Linda Killinger Professor of Diversity Studies and Founding Director, Center for Multicultural Education,

University of Washington, Seattle. Worldwide immigration and the quests for rights by minority groups

around the world have caused social scientists and educators to raise serious questions about liberal

assimilationist conceptions of citizenship that have historically dominated citizenship education in nation

states around the world. In this presentation, I will challenge liberal assimilationist conceptions of

citizenship and citizenship education, argue that citizenship education should be reformed so that it

reflects the home cultures and languages of students from diverse groups, and contend that group rights

can help individuals attain structural equality. I will discuss the implications of my analysis for

transforming citizenship education in the final part of this presentation.

and Values, Education Sector, UNESCO Title: Learning to Live Together: towards culturally appropriate

and responsive quality education for all Organizers: UNESCO Education Sector, Arigatou

International/GNRC, International Association for Intercultural Education UNESCO developed guidelines

on intercultural education as part of its efforts in supporting quality education for all which is concerned

with content and processes in, as well as access to, education. Framed also within the World

Programme for Human Rights Education (2005-on-going), the Organization‟s strategy consists of

mobilizing both individuals and institutions to ensure a successful quality education. Learning should

focus on the acquisition of values, attitudes and skills. Within this context, the Arigato Foundation,

UNESCO and UNICEF jointly produced “Learning to Live Together: An Intercultural and Interfaith

Program for Ethics Education”, a tool-kit for educators to teach children about respecting and

understanding diverse faiths, religions and ethical beliefs. The toolkit aims to help young people and

children develop ethical decision making skills and nurture a sense of belonging, community and values.

Its aim is to ultimately shape attitudes for building peace through teaching tolerance and mutual

understanding. Using this toolkit, the proposed symposium will have an interactive session with

participants to understand the issues around intercultural education as experienced by themselves as

well as viable and sustainable approaches to intercultural learning. Arigatou Foundation has already

organized a series of test workshops and will share their experiences and lessons learned. Proposed

Jagdish Gundara, Emeritus Professor of Education at the Institute of Education University of London

and UNESCO Chair in Intercultural Studies and Teacher Education The issues confronting education

systems in the twenty first century are far deeper than the political elites from dominant and majority

populations tended to project. In this presentation, I argue that these are not problems and issues

emanating from immigrant minorities but are issues for all groups in society. They pertain as much to

historical aspects of difference and diversity, as they do with the increasingly complex contemporary

aspects of diversity. The measures necessitate a total re-consideration of establishing formal, informal

and life-long learning communities. The issues raised by socio-economic inequalities and the poverty

associated with certain communities have historic origins and may necessitate joined-up policies which

include education and skills training. At this level in different national contexts, there might be a very

different focus when tackling either historically entrenched divides or more contemporary based

exclusions. In educational terms, issues of linguistic, social class, race, nationality, religion or secular

may all be relevant in different combinations. These issues present profound challenges and argue for

an intercultural Paideia or „bildung‟.

Maud Aguirre Flemish students perform among the top five for maths and reading on the PISA results.

However, the gap between low achievers and high achievers is the highest of all regions or countries

that participated in PISA. Flanders has a strong tradition of intercultural education. Do we focus on the

wrong aspects when it comes to intercultural and diversity education? Do we set inadequate goals?

Should intercultural education play a major role in resolving social inequality in education? Can

intercultural education make a difference to resolve social inequality in education?

An OSCE session (with IAIE) on educational approaches to Intolerance against Muslims Research and

date collection agencies have recorded an increasing amount of intolerance towards Muslims across the

OSCE region during the last decade. In 2010, the Office for Democratic Institutions and Human Rights

of the Organization for Security and Cooperation in Europe (OSCE/ODIHR),together with the

Association of Muslim Social Scientists(UK) and the International Association for Intercultural Education

(IAIE), will be publishing a directory containing examples of practices and initiatives in education that

aim to combat intolerance against Muslims. In this focus session, several experts from around the

OSCE region will present a rationale for the above-mentioned project, as well as examples of some of
