Executive Summary

Prairie Mines & Royalty Ltd. (PMRL) retained MDH Engineered Solutions Corp. (MDH) to carry

out a survey of the domestic water wells in the proposed Shand South and Pinto mining areas.

The purpose of this work was to obtain pre-mining background information on well usage, water

levels, and water quality.

The survey covers approximately 250 km2 between the Souris River Valley and the International

Boundary. A search of the Saskatchewan Water Corporation (SaskWater) database and field

reconnaissance identified 77 domestic wells located within 6 km of the proposed mine property

boundaries. Wells west of the village of Roche Percee, previously inventoried in 2002 by

Beckie Hydrogeologists (1990) Ltd. (BHL), were not included in this survey.

Questionnaires were mailed out to the 65 owners of the wells regarding well usage. This was

followed up with site visits that involved a detailed interview with the well owners and a GPS

survey of each well. The GPS surveys were calibrated to local control points and are

determined to be accurate to approximately +/- 0.1 m horizontal and vertical.

Well water samples were obtained from 59 of the 80 wells during the site visits. Standing water

levels were measured in each available well. Water samples were not collected from 21 of the

wells because they were out of commission, not accessible, or domestic water treatment

systems prevented representative sampling of the well water. Measuring and sampling

procedures were documented for each surveyed well. Water samples were submitted to ALS

Laboratories in Saskatoon, SK or Winnipeg, MN and the Saskatchewan Provincial Laboratory in

Regina, SK for analysis of major ions, coliforms, and trace metals.

A well location plan and data sheets for each well are contained in the attached appendices

which also include cross referenced tables showing completion details and well water chemistry

by owner and well number. All participating owners received a copy of the survey and test

results for each of their wells.

1.0 Introduction

Prairie Mines & Royalty Ltd. (PMRL) has proposed mine expansion into the Shand South area

for the Boundary Mine and the Pinto area for the Bienfait Mine. PMRL commissioned MDH

Engineered Solutions Corp. (MDH) to conduct a domestic water well survey that documents the

current, pre-mining water levels and water quality of the wells around the proposed expansion

areas.

This report details the results of the domestic water well survey as completed by MDH. The

report includes a detailed summary of sampling procedures, an individual summary sheet of

available data for each well, a summary of groundwater analyte concentrations (compared to

the Canadian Council of Ministers of the Environment (CCME) drinking water quality objectives

and the Saskatchewan Drinking Water Quality Standards and Objectives (SDWQSO)), as well

as a map showing well locations, groundwater elevations, and a simplified stratigraphic strip log

of the geology as provided in the SaskWater well database.

Site visits were arranged with well owners within the study area. During each visit, well owners

were asked questions regarding their water supply and well condition. Water samples were

collected from each well for analysis of chemical constituents. Water levels were measured in

the domestic wells prior to purging and sampling. Well locations and elevations were surveyed

using a GPS system.

2.0 Scope

The general scope of the project was to:

1) Complete a detailed search of the SaskWater water well database to determine the

approximate location of documented wells within a 6 km radius from the South

Shand and Pinto area mine permit boundaries;

2) Cross-reference wells found in the SaskWater water well database search with the

wells previously surveyed by Beckie Hydrogeologists Ltd. (BHL), to determine which

wells were assessed during previous work at the site;

3) Contact each well owner by letter and by phone to arrange site visits and participate

in a well survey questionnaire; and,

4) Visit each well site and gather information on well completion details well location,

well water levels, and well water quality.

3.0 Field Investigation

The domestic water well survey was carried out in October and November of 2006. The

domestic water well survey covered an area of approximately 250 km2. Domestic wells between

the Souris River Valley and the Canada-US border, and most of the wells between the Village of

Roche Percee and the Village of North Portal were included in the survey. All wells previously

surveyed by BHL west of the Village of Roche Percee, were not included in the survey.

A total of 65 well owners were interviewed. Several of the well owners had multiple wells,

resulting in a total of 80 surveyed wells. Water samples were acquired from 59 of the wells.

Prior to field mobilization, MDH contacted each well owner and arranged a meeting. During

each meeting, well owners were asked general questions regarding well use and water quality.

Water levels were measured in the wells, and the well locations and elevations were GPS

surveyed. Details of the water well inventory, GPS survey, and well water quality analysis are

provided in Sections 3.1 through 3.3.

3.1 Water Well Inventory

The SaskWater water well database was used in conjunction with air photos and ground

assessments to identify 77 wells within a 6 km radius surrounding the proposed Shand South

and Pinto Extension property boundaries. Several wells identified in the SaskWater database

within the survey area were not inventoried because they no longer existed, the owners no

longer lived on the property (or were unavailable), the well owner was not interested in

participating in the survey, or the wells turned out to have been previously surveyed by BHL.

