he Kentucky Transportation Center Technology Transfer Program is proud
to announce that 125 Roads Scholars and 117 Road Masters completed the training series in 2008, building on the 19th year of the program. Graduation ceremonies were held across the state in December 2008 and January 2009. Eighty-seven graduates were recognized at Barren River State Park on December 9th, seventy-three at Jenny Wiley State Resort Park on December 11th, and another eighty-two at the Crowne Plaza in Louisville on January 15th. Kentucky Transportation Cabinet Secretary Joe Prather presided over the Louisville ceremonies, expressing his support for the accomplishments of the

graduates. “I look back at the success of the Roads Scholar/Road Master Program and I see that we have good people...that want to receive training so that they can better what they do,” Secretary Prather said commending the graduates. “And I look out and see people in local government,” the Secretary continued, “who have benefited from the program...we are all partners working together.” In addition to state and local officials attending in support of area
graduates, friends and families of this year’s class joined in the celebration. Gayle Willey, a Shelby County transportation professional with forty-three (“and a half,” adds Gayle with a laugh), years of experience came to support his friend and co-worker David Clemmons. “This is just great,” beamed Willey about the program, of which he himself is a graduate. When asked about his experience this year completing his Road Master designation, Clemmons said, “I thought Small Bridges was especially helpful, but everything was really good.” About the Program The Roads Scholar/Road Master Training Programs consist of nine and seven full-day courses, respectively. The combined programs total 96 training hours. This year’s graduates join 1,630 Roads
Scholars and 1,036 Road Masters who have completed the programs since inception. The Roads Scholar and Road Master Programs are invaluable for preparing and protecting communities throughout the Commonwealth. They were established in order to provide basic knowledge for those

Lifesavers Conference Coming April 27-29th to Louisville he 2009 Kentucky Lifesavers Conference is scheduled for April 27-29th, at the T
Louisville Marriott Downtown. The conference will provide a forum that
w The automotive and insurance industries
delivers common-sense solutions to reduce the number of highway fatalities and injuries in Kentucky. About the Conference The conference will bring the latest safety information to those individuals charged with reducing the number of fatalities and serious injuries on Kentucky’s roadways. It will address a wide range of highway safety topics covering engineering, education, enforcement, and emergency response. Sessions will combine presentations, panel discussions, and participant involvement on a variety of topics including child passenger safety, impaired driving, lane departure crashes, teen driving issues, commercial vehicle safety, new car technology, seat belt usage, data analysis, engineering, and aggressive driving. It will highlight successful programs and draw attention to emerging safety issues and encourage public and private partnerships to address highway safety. The Lifesavers Conference is sponsored by the Kentucky Transportation Cabinet, Department of Transportation Safety in cooperation with Federal Highway Administration and the Governor’s Highway Safety Program. Who Should Attend The conference draws attendees from the private as well as the public sector, including representatives from the following:
w Community traffic safety programs w Injury prevention programs
w Prosecutors and judges involved in traffic safety issues w State and local law enforcement w Federal and state highway safety agencies w State and local emergency medical services, and public health w Child passenger safety professionals w Advocacy and research Lifesavers participants will have the opportunity to network with their highway safety peers in a setting where they can share program success stories, learn from others, and develop valuable alliances. Registration is $125 before March 15th and $175 thereafter. Pesticide Continued Training & Testing 3, 6, 18Testing Now Being Offered for both Categories 3 & 6 in 2009.
Course Information Pesticide Continued Training is for Categories 3, 6, and 18. The six-hour workshop provides three general hours and one specific hour for each of the three categories (3, 6, and 18). New in 2009 is Training and Testing for both Categories 3 & 6 (previously testing was only offered for Category 6). To prepare workers to take the certification exam, we provide five hours of instruction, and at the completion of the training, the Department of Agriculture administers the exam. We do not provide special certification testing for Category 18. Pesticide certification and license questions should be directed to the Division of Environmental Services, Kentucky Department of Agriculture at 502-573-0282. Times and Fees
Registration begins at 8 a.m., class work starts at 8:30 a.m. and ends at 3 p.m. Fee includes all materials, refreshments, and lunch. Continued Training is $90. Training & Testing is $120. ($25 of this fee pays for certification). If a participant wishes to test for both categories, there is an additional fee of $25. NOTE: Payment is required in advance, except state workers.
IMPORTANT NOTICE: To receive credit for any of the Center’s training sessions, you must be present during the entire class. If you arrive more than 15 minutes late, leave more than 15 minutes early or miss more than 15 minutes of the session, you will not receive credit for the course.

Roads Scholar Requirement:Low-Cost Roadway Safety Improvements
The Low-Cost Roadway Safety Improvements workshop takes the place of Kentucky Transportation 101 as a required Roads Scholar workshop. This workshop will show participants ways to reduce fatalities caused by road departures and collisions with fixed objects. Participants will learn ways to reduce fatalities and collisions at rural intersections, as well as reduce pedestrian fatalities.
The workshop will include examples of low-cost maintenance and safety improvements on roads and the historical differences between state road systems and local road systems. NOTE: Kentucky Transportation 101 workshops taken in the past five years will count toward the Roads Scholar Training Program. Road Master Optional:
Basic Plan Reading
The Basic Plan Reading workshop is an optional workshop in the Road Master
Training Program. This workshop will take participants through the various types of plans used at road departments. Participants will discover how to read and interpret the different types of standard symbols and abbreviations.
Working in groups, participants will discuss the features and details contained within plans, learn to define the types of scales; and identify dimensions found on plans.
