FREEPORT SCHOOLS SECURITY HEAD WILLIAM SCHMITZ waits for word.

KATRINA HITS HOMEFor at least one employee of the

Freeport School District, HurricaneKatrina hit home — literally. WilliamSchmitz, director of security and safety, spent his first 33 years in New Orleansand nearby St. Bernard Parish, both ofwhich were flooded and virtuallydestroyed as • Katrina and its aftermathdevastated large portions of the South.

"The house my family lived in since1964 is completely under water," hesaid. "When Hurricane Betsy hit in1965 - a year after we moved in - therewere seven feet of water at our doorstep.I heard that this time around, the waterwas 15 feet."

Mr. Schmitz moved to New York in1990 after spending more than a decadein The Big Easy doing law enforcementand security work. He joined theFreeport School District in 2003 afterservice as public safety director with theCity University of New York.

"Our college was blocks away fromthe World Trade Towers when they wereattacked," Mr. Schmitz said. "I saw thefirst plane hit and I was able to helpevacuate all our students and staff tosafety."

"This time, it's very frustrating notbeing down there [New Orleans] andbeing able to help out."

Mr. Schmitz said that his aunt, nephews, nieces and cousins have allbeen accounted for and are relocatingthroughout the South. "The first word Igot from a relative came by cell phoneabout a week after the hurricane," he

said. "One of my relatives is in BatonRouge, another is in Lafayette...Othershave relocated to Texas or Alabama."

He said that one of the little-noted.after-effects of the hurricane is theinevitable breakup of families. "Youhave situations where families havelived blocks away or towns away fordecades. Now, with their homesdestroyed, their businesses gone, andeverything lost, they're going else-where. Families are being broken up.It's very sad."

Mr. Schmitz, who visited his homein St. Bernard Parish this past Easter, said that people have trouble handlingthe information they receive from theSouth and the misery that people areexperiencing. "Until you've lost every-thing," he said, "you can't possiblyunderstand what they're going through."

Many poorer and even middle-classresidents, Mr. Schmitz noted, do nothave flood insurance and have littlehope of recovering lost possessions orpurchasing new ones. "What these peo-ple need is money," Mr. Schmitz said."They need to be able to get back ontheir feet by buying basic necessitiesand providing at least for temporaryhousing."

"If it weren't for this disaster," Mr.Schmitz reflected, "I'd probably beholding tickets for a visit to NewOrleans for the [Christmas] holiday."

"Right now," he said, sadly, "what'smost upsetting is that I can't go home."

BAYVIEW AVENUE PRINCIPAL ODETTE WILLS "officially"announced the new school year with the ringing of .a bell throughthe school's halls. Here, she's welcomed back by a student whoclearly is pleased to return.

THE FIRST-DAY CELEBRATION at New Visions included a lively presentation of singingand dancing by students, witnessed by hundreds of parents. ;

FHS Wall of Fame discussed FHS footban opener rescheduledby Mark Treske deni ihe previous Friday. < "by Mark Treske

Many varied events were cliscussedby the Freeport Board of Education in'its September 7 meeting. .

In his superintendent's report. Dr. EricEversley praised faculty and staff for asuccessful opening of school -buildingsin good shape, instruction going on.allaround and very lew problems. He alsonoted that over 2,000 people attendedthe first day barbecue, and a like numberof parents accompanied their children" toschool on September 6 - a successfulthird year for first day events. Kudoswere given to the many teachers, PTAand other volunteers who made theevent work, in particular new .PTACouncil chair Laura Cardoso.

Then, on a sad note, a moment ofsilence was asked for Edwin Deras. anAtkinson student killed in an auto acci-

not far from anyone's miiid, came uthe meeting. In addition to notiraising activity at allEversley announcedEducation Departmentguidelines for the potential enrollmentof evacuee children in the stale, and thatpreparation was being made locally.

Dr. Eversley did not expect this toamount to more than "a trickle" (evac-uee children related to Freeport resi-dents), but added that a possibility ofmore still existed. Concern was alsoexpressed to two staff members touchedby the crisis — a teaching assistant fromArcher whose cousin lost everything, and district head of security BillSchmitz, who grew up in St. Bernard

The new equipment will be installedat John J. Randall Park. Northeast Park,Waterfront Park and William F.Glacken Park.

Resident 'Kenneth Bagatelle askedfor a breakdown of costs according toeach location. Public Works-DirectorLouis DiGra/.ia responded that about$300.000 each will be used forNortheast and Randall parks "becausethey cover a bigger area" and about$250,000 each at (he other two sites.

