2. 148 Clergate - Proposal for additional dwelling

Attention:

Significance: The property is a state listed item and on the Orange LEP

The site illustrates the location of one of the many brickworks which underpinned housing development in Orange and the remaining cottage, landscape and windmill are visible remnants which retain the historic value, character and significance and complement the setting.

The cottage is worthy of simple conservation to reduce the rate of decay

Image 2 Heritage issues: Ground conditions could be improved where eroded, the rail sleepers attract termites, the eave appears damaged while elements for painting are worthy of preparation and painting in sympathetic colours.

Heritage issues: The barge flashings are contemporary and not traditional rolled, the drains are not coloured to match the brown of the brick, the cladding and window in the rear extension is contemporary and the lower walls are subject to rising salt damp where a perimeter treatment to the ground would reduce this risk

The tree branches which overhang the roof should be removed in conjunction with a balanced general prune of the tree by a skilled arborist

Image 15 View of the windbreak planting - a traditional feature of the area. This should be retained or conserved to protect the amenity and views for the new house.

Image 16 View down to the new house site. Good planting could screen the railway while protecting the long views. The distance to the new house is acceptable subject to good appropriate planting to screen and segregate the two places. The shipping container is to be removed.

Summary Heritage Impact Issues:

• The impact is generally visual, the setbacks are suitable and the impacts can be dealt with by appropriate colours and materials for the new house and planting to a professional landscape plan plus a simple conservation strategy for the heritage structures

Key items • The house roof should be colorbond Windspray or Shale grey so as not provide excessive

contrast. The walls to be a mid range colour with a brick similar to or slightly darker than that on the existing buildings or suitable paint colours to weatherboard elements where used.

• The large garage door element faces the heritage area. Turning this to the side would improve the character and presentation of the new house and its relationship to the heritage area and is therefore recommended.

Mitigations • The use of tree and shrub planting around the boundaries and in particular to the front of the

new house where it faces the heritage area would be suitable • A schedule of conservation works to the heritage area, similar to the items outlined above

should be submitted with the Application.
