Haz-Mat Team Basics

The Chagrin / Southeast Haz-Mat Response Team is operated by the Chagrin/Southeast Council of Governments. The team was formed in 1990 to assist local fire departments in responding to incidents involving industrial chemicals. The team consists of 31 specially trained firefighters certified as Hazmat/WMD Technicians. In addition, 5 of our members are trained as Hazmat Specialists with intensive training in Rail Tank Cars, and /or Highway Cargo Tanks.

Every team member has completed hundreds of hours of training in chemical identification, instrumentation, packaging, chemical and physical properties of materials, chemical protective clothing, spill control and fire control. In 1995, the team was also tasked with response to Confined Space Rescues. The team purchased equipment and conducted training to meet the challenge. In 1999, prior to the events of Sept 11, 2001, the Chagrin/Southeast Haz-Mat Team began special Domestic Preparedness training for response to terrorist incidents. All of our team members are currently trained a WMD Technicians, and fifteen team members have attended specialized federal training centers to learn about response to terrorist bombings, chemical weapon attacks, biological weapons and radiological attacks.

Since the terrorist attack of 2001, the focus of the team has changed. More than half of our training and much of our equipment is specific to terrorism response. Our team members have adapted well to this challenge and we along with the other haz-mat teams in our county, are prepared to defend our communities against the unthinkable. Our team maintains close relationships with the other haz-mat teams of Northeast Ohio. We have mutual aid agreements with Lake County, Portage County, Summit County, Westshore Hazmat, Southwest Emergency Response Team and have close working relationships with the City of Cleveland and the Geauga County Hazmat Team. We continue to exchange services with the Hillcrest Technical Rescue Team and the Heights Area Special Rescue Team. We provide their communities with haz-mat emergency response and they provide our communities with technical rescue response.

This regional approach to hazmat and WMD response, as well as technical rescue, is cost-effective, maintains a high skill level and insures our communities are ready to respond.

Haz-Mat Team Vehicles and Equipment The Haz-Mat Team owns and operates almost $1,000,000 worth of vehicles, tools and equipment, including:

Hazmat 1 Housed at Solon Fire-Rescue Includes Research Materials, Computers, Light Tower, Weather Station, Level A, B and C Chemical Protective Clothing, Chemical, Biological and Radiological Monitors, Meters, Detectors, Colormetric Tubes, Plugging & Patching Equipment, Decontamination Equipment, Chlorine Kits, WMD Detection and Identification Equipment

Regional Command Post Housed at Maple Heights Fire Dept. Includes Research Materials, Computers, Two Office/Meeting Rooms, Communications Center with VHF-Lo, VHF-Hi, UHF 420, UHF 800 capabilities, Copy Machine, Fax Machine, Cellular Capabilities, 36 Portable Radios, On-Board Generator, Telescoping Mast with TV Camera, Mobile Base Station & Repeater with Mast Antenna, Television and Radio Monitoring Capability

Haz-Mat Team Vehicles and Equipment

Additional suits, bulk supplies and support materials are cached within the region. The Hazmat Team also maintains a Class “B” Foam Bank with 120 gallons of AFFF-ATC Foam Concentrate on Hazmat 3, with an additional 200 gallons at the supply cache. Russell Twp has offered their foam tanker with 3,000 gallons of water and 120 gallons of AFFF-ATC foam concentrate to respond on a special call basis. The resources of the other three Cuyahoga County Teams, which are similarly equipped, are also available 24/7 through mutual aid.

o Active participation on Cuyahoga County Counter and Anti-Terrorism

Committee (CAT) which develops strategy and administers distribution of Homeland Security Funding. Our team members played key leadership roles in selection and procurement.

o Active participation with Ohio Hazmat Technical Advisory Committee (TAC)

of the Ohio Emergency Response Plan (ORP) in Columbus, to develop regional response capabilities and develop statewide hazmat response plan

o Conducted quarterly meetings with other Hazmat Team Leaders and EMA

Directors from EMA Region 2, including Ashtabula, Lake, Geauga, Cuyahoga and Lorain Counties to discuss common goals, regional funding opportunities and interoperability for large scale incidents

o Active participation in Bomb Incident Planning Committee of Cuyahoga

County which developed First Responder SOG for first hour following a terrorist bombing incident. SOG and Annex adopted throughout Cuyahoga County by Fire, EMS, EMA and Law Enforcement organizations.