Resident Alan Jay called the amount"excessive" and called (in trustees toreassess their spending habits. He saidthat by buying "$300 worth of balls"and other items, "kids can have a-goodlime."

Board members approved $254.460

in tax certiorari settlements coveringeight proceedings that date as far backas 1993. The largest settlement was$127,449.15 for the property at 25South Main Street.

Also receiving approval was a reso-lution for. a joint application withNassau County and the Town ofHempstead for the designation of cer-tain areas as an "Empire Zone" toattract new businesses.

JVIr. Bagatelle said the item was"ambiguous" and questioned its pur-pose.-. Community Development DirectorEllen Kelly responded that Freeportapproved a similar resolution threeyears ago as part of the same consor-tium, but the application did not receivestate approval. She said that now itappears the stale Legislature wants tocreate such zones in each county "tobring additional jobs" and to "provideeconomic incentives to attract busi-nesses."

Mr. Jay suggested to "just abolishsome business taxes and excessive

Does God belongin our parks?

» '

For those who love God, our parks are among the• best places to find Him, either in quiet meditation, contemplating the view of a vast horizon,.or incompany, joining hands in brotherly prayer. . /

At Easter, Christians of various faiths join togeth-er at sunrise services at our state park, Jones Beach.September 11 memorial services at. communityparks include prayers led by leaders of a variety offaiths. And summer picm'cs,. whether organized bychurches, temples, mosques, service organizationsor family, reunions, often kick offwith gathering to"say grace" and thank God for the meal and otherblessings.

Especially living near New'York City, where somany faiths are practiced, one can see God wor-shipped in so many ways at our nearby parks andbeaches.

Our nation's democratic government was basedon freedom of expression, including freedom ofreligion. Many of our first citizens' had left the it-homelands to be able to freely practice .their reli-gions. Our laws respect the right of atheists andagnostics not to.pray. But on the other hand, thoselaws should not hinder the faithful from praying inpublic or in private.

The right of peaceful assembly is also importantin a democracy. If government entities apply suchan onerous and expensive permitting process as tomake that impossible, particularly if only to certainethnic or religious groups, that is troubling. Perhapsin the short run it makes things easier, but whatabout the long run? :

If the attendance at an event is truly too large fora certain location, then it would be important tohelp find another rather than force its cancellation. It seems in recent years this nation is facing somany trials and tribulations. We need to grow infaith by recognizing and respecting the beliefs ofothers, not trying to secularize and downplay theimportance of God in people's lives.

ANNOUNCING UNACCEPTABLEBEHAVIOR..."Announcing unaccept-able behavior is not an excuse for unac-ceptable behavior." '

The human resources director of alarge corporation recently suggested thatmanagers use that statement to respondto employees who think that their "That's,the way I am" comments let them off thehook for reprimand or for negative job•performance evaluations.

We've all heard the kind of "announce-ments" the director is talking about. Theyoccur in personal situations as well as inthe work place. . .• " "I doh:t mince words. I'fellit like.it js."«H6w often is that announcement the^prelude io rude, hurtful comments, bothion the job and ii» social situations,

Or how about a child's statement,"That stuff is dumb. I'm not studying forthat test. I'm not doing that homework."The announcement by students that theydo not intend to apply themselves doesnot eliminate the consequences or makethose consequences acceptable.

And then there's the statement that'soffered for a myriad of situations - "Ican't handle stuff like that!"

~ " I've heard jt .used by family memberswho absent themselves from their shareof responsibility in caring for elderly orsick relatives. I've heard it from peoplewho don't want to go to wakes or funer-als or to address financial issues, health

care decisions, writing a will, or almostanything.(hat they view as unpleasant orinconvenient. It's the all-purpose excuseto avoid personal responsibility.

Of course my personal favorite is theannouncement, "I'm in- a bad mood."Whatever the cause of the bad mood, whether it is given by an employee arriv-ing for work in the morning, a familymember arriving home in the evening, orsimply someone getting out of bed andwalking into the kitchen, no one shouldthink that it's all right to behave in anobnoxious manner just because a warn-ing announcement has been uttered.

People-hearing these kinds of state-ments should view them like red flagsand the suggested response of the human

•resources official should prove useful.Practice it. Be prepared.

"Announcing unacceptable behavior isnot an excuse for unacceptable behav-ior." Once that is clear, the real issuescan be addressed.

• ' * * * . •On a totally different subject, the

Baldwin School District will begin a hostof activities, some obviously intendedonly for students and their parents butmany others which invite communityparticipation.

