. One adult shall not accompanymore than two children at one time.

All youth drawn for quota huntswill be required to show a valid huntereducation card when checking in for ahunt. Call 1-800-858-1549 for aschedule of classes. (301 KAR 2:185)

DISABLED HUNTEREXEMPTIONS

Persons whose physical disabilitiesmake it impossible for them to hunt orfish by conventional methods mayapply to the department for a hunting orfishing methods exemption.

The application must be accompa-nied by a signed physician’s statementwhich certifies that the exemption is

necessary in order for the applicant tohunt or fish. Forms are available fromthe department.

Hunting methods exemptions do notgrant the holder an exemption from buyinga license or permit. (301 KAR 3:027)

LANDOWNER PERMISSIONA person shall not enter upon the landsof another to shoot, hunt, trap or fish, orfor other wildlife-related recreationalpurposes, without the oral or writtenpermission of the landowner, tenant orperson who has authority to grantpermission. Those who fail to obtainpermission are subject to arrest andprosecution. Railroad tracks and rights-of-way are privately owned propertyand permission must be obtained priorto entry. (KRS 150.092)

Landowners and farmers are veryimportant to wildlife and hunters.Please treat them and their propertywith respect.

HUNTER ORANGECLOTHING REQUIREMENTSAll hunters, and persons accompanyingthem, hunting during a period and in alocation where firearms are permittedfor deer hunti ng, must wear solid,unbroken hunter orange color visiblefrom all sides on the head, back andchest. Hunter orange garments must beworn as the outer coverings. Camou-flage-patterned hunter orange gar-ments do not meet these requirements.

Garments can be of mesh typematerial, as long as openings in themesh weave are no larger than ¼-inchby any measurement. Garments maydisplay a small portion of another color.

These hunter orange requirementsdo not apply to persons huntingwaterfowl or those hunting at night.

(301 KAR 2:172) It is strongly recommended that

while hunting with a group, huntersmaintain direct communication withone another. Unless you are absolutelysure where other members of yourhunting party are, don’t shoot.

SHOOTING HOURSShooting hours for species listed in thisguide, except raccoons, opossums andfrogs, are from one-half hour beforesunrise until one-half hour after sunset.However, hunters may be in the field orstands before and after shooting hours.

Raccoons, opossums and frogsmay be taken day or night, exceptduring the modern gun deer seasonwhen raccoon and opossum hunting ispermitted only at night.(KRS 150.010; 301 KAR 2:251)

PROHIBITEDHUNTING METHODS

No person shall discharge any firearm,bow and arrow, crossbow or othersimilar device from, over or cross anypublic roadway. (KRS 150.360)

No person shall take or attempt to takewildlife from an automobile, orothervehicle. Boats may be used except asprohibited by state or federal regula-tion. (KRS 150.360)

No person shall take wildlife with theaid of fire, smoke, explosives or gas.(KRS 150.365)

No person may deliberately cast therays of a spotlight or other artificiallight, with the intent to poach, into anyfield, pasture, woodlands or forest,whether public or private, wherewildlife or domestic livestock mayreasonably be expected to be located.This does not apply to the rays ofheadlights of vehicles engaged in anormal course of travel, to thoseengaged in legitimate agriculturalactivities or to anyone involved inactivities legitimate to his business,occupation, or circumstances includinglawful hunting activities, or any land-owner, his immediate family or anypaid employee while working on hisland at that time. (KRS 150.395)

Spotlighting is one of the mostcommon reasons private land is being

closed to hunting. The KDFWR urgesall hunters to please treat landownersand their property with respect. If youwant to view wildlife, do so at dusk ordawn and don’t disturb landowners byusing spotlights at night.

No person shall take a deer with the aidof dogs; from any type of boat; while onhorseback; or when the deer isswimming. (301 KAR 2:172)

No person shall take a turkey with theaid of dogs; from any type boat; orwhen the turkey is roosting. (A roost isthe place a turkey spends the night).(301 KAR 2:140)

CALLING DEVICESMechanical and electronic calls may beused to take woodchucks, coyotes, wildhogs, English sparrows and starlingsduring daylight hours. Mechanical andelectronic calls may be used to takecrows only during crow season. Hand-or mouth-operated calls may be used onall species. (301 KAR 2:251, 3:030)

TREE STANDSOn private lands, tree stands may beused with the landowner’s consent.

