Road building is probably one ofthe oldest branches of engineering;and with the development of moreemcient means of transportation, themethods used in building roads havebeen constantly improved. Todaythe bulk of money spent for publicimprovements is spent in the con—struction and maintenance of publicroads, and the aim of the engineersresponsible for the design and con-struction of the modern highways isto see that this money is so spentthat the returns will justify the cost.The justifiable expenditure for

highway construction is dependentupon the class and amount of traillcto be served. This point was broughtout in a lecture to the students inHighway Engineering at State Col-lege by Mr. C. E. McClintock, of War-ren Bros. Company of Boston, Mass.Mr. McClintock visited the Collegeon Monday of this week. In thecourse of his talk he described theconstruction of a road near PerthAmboy, N. J., that cost $142,000 permile. It is a Warrenite-Bithulithictop course on nine inches of con-crete, which in turn rests on sixinches of cinders. The road is thir-ty-two feet wide, and was built to.

The broad view which the Depart-ment of Civil Engineering of theNorth Carolina State College at-tempts to give the students pursuingwork in this course is to impressupon them the. importance of howthey can best serve the State whenthey leave the institution. Therewas a time not many years backwhen in looking for employment forthe graduating class we sought open-ings with various companies outsidethe State, usually in the North, forthen the South had not begun to seeits possibilities. But now thatNorth Carolina has set its goal andis not looking backward, these youngmen, after graduation, readily findemployment in this State, the de-mand for the graduates being greaterthan the supply. This is as it shouldbe, for the State will need them if itis to continue along progressive lines.

It is true that in some cases it isbetter for a young man after com-pleting his four-year college courseto extend his education by attendingsome larger institution where he canbe given -a chance to specialize in acertain branch of his profession, orby accepting employment with somelarge company- or corporation where

Besides the many diiferent kindsof surveys to become familiar withthere has been designed and con-structed many types and kinds of in-struments for use in the field of sur-veying—all of which are more or less pected to meet and solve the problems

of surveying. When the words“thorough knewledge" is used itmeans that the student should makehimself familiar with the structureand use Of each part of every instru-ment put in his hands; know theprinciples Of surveying as given tohim, and to do in the field every kindof worksolve geometrical problems by themanipulation of the instruments.Otherwise he may be called upon tosolve or direct others to do thatwhich he should have known. Andunless courses are given in surveyingto our engineering students how canwe expect them to measure up to thestandard of students from otherschools, and how can they be ex-

complicated in structure and manner that might confront them from timeof operation—thus making it neces— to time in their daily work? Itsary for anyone, before they can use might be added here, that practicallyor operate them, to have a fair knowl-edge of the design, the structure, andthe capacity and limitations of suchinstruments, as well as the sources oferror in their use.Courses in surveying are conducted

as part recitation and part field orpractice periods. Here the student istaught the theory and practice of sur-veying. The praCticewet-k is usually performed about thecollege campus, or in the near vicin-ity, or some distant location is madefor extended surveys.

A letter has recently been receivedby the Professor of Military Scienceand Tactics from the War Depart-ment regarding vacancies at the Mill-tary Academy at West Point. Candi-dates for appointment are nominatedby senators and representatives inCongress from their respective dis-tricts. No person is eligible for ap-pointment unless he is a resident ofa district which has a vacancy. Thereare two vacancies in North Carolinato be filled on July 1, 1924. Thevacancies are from the Second andSeventh Congressional districts.

For the benefit of those who maybe interested in securing one of theseappointments, the following informa-tion of West Point is given: _

A. Age limit—Candidates at thetime of admission must be betweenthe ages of 17 and 22 years.

B. Educational Requirements.—There are two methods of meetingthe educational requirements for ad-mission to the Military Academy, viz.,by successfully passing the regularentrance examination, or by submit-ting a satisfactory educational certifi-cate in lieu thereof.

