2-1-1 SEPA Power Outage and Code Blue Resources Winter 2014 (Last updated on February 9, 2014; 11:02 AM) The first section of this list includes resources opened on or after February 5, 2014 in response to widespread power outages in the SEPA Area. The second section of the list reflects traditional Code Blue resources available when a Code Blue Alert is activated. Bucks County In response to the weather and power outages on February 5, 2014 the following Warming Centers and Shelters are available. As of 1:00 PM on February 6, PECO is reporting 5400 customers without power in Buckingham Township. We have been advised that all power should be restored within 5 days, but some areas could be as long as 7 days. Power outages should be reported to PECO at 1-800-841-4141. Their system should be able to provide the most up-to-date restoration time. Please do not approach downed power lines OR attempt to remove downed branches or trees from the wires. Wires may become energized at any time. If you need drinking water , The Buckingham Township Administrative Building (4613 Hughesian Drive) will be opened from 7:30 AM to 4:00 PM. CODE BLUE C OUNTY LISTING Code Blue notifications and resources change as quickly as the weather. This listing reflects information most recently received but you should always call ahead to confirm that the locations noted are still available. When temperatures drop below freezing, and conditions pose a threat to individuals who are homeless or medically fragile, a network of agencies throughout the SEPA area helps people obtain shelter, food and clothing. During times such as these, county or municipal government will often initiate a Code Blue Alert which enables authorities to take homeless adults to shelter programs that have agreed to make additional beds available. Warming Centers are also opened during stated hours to provide residents with a place that they can go to warm up. County Offices of Emergency Management together with county government will communicate Code Blue Alerts and the opening of Warming Centers through local media and social media outlets. Often this information is also posted on municipal and county websites. As we learn of locations that are available when a Code Blue Alert is activated, we will post the information here.

Bucks County For shelter information, please call the homeless hotline at 1-800-810-4434. A Code Blue Alert was issued for Bucks County from January 20 – February 12 at 7:00 AM. The Bucks County Emergency Management Agency has made arrangements with the on-call churches (noted below) to activate their emergency shelters. The on-call churches will coordinate transportation, temporary shelter, food and other necessities. Chester County If you come across a person who is homeless or anyone else who requires emergency sheltering please contact ConnectPoints at 1-800-935-3181. This is a contracted service through the Chester County Department of Community Development and will work to place individuals and/or families in safe conditions until the weather has subsided and returned to less than dangerous conditions. They are available 24 hours per day/7 days per week. A Code Blue Alert was issued for Chester County from January 20 – January 30. The following facilities were available as resources in response to a Code Blue in January and may still be available. Community, Youth, and Women's Alliance 423 East Lincoln Highway, Coatesville, PA 19320 (610) 384-9591 Serves single parent families and single women and will serve as a Warming Center during the day. Friends Association for the Care and Protection of Children 206 North Church Street, West Chester, PA 19380 (610) 431-3598 Serves families and individuals. Good Samaritan Shelter 133 High Street, P.O. Box 551, Phoenixville, PA 19460 (610) 933-9305 Serves single men. Has very limited resources for code blue. Usually this is a long-term shelter that requires a referral. During these conditions of extreme cold, this shelter will also serve as a Warming Center for men in need in Phoenixville. Safe Harbor of Greater West Chester 20 North Matlack Street, West Chester, PA 19380 (610) 692-6550 Serves single men and women and will serve as a Warming Center during the day. They cannot take children. The St. Agnes Dayroom located at 233 W Gay St. in West Chester and Community Crossroads at 825 Paoli Pike in West Chester will allow anyone to come in to get warm if needed. The West Bradford Township Building is available during normal business hours as a Warming Center. The Phoenixville Borough Civic Center, located at 123 Main Street in Phoenixville will be utilized as a Warming Center until 9:00 AM tomorrow. Additional Help for Seniors - Seniors can call 610-344-6350 during the day for assistance. After work hours they should call 1-800-564-7000. Calls to the night number will be transferred to Department of Emergency Services and staff members will contact the on call care manager who will contact the senior and take necessary steps to secure safety. Delaware County A Code Blue Alert has been issued for Delaware County from January 20 – January 30. Read the full Delaware County cold weather plan. When temperatures drop below freezing, and conditions pose a threat to individuals who are homeless or medically fragile, a network of agencies helps people obtain shelter, food and clothing. During a Code Blue, authorities can take homeless adults to shelter programs, which are operated by the Salvation Army Chester Corps and Connect, a project of the Mental Health Association of Southeastern Pennsylvania. Both programs offer overnight shelter at host churches and provide transportation from pick-up points at the Salvation Army in Chester and at the Connect Center. Connect by Night: 7200 Chestnut St., Rear Entrance, Upper Darby. Call 267-507-3970 The program transports folks to host churches from their office. Depending upon the capacity at each church, CBN will add five overflow beds. The Connect program is open 7 a.m.-10 p.m. and transportation to the host churches begins at 9 p.m. Life Center of Eastern Delaware County: 6310 Market St, Upper Darby; call 610.734.5770 Serves single adults and will add 15 overflow beds in extreme conditions Salvation Army: 151 W. 15th St., Chester. Montgomery County A Code Blue Alert has been issued for Montgomery County from January 21 – February 14. Residents of Montgomery County who need shelter should call the Your Way Home Hotline at 877.646.6306.

All Montgomery County facilities, such as libraries, recreation centers and senior centers will be open during their regular hours for use by anyone needing an escape from the cold. Public shopping centers are also available as warm locations during their hours of operation.

County of Philadelphia A Code Blue Alert has been issued for Philadelphia County until further notice. 24-Hour Outreach Homeless Hotline at 215-232-1984 or 877 222 1984 Code Blue is put into effect when the 'real feel' temperature drops below 20 degrees and the lives of homeless people are at a high risk. Under the city's Code Blue, homeless people are taken to shelters. If necessary, police stations and/or other public buildings may also be made available for the homeless. If an individual is seeking shelter or someone calls on behalf of an individual experiencing homelessness, they are to call the 24 hour Outreach Homeless Hotline at 215-232-1984 or 877 222 1984.