The drawing provided in Appendix A shows the locations of the surveyed wells. Simple

geological strip logs (as provided in the SaskWater well database) and groundwater elevations

for each surveyed well are also annotated. The drawing in Appendix A also provides the

location of well previously surveyed by BHL. A summary of the surveyed wells in order of well

index number is provided in Appendix B. A summary of the surveyed wells in alphabetical order

of well owner is provided in Appendix C. Individual well inventory records are provided in

Appendix D.

3.2 GPS Survey

MDH completed a detailed survey of each well identified during the water well inventory. Two

different GPS systems were utilized for the survey because of the large area covered in this

investigation. A Sokkia Stratus NovAtel (Stratus) GPS system was used to set-up static control

points throughout the survey area using regional government monuments. These control points

were subsequently used to survey each well using a Sokkia GSR 2700 IS GPS system.

Geodetic Survey of Canada monuments were considered adequate benchmarks for the

purpose of this water well survey. The Geodetic Survey of Canada database was searched for

benchmarks within the survey area for use during the survey. Five bench marks were found

within the study area. Three of the bench marks were not used because they were considered

unacceptable (5th order accuracy), could not be located, or the reference point on the monument

was unknown. The two benchmarks used in the survey were both 3rd order points (± 24 mm

accuracy). The locations of the utilized benchmarks are provided in Appendix A. A brief

description of each benchmark used is provided below:

1) Benchmark Name: 81V275

Description: Buried 2.44 m helix pipe in road allowance 83.170 m ENE of IP MR NE1/4, Section 36, Township 1, Range 7, West of the 2 Meridian.

UTM Coordinates (NAD 83, Zone 13): N 5439527.99, E 659778.20, Orthometric Height: 564.784

Accuracy: 0.584 m in the horizontal, 0.024 m in the vertical

2) Benchmark Name: 24555

Description: Located on or near the international boundary between North Portal Sask and Portal North Dakota. Station is on the road allowance south of SE1/4, Section 1, Township 1, Range 5, West of the 2 Meridian. Marked by a Geodetic Survey of Canada Station Mark.

UTM Coordinates (NAD 83, Zone 13): N 5430233.74, E 679173.26, Orthometric Height: 595.920

Accuracy: 0.271 m in the horizontal, 0.024 m in the vertical

Once the two benchmarks were field located, the Stratus GPS system was used to set-up

control points throughout the study area. The Stratus system uses three GPS receivers; one

receiver is set up over a known location (such as a benchmark), while the other two receivers

are set up at desired control point locations. The Stratus GPS system provides accurate (5 mm

+ 1 ppm in the horizontal and 10 mm + 2 ppm in the vertical) survey data, but has a working

distance of approximately 10 km before accuracy is lost. Four ¨base¨ starting locations were

required for installation of control points due to the extensive survey area. The majority of

control points were set-up using the Geodetic Survey of Canada benchmarks 81V275 and

24555 (Appendix A). For those points that fell outside of the 10 km range surrounding these

two benchmarks, previously surveyed control points were used as known base locations.

Control point CP26 (Appendix A) was used as a base location for control points that fell

between the two areas reached by the benchmark setups and control point CP6 (Appendix A).

Each established control point consisted of a 0.914 m length of 15M rebar installed to a depth of

20 to 30 cm below ground surface. A total of thirty-six control points were installed throughout

the survey area (Appendix A).

Once control points were established, the Sokkia GSR 2700 IS system was used to survey the

locations and elevations of the wells. The Sokkia GSR 2700 IS GPS system is comprised of a

base station and rover and is accurate to 10 mm + 1 ppm in the horizontal and 20 mm +1 ppm

in the vertical. Past MDH experience with the Sokkia GSR 2700 GPS system has indicated that

the rover has a working range of approximately 2 km from the established base station. As a

result, multiple base station setups were required to cover the entire survey area. The control

points established using the Stratus GPS were utilized as the base stations. The survey

accuracy was always checked using known control points. A minimum of three control points

were used to maintain the accuracy of the survey. Based on the precision of the equipment, the

results of the survey are determined to be accurate to approximately +/- 0.1 m.

3.3 Water Level Measurements and Water Sampling

During the site visit at each well location, water levels were measured in each well and

groundwater samples were obtained for subsequent analysis of selected parameters.

Groundwater levels in the wells were measured using a water level indicator tape prior to

sampling. To reduce potential for well cross-contamination, the water level indicator was rinsed

with distilled water before and after each measurement. The water levels were not measured at

some locations due to limited access. Appendix A, Appendix B and Appendix C provide the

water levels measured during the field investigation. It should be noted that measured well

water levels are likely not representative of the static potentiometric level of the aquifer(s)

because of the effects of long-term, domestic pumping on surrounding formation water

pressures. Therefore, static water elevations may be higher than those measured at each well

during this investigation.