On public lands, including Westva-co Public Hunting Areas, Daniel BooneNational Forest, Reelfoot NationalWildlife Refuge, Land Between theLakes, Big South Fork National Riverand Recreation Area and all state-owned or -operated wildlife manage-ment areas, the use of nails, spikes,screws, wire, tree climbers or anydevice that injures trees is notpermitted. Portable stands and treeclimbers which do not injure trees maybe used, but must be marked with theowner’s name and address. Portablestands and tree climbers may be placedin trees no earlier than two weeksbefore the opening of the season andmust be removed within one week afterthe season closes. Existing permanenttree stands may not be used.(301 KAR 2:178)

ELK RESTORATIONElk have been reintroduced to Kentucky, and they are protected by law.

In an effort to restore some of Kentucky’s natural biodiversity, the KDFWR began an aggressive program to return elk tothe commonwealth. Beginning in the winter of 1997-98, the department brought in the first elk to freely roam in Kentuckysince the mid-1800s. Continuing for the next nine years, the goal of the program is to establish a self-sustaining free-rangingelk herd in Eastern Kentucky.

Always we sure of your target AND beyond. Currently there is no open hunting season on elk. In Kentucky, acciden-tally shooting an elk will cost you a substantial fine (up to $5,000) and loss of hunting privileges for up to three years. Watchfor similarities and differences between elk and white-tailed deer.

Similarities and Differences

ColoringElk have a tan rump patch, black legsand black neck.Deer have legs the same color as theirbodies and a white throat patch.

AntlersElk antlers sweep back;Deer antlers curve forward.

DEER FAWNS vs. ELK CALVES1. Elk usually give birth to just a single

calf. Deer often give birth to twins.

2. At birth, an elk calf weighs anywhere from 19 to 45 pounds.A whitetail deer fawn usuallyonly weighs 7 to 8 pounds at birth.

3. Both elk calves and whitetailfawns are spotted for the first fewmonths of life.

WHITE-TAILED DEER HUNTING

POSSESSION OFPROTECTED WILDLIFE

Possession of protected wildlife exceptduring an open season is illegal withouta permit. A person must not holdwildlife in captivity that was not legallytaken or possessed. For informationcall 1-800-858-1549.

YEAR-ROUND SEASONExcept during an open season for thatspecies, no wildlife can be hunted,taken, molested or possessed. Allspecies of mice, moles, rats, shrews,snakes (except the copperbelly watersnake), lizards and terrestrial inverte-brates (except threatened or endan-gered species) are unprotected speciesand may be taken year-round without ahunting license. Persons hunting coy-otes, ground hogs, wild hogs, Englishsparrows or starlings must have ahunting license and may take thesespecies year-round (see WILD HOG

HUNTING for details). During afirearm deer season in counties opento deer hunting, only legal deerhunters (those with an unused deer tag)may take coyotes, wild hogs, wood-chucks, English sparrows and starlings.

All birds of prey, song birds, riverotters, spotted skunks and threatened orendangered species are strictly pro-tected by state and federal laws. (KRS150.370; 301 KAR 3:030, 3:061)

DOG TRAININGHunters may pursue small game andfurbearers with dogs year-round as longas game is taken only during an openhunting season, except on WMAs. Allmembers of the party (unless license-exempt) must have a valid huntinglicense. Unleashed dogs are notpermitted on wildlife managementareas during part of the year (seeWILDLIFE MANAGEMENT AREAS

for details). Dogs may not be used tochase or molest deer or turkeys, or usedin deer or turkey hunting. Except duringthe season, raccoon and opossumhunters must not carry firearms, treeclimbers, squealers or devices capableof killing, injuring or forcing raccoonsor opossums from trees or dens.Squealers may be used during permit-ted field trials only. (KRS 150.370)