Admission by examinatim—Thoseappointees who enter by examina-tion must show that they are wellversed in algebra, to include quad-ratic equations and progressions, andin plane geometry, English grammar,composition and literature, and gen-eral and United States history.Admission by Certificate—The aca-

demic board will consider and mayaccept in lieu of the regular mentalexamination :

(1) A properly attested certificatethat the candidate is a regularly en-rolled student in good standing in acollege or technical school accred-ited by the academy.

(2) Certificate of graduation froman accredited high school.

(3) A properly attested certificatefrom the College Entrance Examina-tion Board that the candidate hasshown proficiency in examinationsconforming to those required by theAcademy.

Society Has Done Some Good WorkDuring Past Term and Outlook

At the last meeting of the StudentBranch of the American Society ofCivil Engineers the- ofiicers for theSpring Term were elected. The ofii-cers for the past term were: W. L.’lrevathan, president; W. S. Morris, .vice president; H. L. Medford, secre-tary, and W. P. Batchelor, sergeant-at-arms. The incoming oflicers are:W. S. Morris, president; B. P. Barber,vice president; W. P. Batchelor, sec-retary-treasurer,A and C. L. Barn-hardt, sergeant-at-arms.

During the past term the societyhas been visited by the National Sec-retary of the A. S. C. E., Mr. Dun-lap, who gave a very interesting talkalong engineering lines. Other menwho have appeared on the programare Dr. Brooks, Dr. Manning, Dr. Tay-lor and Dr. Riddick. The regularprogram of the society was also veryinstructive and entertaining to themembers. Practically every memberof the Department of Civil Engineer-ing above the Freshman Class aremembers of the society.The society has shown its useful-

ness to the department in a numberof ways and the head of the depart»ment is very much interested in thewelfare of the organization and ishelping all he can in making the so-ciety mean as much to the membersas possible.

A Course Oflered to Meet the De-mand for Trained Highway

Men in This State

A definite general course in high-way engineering was first offered atState College in 1919-20. With theincreasing construction of highwaysand the expenditure of large sums ofmoney in the State in building a Statesystem of roads, it was felt thatmore opportunities should be giventhe students to specialize in highwayengineering. In creating the De-partment of Highway Engineering noattempt was made to give a “shortcourse” in highway engineering; itwas realized that the student special-izing in highway engineering shouldfirst be given a thorough course inthe fundamental and general subjects

It was there-fore arranged for the special coursesin highway engineering to be givenlargely in the Senior year of thefour-year course in Civil Engineer-ing.

The DevelopmentSince 1919, when the Department

of Highway Engineering was created,there has been a rapid developmentof the work of the department. Newequipment and new . subjects havebeen added, until at present it is be-lieved that the course in highwayengineering at this institution is asnearly complete as could be desired”However, the new appropriationsmade for the coming year will enablethe department to continue to expandjust as rapidly as during the pastthree years.Harry Tucker, Professor of Highway

An Eastern woman has conferredupon herself the title of “Home En-gineer.” According to a syndicatedpress article, “manufacturers ofelectrical devices and home mechan-ics take up with her their inven-tions. Reading the literature of his bus-iness or profession is an essentialpart of the education that everyman must get if he is really to sue-ceed. A 'man must be “practical”

THAT SUMMER JOBMuch has been said pro and con

about summer work for students inengineering colleges. As yet the at-titude of the faculty of our collegehas not seen fit to require that stu-dents spend their summer months inactual practical engineering work,with county engineers, highwaycommissions, steel plants, electricalconcerns or many other lines of en-gineering work. A number of col-leges require that the undergradu-ate, before receiving his degree inengineering, spend his summer vaca-tions in practical work, some evengoing so far as to find the men jobs,some taking them to a summercamp supervised by the college,

THE WORD “ENGINEER”To ”the Editor:Mr. Editor, dear, the word “En-

gineer” has the whole world in aquandary, for it’s so incorrectlyused and terribly abused that theword seems to need the laundry.A “civil” calculates things right,

usually works half of the night, andhis pay is too small to mention,while the “efficiency engineer,” ’tistrue, he “does things nights, too,”and his methods are a quite recentinvention. He claims to doctor your“bizz,” owns a better car than a“Lizz,” collects real money—or atleast that’s his intention.Some engineers are known as

