Honorable Arizona State Senator Karen FannSenator Fann was elected in Nov 2016 to represent Legislative District 1, which covers 8,000 square miles throughout Yavapai County and portions of Maricopa County. She previously served this district from 2011 to 2016 as a State Representative. Karen moved to Prescott at the age of four and has been a life-long Republican. She continues to represent her community by serving as a precinct committeeman and is a member of the Rotary International and Elks. Senator Fann currently serves as the Vice-Chair of both the Senate Finance Committee and Transportation and Technology Committee, and member of the Natural Resources, Energy

and Water Committee. Karen is the owner and CEO of a statewide highway construction company, which recently celebrated its 33rd business anniversary. Karen is a licensed contractor with the Arizona Registrar of Contractors, past president of Yavapai County Contractors Association, and past president of Prescott Chapter National Association of Women in Construction. Her previous work included stints in legal, airline, realty, and equine ranch management/ownership.

Honorable Arizona State Representative Noel CampbellNoel W. Campbell is a member of the Arizona House of Representatives, representing District1. He was first elected to the chamber in 2014. Mr. Campbell was raised in Phoenix, Arizonawhere he graduated from St. Mary’s High School and later attended Arizona State University,earning a Bachelor of Science Degree in Business in 1965. Mr. Campbell served as a navalaviator during the Vietnam War, remaining on active duty until 1971 and retiring from the Naval Reserves as a Commander in 1991. He is a recipient of the Bronze Star, US Air Medal with 16 Flight Strike Awards, US Presidential Unit Citation, US Vietnam Services Medal,

Republic of Vietnam Cross of Gallantry, and the National Defense Ribbon. After retiring from the Navy, Representative Campbell spent 10 years as an agent for the US Customs Service/ Department of the Treasury. He also served at the Pentagon as the Customs Liaison in the Joint Chiefs of Staff prior to transitioning to the US Forest service in 1999 to serve as a pilot fighting forest fires. Representative Campbell currently resides in Prescott where he owns a small business.

Erich ZimmermannErich is the Director of Transportation Programs at the National Association of Regional Councils (NARC), where he is responsible for the organization’s comprehensive transportation portfolio. His work includes refining policy priorities, recommending appropriate legislation and authorizations to various branches of federal government, and guidance to members regarding federal rulemaking. Eric also implements a variety of programmatic, research, and communication initiatives including NARC’s technical assistance and education program,

providing a suite of member outreach, training and peer networking opportunities. Erich is a member of the Transportation Research Board’s Metropolitan Policy, Planning, and Processes Committee (ADA20) and serves on the Leadership Council for the National Center for Sustainable Transportation at University of California, Davis. Prior to NARC, Erich spent nearly a decade at the nonpartisan budget watchdog Taxpayers for Common Sense. He has a B.A. in Political Communication from The George Washington University and a M.S. in Environmental Studies from the University of Montana.

Carrie KisselCarrie serves as the Associate Director for the National Association of Development Organizations Research Foundation, where she focuses on transportation research and capacity building projects, NADO’s program affiliate Rural Planning Organization America, and wealth creation as an economic development strategy. Carrie initially joined NADO in 2005 as a graduate fellow and worked on various projects related to transportation, brownfields redevelopment, and

environmental stewardship, before becoming a program manager for NADO’s transportation and regional development work. Carrie completed a Master of Arts in Public Anthropology at American University and holds a Bachelor of Arts in Anthropology from Ball State University.

Garrick TaylorGarrick Taylor is the senior vice president of government relations and communications for the Arizona Chamber of Commerce and Industry, where he serves as the Chamber’s lead advocate at all levels of government and the main liaison between the Chamber and the media. Garrick’s previous experience includes serving as a public affairs consultant; directing communications for the Arizona Republican Party during a U.S. Senate race; overseeing public policy efforts for a major trade association; and serving as a congressional staff member.

Joe McKinneyJoe has twenty-one years of experience having served in city, county, regional and national association and government management since 1991. Joe served as Executive Director of Land-of-Sky Regional Council in Asheville, North Carolina from January 2003 until October 2012 where under his leadership, Land-of-Sky became recognized nationally for its innovation and program expansion in areas such as planning and economic development, workforce development, transportation and transit, aging services, volunteer services, and geographic

information systems. Mr. McKinney was named Executive Director of the National Association of Development Organizations in 2012. He holds a Bachelors Degree in Public Policy Analysis from the University of North Carolina at Chapel Hill and is a candidate for a Masters Degree in Public Administration from UNC-Chapel Hill.

This session will give participants insight to CFL’s programs, including the Federal Lands Access Program (FLAP) – a grant program existing to supplement other Federal, State and local resources for public roads, transit systems, and other transportation facilities emphasizing high-use recreation sites and economic generators. Five years later, some of those advancements are coming to fruition including divergent interchanges, accelerated bridge construction methods, and use of drone technology in rural traffic management. Multimodal Level of Service (MMLOS) is a tool to help inform planners and engineers as they evaluate alternative strategies.
