It is a privilege for me to be the Patron of VAMSCON -the conference of undergraduate Medical students being organised at Vardhman Mahavir Medical College and Safdarjung Hospital in the very first month of my taking over as the Principal of this College. I am sure that a conference of such nature will give the students a great opportunity to present their research to their peers and professors in the field. In addition the workshops during this conference will help them in acquiring some basic technical skills. But most importantly this conference will also be able to provide a great platform to the students from different medical colleges in the country to network with their peers from other institutions on academic and social front. The experience gained by the undergraduates in organizing such an event will be useful to them later in their professional career in holding bigger academic events. However there is a word of caution – such a conference at the level of undergraduates must not undermine the importance of regular intensive classroom teaching. About VMMC and Safdarjung Hospital Established in 2001, Vardhman Mahavir Medical College has quickly risen to become a prominent name among the medical colleges of the country. Each year VMMC is joined by bright minds from all over, attracted by the esteemed faculty and has state-of-the-art infrastructure and facilities.
The college is affiliated with the renowned Safdarjung Hospital which boasts the largest OPD in India. The hospital was founded in 1942 during the Second World War as a base for the allied forces. It was taken over by the government of India in 1954 under the Ministry of health.
The hospital has grown over the years into one of the largest tertiary level multi-disciplinary health care institutions in this part of the world. Safdarjung Hospital encompasses exalted departments such as the department of Burns and Plastics, The SIC and The Central Institute of Orthopaedics.
Safdarjung Hospital Burns Unit is the largest burns unit of the world as far as patient turnover is concerned. The department is now in its 50th year of existence. It attracts patients not only from Delhi but also from adjoining states of U.P, Haryana, Rajasthan, Punjab, Himachal Pradesh, Uttaranchal Pradesh, M.P, and far off states like Bihar, Assam & J&K.

By Dr. Rajesh Rastogi
Presently he is working as Consultant and Head of Department of Psychiatry in
Safdarjung Hospital. He is also appointed as the President, Indian Psychiatry Society –
North zone. He has more than 3 years of experience in dealing with adolescents in
institutes like IIT, Delhi and has conducted professional workshops regarding the
same. He has also given more than 500 regular programs on television & on All India
Radio on subjects related to mental health for last many years.
2. Topic: USMLE
By Dr.Mala
Dr.Mala has two and a half years of experience across the clinical domain, research
and medical education and counselling. She has personally sent over 6000 medical
graduates to the US and has counselled over 25000 medical graduates and students
singlehandedly. In addition, she has also with Johnson & Johnson as an expert on Lean
management and helped in significantly improving performance of the existing labs
and blood banks. During her tenure with J&J she has worked with some of the major
government and corporate hospitals in the country.

Medical professionals must constantly adapt and evolve their way of thinking. They
should develop newer ideas in order to ensure a better quality of service. In short, an
ideal medical professional must have an innovative bent of mind.
Keeping this in mind, CONCLAVE : INNOVANDO…..Ideas that Revolutionize Healthcare,
invited medical students from across the nation to present innovative ideas that they
thought would change the face of healthcare system in this nation. The teams
presented their ideas and proposals in form of a presentation in front of a panel. This
was followed by discussion with the panellists, eminent personalities invited from
institutions like AIIMS, ICMR, MCI etc., where the idea was analysed and quizzed upon.
Keeping in view the theme of Vamscon-2016, the topic of Conclave has been decided
to be “Ideas that revolutionize health care.”
Basic Idea: The participants need to come up with an innovative, elegant and original idea which
can be potentially implemented and bring about change in the relevant aspect. The
idea should fall broadly under any of the 4 aspects of healthcare –

Scientific innovation.