“donkey,” “lokey,” steam, or gas andfor almost any trade but dishwash-ers the title seems to pass. Someengineers rely on muscles, some onbrains, while some use only steamto move stumps, rock, dirt, andtrains.Some engineers, lacking muscle,

steam or brains, use what is knownas “the bull,” and are called engi-users.Now, Mr. Editor, I believe you

and I agree that some day “engi-neer” will be correctly .used and de-fined and less abused by those soinclined and the fellows who rightit will include you and me, and 100,—000 others who will compose thereal engineering association.

a great many men taking a promi-nent part in the general activitiesof the student life are from the CivilEngineering Department of the col-lege. The true worth of 'a man tothe college and to the college com-munity is not measured solely byhis scholarship attainments, or byhis prominence about the town ina social way, but rather by the wain which he connects himself witthe various college activities andthe manner in which he tries tomake himself a vital part of thegreat organization of the college.The high type of men that gen-

erally register win the Civil Engi-neering Department is perhaps re-sponsible for the interest that theytake in the general college activities.In the regiment, on the athleticfield, in the literary society halls, inthe Y. M. C. A., and in the scholar-ship societies, we find the civil en-gineering students occupying aprominent place. For a brief con-sideration of the various activities-of these students, we find the fol-lowing:That the manager of the baseball

team is a Civil, the manager of thefootball team, the manager of thebasketball team, the manager of theFreshman teams are all members ofthat department. actively engaged in, a great move-ment—that of the complete unifica-tion of allot its purposes, efforts,and facilities, with a three-fold pro-gram of research, instruction, and ex-tension.The Engineering Experiment Sta-

tion which was recently establishedhere as the research agency in engi-neering is being organized as an in-tegral part of the School of Engi-neering. Nine teachers and threestudent assistants are already en-gaged in seven investigations or “pro-jects” which are:

“Investigation of the Blank Spacesin the Wave Spectrum"; “Roofs,Chimneys, and Flues With SpecialReference to Permanency and FireProtection"; "‘Tests of House Heat-ing Plants”; “Tests of House Elec-tric Lighting Plant”; “Joints inFurniture Construction"; “Investi-gation of the Vegetable Oil Indus-try"; and “Tests of North CarolinaBrick and Tile.” ,5,

It is too much to expect that everyteacher in engineering will undertakesome investigation in the line of hisspecialty and that many of them canarrange to do this through supervis-ing the work of student assistantswho are selected ’for the specificproject? Some teachers, undoubt-edly, will develop research whichthey can do best by devoting theirsummer vacations to investigation.Some of them will. need assistants.We may expect the appointment of“Research Fellows,” that is, gradu-ate students who spend half of theirtime on investigations and half ingraduate study. Research engineersalso are needed, that is, capable re-search men who devote all or a largepart of their time to investigationand a comparatively small part oftheir time to teaching while the in—vestigations are in progress. Suchmen, their research and the equip-ment will be available for teachingand further investigation later.For example, the ceramic engineeror professor of ceramics, to be ap—pointed, probably will find that thefirst need is a thorough investigationof the clays, kaolins and other cera-mic resources of the State and the es—tablishment of a ceramics laboratoryfor the testing of samples and for thedetermination of the commercial pos-

ers and students in civil engineeringmay and should be interested in in-vestigating, the- following may bementioned: Building construction,sanitation, municipal improvements,water supplies, drainage, waste andsewage disposal; water power devel-opments, highway engineering, andhighway transport. The importanceof highway transport and of havingit most economic as well as makingthe supply keep up with the demand,is easily recognized. Connected withthis are many problems of outstand-ing importance which will require in-vestigation for some years to come.

The value of engineering experi.ment stations. to the service of theState and to engineers and to indus-tries is quite evident in the stateswhich have established them. Theyhave been very effective also in thestimulation of instruction andstudy and of teachers and studentsand in the training of researchersand men of the research type of mind.