All residents will be receiving postcards inviting them to a special meetingon Wednesday, September 28, at 7:30p.m. at the Baldwin Middle School atwhich Dr. Robert Britto. Baldwin's newsuperintendent of schools, will be outlin-ing his ideas on the future of Baldwin'sschools. This should be of interest toeveryone since every homeowner paysproperty taxes which fund education andeveryone is a major stakeholder in the

success of the students and the schools.School-related committees which wel-

come participation- from all residents aswell as representations from other com-muni ty groups include the BaldwinEducational Assembly (BEA). whichwill have its first meeting of the schoolyear on Monday evening. September 19.at 8 p.m. at (lie high school, and theHuman* Relations Advisory Council, which will nieet on September 19 at 7:30p.m. at the District Office. "

At one time, both of these groups hadsignif icant communi ty participationand they were both founded wi th theintention of'being community commit-tees, not simply school district commit-tees. ;

The BEA wil l have "charges" whichfocus on studying specific issues thataffect the schools and generally have arelated impact on the community.

The Human Relations Committeealways has an informat ive agenda butthis is a group which could be betterutilized: to maximize the benefits ofchange and diversity in our town ifonly more residents and people repre-senting imore community groups partic-ipated.

As the fall season brings cooler weath-er and I he humid summertime ends, res-idents should lake some time to figureout what activity - large or small - theywill undertake to truly be a part of thecommunity they live in. Every organiza-tion in town wil l be resuming activitiesafter the summer hiatus and there is cer-tainly something for every interest.

And please don't announce. "I'm notinto that kind of stuff." Announcingunacceptable behavior is no excuse for it.

to the eelitorGood Job

To The EdilorGood job lo Dr. Eric Eversley. tlie

School Board, and the 17 member learnof Freeport school district teachers, administrators and parents who havebeen working very hard to develop andfinalize a formal professional develop-ment plan, whose goal is to continuallyupgrade and maintain a high level ofteaching and learning excellencethroughout all Freeport Schools. This isexcellent.

Speaking for myself, and I know all of.Freeporl. we are counting on everyoneinvolved and alVected to make sure itbecomes a "living" document and actionplan. This is critical. These are "tight"times here in Freeport, and it vyill gettighter.. I am speaking particularly ofbudget constraints. 1 .would, ask thatsomeone involved please make a period-ic report to the board and likewise to thepublic, what is going on with the plan andwhat's happening. We don't want lo haveit sit on a shelf now someplace and col-lect "dust.

Continuing on our Good Job themehere, I say "Good Job" lo Dr. Al Renken.former school hoard trustee and boardpresident for his presentation to theschool .board on several matters. The firstis his suggestion of, say, a 3 percent capon any necessary school budget increase

for next year;, that is. the budget that weall will vote on next May. As I said in my

. Letter to the Editor that ran here in TheLeader on July 14 titled "Start BudgetingNow." we must tighten up our spending, and be serious about it, or next May thetown may just vote "no" twice, whichwould be the procedure, then our schoolbudget would be dictaled'by statute, andI don't think anyone wants, that. Do wewant Albany, coming in here telling uswhat to do? I don't think so. So I say."Yes" to this cap proposal. I don't knowwhether 3 percent is the correct numberor whether it should be-1.5 percent butwe must start our budget planning now,as .painful as that is. We have controlhow. After two "ho" votes next May, wewill have lost control.

Two more things from Dr. Renken. Iwholeheartedly agree to his proposal toreinstitule the "Wall of Fame" at the highschool. One of many things-our childrenneed these days are role models, and thisis a great idea. I. also applaud the endorse-ment from Trustee Ron Ellerbe andBoard President Michael Raab on thismatter. I thought this was already inplace, and 1 certainly urge we get it backin place, by the end of the week if that ispossible.

On a third thing from Dr. Renken. yes,I submit we should stop "social" or auto-matic promotion in the junior high school

and high school. If a student needs reme-dial help that can he arranged. Our schoolsystem is doing that now all the time, remedial help, that is: hut we are notpreparing a student properly with auto-matic grade promotion solely because ofage of (he student. That's not the waythings work in real life. People are by andlarge promoted based upon their expert-ise and skill.

Continuing with the "Good Job" themehere. I want to say Good Job please toAlan Jay. a long local-term local residentwho really cares about our township, both'the municipal government, and ourschool system. Mr. Jay has had familymembers who came . up through ourschool system, and he cares about thequality of our education here just as pas-sionately as any of us.

He also attends most Board ofEducation meetings, asking good ques-tions, and I thank him for that. Some ofhis questions and points I agree with, some I don't. That is fine. That's the wayit should be. But he is there, whereas Ican't be a regular attendee, and I thankhim for his involvement. So 1 say. thankyou, Alan Jay.