TEAM 1 –ACMS 'Set up a disaster response club in medical colleges of Delhi'
The basic idea is to set up a Disaster Response Club (DRC) in medical colleges of Delhi
and thereafter in India. These clubs will link medical colleges actively with various
organisations involved in disaster and disease outbreak response e.g.- National Centre
for Disease Control (NDCC), National Institute of Disaster Management (NIDM),
Ministry of Health & Family Welfare(MOHFW) and concerned international NGOs.
Nodal persons from the respective organisations will be linked with these DRC clubs.
DRC clubs will have student volunteers across all professionals of MBBS mentored by
faculties (intra and inter institutional). The role of these DRCs will be to provide
disaster mitigation and preparedness activities and if required provide support in
disaster and epidemic response activities

mycobacterial tuberculosis. It has to carefully balance iron acquisition with iron uptake

elimination.'
Organ donation has been slow to take off in India, where nearly 8000 people die per
million population yet only 0.26 of them donate organs. In the northern states, the
pace has been disturbingly sluggish. More alarming is the glaring absence of any
attempts to understand the reasons behind this failure. Research is little. Documents
and data which highlight the problem are scarce. Recognizing these dire
circumstances, the study has been taken up. The purpose of this study is to know the
factors of this cause and creating awareness for the same.

There have been multiple cross sectional studies associating lower levels of vitaminD

patients who have developed type2 diabetes mellitus and might develop TB later (as
they are at increased risk of developing the disease).

'Empowering upper limb amputees-creating a prosthetic hand that can
feel tactile sensations'
A prosthetic hand that can feel tactile sensations when combined with 3D printed
movable arms or bionic arms can almost replace the loss of the actual limb. In this
proposal we hypothesize a method by which upper limb amputees might be able to
feel tactile sensations on their phantom limb by using sensors on prosthetic arm and
implantable devices for generating the sensations on the face or upper arm. Signals
from the sensors would travel wirelessly through radiofrequency waves to the pistons
which would get fooled into believing that these sensations actually originated in the
phantom limb.

HINDAC System (Healthcare INtegrated Database Accessible via Card System)
The main purpose of our idea is to create an interface between the patient and the
doctor that will allow easy access to medical records through a 'Smart Card'. Apart
from the basic life information on the card, information will be stored in the central
data centre.
The information stored in the database can be accessed exclusively by certified
doctors as well as health care individuals/authorities using the card and also by the
patient's fingerprints.

Transplantation of Human Organ Act (THOA):
⦁ THOA came into existence in year 1994 and was adopted by all States except the
State of Jammu & Kashmir and Andhra Pradesh, who also have their own Act.
⦁ THOA was amended in year 2011, to promote organ donation from deceased persons
in the country, which has come into force with effect from 10-1-2014.
⦁ In pursuance to the amendment Act, Transplantation of Human Organs and
Tissues Rules 2014 have been notified on 27-3-2014.
To implement the Transplantation of Human Organ Act (THOA) National Organ Tissue
Transplant Organization (NOTTO) came in to existence in the year 2014. NOTTO is an
Apex National Networking Organization set up under Directorate General of Health
Services, Ministry of Health & Family Welfare, Government of India for implementing
the Transplantation of Human Organ Act (THOA) for the promotion of deceased organ
donation as well as for providing the system for the procurement and distribution of
the organ and tissues as per the act.
NOTTO is having components of National networking, National Registry, National
Biomaterial centre and facility of cadaver organ and tissue retrieval Operation theatre
in Safdarjung Hospital Campus.
Mandate of the NOTTO:
To organize a system of organ procurement & distribution for deserving cases
for transplantation.
To promote deceased organ donation.

To train required manpower.
To protect vulnerable poor from organ trafficking.
To monitor organ transplant services and bring about policy and programme
corrections/ changes whenever needed.

To create National network, five Regional level organization i.e. ROTTO for organ and
tissue procurement, retrieval, storage, transportation, allocation and transplantation
have been planned to be set up at:
1. Government multi-speciality hospital, Omandurar Estate Chennai, Tamil Nadu
2. KEM Hospital Mumbai, Maharashtra,
3. PGIMER Chandigarh
4. Medical College, Guwahati, Assam
5. IPGMER, Kolkata
Six State level centres called State Organ and Tissue Transplant Organization (SOTTO)
are planned to be set up tentatively in 6 new AIIMS like institutions.
National Registry
We are developing National Registry to have a centralized data base about patient
waiting for transplant with Living and deceased donors, their follow-up, Prospective
and retrospective data of transplantation done in India with the support from ROTTOs
and SOTTOs as Regional and State level organization to provide data of each State/
UT. Registration of Hospital doing transplant is in place. Pledge registry with the
provision of online and offline pledge.