Every engineering student shouldseek an opportunity to join in thisprogressive movement. He can keepit in mind in connection with hisstudies and in his growing knowledgeand appreciation of the progress ofthe State. The student assistantshipsand research fellowship which weexpect to be established will give ex-ceptional opportunities to studentsto learn research methods and totake advanced and graduate studyand, at the same time, be paid forvaluable investigations in the Engi-neering Experiment Station whichwill be of service to the State.

been that of a servant to the public.And properly so. He has been at thebottom of nearly every progressivemovement, the conceiver of new andprogressive ideas, the founder ofnew problems and in most cases theone to solve 'those problems. He hasbeen closely cenhected with practi-cally every industrial development.His services are invaluable in thatfield, not only in the development ofindustry but in its maintenance afterit has been developed. He mustkeep the machinery running and hemust do it in the most economicalway.‘ But the question is not so muchwhat the engineer’s place has been.It is rather what his position is to be,or should be, in the future. It isessential to the economic and socialwelfare of the engineering profes-sion that he does not continue tohold the same place in society thathe has held in the past. He mustcease to dodge political and socialresponsibility. He must make hisprofession more appreciated by so-ciety than it has been in the past.He must raise his standards socially,politically, professionally, and finan-cially. Where the lawyer is able tocharge $25 for his signature to apetty paper, the engineer too oftengives his free. Where the lawyerkeeps the public in the dark con-cerning the secrets of his professionthe engineer is forever trying, tomake the public understand his. Ithink that here the change should bemade in the legal and not in the en—gineering profession. But as long asour laws are inade by lawyers thelawyer will be the only man who caninterpet them and there will alwaysbe an increasing amount of work forthat profession.The engineer must understand and ‘

appreciate the economic and socialrelations existing between his pro-fession and other professioris in orderto appreciate fully his own position,as well as the positions of people in’other professions. He should neverpermit himself, as many engineersdo, to get in a rut. Many of themforget everything but their profes-sion, and they forget a good deal ofthat. They forget that they have so-cial and political obligations and re-sponsibilities. It is through the per-formance of these obligations andthe acceptance of these responsibili-

ties that the engineer must bring thepublic to a realization of the im--portance of his profession, and itsbearing upon our political, indus-trial, and social development, and 1might even say upon our religious de-velopment, for it does have a bearingupon that.

What, then, should be the engi-neer’s place in society? I say thathis ambition should not fall short ofthe following:

1. To be true to his profession,honest with himself and others. '

2. To understand his fellow menand their inter-relations with him,professionally, politically, socially,and otherwise.

3. To stand always ready to servehis fellowmen in any, capacity inwhich he is capable.

4. To become a universal leaderin his community.

5. To takehis place side by sidewith other professional men in at-fairs of government. ,

6. To oppose any movement, re-gardless of whom its supporters maybe, that he considers detrimental tothe public welfare.

7. Never to let his financial aspira-tions thwart his better motives, butnot to sacrifice his services for amere pittance where great wealth isinvolved.

8. Never to become a slave to anyclass or clique.

This is brought aboutin one way: by good roads, roadswhich have been located by engineersand built under their supervision.For the citizens in one town see aneighboring town putting in electriclights, water and sewer systems, pav-ing its streets, laying out parks, andvarious other municipal improve-ments. In a short time this townbegins similar improvements, whichare seen by its neighboring towns,which in turn fall in line, and theprocession continues. All of thiswork must be done by the CIVILEngineer. North Carolina has at-tracted the attention of the wholecountry by its good roads program.This does not mean progress in thesmall sense of giving the interstatemotorist a hard-surfaced road tomake his journey less tiresome, butits immediate and ultimate aim is toput North Carolina where its multi-tude of resources may be marketed.When these resources are to be de«veloped, North Carolina engineersmust be onthe spot. The depart-ment points out to its students vari-ous fields into which the young grad-uat may go to help his State.He is needed in the east to foster

improvements in the small towns.He is especially needed in the greatland reclamation districts; these arehis problems at his own door. He isneeded in the Piedmont section 'toenlarge and improve the sanitary con-ditions of our larger cities; to de-velop its new coal fields. He is need-ed in the west to build railroads; todevelop the unlimited waterpowersof North Carolina, the power which inthe future will furnish stored energyfor practically all of our motive pow-er, not only for automobiles, but thepower needed at the factory, in thecities, and on the farms.

