Sir,Sealed Bids are invited for providing the Annual Contract for

Repair/Maintenance of various Electrical Items viz; Tube Lights, Plugs, ExtensionBoard, Fans, Hot Cases, Heat Convector/Blower/Sun flow/Oil Heater, ElectricKettle, Stabilizer, Light Indicator, etc. for the Office of the DevelopmentCommissioner (MSME) - for a period of two years, on yearly renewable basissubject to satisfactory services of the firm.

2. The firm should have at least 5 years experience of doing similarworks and at least 3 years experience in Govt. Ministries /Departments/Autonomous Bodies. The documentary proof should besubmitted with the bid.

3. The firm must have annual turn over of Rs. 50.00 Lakhs during last anythree financial year.

4. The List of Electrical Items enclosed as Annexure- I, should be submittedduly filled and signed.

5. The firm will have to provide an electrician daily for at least one hour inthe forenoon and one hour in the afternoon in the % DCCMSME) having aminimum of 5 years experience for above mentioned work who will rectify theproblem immediately.

6. Tenderer must specifically confirm that the terms & conditions (enclosedwith this letter) are acceptable to them. In the absence of such a confirmation,the offers are liable to be rejected straight away without any reference to thetendering firm.

-2 -7. The firm must have Permanent Account Number, VAT RegistrationNumber and Registration Number of the appropriate authority. Sufficientdocument should be submitted.

8. The interested firms in this field may submit their bid along with earnestmoney of RsAOOO/- in the form of DD/Pay Order in the name of PAO (MSME)payable at New Delhi. Sealed envelops containing Bid should be super scribed"Bid for Annual Maintenance Contract for Electrical Items" and may bedropped in the box kept exclusively for this purpose at InformationFacilitation Centre near Gate No.4, 'A' Wing, Nirman Bhawan, New Delhi-110108 or may handover to G.A. Section (Room No. 734 A) or SenetDivision (Room No. 737) latest by 3.00 PM on or before 16.01.2014. TheBids will be opened on same day at 4.00 PM in the presence of their authorizedrepresentatives, who may wish to be present. It may be noted that the Officereserves the right to reject all tenders without assigning any reason thereof.

TERMS& CONDITIONS

1. The electrician deployed must have requisite .qualific~,tion,expertise and wide experience. The ~MC holder must sign an AMCPerformance Register" on a weekly basis.

2 The complaint should be attended by the electrician within 2working hours or in the case of the complaint received at late hours ofthe day will be attended at the early hours of the nex~ ~orki.ng days '.Asa token of confirmation of attending complaint electrtclan Will take signof complainant official in his/her service register within a period ofthree days.

3. The name of the trained electrician on site (having not less than 5years experience) & back up along with resume (copy of c~r~ificate)shall be provided by the firm. Change / replacement of electrician maybe allowed only in exceptional circumstances if his services are notfound satisfactory or otherwise. The decision of this office will be final.

4. EMD: The Bid has to be accompanied by earnest money ofRs.4000/- (Rupees Four thousand only) in the form of a Demand Draftin favour of the PAO, % DCpayable at New Delhi.

5. Performance Security: The successful bidder will be required tofurnish the performance security for an amount of Rs.10000/- payablein Indian Rupees in favour of the Government by way of Demand Draftpayable to PAO, DC(MSME), New Delhi. The Performance Security shouldbe valid upto 60 days after the date of completion of the contract and nointerest thereon will be given.

6. This PERFORMANCESECURITY is liable to be forfeited, if theservices of the company are found to be unsatisfactory in any respectand / or if any of the conditions of the contract is contravened /breached and / or towards any damage is caused to Govt. property dueto the negligence or otherwise of the firm or its employees. This Officewill be at liberty to entrust the same to the any other firm / company atthe risk and expense of the defaulting company and may black list thefirm also. The decision of this Office, in this regard, shall be final.

7. This PERFORMANCESECURITY is liable to be forfeited, if thecompany backs out of the contract midterm without any expressconsent of this Office. This Office will be at liberty to entrust the same tothe any other firm / company at the risk and expense of the defaultingcompany. The decision of this Office, in this regard, shall be final.

8. Payment shall be made on bi-monthly basis in arrears subject tosatisfactory services against Bill submitted up to 10 days of the ensuingmonth after completion of the month. No advance payment will be madefor whatsoever reason.

9. Tenderers are requested to keep their offers open for acceptanceby this Office for 90 days from the date of tender opening. If any bidderwithdraws his tender before the said period or before finalization of thecontract, this Office shall without prejudice to any other right orremedy, be at liberty to forfeit the EMDof such a bidder.

10. The firm should have at least 5 years experience in maintenanceof Electrical Items in Government Department.

11. The selection of the lowest bidder will be on the basis of the totalAMC charges/rates inclusive of all taxes & duties etc. No comparisonwill be made on individual item/activity basis.

12. Liquidated Damages:

If the Service Provider fails to maintain any or all the equipmentsetc. during the contract period, this Office may at its sole discretion,without prejudice to its other remedies under the contract, deduct fromthe contract value as liquidated damages, a sum equivalent to Rs.200/-of the delayed services for each day until actual performance. In casethe deduction becomes Rs.2000/- in a quarter the contract may bereviewed for termination and the performance security may be forfeited.

13. The service provider shall attend the complaint immediately/sameday to rectify the fault. If delayed, a penalty of Rs. 200/- per day percomplaint will be imposed.

13. A monthly report may be given by the firm for maintenance ofElectrical items.

14. The successful bidder will have to enter into an Agreement beforethe tender is allotted. However, the office reserves the right to Cancel /Short close the Agreement by giving notice of one month.

15. The work is to be carried out in office premises however the workwhich requires shifting of the item outside the premises of the buildingmay be carried out with the approval of GASection only.

16. The Office reserves the right to reject any or all bids withoutassigning any reason thereof.

17. No conditional offer will be accepted.
