The subject site is approximately 1207.6 sqm in area with a frontage of 30.49 metres_ The site is currently occupied by two dwellings and a tennis court and ancillary buildings associated with the adjoining Coptic Orthodox Church. There are two on-site parking spaces at the rear of the Church accessed via a laneway. A further two car parking spaces are provided for the dwellings, accessed via a crossover to Palmer Street.

The church currently runs a main service on Sunday mornings, with smaller complimentary services on Friday evenings and Saturday mornings. The church operates a Sunday School on Saturdays between 10am and 2pm.

The subject site is within a Neighbourhood Residential Zone - Schedule 1 (NRZ1) and is covered by a Design and Development Overlay - Schedule 11 (00011) and a Heritage Overlay Schedule (H092).

2.5 CAR PARKING AVAILABILITY An inventory was prepared of on-street parking spaces within approximately 250m walking distance of the subject E site — refer map in Appendix 1

To ascertain the level of car parking demand, Nationwide Traffic was commissioned to undertake car parking (7,

utilisation surveys at the following times:

• Friday 16 February 2018 at 6:00pm and 10:00pm: and

• Saturday 17 February 2018 at 10:00am and 2:00pm. Friday evening was chosen as a typical peak period for a function venue. Saturday was chosen as this is when Sunday School would take place. commencing at 1000am and concluding at 200pm. The results of the parking surveys are presented in Figure 3 and Figure 4.

3 PROPOSAL It is proposed to develop a two-storey extension of the neighboring Coptic Orthodox Church.

The proposal includes:

• Four Sunday School classrooms (Education Centre) catering to a maximum of 40-50 students between Lu Lu 10am and 2pm on Saturdays. Sunday School is currently being accommodated informally within the existing Church. and would be relocated to the new building, cn

• Function venue (Place of Assembly) catering for a maximum of 200 patrons; and Lu • Other ancillary facilities (e.g. meeting room. offices, kitchen etc).

fa- The total additional net floor area is approximately 1,600m2.

A total of 31 on-site car parking spaces are proposed within a basement car park. Vehicle access is proposed via CN a single crossover to Palmer Street.

The existing 2 car parking spaces at the Coptic Orthodox Church would be removed, therefore there would be a net increase of 31 - 2 = 29 spaces.

4 CAR PARKING 41 STATUTORY REQUIREMENTS Car parking requirements applicable to new developments are outlined in Table 1 to Clause 52.06-5 of the Monash Planning Scheme.

The requirements are presented in Table 2 below.

The site has very good access to train and bus services, which provides employees and patrons/visitors with a viable alternative transport option.

No empirical or case study data is available for similar developments in this location that we are aware of. The Planning Scheme parking rate is accepted.

Functions are most likely to take place on Friday and Saturday evenings (weddings, celebrations) when maximum attendance may occur (up to 200 people). This equates to a peak demand of 60 spaces

Daytime functions may occur on weekdays and weekends, but the number of patrons is anticipated to be much lower - likely less than 100 people. This equates to a demand of 30 spaces.

The Education Centre would operate once a week on Saturdays between 10am and 2pm. However, no additional car parking demand would be generated because the Sunday School is currently in operation at the adjoining premises and will move to the new premises i.e a parking demand is currently being generated on- street.

People attending functions would usually stay for at least 2 - 3 hours

There would be a small long-stay parking demand associated with volunteers, kitchen staff and other helpers.

It is clear that there is more than sufficient availability of alternative car parking in the locality. This would also accommodate the rare event of a large function (200 people) occurring during the daytime on a weekend

The site has very good access to train and bus services, as well as to pedestrian footpaths to and from the site. This serves to encourage the use of alternative transport modes other than private motor vehicle.

The proposed on-site car park would cater to existing Church services and activities, for which the parking demands are currently being accommodated on-street.

This means the proposed development would result in a net improvement to on-street parking availability during Church service times and general day to day operations (meetings, activities etc) throughout the week.

Having regard to the above assessment. a reduction of the Planning Scheme car parking requirement is considered justified.

8 CONCLUSION Based on the above assessment, it is concluded that:

A Car Parking Demand Assessment indicates a likely peak demand of up to 60 spaces (Friday / Saturday (71

evenings) and 30 spaces (daytime).

A net addition of 29 on-site car parking spaces is proposed, meaning a demand of up to 31 spaces (Friday / Saturday evenings) and 1 space (daytimes) would need to be accommodated on-street:

A reduction of the Planning Scheme car parking requirement is appropriate given:

- Parking surveys show more than adequate availability of on-street car parking:

- The site has very good access to sustainable transport options:

- The proposal would provide on-site parking for existing Church services and activities, therefore resulting in a net improvement to on-street parking availability at the relevant times:

• A waiver of the Planning Scheme bicycle parking requirement (4 spaces) is considered appropriate as there is unlikely to be a demand generated (based on discussions with the Church):

o The proposed car park design and vehicle access arrangement meet Planning Scheme requirements: and

• The additional traffic generated would be readily absorbed by the surrounding road network.

Accordingly, it is considered there are no parking or traffic reasons to prevent a Planning Permit being granted.