In the east, in the south, in thewest he is needed to continue thework which has been set in motionby one of the best, if not the best, or-ganised road building organisationsin the country, an organization whichhas at its head a man who knowsand appreciates the necessity of goodengineering for a good cause. Wewant the young North Carolina boyto stay in his own State and go backhome where he is needed and takehis place, his place not to be thatheld by an employs, but an employerand citizen in the town.

Public AwakensThe general public, which is usu-

ally slow to comprehend the mysti-cal ramifications of high finance, has,at last, awakened to the futility ofattempting to create road systems bythe bonding- method. Pyramidingdebts on states, counties and com-munities is a short cut to nationalbankruptcy.

But Mr. Ordinary Citizen is begin-ning to realize more than this. Heappreciates the fact that bond issuesare not only an expensive plan offinancing, but that they do not equit-ably distribute the burden of highwayfinancing between the user and no-user of the road.

It is significant and a good omenthat this general sentiment is begin-ning to permeate the automobile as-sociations of the country which havemuch to do with molding the attitudeof their members towards legislationand financing schemes. The direct-ing executives of these organizationsare beginning to reach. the conclusionthat a great share of highway exten-sion work of the future will princi‘pally benefit the motorist and thatequity demands that the motor carowner foot the bills.

Gas Tax Proving SatisfactoryThe experience of many states with

the gasoline tax method of securingrevenue. for road construction hasproved so satisfactory to both theroad building agencies and the motor-ists that it is quite probable thisscheme will be the basis of all financ-ing methods for some time to come.Its simplicity, flexibility, ease of col-lection, small losses through evasion,and, in the main, its fairness, com-bine to make it a popular plan, andany scheme of“ taxation that is popu-lar is bound to be successful.

Long-term bonds with their back-breaking interest charges are doomed,and the gasoline, or some similarform of direct tax, which insures adollar’s worth of work for every dol-lar expended, is here to stay.

Recently we have had as our vis-itors two high school basketballteams. The writer speaks of the boysfrom Chapel Hill High and SmithfieldHigh, who have played our Freshmenhere. .

These two high school teams oncoming to Raleigh were directed tothe Auditorium, and then left to theirown resources. Apparently, the onlynotice they received was during thegame, and too often then it was withjeers that they were hailed. To all

appearances, after the game theywere forgotten. '

Does such treatment leave a goodimpression on our visitors? Does itmake them feel that some day theywould like very much to come toState for their college education?High school athletes are the. pick ofthe boys of this day and time, and ifwe can only make them want tocome back to State, they will see toit that their friends at home willwant to go with them. It would bean easy thing for us to help theseboys, while in Raleigh, to pass theirtime pleasantly.

Let’s see if we can't. do a littlebetter in this line, fellows. is to develop men, not mere automa-tons. The world needs men of goodcharacter, who can think clearlyand act precisely, who have good per-sonality, and who can furnish goodservice for the public.The stability of society depends

upon the prowess and qualities of thepeople. Some people think that thething we Americans are most inter-ested in is money, but the real truthof the matter is that we do not valueanything as highly as we do charac-ter and service. It matters not howgood an engineer a man is, he willnot advance in his profession nor willhis standing in his community beraised if he is immoral or unreliable.Knowledge is of no value to theAmerican engineer if he is nottrusted and respected by his fellow-men.