Water samples were acquired after measuring water levels. An effort was made to collect

representative groundwater samples from each well. Ideally, water samples are obtained using

standard sampling protocols from a new piezometer completed in the target formation. This

reduces the chance of changes in water chemistry due to contact of groundwater with the well

assembly and associated piping. As this was not practical, similar sampling procedures utilized

in previous studies commissioned by PMRL were followed. As a result, the analyte

concentrations determined during this investigation are indicative of background well water

quality, which may vary somewhat from insitu formation groundwater chemistry.

Well water samples were collected from an external tap source when possible, or directly from

the well using a bailer when no pump column was present. The water supply was disconnected

from any of the owner’s water filtration or treatment systems prior to sampling (if possible) and

was allowed to flow for several minutes (to purge the lines) prior to sampling. Disposable latex

gloves were worn when collecting water samples to prevent contamination of water samples.

Water samples were field filtered (for metals) and preserved (according to laboratory

specifications) depending on individual test parameters. Collected samples were kept cool

using a cooler with ice and/or a refrigerator until delivery to the lab.

4.0 Laboratory Testing

Fifty-nine water samples were collected during the field investigation. Twenty one wells were

not sampled during the field investigation. Unsampled wells were either out of commission,

inaccessible, or were unable to produce a representative water sample. Water quality analysis

included testing for routine water chemistry (major ions), dissolved trace metals, and total and

fecal/Ecoli coliforms. Chemical analytes measured included:

1) Major Ions – Ca, Mg, Na, K, Cl, S04, N03+N02, N02, hardness, alkalinity (HCO3, CO3),

pH, conductance (EC), total dissolved solids (TDS);

2) F, Fe, Mn, Turbidity;

3) Dissolved trace metals by inductively coupled plasma/mass spectroscopy (Ag, Al,

As, B, Ba, Be, Bi, Ca, Cd, Co Cr, Cu, Fe, Pb, Mg, Mn, Mo, Na, Ni, Sb, Se, Sr, Ti, Tl,

Sn, U, V, and Zn); and,

4) Total and fecal coliforms.

Water samples were initially sent to the ALS Laboratories in Winnipeg, MN. Water samples

were subsequently sent to the Provincial Laboratory in Regina, SK for all coliform analyses.

Long courier times required to deliver time sensitive samples (i.e. total and Ecoli coliforms)

resulted in the need to resample several wells. Water wells WW5, WW6B, WW8, WW9B and

WW10 were resampled for total and Ecoli coliforms. Water wells WW16, WW17A, WW18 and

WW20 were resampled for routine water chemistry and total and Ecoli coliforms. The routine

water chemistry and trace metals samples were sent to either the ALS Laboratories in

Saskatoon, SK or Winnipeg, MN. All samples were submitted to the lab within the required time

frames for respective analytes.

Appendix E provides summary tables of the water chemistry results for each well along with the

original laboratory records. Appendix E also provides the current Canadian Council of Ministers

of the Environment (CCME) water quality guidelines for drinking water, irrigation water and

livestock water, as well as Saskatchewan Drinking Water Quality Standards and Objectives for

each analyte. All participating owners received a copy of the survey and test results for each of

their wells.

Water from the wells goes directly to town water treatment system, located on the south side of town. Water is treated before

it is sent to residents. Water samples were collected directly from the wells using a bailer.

Approximately 55 households are hooked up to the town water system.

Water well WW1C is the most eastern well.

Wells have never gone dry. Water quality is good. Many people in town drink the water.

Remarks Owner says water is good. No longer lives on property. Says he comes out to stay sometimes. Only 1 medium

sized shed, 1 small shed, 1 silo and a windmill located on land. No house.

Owner asked that I do not take lid off well. There is a hold drilled into the lid. It is covered with a rag and 2 bricks. Owner says

it's OK that I move bricks to measure water level through hole in lid. That is what I did. I did not take lid off. After I was finished I

covered the hole in the top of the lid with the rag again, replaced the 2 bricks and kicked up the grass around the well. Hole in

lid is 2 inches in diameter.

Well located approximately 300 m south of house.

Owner only uses well to fill water truck when farming.

When measuring water level, water level tape struck a hard "crust" at 6.40 m below TOC. Crust appeared to cover entire surface of

well. Water level could not be measured because water could not be reached. It was later determined by owner that crust was a

thick "mat" made up of roots. The mat covered the entire surface of the well at water level.

At time of well installation, a pumping rate of 5 igpm was recommended by the drilller.

Owner says there is always 12 feet (3.66 m) of water in well.

Remarks

Well casing used to be brick. When the bricks started to crack and break the galvanized steel casing was put in to the bottom.

Well has never gone dry, even in the 30's. Owner has pumped water for 48 hours and there is still 7 ft of water in well.

Used to winter 85 cows, never short of water.

Owner says water is hard. Owner drinks water.

Owner moved to propery last fall.

He pumped his well dry when he first moved in and the well didn't want to recover. Ken Penner came and flushed the well and

filled the well to the brim with water treatment plant water. No problems since then.

Well tested positive for coliforms in a previous water test, which is why the owner now used a chlorine pellet drop system.