Defeat ALS

To The EditorI'm- asking you again to help me raise

funds in the Walk To D'Feet ALS. As youmay know, ALS is a'neuromuscular dis-ease in which the cells that control move-ment in (he brain and spinal chord die.-This results sooner or. later in (he totalparalysis of the patient.

Asihe patient grows weaker."difficultyeating and breathing may result in theneed for a feeding lube, and/or a ventila-tor for survival. The mind remains unaf-fected by the disease, leaving the patienttotally aware of his or her deterioratingcondition. Over 40 percent die within 2years, another 50 percent survive 2 to 5years. I am very lucky to be in (he 10 per-

cent still alive after 5 years. 1 have t>eenliving, with ALS i'or 7 1 / 2 years.Fortunately. I am still able to talk some-what, eat. and walk a little bit with awalker. I just received my electric wheel-chair. Unfortunately. I also suffer fromdisc problems in my back that result in alot of pain.

Normally, an operation to correct myback problems would be done, but mybreathing capacity is slightly less than ?0percent of a normal man. Therefore. 1 amnot a candidate for this operation, and

Only palliative care is available, thus. Ilive in constant pain. The enormous mon-etary cost to families of ALS victimsleaves many of them bankrupt. The ALSAssociation uses 80 percent of evcvy dol-lar donated for patient services andresearch.

As 1 dictate this letter. 1 say goodbye toLillian Weiss, a good friend and ALSpatient who recently passed away. 1 knewher since February 2000. and I will missher. Thousands of other Americans willdie every year from ALS. There is nocure or effective treatment.

As team captain of "Friends Of Joe." it ismy job to recruit walkers. A walker is any-one who agrees to.raise funds for the WalkTo D'Feet ALS. A walker need not actual-ly walk at Eisenhower Park, but can he a'virtual walker'. If you want to become awalker, please call me at 379-6221 or myfiiend Chris Bixise at 631- 654-0872. Ifyou cannot walk, please open your heartsand make a generous contribution. Noamount is too small. Please make checkspayable to the ALS Association of GreaterNew York at 116 John Street. Suite 1304.New York, NY. 10038. For further infor-mation, call the ALS Association at (212)619-1400-or- email--them -at- www.als-nv.org. Please mention Team: Friends OfJoe. The walk is at F.isenhower Park.Westbury. on Sept ember 25. Registrationis 9 a.m.. The walk starts promptly at 11:15a.m. I hope to see you there.

Thank you on behalf of the manypatients and families affected by ALS.-

FHS Wall of Fame discussedfrom page 2

Parish in greater New Orleans and stillhas family there.

Deputy Superintendent KishoreKuncham announced that the state hasrecently authorized school districts to startretirement reserve funds and that Freeportwould do so. Mandatory contributions tothe Teachers' and Employees' RetirementSystems have risen greatly in recent years, and have cost the district an additional$1.4 million over the last four years.

Such a fund will enable the district toguard against future such liability costswhich have strained recent budgets. It isexpected that this will start in lime forthe September 21 board meeting, at .which time the district's financial state-ment will be completed.

There was a lengthy discussionregarding the hopes I'or reviving the aca-demic Wall of Fame, highlighted by aPower Point presentation by AssistantSuperintendent Robert Harris and AdultEd Supervisor Estelle Weiss. The histo-ry of the Wall "as we understand it":

In 1999 a former hoard member anda Freeport physician proosccl honoringFHS graduates. The idea was encour-aged by the board and seed money pro-vided by the Freeport Rotary and localbusinesses. A committee named hon-orees. and two events were held in

November, 2000 and April. • 2002.,Famous FHS grads were honored, including a Nobel laureate, the inventorof Lotus 123 and famed sporlsvvriierDick Schaap.

In recommending the revival of thesehonors, it was observed that many issueswould have to be clarified: The commit-tee, criterion for honorees. how theevent should be staged, how often itshould occur, etc. The matter wasreferred to the community outreachcommittee.

Public Comment• Ken Bagatelle announced that he is

the new President of the Freeport SportsBoosters, and descibed its activities. Healso encouraged the board to create acentral source for community events sothat dales don't conflict.

• Dr. Al Renken gave an overview ofthe Wall of Fame, noting the large influ-ence of Marilyn Sltixin and then-Assistant Superintendent Or. AnthonyCiaglia in its creation. He stated thatmembers of the previous committeewere still available to help revive theWall. Commenting on the Retirementreserve, he urged that the board "taketime \o viiKk-iiVaml pensions."

The next meeting of the hoard vvill heWednesday. September 21. at Atkinson.