Character has been defined as abu‘ndlerof habits. If a teacher whohas the respect of his students hasgood, manly habits, and he will berespected if he has, he will inspireand develop like qualities in his stu-dents. Character is best taught byexample and a teacher has great op-portunities open 'to him to do greatgood. If this engineering college isto develop sterling qualities of char-acter in the future leaders of so-ciety, every effort must be exertedto bring the students in contact withteachers that have high ideals andare capable of instilling these idealsin the students.The public expects our College to

educate men to think clearly and cor-rectly. Is our college placing toomuch emphasis upon informationwhich is based upon memory whileneglecting the development of ourreasoning power? The master engi-neer must be able to think independ-ently and not run along in the sameold rut. A well educated mind canbest be acquired by a process of self-development.An engineering college should try

to awaken the inventive genius ineach student. This can be broughtabout by giving the student new prob—lems and give him an opportunity totake new paths, to try new tricks,and to go to a higher level of achieve-ment. This inventive talent cannotbe developed if the education of en-gineers is taken from a few text-books. It fnequently happens thatgood men who will not substitutememory for thought are dropped out

,of school, while those who remainhave highly trained memories, butlack initiative and are also deficientin thinking powers.A large percentage of failures

among engineering students is due tothe fact that they do not know howto study or are not interested inwhat they study during the earlieryears of their course. There neverwill be a way of acquiring learningwithout study, and but few collegestudents know how to study. Intereston the part of the learner is essentialif he is to derive the greatest benefitfrom his course.The most critical time in the ca-

reer of the engineering student isduring his freshman year. If a fresh-man is not interested in his work isthere any wonder that he makes hisstudies subordinate to so-called cam-pus activities? Inspection trips topower plants, factories, bridges, ,andother engineering work will tend to

Engineers should have traits ofpersonality which will enable him todeal with the broadenquestions ofpublic life as well as qualities ofcharacter and superior mentality.Nearly all institutions of learningrate students only on academic per-formance. Engineering studentsshould also be rated on attitude, dis-position, initiative, leadership, co-op-erative ability, and mental calibre.Good qualities of personality can bedeveloped only by observation, self-analysi's, and constant effort. Per-sonal ratings when added to the so-called “grades” are of value in dis-covering the student's talents.

If complete personal and academicrecords are kept each student can bekept at his highest level of achieve-ment. By the present system thelessons are assigned to fit the “aver-age student" and the slow but earneststudent is often discouraged whilethe exceptional student is not workedto his capacity.

Engineering education is incom-plete if it fails to impress the studentwith the opportunities of the engineerto render service to the public. Theyoung engineer must realize that hedoes not do his duty as a citizen andas a member of a great profession ifhe confines all of his interests to hisspecialty and excludes the problemsof public welfare. '

This college will accomplish itspurpose if it will give more attentionto character building, guide the stu-dents in acquiring outstanding per-sonalities, base the teaching on theability of each student, encourage thedevelopment of talent, and developmen who realize that the greatest.re-wardlof an engineer is the oppor-tunity for unselfish service to society.

Folks readily say they enjoy thingsbeautiful, but we wonder when wesee the homes they dwell in. Bothexterior and more often the interiorstrongly contradicts this statementof love for things beautiful. Sweetand peaceful music costs no morethan jazz. A curtain hanging of restful tone is no more expensive thanone of harsh reds and blues, eachwaging war against the other.The artistic in each person must

be developed and brought out justas the spiritual side of man needs tobe cared for. To love art one mustbe around art. The love of color andharmony is brought out in ones betterself by studying God’s great out-doors.A onear-beautiful city is marred by

scores of unsightly buildings. Theyhouse people and care for the com-mercial needs of the community, butthe exteriors are just brick and mor-tar, or cold unfriendly walls of con-crete, with openings here and therefunctioning as windows and doors.

It is here that architecture comesto the rescue of the unsightly city andtransforms brick and mortar, coldconcrete walls, wood and metals intomasses of beautiful architectural de-sign. Proportion and harmony isthere, the doors, invite you to enter,the windows seem like windows ofthe soul; from them you may look outon God’s beautiful world.And then we enter a typical home.