A 24x7 days call centre has been made operational with provision of a toll free helpline
(No. 1800114770) NOTTO Website:
A dedicated website (www.notto.nic.in) with online system has also been started for
establishing network with all transplant and retrieval hospitals in India. List of
registered hospitals, Information about ROTTOs and SOTTOs, Online and Offline
Pledge are there in the website. Few awareness documents like FAQs, SOPs, Key
messages and NOTP Operational Guidelines other reference materials have been
uploaded on the website.
Current News and events uploaded and updated regularly on the website. Total Hits
by viewers on website- 205265 as on 23rd January 2016, Average hits per day 884
approximately.
Pledge Registry of Organ Donation:
For the creation of pledge registry Online and offline pledge and sharing of pledge data
with other organization has been started in NOTTO.
National Organ & Tissue Transplant Registry (NOTTR) has been launched on
27th November 2015. Committee:
o Technical committees to develop organ specific allocation policies &
procedures and other technical inputs.
o Facilitatory committees concerned with IT/IEC/ Training Programme/
Website activities.

o Steering Committee for the development of National Standardized
Course Curriculum for the training of Transplant Coordinator.
Allocation policy for distribution of Organs:
Allocation criteria for the distribution of organs all over India has been developed to
create a transparent distribution system.
Sequence of allocation of Organs shall be in following order:

IEC (Information, Education and Communication) Activities by
NOTTO:
To promote deceased organ donation in India NOTTO is creating mass awareness by
covering 360° media approach involving Newspaper, audio & video spots, Celebration
of National Organ Donation day, Organizing National Conferences involving different
stakeholders and bureaucrats, Competitions about organ donation involving general
public etc. NOTTO has conducted various activities to promote Organ donation.
6th INDIAN ORGAN DONATION DAY
NOTTO has celebrated the 6th Indian Organ Donation Day at Vigyan Bhawan on 27th
November 2015, in gracious presence of Sh. J.P. Nadda, Hon’ble Union Minister of
Health & Family Welfare, GOI, as Chief Guest of the day.
National Level Competition for Creation of Logo, Background of Donor Card
& Slogan Writing on Organ Donation
National Level Competition in three categories for Creation of LOGO for NOTTO,
Design Background for Donor Card & Slogan writing on Organ Donation was hosted on
Mygov.in, for duration of 20 days from 11th to 30th October 2015. The winners were
awarded on the 6th Indian Organ donation Day

Exhibition of selected entries
An exhibition was setup during the function of 6th Indian Organ donation Day.
The top selected & next five Best entries in Slogan writing on Organ Donation, Best
five entries of Logo Creation & Donor card Background were placed in the exhibition
and the winners were awarded on the 6th Indian Organ donation Day.
National Conference:
One Day National Advocacy Conference for sensitization of State Health Secretaries,
Director Health Services and other Stakeholders on NOTP and celebration of National
Organ Donation Day was organized on 27thMarch, 2015.
Operational Guidelines of National Organ and Tissue Transplant Programme for its
implementation was also released on this occasion.
Mobile Messages PAN India Plan:
Dissemination of motivational Messages to public in General through Mobile SMS has
been sent all over India to make people aware about Organ Donation.
Audio & Video Spots:
Process for the development of IEC material in the form of 60 second Video and Audio
spots started through DAVP. DAVP has initiated the process of production for two
audio & one video spot as per script finalize for the same.
After production in Hindi as master version, these spots will be developed in 10 more
languages Tamil, Telugu, Malyalam, Kannad, Oriya, Marathi, Bangali, Gujrati, Panjabi
and English.
A Stall at Safdarjung Hospital:
A stall at Safdarjung Hospital for the promotion of Deceased Organ Donation has been
set up on every Monday.

