A long and broad consultation:
Most of the organisations having an effect on paper recovery/recycling were involved.
The European Commission was involved too.
At the time European level discussion on issues (minimum recycled
content requirements, etc.) that were considered detrimental for the
industry.

The European Declaration on Paper Recovery was launched on 9 November 2000:

Practicalities and CostsPracticalities and Costs
• Secretariat is run by the CEPI secretariat.
• Rotating chairmanship amongst the Signatories.
• Two regular meetings per year – more when needed.
• Budget covers the running costs (meetings, annual report,
consultancy on data, website, etc.) – special projects to be financed
separately.
• Budget for 2005 total about EUR 35 000, of which CEPI will cover for
more than EUR 20.000, as CEPI pays the consultancy alone – the
rest is shared between the Signatory Members.