FIRE HAZARD SEASONSOctober 1 - December 15 and February15 - April 30 are fire hazard seasons inKentucky. During these periods, it isillegal to start any fires within 150 feetof any woodland or brushland exceptbetween the hours of 6:00 p.m. and 6:00a.m., prevailing local time. Willful,malicious or wanton setting of forestfires at any time is a felony punishableby fines from $1,000 to $10,000 andimprisonment of up to five years.(KRS 149.400)

Each Kentucky county open for deerhunting is assigned a particular zonenumber, 1 through 7. Each zone has aspecial set of guidelines that must befollowed. County zone numbers areshown on the Kentucky map and listedon page 11.

LEGAL HUNTING EQUIPMENTAny centerfire rifle or centerfirehandgun may be used. Tracer-bulletand steel-jacketed ammunition mayNOT be used. Fully automatic firearmscapable of firing more than one roundwith one trigger pull may NOT be used.Shotguns no larger than 10 gauge maybe used with slugs ONLY .

Buckshot or any other shotshellmay NOT be used to hunt deer. Semi-automatic and pump action rifles orshotguns able to hold more than a totalof 11 rounds (10 in magazine and one in

chamber) may NOT be used. Muzzle-loading shotguns no larger than 10gauge are permitted and must be usedwith slugs only.

Longbows, recurve and compoundbows may not have devices which holdan arrow at full or partial draw withoutaid from the archer. Crossbows musthave a working safety device. Arrowsand bolts (crossbow arrows) must befitted with broadhead points at least 7/8-inch wide. Arrows must NOT be fittedwith barbed broadheads. Chemicallytreated arrows or broadheads, orattachments (pods) containing chemi-cals, may not be used or possessed.(KRS 150.260; 301 KAR 2:252; 2:172)

SPECIAL NOTE: Muzzle-loadingfirearms which can be fired more thanonce before reloading are permitted, aslong as the firearm meets the other

requirements as described. Usingtelescopic sights (scopes) on muzzle-loading firearms is permitted.

DEER PERMITREQUIREMENTS

All deer hunters must carry a deerpermit while hunting.

All deer hunters, except residentlandowners, tenants and their depen-dents hunting on their own property,must purchase a Kentucky deerpermit ($21) and carry it while hunting.

Landowners, tenants and theirdependents hunting on their ownproperty must obtain a free residentlandowner/tenant deer permit andtags and carry them while hunting. Theresident landowner/tenant permit isavailable from any local hunting/fishing license vendor and includes twostate deer permits (one ANTLERED/

Remember that zone and tag-use information given for the archery and crossbow season is different from the zoneand tag-use information given for the modern gun season, muzzle-loading season and youth hunt weekend. Make sureto read the section that pertains to the dates you plan to hunt. County zone numbers and tag restrictions may change each year.

YOUTH DEER HUNTING

JUNIOR DEER HUNTERREQUIREMENTSAll persons under age 16 who hunt deerwith a firearm must be accompanied byan adult who shall be in a position andable to take immediate control of thejunior hunter’s firearm at all timeswhile hunting.

Adults accompanying junior hunt-ers shall not be required to possess ahunting license or deer permit if theadult is not hunting. Also see HUNTEREDUCATION REQUIREMENTS onpage 4. (301 KAR 2:172)

PERMIT REQUIREMENTSA junior hunter may purchase amaximum of two junior deer permits orone regular deer permit per licenseyear. Junior deer hunters must abide bythe statewide one buck limit, as part ofthe two-deer limit.

Hunters not eligible to purchase ajunior hunting license must purchase atwo-tag deer permit.

DEER SEASON LIMITThe season limit is four deer perhunter per license year, only one ofwhich may be an antlered deer,provided that the hunter has purchasedappropriate bonus deer permits. Deertaken with a bonus quota deer hunt tagon WMA quota hunts or on somefederal area hunts do not count againstthis limit. (See QUOTA HUNTS fordetails.)

