ROM FINDINGS• A highly relevant intervention, in line with both GoI key policies and priority needs of the

target group. • Implementation is largely on track, with no significant deviations from the initial

timeline. The budget revision was timely, at the very beginning of the implementation period, and was well-justified. However, some clarifications may be needed as to the precise use of financial inputs, e.g. as to the deployment of human resources.

• Project outputs are being delivered largely as planned. Two of the three Expected Results are likely to be achieved, whereas the future of the Soochna Seva Framework (Expected Result 3) should now be duly prioritised.

• The project is generating a wealth date which, however, do not seem to be fully utilised at present.

• The current curriculum of the digital literacy classes provided by SSKs is unlikely to contribute: (i) the acquisition of useful skills by trainees; (ii) contribute to the sustainability of the Soochna Seva Centers.

• So far, the focus has been on setting up a system for the delivery of services under government schemes, whereas more attention could be paid to work with communities and public authorities over the remainder of the project.

• While the project has just entered its third year of implementation and there is still time ahead, the sustainability of the Soochna Seva Framework is likely to prove the single biggest concern in the future.

Page 18: 1st Quarter Report 2016

VISIBILITY • Quarterly Soochna Patra (Monthly Newsletter)• IEC display at various places in the catchment area• Branding of Soochna Seva Kendra (SSK) • Visibility via Social Media and Print Media • Regular updates on Project Website & Jan Soochna Portal.• Visibility Seminars at Five Locations - The main goal of

the seminars was to build deep conceptual understanding of the public schemes, programme and process to avail the information and entitlement benefits. The target audience were public representatives, govt. administration, NGOs, SHGs, ASHA, ANM, Bank Officials, Beneficiaries etc.

Page 19: 1st Quarter Report 2016

CHALLENGES• People are either not aware or partly aware of the eligibility

criteria• Phone numbers/Cellphone numbers are temporary• Non-disclosure of social status – SC/ST, Minority, OBC• Transfer of goverment officials • Lot of efforts goes in developing supporting documents like

aadhar card, voter id etc. • Middlemen charging fees for forms and services which are

otherwise free • Threat to ground team (by the locals) when there is a positive

change in some institution because of Soochna Seva• Migration to cities
