Executive Summary The number of broadband connections in the EU-25 + 2 (Norway and Iceland) reached 60.5 millions at the end of 2005, of which 50.6 millions in the EU-15. Penetration rates still vary greatly from one country to another (from 1.4% in Greece to 26.7% in Iceland), the average for the region being at 13.2%. DSL and cable modem represent the vast majority of broadband connections in Europe, accounting for 59 million of the total for EU-25 + 2. Half of the remaining 1.5 million connections come from FTTx1, mainly concentrated in Sweden, Italy and Denmark. The rest is split into WLL (WiFi, WiMAX, WLAN), PLC and satellite connections.Regarding coverage, DSL is now widely available, especially in the EU-15 + 2. Average DSL coverage reached 87.4% at the end of 2005 in all countries covered and 90.9% in the EU-15 + 2. Greece is still lagging behind with only 12% while Benelux countries as well as Denmark or the UK are close to 100%. We can still observe a gap between rural and national coverage: DSL coverage in rural areas is 66.4% on average, which is more than 20% below national averages. However, significant progress could be seen in several countries: in the UK and in France, DSL coverage in rural areas increased from 35% for both countries at the end of 2003 to 95% and 88% respectively at the end of 2005, in Ireland, rural coverage grew from 11% to 57% over the same period. Cable modem coverage is significantly lower on average (29.7% in the EU-25 + 2) mainly due to the fact that cable networks are available only in selected countries and that, in some of those countries, such as France, cable deployment was limited to specific areas (e.g. large cities). The latter can explain why coverage is particularly low in rural areas (only 6.4% on average). Cable modem is particularly developed in some countries (Belgium, the Netherlands, Portugal, also some new Member States such as Hungary) and can compete with DSL on a broad scale. Penetration/coverage ratios are nevertheless always higher for DSL: in the Netherlands for instance, this ratio reached 15.8% at national level for DSL and 11.7% for cable modem.DSL developments are also driven by strong internal competition. At the end of 2005, incumbent operators still controlled more than 60% of the retail DSL market, although they accounted for only 33% in the UK and 50% in France. Competition arose mainly with the rapid progress of unbundling. There were 8.8 million DSL unbundled lines at the end of 2005 in the EU-25 + 2, of which 8.7 million in the EU-15 + 2 (compared to only 4 million at the end of 2004 and 1.4 million at the end of 2003!). Competition has also progressed in rural areas but more through resale and bitstream offers. In terms of speeds, connections with download rates over 2 Mbps accounted for almost 16% of all broadband connections at the end of 2005. In the EU-15 + 2 (16.7%), this represents a significant progress compared to previous surveys: their share was only 10% at the end of 2004 and 7% at the end of 2003.In addition, there were 22.7 million 3G subscribers at the end of 2005 in the 27 countries covered (just over 5% of the total cellular subscriber base). In the EU-15 + 2, 3G services were available to more than 60% of the population (which means that commercial service is effectively available in the area where people live) with large discrepancies between countries: from 37% in Greece to close to 100% in Luxembourg.To collect the data, IDATE and our partners have directly contacted operators (Fixed and Mobile) in each European country. Depending on the different level of information collected in each country, a specific methodology has been developed (those methodologies are described, country by country in a specific report). Despite this customized methodological approach by country, we took exactly the same definition of the different indicators (unless otherwise specified in limited cases) here presented to provide a consistent benchmark. 1 Here FTTx means mainly Fiber To The Home or Fiber To The Building.November 2006IDATE 6 7. Points concerning the methodology The goal of this report is to deliver the final results of the survey on Broadband coverage and take-up across Europe (27 countries, i.e. EU-25 Member States + Norway and Iceland) at the end of 2005. Averages have been calculated for 4 different country groups: EU-15, which covers the 15 Member States of the European Union as it was organized just before 1 April 2004 EU-15 + 2, which covers EU-15, plus Norway and Iceland EU-25, which covers the 25 Member States of the European Union as it is organized now EU-25 + 2, which covers EU-25, plus Norway and Iceland The data contained in this document were collected by IDATE and our partners, from broadband networks operators, regulators and various sources in each country examined (see methodological report).All of the main broadband platforms were taken into consideration: primarily DSL, cable and FTTx, but also other platforms such as WLL/WLAN, Satellite and PLC. 3G coverage and take up (measured through the number of 3G SIM cards and 3G PC cards sold) were also examined, but separately from fixed broadband access.All data were collected prior to 31 December 2005.The survey distinguishes Urban, Suburban and Rural areas, with the following definitions: Urban area: a population density superior to 500 inhabitants/Km, Suburban area: a population density between 100 inhabitants/Km and 500 inhabitants/Km, Rural area: a population density inferior to 100 inhabitants/Km.Segmentation by download rate (for ADSL lines, Cable modem or FTTx) is as follows: from 128 kbps (included) to 512 Kbps included, from 512 Kbps excluded to 1 Mbps included, From 1 Mbps excluded to 2 Mbps included, From 2 Mbps excluded to 8 Mbps included, From 8 Mbps excluded to 20 Mbps included, More than 20 Mbps. As segmentation was different in the previous surveys (up to 144Kbps; 144-512 Kbps, 512kpps-1 Mbps, 1-2 Mbps, more than 2 Mbps), we retained only 4 classes of time series (up to 512 Kbps, 512kpps-1 Mbps, 1-2 Mbps, more than 2 Mbps).Regarding the origin of DSL accesses, we have split into 3 categories: DSL accesses directly sold by incumbent operators through retail offers, DSL accesses sold by third ISPs through wholesale offers from incumbent operators (simple resale or bitstream), DSL accesses through unbundling offers (shared access or full unbundling).Throughout the report, DSL Coverage figures refer to the percentage of the population depending on a Local Exchange equipped with a DSLAM. That is to say in its measurement, coverage includes those people (Households or Businesses Units) that reside too far from these switches for the DSL connection to function effectively. Broadband Coverage in Europe 2006 SurveyThe term Eligibility refers to "the percentage of the population depending on Local Exchanges equipped with a DSLAM and excluding those people (Households or Businesses Units) that reside too far from these switches for the DSL connection to function effectively. Furthermore, these eligibility percentages will differ according to available download rates. For instance, eligibility for a download rate of 2 Mbps will be lower than eligibility for 512 Kbps. In some countries (e.g. Poland, the Czech Republic), where fixed telephone lines are not available to all households, DSL coverage was recalculated to figure out the effective percentage of population which can be physically equipped with DSL (see detailed calculations in the country monographs).Throughout the report, the Cable modem coverage figures refer to the percentage of the population living in households effectively passed for cable. In other words, unlike DSL coverage figures, cable modem coverage also corresponds to Eligibility figures. Country-specific data were also used to establish European benchmarks and averages. Averageshave been calculated on a weighted basis. Furthermore, as previous surveys covered onlyWestern countries (EU-15 + Norway and Iceland), we have provided two sets of benchmarks: a first one comparing and averaging data at year end 2005 only, covering the 27 countries examined in this survey, a second one with time series, covering Western countries.NB: in the tables and graphs, na means not that data is not available (while "0" means that there is no subscriber).