Training of Transplant Coordinators:
A one week training programme for Transplant Coordinator was conducted from 20th
July 2015. 27 candidates from Government and Private Hospitals from Delhi were
trained. The curriculum finalization is under process.
First Health Cricket Tournament 2015-2016:
A first health cricket tournament was organized by MOHFW for the promotion of
Organ Donation & Make in India in the year 2015-2016.
A stall was set up by NOTTO to motivate public about pledge to donate organs.
During the valedictory session a heart touching skit was performed by the cultural
group of Vardhman Mahavir Medical College on Organ Donation, which was
appreciated whole heartedly by all dignitaries & participant.

The workshop was organised in 2 parts, first part concentrating on prevention, control,
treatment and clinical diagnosis of infections prevalent in the country like
Tuberculosis, Influenza and vector borne diseases and included interactive sessions for
the same.
Part 2 was conducted by Apex regional institute of teaching, training and research for
STIs where discussion on clinical aspects as well as diagnosis was done, and
demonstration of various diagnostic methods like dark ground microscopy, TPHA, FTA-
Abs for syphilis, tests for HIV and various other tests for other various organisms. With
the motto- make your intention prevention, the workshop had the aim of inculcating
knowledge of infections in undergraduates.

method of research which was started with a brief introduction and included
formulation of research and study designs, review of literature. From sample size
calculation to data analysis all the techniques and tools and their standardizations
were covered. The workshop included an interesting and special hands on for data
analysis as well.

The entire session will be focused at the recent developments and emerging trends in
the field of pathology as well as the basics of laboratory diagnosis. The undergraduate
students will be given a step-wise approach to the diagnosis of various malignancies.
This interactive session is organised in such a way that the students will get real feel
of Onco-pathology. Giving an on-table diagnosis of malignancy through frozen section
is a challenge to the pathologists. Various prognostic and therapeutic markers have
come up which can be detected through Immunohistochemistry. We will also be
taking up a session which deals with the most common cancer in Indian females that
is cervical cancer. Both routine screening (Pap smear) as well as liquid based cytology
are included in our workshop. Therefore this session tends to correlate the screening,
diagnosis as well as management in Onco-pathology. Hope you find the workshop

Introduction to Sports Medicine-
A visit to the Sports Injury Centre (SIC)

The Sports Injury Centre in its present form has
reached to its present heights from a small unit
known as “Sports Injury Centre” working under
the aegis of Central Institute of Orthopaedics,
Safdarjung Hospital during 1995. The dedicated team of doctors and staff of SIC
were provided specialized treatment of sports
related injuries and disorders to the sports
men/women of the country and personnel of Para Military forces which were being
referred to this unit from all over the country.
The govt. of India, Ministry of Health & Family Welfare, heeding to the long felt need
of the nation and considering the volume of the work being handled by the “Sports
Injury Unit” in the field of sports related injuries, decided to establish a modern Sports
Injury Centre in the vicinity of Safdarjung Hospital which had become imminent in view
of the ensuing Commonwealth Games, 2010 as well.
It has an inpatient capacity of 35 beds in two
wards which contain 4 bedded / 3 bedded /
2 bedded and single rooms with all modern
facilities. The centre has 3 world class
integrated modular operation theatres with
facility of video conferencing.
First of its kind in India & South East Asia, it
provides comprehensive diagnostic, surgical and rehabilitative services for sports
injury and joint disorders.

Group Discussion is an event in which delegates debate and discuss a topic set at the
beginning of the round. The topics will present an issue, designed to introduce a
variety of conflicting opinions.

Guidelines: Delegates should research the topic in advance and may bring notes and outside
resources into the competition.
After the topic is revealed, delegates will be given 5 minutes to formulate their
argument, and then each shall be given 2 minutes to deliver an opening
statement.
Then an open discussion period of up to 15 minutes shall follow in which the
issue is discussed and criteria for a resolution or recommendation are
established, followed by another period of open discussion of up to 15 minutes
to present and discuss possible solutions that meet those criteria.
The delegates will then have 1 minute to prepare their final arguments and 2
minutes to present their final argument in the reverse order of their opening.
The moderator will hold the house and judge the delegates. From each venue,
3 delegates will be chosen to proceed to the next round.
The decision of the moderator will be full and final and will not be subjected to
review or change.
Three winners at the end of round 2 will be declared and will be awarded with:
