MINISTER O

F TRANSPORT AND INFRASRTUCTURE

Canadian Sailings 2010 Annual Issue 9

As Minister of Transport, Infrastructure and Communities, I would like to extend my sincere greetings to all read-ers of this 76th annual Grunt Club issue of Canadian Sailings. The Grunt Club is a Canadian marine institution, andI congratulate the magazine on its long history.

Since assuming responsibility for this portfolio in August, I have come to appreciate the importance of the marineshipping industry to Canada. As a key part of Canada's transportation system, the marine shipping industry con-tributes enormously to the economy and is vital to Canada's present and future prosperity.

The long-standing partnership between the marine industry and the Government of Canada has played a majorrole in the sector's success. By working together, a safe, secure and sustainable marine transportation system hasbeen created that Canadians rely on to connect with markets around the world.

In the past year, the federal government has moved forward with several new measures to enhance marine safe-ty and security and protect the environment. Through Canada's Economic Action Plan, significant investments havebeen made at ports to strengthen international gateways, improve intermodal connections, benefit regional indus-tries and promote Canadian exports.

Since 2008, Canada has ratified 12 key international maritime conventions that will help reduce air and waterpollution from ships, while ensuring the safety of vessels, goods and workers. These measures will both harmonizethe industry with global standards and ensure that Canadian values for safe and secure transport are upheld.

Allow me to highlight a few examples. In 2010, Canada joined three annexes of the International Convention forthe Prevention of Pollution from Ships (MARPOL), as well as the International Convention for the Control of HarmfulAntifouling Systems. Canada also ratified the International Convention for the Control and Management of BallastWater and Sediments. Together, these conventions will protect Canadian waterways, while strengthening marinecommunities and the commercial marine industry.

This year, Transport Canada has continued its efforts to modernize regulations under the Canada Shipping Act,2001. The Northern Canada Vessel Traffic Services Zone Regulations and the Fire and Boat Drills Regulations cameinto force in July to protect the safety of vessels, crews and passengers. In November, the Long-Range Identificationand Tracking of Vessels Regulations also came into effect. These regulations will enhance security by making it pos-sible to more efficiently track cargo vessels of 300 gross tonnes or more off Canadian coasts. Our goal is to promotea culture of safety and security in all areas of the marine sector in Canada.

In addition, the government recently announced the remission of the 25% customs duty on the import of all gen-eral cargo vessels and tankers, and ferries longer than 129 metres. This will help renew the aging Canadian fleet andsupport Canada's shipbuilding industry. This move builds on the government's tariff relief for the manufacturing sec-tor and helps make the economy more competitive by lowering taxes.

In 2010, the federal government moved ahead with the Marine Shore Power Program by funding a Port of PrinceRupert project, which will offer shore power for container ships. This is expected to reduce greenhouse gas emis-sions and improve local air quality by allowing ships to turn off their diesel engines while docked at the port.

The measures I have briefly outlined are proof of the Government of Canada's ongoing commitment to the pros-perity of the marine industry in this country. I look forward to a continued collaboration as we pursue efforts to boostCanada's competitiveness in a global economy and promote this important sector for the benefit of all Canadians.

Canadian Sailings 2010 Annual Issue 1716

The history of The Grunt Club dates back to the early 1930’s when a smallnumber of marine-oriented men decided to form a nautical organizationprimarily to foster the spirit of good fellowship throughout the industry inthe Port of Montreal. The name of the Club was allegedly derived from thegrunts and groans which bellowed out from the group in response to thesuggestions offered by each in attendance. The late Barney Bolan waselected the first President and from those humble beginnings The GruntClub has grown to over 350 members – all associated in some way withwater transportation and who can meet in an atmosphere of friendship andcongeniality.

The Club held its first general meeting at the Queen’s Hotel on February2nd, 1934. Those present at that meeting voted unanimously to incorporateThe Club under the laws of the Province of Quebec and to secure thenecessary charter – the appropriate action being taken by a committeeconsisting of members who had arranged the group’s early functions.

Since that time The Grunt Club has become exceedingly well known to mostpeople concerned with shipping. An ever popular Annual Dinner is held eachDecember at which approximately 1,350 members and friends attend from allparts of Canada, the United States and even overseas. During the year TheClub organizes golf tournaments, a picnic, a children’s Christmas party, acurling bonspiel and a Mariners’ House of Montreal Benefit Luncheon. TheClub regularly donates to Mariners’ House of Montreal, Montreal Children’sHospital Foundation and Hôpital Sainte-Justine. As well, three bursaries peryear are given to L’ Institut maritime du Québec à Rimouski.

The Grunt Club’s support of various institutions is well known. This support hasgenerally been in the form of annual donations and this year is no exception.

Our long-standing relationship with the Mariners’ House, who is our largest recipient, to date, has received funds well in excess of $300,000 from the club.

For the past 20 years, we are proud and fortunate enough to be able to donate funds,in the form of annual bursaries, to the Institut maritime du Québec à Rimouski.

Additionally, with the continuous support of our membership at the various eventsthroughout the year, we have been able to add both of the children’s hospitals

to our list of beneficiaries.

The Montreal Children’s Hospital and l’hôpital Ste-Justine have both receiveddonations in upwards of $12,000 each over the past eight years.

The Board of Directors of the Grunt Club is pleased to assist these selected recipientsin this noble fashion and will continue to do so with the response

from our generous members.

bers, their families and their grandchildren; and ourAnnual General Meeting held in early April eachyear. Members can enjoy a free dinner and open barwhile participating in club business – an excellentway to meet new people in the industry or renewold acquaintances.

One of the most significant reason for becominga Member of the Grunt Club is that membershipentitles you to apply for and purchase a table at ourAnnual Dinner that is held on the first Friday inDecember. Only Members in good standing receiveorder forms. This is an event that always sells outevery year. It is known world-wide and is a “mustattend” event for everyone in our trade.

In addition to new Members, The Grunt Club isalways looking for volunteers to assist with the or-ganization and successful running of the variousevents. Volunteers can participate in as few or asmany events as they wish – often working their wayup to Chairperson of the event. Volunteering to as-sist is also the path to follow towards a Directorshipin the Club. Directors are individuals who have pre-viously participated in the operation of events andwho will do their best to promote the Club and itsgoals, while at the same time respecting the greattraditions of the club – which has been passed downthrough the years by our many Past Presidents.

We welcome all non-members of the Grunt Clubwho are attending tonight’s Annual Dinner tostrongly consider membership. Membership is es-sentially open to anyone within the marine commu-nity – either directly or indirectly. In order to assistyou - a membership application has been includedin this issue of “Canadian Sailings”.
