1. BACKGROUND 1.1 History Texas Christian Fellowship was born into the heart of then 21-year old, minister Dorian R. Williams at a 1996 Georgia revival. Although the vision was plain, it was not yet the appointed time. In 2011, God directed the release of the TCF vision to the masses beginning a fellowship among a myriad of homebased cell groups. The very first cell group was formed under the leadership of Evangelist Linda Smith. Throughout San Antonio, these new cell groups gathered on Wednesday nights for bible study creating a culture of “God’s word now!” The cell groups grew into three primary groups; Far-West (Minister Alexandria Falls), Northeast (Evangelist Linda Smith), Hill Country (Elder John Holmes) and were now longing for joint fellowship! This led Dr. Williams and his national staff to develop a ministry model and outreach plan to serve the people of God located in South Texas. In March of 2011, TCF began meeting online for weekly bible studies and life application courses. The virtual-bible study grew like wild-fire and the teaching of God's word became the staple and heartbeat of the TCF ministry. The lack of gimmicks and games appealed to those who hungered for a healthy Rhema diet. TCF's first Sunday service was held on July 17, 2011 in San Antonio, Texas under the leadership of Interim Pastor, Elder John S. Holmes, Sr. The response was overwhelming! Today, Texas Christian Fellowship has service every Sunday, Wednesday night bible study and now hosts a myriad of auxiliary connection groups and community outreach initiatives.

Although TCF currently worships in a beautiful facility it will never lose its heart for the community. Subsequently, Dr. Williams encourages each member to have their own community mission built on TCF's corporate vision. This is done so that TCF

touches the local community as well as Metro-San Antonio.

1.1.2. Strategic Vision 1.1.3.

Strategic Mission

Texas Christian Fellowship (TCF) will be a first-thought city of refuge for the citizens of San Antonio and its surrounding areas. TCF will be renowned for its ability to disciple, uplift, empower, cover and launch. TCF is a multicultural, nondenominational, cross generational, house of hope located in lovely San Antonio, Texas.

2. STAKEHOLDERS, THEIR NEEDS, TCF’s STRATEGY 2.1 Stakeholders 2.1.1. The Lost Sheep in Metro-San Antonio and its Surrounding Areas 2.1.2. Texas Christian Fellowship Members 2.1.2. 2.2 Stakeholder Needs and TCF’s Strategy 2.2.1. The Lost Sheep in Metro-San Antonio. These stakeholders have the most to gain but the least invested. These stakeholders need to hear the Kingdom Message and be presented with an opportunity to follow or recommit their lives to Christ, and if applicable, be offered an invitation to discipleship at TCF. Additionally, some lost sheep are nomads, wanderers, homeless, etc. In this case, they need additional assistance by way of sustenance, encouragement to lodge at a shelter facility or some other form of intercessional activity. Strategy: Where applicable, every TCF member will capitalize on their spheres of influence by exemplary living, sharing the greatness of God in their life, sharing the impact TCF has on their life, establishing a relationship which leads to an invitation or recommitment to Christ and finally by a warm invitation and welcome to a TCF service or event. 2.2.2. Texas Christian Fellowship Members. These stakeholders have the most invested in TCF and need consistent and Godly discipleship in the form of love, direction, and fellowship. Strategy: (1) Effectual teaching and preaching that addresses life-progression, spiritual healing, empowerment, and a Spirit of Expectation. (2) Strong connection circles with dynamic, relational and interactive lifecoaching. (3) Fruit-driven accountability throughout the entire body of believers. 2.2.3. Texas Christian Fellowship Attendees and Visitors. This group has little TCF investment and needs to experience both a relational and spiritual connection in order to make a long-term commitment to TCF. This group represents the most immediate growth potential to TCF and requires consistent follow-up and communication concerning TCF events and activities. Strategy: A warm welcome on their first visit with a comprehensive membership card that collects their name, contact information, interest in email notification of TCF events & fellowships, needs from a church, how they heard about TCF, etc. After their first visit, TCF staff will follow up with them via phone-call and thank you letter. Secondary follow up will be additional warm welcomes when follow-on visitation is observed. Again, upon request by themselves, this group may receive the same emails and invitations to church events, services and fellowships as TCF members.

2.2.4. Unchurched Believers in Metro-San Antonio. This group has no TCF investment and has yet to make a commitment to a body of believers. Strategy: This group needs a warm invitation to share in the TCF worship experience. If they will not accept an invitation to worship at TCF they need encouragement to worship somewhere with another God-fearing bible-believing Body of Christ. This group will be best caught by exemplary living (discipleship) along with giving an account and reason for our joy.

2.2.5. Community and Governmental Agencies. These stakeholders are best defined as community partners in that both they and TCF share a like investment in the culture and well-being of the citizens of metro-San Antonio and its surrounding areas. Their needs are typically limited to manpower for volunteer and other community initiatives and partnering with a viable non-profit agency group like TCF will assist with this mission. Strategy: Establish strategic partnerships by event participation,

lateral support. This can be best accomplished by offering manpower, and advertising through available spheres of influence (both internal and external). TCF Clergy and other TCF volunteers are strategically assigned to community agencies as liaisons.

3. KEY OBJECTIVES 3.1 Key Objectives

1. Fellowship and Love

a. Realized through sincere concern for the well-being of our neighbors and their families. b. Produced through interpersonal relationships which are built on Christ-likeness and

maturity.

c. Proven by the presence of a spirit of love at all TCF activities including meetings, mediation and counseling sessions, services and fellowships, seasonal outreaches, and on Wednesdays during our 5:30pm Open Table Ministry.

3. Prayer and Fasting

a. Achieved by ensuring all TCF activities begin and end with prayer. This includes, but is not limited to, all auxiliary meetings, the start and finish of the TCF staff duty day, practices, performances, outings and fellowships.

b. Individual prayer and fasting is expected based on life events, spiritual need/s and pastoral guidance.

c. Corporate prayer is fulfilled with a 6:00 am-12:00 noon-6:00 pm prayer schedule. Every fourth week (Monday beginning at 12:00 am thru Wednesday ending at 7:00 pm) the senior pastor directs corporate prayer and fasting.

4. Discipleship and Mentoring

a. Performed through regular interaction with the pastoral staff which is comprised of the elders, ministers, mothers and other designees as approved.

i. This includes, but is not limited to, family interaction, mentoring and Christ-like communication, meals (preferably weekday lunches), prayer connections, knowledge sharing (natural and spiritual), church fellowships and activities and most importantly accountability.

b. Community discipleship is achieved through TCF’s 5:30pm Open Table Ministry (every Wednesday), community activities such as the Back To School Jam, door-todoor ministry and other types of street-corner activities.

i. Every member of TCF’s pastoral staff is assigned to a city support agency such as the battered women’s and children’s centers, detention centers, food pantries, etc.

ii. Each staff member is the TCF representative for that agency and will have regular communication with agency leadership.

iii. Each staff member will communicate agency activities, outreach and volunteer opportunities back to the pastoral staff regularly and at the Breakfast Club.

5. Praise and Worship a. TCF praise and worship will be demonstrated through corporate singing, dancing,

clapping, shouting, laughter, joy, smiling, crying, amazement, bewilderment, stillness, and any other Godly manner by which the joy of the Lord overwhelms your natural body. We are free to worship!

b. Corporate singing will be led by soloists, adult and youth praise teams and choirs, guest psalmists and God-fearing musicians.

c. Corporate ministry of the arts will be implemented through praise dance companies, adult and youth plays/skits, Christ-centric poetry (classical and modern), painting, sketch interpretation, etc.