The ANTLERLESS TAG includedwith the statewide deer permit mayonly be used for ANTLERLESS deer.When zone regulations permit, huntersmay take the season limit during a one-day period. Hunters using deer controltags may take a maximum of fourantlerless deer in addition to the four-deer statewide limit.

DEER TAGGINGA hunter must immediately after takinga deer, and before moving the carcass,cut, punch or mark with permanent inkthe appropriate tag portion of the permitto indicate the day and month the deerwas taken.

The hunter must attach the tagportion of the permit to the carcass a)while transporting the carcass byvehicle, or b) whenever the hunter is notin physical possession of the carcass.

A resident landowner, tenant and his/her dependent(s) must have in his/herpossession a free landowner/tenant deerpermit while hunting on his/her own land.

A landowner, tenant and his/herdependents must immediately aftertaking a deer, and before moving thecarcass, cut, punch or mark withpermanent ink the appropriate tagportion of the permit to indicate the dayand month the deer was taken.

The hunter must attach the tagportion of the permit to the carcass a)while transporting the carcass byvehicle, or b) whenever the hunter is notin physical possession of the carcass.

GENERAL DEER HUNTING INFORMATION

DEER CHECKINGAll deer taken in Kentucky must bereported to the Kentucky Departmentof Fish and Wildlife Resources. Youmay check your deer by:

1. calling toll-free 1-877-CHKGAME(1-877-245-4263) -- see detailsbelow, OR

2. taking the deer to an open checkstation nearest to where the deerwas taken, OR

3. having an authorized employeecheck the deer in the field.

Deer must be checked no later than9 a.m. the day after the deer was taken.(Check station locations are listed bycounty in the back of this guide.) Deermust be checked in by the personwho harvests the deer.

To use the tele-check system, dial1-877-CHKGAME (1-877-245-4263)and follow the instructions. Be pre-pared to write down the confirmationnumber given by the system on theappropriate carcass tag portion of yourdeer permit. At check station, either fillout or provide check station operatorwith information necessary to completean official game check card.

You must keep the tele-checkconfirmation number OR your portionof the game check card with the deeruntil the deer is processed.

If you plan to mount any part of thedeer, you must fill out the taxidermyportion of the game check card andattach it to the portion to be mounted. Ifyou used the tele-check system, a validconfirmation number will substitute forthe taxidermist portion of the checkcard. You must NOT remove the headfrom any harvested deer until thecarcass has been officially checked.

Deer taken in Kentucky must bechecked before being transportedoutside state boundaries. Proof of legalharvest is also required for any deer orparts of deer transported into Kentucky.

1998-99 KENTUCKY DEER HUNTING ZONES

For years, Kentucky trailed many statesin deer management. But now, thanksto a good quality deer managementprogram, Kentucky has big deer.During the 1992-94 reporting period,Kentucky entered more deer in Boone& Crockett per square mile than everystate and Canadian province other thanIllinois.

Three things are required toproduce quality deer: good food, propergenetics and age. Although food and

genetics arevery important

factors in producing aquality deer herd, age is the mostimportant component since it takes abuck three years to reach his prime.

In 1976, the first year for manda-tory check-in, Kentucky recorded3,476 harvested deer. Herd growthaccelerated in the 80s. A two-deer limitbegan in 1987. By 1989 the quality ofthe deer herd left much to be desired.Lots of deer were being harvested, butthey were small with small racks.

Hunters blamed malnutrition, over-population, disease or poor genetics,but the real reason was lack of age.Kentucky had lots of healthy deer withgood genetics, but they were young.The number of deer living long enoughto reach their prime was very small.Less than one-fourth of the bucks weretwo years and older, and less than sixpercent were three years old.

A survey showed that a majority ofdeer hunters wanted quality deer even ifit meant they could harvest fewer deer.Biologists determined that the qualityof the deer herd would improve if moreof the herd lived longer. Geneticallysuperior bucks would naturally out-compete their unfit companions.

