    Improving Regional Cooperation in Northeast Florida study was released to the community on June 29, 2Rinaman, who chaired the study, agreed to lead the Implementation Task Force as welL The task fo

    blished four subgroups, with specific recommendations assigned to each subgroup.Growth Management, tasked with Recommendations 1, 2, and 3(d);Economic Development, Recommendations 6, 7,11, and 3(c);ransportation, Recommendations 4,5, and 3(b); and

    Regional partnership/vision, Recommendations 2, 3, 8, 9, and 10.study had immediate impact in Northeast Florida, even before its release. Through the process of visiting ee seven counties in the region and bringing people together to talk about the importance of regional cooperatificant changes occurred which were not included in the recommendations. These changes included St. Joty joining the Cornerstone regional economic development partnership, which now includes Baker, Clay, Duau, Putnam, and 8t. Johns Counties. The Jacksonville Urbanized Area Metropolitan Planning Organizatged its name to the First Coast Metropolitan Planning Organization and began the process of removingeption that it was controlled by the City of Jacksonville (more under recommendation #4.)ers to regional cooperation come down slowly.     The NEFRC has not established a Regional Partnership as envisioned in this recommendation. Instead,do have separate committees made up of NEFRC members and others to address many of these issincluding a Planning Growth Management Policy Committee, a Transportation Policy Committee, andEconomic Development Policy Committee.Partially implemented

    The Florida Legislature, with the support of local governments, should create a First Coast RegiTransportation Commission, encompassing Baker, Clay, Duval, Nassau, and St. Johns Counties, with provisfor expansion to other counties, depending on regional needs and the recommendations of the counties involThe Legislature should be guided by a similar recommendation made in the 1987 report of the First CTransportation Study Committee convened by the Florida Governor. The Legislature should provide a dedicrevenue source for the Commission, such as the gasoline or sales tax. The First Coast Regional TransportaCommission's responsibilities should include: planning and implementing regional transportation, including roads, highways, and mass transit; coordinating closely with commercial transportation modalities in the region, such as ports, airports,

    railroads; and staffing the jacksonville Urbanized Area Metropolitan Planning Organization.Not yet implemented. See discussion under Recommendation 5.Not implementedUntil the First Coast Regional Transportation Commission is established: the Jacksonville Transportation Authority should expand its use of interlocal agreements to develop regio

    solutions for mass transit; and the Jacksonville Urbanized Area Metropolitan Planning Organization should:

    + continue to expand its planning efforts to encompass the entire Jacksonville MSA; and+ continue to expand its staffing to include planners from counties outside of Duval County.In 2003, the First Coast Metropolitan Planning Organization expanded its boundaries to includeAugustine, as well as most of Clay and st. Johns Counties, making it more of a regional transportatplanning organization. Nassau County now has an ex officio member on the MPO, and is considering jointhe MPO. At most, statute would allow the MPO to extend its boundary to encompass the entire metropolstatistical area (Clay, Duval, Nassau and st. Johns Counties). On April 2, 2004, the MPO is moving to alocation, hosted by the Jacksonville Transportation Authority, and has become an independent organizatioJTA has further identified two transportation corridors, one extending from Mayport to northern Clay Couand the other from the airport to Mandarin, as its priority areas for developing rapid transit systems, andeveloping (through lnterlocal agreement) increased regional transportation solutions.Several activities in 2003 appeared to open the way to further accomplish this recommendation and creaRegional Transportation Authority:

    The Florida Legislature, in the 2003 Session, charged the Florida Transportation Commission (Fto "conduct an assessment of the need for an improved approach to regional and intermodal inputhe planning for and governing of the Strategic Intermodal Systems and other transportatiosystems". They met with transportation planning organizations across the state, including theand First Coast MPO in Jacksonville in October 2003 and February 2004. Their report concludesrevision to state laws are necessary to improve regional transportation functions, including expandMPO boundaries to allow for better regional transportation planning.

Much of the distrust between counties appears to have faded, and significant (and successful) regioerships are becoming more common, led by the Jacksonville Regional Chamber of Commerce's Cornersto.