“Be it ever so humble, there’s noplace like home.” That may be truein its highest sense, but somehowvery often the wallpaper, curtainhangings, furniture and pictures cryout and shout in prismatic tones ofvaried hues that the home seems farfrom being “ever so humble.” Therainbow seems gone mad.And once again architecture comes

to the rescue. Here we see a living-room in Colonial style with its gate-leg table, windsor chairs, secretary,soft toned curtains with quaint valen-cia, an open fireplace, and a grand-fathers’ clock telling us the time.Well selected pictures hang there onthe walls. W. '1'. Cox, State College FootballStar, Heads the Work

Mr. W. T. Cox, who finishes hiscourse in civil engineering this sem-ester, has recently been appointedSuperintendent of Grounds. Mr.Cox will find that the Department ofCivil Engineering will co-operatewith him in this work. The Depart-ment has in its map files section mapsshowing complete topographical sur-veys of all the College lands, com-prising around 600 acres. In addi-tion to this the campus proper hasbeen mapped. These maps show allthe topographical features and de-tails, such as sewer lines, watermains, electric light lines and steamheating pipes, etc. These surveys andmaps have been made by the juniorclasses, covering a period of ten ortwelve years. The Sophomores thissemester will make a detailed, cross-section of the quadrangle at therear of Winston Hall. This workwill assist Mr. Manning, the Land-scape Architect, in determining theamount of excavation necessary" tograde this area more uniformly so asto bring Winston Hall and Page Hallout of the ground.

The new service road .being builtto the south side of the dining halland to the north of the athletic fieldwith the material excavated from thenew library site will prove a big fea-ture in the campus development. C. -A.The committee is composed of twoministers, two alumni, two students,two student secretaries, and two rep-resentatives of church boards, alongwith the Regional Secretary. Thiscommittee ‘met to outline the pro-gram for the Blue Ridge Conferenceat Blue Ridge this summer. Fromthe program that was made; this con-ference will be the best in the pastten years.

This committee was appointed bythe General'Assembly of Student Sec—retaries at Esten Park, Colorado. Itwas an honor to this College to havetwo men there from this College.

Carolina is planning to send sixty-five men to Blue Ridge this ‘summer.We led North and South Carolina inthe number of delegates to Indian-apolis, and we should have our shareat Blue Ridge. We should have atleast fifty men there. Every manon the Student Council should bethere; the editors of the various pa-pers, class president, departmentalclub presidents, the Y. M. C. A. Cab-inet, and all the best athletes shouldbe there. Everyone should he think-ing now about the trip and makeplans. The Alpha Sigma Epsilon Frater-nity (Engineering) that was organ-ized at N. C. State College in 1917has succeeded in securing a charterfrom the National Engineering Fra-ternity, Theta Tau. At the assembly period on Wednes-day morning this week Dr. C. C. Tay-lor gave some of the underlying prin-ciples upon which the'administrationis basing the new program of StateCollege. It is the determination ofthe administration to find out just.what place in the life of our Statethis can play and is intended to playand how best it may perform its job.

Dr. Taylor said he was makingthese statements according to a desireof Dr. Brooks. B‘s went on to ana-lyze the function of State College,how it can best perform this func-tion, and some of the plans of theCollege looking toward this end. Dr.Taylor asked, “What is the functionof this College? To make farmersand engineers? No! They aren’tmade in educational institutions. Itsfunction is to educate men; most ofwhom expect to follow the profes-sions of farming, engineering andbusiness, some teachers and experts.“How can State College best per-

form this function? By teachingmathematics, English, mechanics,

” economics, farm crops, and so on?_No! You must teach men. Trueenough, the men -have, got to know

“2. Improve the teaching by tyingit up with research and giving teach-ers time for research and profes-sional improvement, so that theteacher will have an enthusiasticmessage for his class every time hemeets them.

"‘3. Build and equip a library thatwill be the best in the South at aninstitution of this kind.