In 1990 Kentucky restricted riflehunters to one buck. The followingyear, bowhunters received the samerestriction. The two-deer limit re-mained in place. Kentucky hunters maybuy a two-tag deer permit -- one tag isfor either sex deer and one is forantlerless deer only. This gives huntersfewer excuses not to take a doe. Thistagging system means a hunter can takeone buck and one doe or two does, butnot two bucks.

Almost immediate results were seen.The percentage of deer two and older roseto 35 percent in 1991 and 45 percent in1992. This was a big jump from 22percent in previous years. Since 1990the older age percent in the harvest hasstayed at about 40 percent. The percentof three-year-old deer has climbed tonearly 13. When the three-year-oldbuck percentage was at five percent,only one in every 20 had a chance ofmaking record book age. That has nowchanged to one in every eight bucks.

Kentucky now has about 10 deereach year that qualify for Boone andCrockett, with more being added to pastyears as they are discovered.

Any deer that score 155 or above inthe Boone and Crockett scoring systemor 125 and above in the Pope andYoung system may qualify forKentucky’s trophy deer list. Only legaldeer taken in Kentucky are eligible.

Huntersparticipating in a quota hunt may use astatewide deer tag or a bonus WMAdeer tag ($10). Hunters must showproof of having bought a statewide deerpermit before buying a bonus WMAtag. The bonus tag must be purchased inadvance from any hunting/fishinglicense vendor -- the tag is not availableat WMAs.

All quota hunters must comply withthe hunter orange clothing requirement.During all quota hunts, only personsdrawn for the quota hunt will be

allowed to enter a WMA, except to useestablished public roads or areas desig-nated open by signs. Waterfowl huntingmay be posted open on some areas.

Owners of private inholdings(lands completely surrounded by WMAboundaries), or their guests, may hunton the owner’s lands during scheduledquota hunts without following thestandard application procedure, butmust follow all other quota hunt rules.Private inholdings are open only duringthe hunts and under the regulations forthe WMA in which they lie. Owners ofprivate inholdings or their guests maytravel within the owner’s lands, butmay not enter the WMA except asdescribed above.

Youths that will not have reachedtheir 16th birthday by the hunt datemay apply for a Youth Quota Hunt or a

regular quota hunt. An adult accompa-nying a youth on a Youth Hunt does notapply for that hunt, only the child is toapply. Youth hunters (age 15 andunder) may choose both a first choiceand second choice quota hunt. NOTE:New this year -- youth hunters may bedrawn for only one quota hunt.

The KDFWR handles the applica-tion and drawing process only forWMAs it owns or operates. Drawingsfor quota hunts on areas not owned oroperated by the department are con-ducted by the governing agencies ofthose lands. 2. Only the person(s) successfully drawn for quota hunts may hunt in them - SUBSTITUTIONS ARE NOT ALLOWED.3. At check-in, hunters will be asked to show a valid Kentucky hunting license (unless exempt) and a valid Kentucky deer

permit, or the signature/receipt portion of the permit. Hunters must also present the same proof of identification as theyused when they applied for the hunt. (A driver’s license or social security card is the best evidence.)

4. Youths taking part in youth quota hunts or the Youth Weekend Open Hunt must not have reached their 16th birthday bythe date of the hunt, and must present their Hunter Education Card at check-in. Also, there can be no more than two youthhunters per adult guardian.

5. Any legal deer hunting method may be used during these hunts, and all laws that govern the regular statewide modern gundeer hunting season will be in effect during the hunts.

6. Hunters selected for quota hunts may use either the appropriate tag from their Kentucky deer permit or a bonus WMAquota hunt tag (available for $10 wherever Kentucky hunting licenses and deer permits are sold).

7. Scouting and setting up tree stands is permitted prior to hunts anytime these areas are open, except on the Ballard areawhere it must be completed before the site closes at noon on October 15. Portable tree stands and climbing devices thatdo not injure trees may be used. Firearms or bows may not be carried afield while scouting or setting up tree stands.Neither Kentucky Fish & Wildlife nor State Parks is responsible for lost or damaged stands. No stand shall be leftunattended for more than a 24-hour period, and all stands must be removed at the end of the hunt.