• Other Highlights

o Lieutenant Tom Lisy of the Garfield Heights Fire Department and Lieutenant Ellita Vedder of the Warrensville Heights Fire Department received Commendations for Heroism for their efforts in saving the lives of the Haas family in the May 30, 2008 Gasoline Storage Tank rescue in Auburn Township. The hazmat team supported their entry into the tank and through the joint efforts of all the responders they were able to save the life of Paul Haas.

o The Hazmat Team established a scholarship fund with funds received for

response to the train derailment in Painesville in 2007. The fund will be used to pay tuition and travel expenses for members attending the Emergency Response Training Center in Pueblo, CO where they will be trained as Highway Cargo Tanks Specialists or Rail Tank Car Specialists.

• Major Training Initiatives of 2008

o In early 2008 we conducted a major initiative in competency based instrument training. All members completed refresher training on all meters and instruments owned by the team. Personnel were then tested on the operation, uses and limitations of each unit and a skillsheet was completed to demonstrate competency. These training session lasted four months and refreshed members on fifteen high tech instruments.

o Four hazmat technicians attended the three day LSU Public Safety Sampling

Course which was held in Mansfield, Ohio. Tuition was paid by the Madison Twp Fire Dept, and the travel and lodging costs will be reimbursed through a HMEP grant administered through the LEPC and Cuyahoga County.

o All hazmat team members attended one of four sessions of the Hazmat IQ training held in March and October 2008. This eight hour course teaches a quick and easy method to recognize physical and chemical properties of a chemical in the early stages of an incident, before completing thorough research. The entire $19,000 tuition was paid with a generous grant from the Cuyahoga County Local Emergency Planning Committee (LEPC).

o Three hazmat technicians attended the IAFC Hazmat Teams Conference in

Baltimore in June 2008. This is one of the premier hazmat training conferences in the US. This training refreshed their skills and knowledge in numerous areas and was the basis of the training programs offered to our team. Cost reimbursed from HMEP funds.

o Two team members attended the Prevention and Response to Terrorist

Incident Bombing Course in Socorro, New Mexico. All travel and tuition expenses paid by a federal grant.

o In August, the Hazmat Team participated in a full day of Confined Space

Rescue training at an industrial chemical facility in Painesville Twp. Personnel practiced in several teaching stations with rescue equipment, harnesses, specialized breathing air systems and communications equipment. Then technicians conducted several exercises where personnel entered a rail tank car to simulate a rescue of a trapped employee. The exercise was very successful with many lessons learned.

o In September, all team members attended an eight hour Hazmat Technician

Refresher Course at the Cleveland Fire Training Academy. This training allowed our team members to train and network with techs from the three other county teams. The course was paid for with PUCO grant funding.

o The Chagrin/Southeast Hazmat Team sponsored the 9th

Annual Ohio Hazmat Teams Conference on October 31 and November 1, 2008. The conference, held at the Solon Community Center, was attended by over 240 hazmat technicians from hazmat teams throughout Ohio. The program included speakers from around the country. Costs were reimbursed from HMEP funds.

All of the tuition and travel expenses for the above training programs were paid for with state and federal grant monies.

• Major Initiatives for 2009

o One of the main initiatives for 2009 will be outreach and recruitment. HCO’s

will be contacting fire departments and scheduling training sessions and working with fire chiefs to recruit new team members. Recruitment posters will be distributed and HCO’s will meet with departments to stimulate interest.

o The paging system will be switched completely to text messaging to cellular

phones. This will reduce operating expenses and reduce maintenance costs.

o Focus more training time on Confined Space Rescue with team training and

outside training sessions. o Implement a county-wide upgrade of field bio-detection equipment and

complete training for our members to develop proficiency.