“4. Improve scholarship by givingtime to the best, sympathetic assist-ance to the average, and eliminationof the sluggard,

The Department of Civil Engineer-ing has seen the need many yearsfor establishing a hydraulic labora-tory which would be used in demon—strating experiments associated withthe teaching of hydraulics.Now that we have an engineering

experiment station assured, the needof this hydraulic laboratory is moremanifest. There is noneed that theCollege should purchase a site inorder that we may have a storagereservoir. Rocky Branch, running

through the whole extent of the Col-lege farm, furnishes an admirable

B! H. L. Medford, '24' According to the plans of Mr. War-ren II. Manning, landscape architect,this college is seen to be creditedwith the meet beautiful campus inthe State. The improvement of thecampus is one of the major essentialsin the construction program now be-ing put through at this institution,and according to all available infor-mation it will be only a relativelyshort time until these plans will havematerialized.The college has employed W. T.

Cox as supervisor of construction,who will soon begin to develop thearea between Holladay Hall and 1911Dormitory. This section has beencompletely mapped with new drivesand walks indicated, and accordifigto Mr. Cox grading will begin at anearly date. As rapidly as possibleafter this section is finished, the en-tire campus is to be improved, in-cluding the new development southof the railroad.At the extension of the drive east

of Sixth Dormitory a dedorative con-crete bridge will span the railroadto allow passable of vehicles, while onthe .west of Sixth a bridge will beconstructed for the benefit of pedes-trians. During the coming summerconcrete walks will replace what isnow known on the campus as “nails"and the various drives are to bepaved. In addition to this a serviceroad will be opened running west-ward from the new dining hall.The policy announced by President

Brooks, that whenever practicalstudents should participate in thework done by the college, is beingcarried out in the landscape develop-ment. The plans and topographicalmaps that have been needed weremade by the students in the Civil En-gineering Department, and in the fu-ture all engineering problems in-volved, both in the field and ofiice,will be solved by the students underthe supervision of Mr. Cox. This isreally an asset to the students inthat it affords them practical experi-ence with problems that are likely tobe met with after entering theirchosen profession.

Cox graduated from this collegewith the Class of '23 in civil engi-neering and his ability to carry outthe work which he has chosen isquite evident. The least that we cansay is that he is going to show usthe most beautiful and artistic cam-pus in the State.

SPRING BIBLE STUDYLAUNCHED AT STATE

Spring Bible Study at. State Col-lege was launched Wednesday withgreat enthusiasm. The first assem-bly period of the Spring Term wasgiven to a presentation of the pro-gram to the whole student body. Thepolicy was outlined by ChairmanBuck Morris, followed by Dr. Ellisand Dr. Taylor, who are to each takefive weeks in directing the ._ Bibleleaders’ group.Wednesday night the Bible Study

highway engineers, road contractors,and others interested in road build-ing, poured into Chicago for thetwenty-first annual conventionof theAmerican Roadbuilders’ Associationand Road Show, January. 14—18.Coming’ from every State in theUnion, Canada, Alaska, England, Ja-pan, China, New Zealand, and Swe-den, these people impressed upon theworld two salient facts: First, thereis an unprecedented national inter-est, as well as international interest,.in the highway program; second, theworld is eager to learn of the newmethods of construction, design andfinancing highways and the new ma-chinery and equipment being built inthis country. To show the tendencyof the highway program-3 we haveonly to mention the fact that the at-tendance at the convention. last yearwas 6,000 as against 30:000 thisyear.

Civil Engineering

The Department of Civil Engineer-ing is now sending out letters to thehundred and seventy-live or moreland surveyors throughout the State.-This letter announces the possible

. arrangement of a one—week shortcourse in land surveying. A self-addressed stamped envelope is on-closed, requesting all surveyors whomay be interested to respond. If a-suih'cient number to warrant thecourse responds, the work will begiven some time during the latterpart of February er the first ofMarch. Among the subjects of in-struction will be the use of the Plani-meter in the calculation of landareas. Among the speakers engagedto talk to this class is Colonel Boy-den, of the Portland Cement Asso-ciation.