8. Vehicles are permitted only on maintained roads. Parked vehicles must not block access through gates and must notinterfere with normal traffic. Access beyond closed gates is by foot travel only. Neither ATVs nor horses may be used.

9. Hunters are required to get permission from private landowners before crossing their property to access any of these quotahunt areas, or to retrieve downed deer. Obtain and study a hunt map carefully to familiarize yourself with areas open tohunting. Respect the property rights of adjacent landowners and do not trespass.

2. Portions of Grayson Lake and Taylorsville Lake StateParks will be open to selected hunters drawn for the De-cember Grayson Lake Youth and Taylorsville Lake QuotaHunts. Eligibility to hunt these parks will be determinedby a random drawing among those chosen for the Decem-ber Grayson and Taylorsville hunts. Hunters will be noti-fied of drawing results at check-in.

3. Those drawn for the Obion Creek Quota Hunt, who areinterested in hunting the Mathis Tract of that area, mustbe present for an on-site, random drawing. That drawingwill be held at the Wallace Tract parking lot at 4 pm localtime on November 6. Hunters drawn to hunt the MathisTract on November 7, may hunt it all that day. Those notchosen may only hunt the Schaaf or Wallace tracts on No-vember 7. However, there are no restrictions on Novem-ber 8, those selected for the Obion Creek Quota Hunt mayhunt any of this site’s three tracts.

4. The Zilpo-Twin Knobs Campgrounds quota hunt is lim-ited to persons that are movement-disabled (at check-in,they must be able to provide verification of disibility). Eachhunter will be permitted to be accompanied by one indi-vidual who may not hunt, but may assist the hunter withretrieval and field dressing of downed deer, etc. Hunterswill be assigned randomly to Zilpo or Twin Knobs campground. After September 30, hunters can find out abouttheir assignment by phoning the department and provid-ing their confirmation number to the receptionist. Assign-ments are final -- NO SUBSTITUTIONS ARE AL-LOWED. All hunters will be escorted to designated standlocations from which they will be required to hunt. Hunt-ing can only be done from these locations unless other-wise informed by hunt personnel. Hunter stand locationswill be assigned by random drawing at check-in.

5. Only that portion of the Grayson Lake area west of Route1496, and east of a line formed by Bruin Creek, the Bruin

Creek Fork of Grayson Lake, and Grayson Lake north ofthe Bruin Creek Fork is open for the Youth Quota Deer Hunts.

6. Tracts 1, 2, 3, 4, 5 and 6 are the only portions of the WestKentucky WMA are open for deer hunting during quotahunts on this site.

SMALL GAME HUNTER COOPERATOR PROGRAMBy participating in the cooperator program, small game hunters can help the Kentucky Department of Fish and WildlifeResources gather valuable data about the state’s small game populations.

One way to participate is to keep a daily hunting diary. Information provided by hunters will aid in making wildlifemanagement decisions in the future. Report forms are available for rabbit, quail, grouse and squirrel hunting. Hunters can alsohelp by sending in one wing from each bobwhite quail and one wing and rump feathers from each grouse they take.

RACCOON & OPOSSUM HUNTING SEASON (NO TRAPPING ALLOWED):November 1 through noon on the day after a county’s modern gun deer season closes

During a county’s modern gun deer season, raccoon and opossum hunters may not hunt during daylight hours or carry firearmsother than .22-caliber rimfire while hunting at night. No trapping is allowed during this season. Hunter orange is requiredduring deer firearm seasons.

The daily hunting limit is one raccoon per hunter, from noon to noon. There is no limit on opossums. Raccoons and opossumsmay not be taken with the aid of lights from a boat except by trapping.

foothold traps;2) Padded foothold traps having a jaw

spread of 5½ inches or larger;3) Conibear-type traps having a jaw

There is no limit on beavers.All other trapping regulations apply.

