PREFACE A.D.F considers that Petroleum industry Companies are requiring ever-improving HSE performance.  Today, delivering world-class HSE and operational-excellence performance cannot be realized through policies, management systems, processes, or technology alone.  While the foregoing aspects are important prerequisites to establishing world-class HSE performance, more is needed.  Demands on the petroleum industry are driving continual improvement of health, safety, and environment (HSE) performance.  It has become widely recognized that the deliberate and structured creation of HSE culture directly affects HSE performance.  Developing HSE culture is a complex recipe that combines values, leadership, management systems and processes, behavioral and cognitive psychology, technology, equipment, and HSE expertise.  This combination creates a culture or “way of working in the organization.”  Wherefore A.D.F provides practical guidance for its people who understand the principles of health, safety , and environment management and wishes to improve the measurement of health and safety performance in its operation areas start with establishing HSE culture aspect.

Company Comments on Statistics of (LTI) particularly

Summary Of LTI: concerning the above mentioned statistics A.D.F HSE focused on the one Occurred LTI , Regrettably in 21-Feb-2011, the Mud Engineer of Rig 5003 (Mr.Jiminico Gumpal )during his Mud check on the mud tanks and passing on the pathway he fell down between the two mixing tanks from approx.12feet , he get a cut and wound on his left ankle with severe bruises on his back and limbs on the left hand.

What Happened:

A part of the pathway was not supported enough in between, and it is easy to move , so when he pressed on it from 1 side it went up and his foot slipped and he fell down.

Action Taken: Bedside the Known required actions & procedures in such situation , this accident put into focus the urgent need to better manage the risk of serious accidents at ADF. This became ADF main safety objective in 2011, Wherefore a New golden rules that target key Injury risks were introduced, injury prevention standards were developed, management of key injury risks were extensively audited, the measurement and investigation of potential injuries was enhanced, and introduction of a new safety management system was commenced.

A.D.F recognizes that HSE culture is one of the key ingredients to delivering world-class HSE performance in E&P operations, as well as numerous other industries.

Quantitative relationships have been established between HSE culture and HSE performance on the basis of the workforce cultural surveys , so high favorability based on a workforce survey is indicative of a mature HSE culture, which has a statistically significant relationship with lower incident rates.

Our view point considers that HSE culture must be consciously developed, monitored, and continually improved. This overview builds on the current body of work on HSE culture. Provision of methods and techniques for creating the enabling culture and mindset required to sustain and maintain continual improvement of HSE results are included in A.D.F HSE Policy.

Waste Management System

A key to the successful control of the waste is the knowledge of the waste disposing procedures . So the best source of these procedures is the waste management system which is included within the A.D.F policy which is being followed and implemented in the company work site starting from the first collection points (Accommodation , kitchen , warehouse , mud plant and yard) up to handling to the segregation point then to the disposal area .See 1Qtr 2011 Waste inventory in the next slide..

Road Safety

It is our major concern that we observe our performance and must be viewed in the context of general road safety and motivate smart driving. Our workforce and drive thousands of kilometers every year and are subjected daily to the hazardous situations that are caused by other road users. From the beginning of our service to GNPOC and up to date We observe that work related road traffic accidents involving ADF are ZERO in the statistics published for the A.D.F

Road SafetySMART DRIVING

A.D.F believes on the importance of vehicles users behavior and applying of smart driving , this behavior includes all steps that must be implemented strictly starting from pre-trip check , inspection , maintenance, journey management , defensive driving etc..

The permanent advices which being refreshing in the drivers’ minds that aggressive driving only saves 2.5 minutes per hour in stop and go conditions, but increases your fuel consumption significantly , and increases your risk of an accident. So A relaxed eco-driving style in the will get you there in almost exactly the same time, more safely, and at less cost.

Environment ProtectionHabit & Culture

Fortunately, the movement towards a deeper commitment to environmental protection through planting new trees and taking care of the existing ones, is rapidly increasing all over the world. Hence, the 'task of environment protection is a universal responsibility of all of us. We think that is extremely important for the workers living in the oil field to not only take a keen interest in the cause of environmental protection, but also to implement this ideal in action by planting new trees.

We have made the interest in trees one of the duties of workers

In this Quarter of the year, concerning this issue we have got a real support by GNPOC which is being providing us with trees that grown in our camp and through our outdoor chemical storage area which is considers a measure of the non-affected land and environment with chemicals stored.

Environment ProtectionWarehousing

According to the applied mud system (water base) which builds on some types of chemicals in the mixing classified as non-hazardous materials according to the submitted MSDS. So In accordance with this system A.D.F developed A plan to store non-hazardous materials in the open area which well covered and barricaded , and the other materials which contains a degree of risk within the main warehouse which contents a concrete floor and roof truss.

Rainy Season Preparations

Because of the heavy rain which takes several moths in the year , we are facing in Heglig field some difficulties in the movements and storing in open area , so in this quarter of the year we arranged to prepare some solutions to avoid any severe affection by the rain , we re-dig the old water discharge paths and put the materials in better places to facilitate the handling operations for our forklift and the transporter company.

Rainy Season Preparations

A.D.F also has a plan to prepare a concrete floor soonest , starting from one side of the yard and will be continued to cover a large area respectively.

In this aspect A.D.F appreciates GNPOC support on making a good graveled pad foundation for our concrete planed area Which would be an ideal solution to the problem of muddy ground inside the yard of the company.

Safe Condition Development

A.D.F continuously coordinates and cooperates with GNPOC to improve the working conditions on the mud plant tanks’ surfaces which affected by the rust in the top , so 4 mud tanks have been repaired and painted , and the progression of the repairing job ongoing for the other 2 tanks to be in safe condition too.

SUMMARY 

HSE activities and performance at A.D.F Heglig site in the 1st Quarter of 2011 achieved the planned programs and targets for the same Quarter.

A.D.F HSE management goals are contained in the site’s HSE Policy. The site operates a safety management system known as the first company priority based on A.D.F safety system, and an environmental management system that is being progressively upgraded to High Standard compliance.

These systems provide HSE assurance through processes of investigation, measurement, analysis and review providing output that is discussed at monthly top management meetings. In addition, the Safety Improvement plan reviews matters relating to serious safety risks and prescribes actions to mitigate them.