TRAPPING LICENSE REQUIREMENTSA trapping license is required of all trappers, regardless of age, residency orphysical condition. Resident landowners, tenants and members of their immediatefamilies trapping on their own property must possess a valid trapping license.Trapping licenses are available from hunting license agents across the state. (KRS150.170, 150.010, 301 KAR 3:028)

BUYING AND SELLING FURS & HIDESThe raw furs of furbearers may be held by a trapper or hunter for 20 days and by a furbuyer for 30 days after the season closes.

Raw furs (including hides from legally harvested deer) may be sold only tolicensed taxidermists, licensed fur buyers or licensed fur processors. Wildlifecarcasses (except certain species produced by licensed propagators) may not bebought or sold. Inedible parts of wildlife (including the feet or other inedible partsof legally taken deer) and wildlife mounts may be sold to or purchased fromlicensed taxidermists only.

River otters and spotted skunks are protected year-round and may not be taken orpossessed. (KRS 150.370, 150.180, 150.411; 301 KAR 2:080, 2:240, 2:251, 3:030, 4:090)

LEGAL TRAPPING EQUIPMENT & RUNNING THE TRAP LINEDry-land sets are limited to Number 2 or smaller smooth-jawed foothold traps,padded foothold traps having a jaw spread of six inches or less, Number 220 orsmaller Conibear-type traps or snares without self-locking devices. Deadfalls, wirecages and box traps are also permitted. Any trap may be used for water sets, exceptduring the extended beaver season. Trappers may use lights from boats or vehicles.

All traps must bear a metal tag giving the name and address of the trapper. Anytrap without a tag can be immediately confiscated without a court order.

All traps must be visited at least once a day (every 24 hours) and all animals removed.Traps set on land must be at least 10 feet apart and not be set in trails or paths commonlyused by humans or domestic animals. (KRS 150.399, 150.410; 301 KAR 2:251)

GENERAL TRAPPING INFORMATION

Bobcats may be taken by hunting or calling during daylight hours or by trapping. Callers may only use hand- or mouth-operated calls. The season limit is two bobcats per person.

It is illegal to possess a live bobcat anywhere in the state, except by special permit for educational or scientific reasons.

Should it be determined that the bobcat quotas of 400 in Eastern Kentucky and 300 in Western Kentucky will be filled priorto January 31, the bobcat hunting and trapping season will be closed early in that zone. Notice will be given a minimum of 24hours in advance of the time and date of closing.

The hunter or trapper must make arrangements for tagging by contacting a department wildlife biologist or law enforcementofficer within the bobcat harvest zones. Call 1-800-858-1549 for a list of wildlife biologists and law enforcement officers inthe bobcat harvest zones.

A bobcat must be tagged within 48 hours of harvest. The appropriate license (hunting or trapping) for the method of taking mustbe presented to the tagging agent. The taker must present the entire skinned bobcat carcass and the raw fur, or the completeunskinned carcass if it is to be mounted or otherwise processed. The tag must be left attached to the pelt until the raw fur is processed.Any illegally taken bobcat or untagged bobcat pelt for which there is no carcass may be seized. (301 KAR 2:081, 2:240)

2. For the appropriate date, enter the NUMBER OF HOURS HUNTED in the morning (AM), afternoon (PM) orboth if you hunted both morning and afternoon (see example).

3. List the COUNTY where you hunted. If you hunted in different locations in the morning and afternoon, recordthe counties you hunted each half of the day (see example).

4. If you saw no animals while hunting, simply check NONE SEEN (see example).

5. If you observed any of the species listed, enter the NUMBER OF ANIMALS SEEN under the animal’s name(see example). Do not record second or third sightings of the same animal on the same hunt as more than oneanimal sighted, but, if you see what you feel is the same animal on different hunts, record it for each hunt.

6. If you see other unlisted species, you may enter their names and number under the OTHER column (seeexample).

7. Use the NOTES section to record information such as weather, animal behavior, etc.

8. TURKEY PERMIT REQUIREMENTSAll turkey hunters , except resident landowners, tenants andtheir dependants hunting upon their own land, must purchaseand carry with them while hunting the appropriate fall turkeyhunting permit(s) -- either the fall archery turkey permit($10) or the fall gun turkey permit ($10). Any tags left overfrom the spring turkey season are not valid for the fall seasons.

TURKEY TAGGINGA hunter required to have a turkey permit mustimmediately after taking a turkey, and before moving thecarcass, cut, punch or mark with permanent ink theappropriate turkey permit to indicate the day and month theturkey was taken. The hunter must attach the tag portion ofthe permit to the carcass a) while transporting the carcass byvehicle, or b) whenever the hunter is not in physicalpossession of the carcass.

A landowner, tenant or his/her dependent(s) must tag aturkey by:

a. writing on a card his/her name, address, the datewhen, and the county where, the turkey was taken;

b. attaching the card to the carcass when he/she removesthe turkey from the property wehre it was taken.

TURKEY CHECKINGAll harvested turkeys must be checked at the nearest opencheck station or by an authorized employee of theDepartment of Fish and Wildlife Resources:a) during the fall gun season, on the day the bird is taken,

except as specified on certain wildlife managementareas;

b) during the fall archery season, by 9 a.m. the day after thebird is taken.

Harvested turkeys may not be checked by telephone.

At the check station, either fill out, or provide the checkstation operator with the information necessary to completean official game check card. The hunter must keep his/herportion of the game check card in his/her possession until theturkey is processed. A completed state, LBL or FortCampbell game check card must be attached -- and remainattached -- to any turkey taken to a taxidermist. Turkeys mustbe checked before being transported out of Kentucky.

WILDLIFE MANAGEMENT AREAS

KDFWR-owned or -managed Wildlife ManagementAreas (WMAs) (listed alphabetically)On the following public areas:1. For species listed in this guide, hunting is permitted only

as stated. (If a season is open under statewide regulations,please refer to the appropriate section of this guide fordates and requirements.)

2. Hunters may take the statewide deer limit on thefollowing public areas: Ballard Hunting Unit; BarlowBottoms WMA; Peal Tract; Barren River WMA; BigSouth Fork National River & Recreation Area; DaleHollow Lake WMA; Fleming WMA; Lake CumberlandWMA; Nolin Lake WMA; Ohio River Islands WMA,except for Stewart Island (aka Birdsville Island) where onlyone deer may be taken; Pioneer Weapons WMA; SloughsWMA; Westvaco-Columbus Bottoms WMA; WestvacoPublic Hunting Areas; Yatesville WMA; and YellowbankWMA, except during the Youth Hunt Weekend.Only two deer may be taken per hunter on the followingWMAs: Dewey Lake, Higginson-Henry and West Kentucky.Only one deer may be taken per hunter on all otherWMAs listed in the following section.

3. Statewide crossbow deer season is closed, unlessotherwise stated in the area listing.

4. No squirrel, rabbit, quail, grouse, furbearer or turkeyhunting or trapping is permitted on these WMAs whenmodern guns can be used for deer hunting.

5. During a quota deer hunt on a WMA, only persons drawnfor the quota deer hunt are allowed to be on that WMA,except waterfowl hunters hunting in some areas that areposted open. Hunters participating in a quota hunt may usea statewide deer tag or a bonus WMA deer tag (see page 13 ).

6. Quota hunts require advance application. Advanceapplication is not required for hunts listed as OpenArchery Hunts or Open Gun Hunts. During Open GunHunts, any legal deer hunting equipment is permitted.

7. Persons must not allow their dogs to be unleashed fromMarch 1 until the opening of squirrel season (Aug. 15),except during the June squirrel season or as stated underthe area listing or posted on the WMA.

8. Camping is permitted only in designated areas. Parking mustbe confined to designated parking areas if such areas exist.If no parking area is designated, parking is generallypermitted alongside of maintained roads in such a mannerthat would not block traffic. Vehicles of any kind (includingmotorcycles and bicycles) are permitted only on maintainedroads. Vehicles used on public roads must be street-legal. Itis unlawful to cut trees or fences, dump trash or litter, ordamage any property or habitat in any fashion.
